On June 4th, 2009, the heads of the Federal and Länder Governments signed

an agreement to continue three major joint programmes:

►Pact for Higher Education 2020 (Hochschulpakt)

►Initiative for Excellence (Exzellenzinitiative)

►Joint Initiative for Research and Innovation (Pakt für Forschung und Innovation)

►The aim is to strengthen the German science community's international competitiveness and provide study opportunities in a needs-centred approach.

►Total volume: approx. €18 billion (up to 2019)

The Excellence Initiative

►was launched in 2005

►received renewal approval in 2009

►is coordinated by the DFG and the German Council of Science and Humanities (Wissenschaftsrat)

►is financed jointly by the German federal government (75%) and the states (25%)

►will continue to run for another five years (from 2012-2017)

►second phase started on March 12th, 2010

The Excellence Initiative has created

►4,200 new posts: recruitment of research staff (about 25% from abroad)

Most professors and postdocs for excellence clusters and research schools were recruited in the USA, many of them were German citizens returning to their home country.

85 new institutions at 37 different German universities received funding for

►37 new interdisciplinary centres and clusters (253 proposals)

►39 new graduate schools for PhDs and PostDocs (280 proposals)

►9 institutional strategies to promote top-level university research (47 proposals)

The 9 universities that were successful in all three funding lines were granted the title Elite University for the period of five years

The Excellence Initiative is funded with up to 1.9 billion euros(380 million euros per year) until 2011/2012 and with up to 2.7 billion euros (540 million euros per year) for the period from 2012 to 2017.

This includes overhead funding.

►innovative institutions for promoting young researchers (graduate schools – € 60 m per year)

►qualitatively outstanding research centres (clusters of excellence – € 292 m per year)

►institutional strategies to promote top-level university research (€ 142 m per year)

Proposals are reviewed by international teams of independentresearchers.

► Graduate Schools aim to combine and improve the promotion of young scientists and researchers and to raise the profile of research

► Highly qualified doctoral students are trained in these Schools that offer an excellent research environment

► Hence, they provide the ideal conditions for a doctorate, inspire the doctoral students’ to identify with the respective campus, and altogether contribute to forming internationally competitive centres of science

Biologists and engineers collaborating for patients

Experts from biology, engineering, and the clinical sciences are working together on therapies for acute and chronic diseases. Using conventional implants, they want to develop novel combinations of cells, drugs and technical products.

The PhD projects align themselves with a new type of scientist: bioengineers have to understand complex biological processes, while biologists have to understand the technical components of the therapy approaches.

The necessary appreciation of the practical requirements creates the close cooperation with the specialists from the clinical sciences.

Cultural relations are asymmetric

Europe and Asia have long been communicating with each other, in an intensive and high-tension relationship – as always when two cultures encounter one another.

The Cluster’s researchers do not see difficulties that may arise as a shortcoming, but rather take them as a starting point for their studies. Intensive cooperation with partners from Asia makes it possible to analyse the existing asymmetries from both directions and to overcome a Eurocentric perspective.

In the four research fields: governance and administration, public and media, health and environment, and history and cultural heritage, scientists with an historical and contemporary orientation from Asia and Europe-related disciplines study phenomena that arise between individual cultures, language areas, countries and corresponding subjects. In the course of this, theoretical concepts combine with field research and the study of sources – including previously, hardly considered audio-visual media.

University of Heidelberg Asia and Europe in a Global Context: Shifting Asymmetries in Cultural Flows

► Institutional Strategies aim to strengthen an university as a whole, so that it can compete successfully with the leading players in the international science market.

► An Institutional Strategy calls for a university to develop a long-term strategy on how it can consistently expand and enhance its cutting-edge research and improve the promotion of young scientists and researchers. This means identifying existing strengths and sharpening profiles in all fields.

► To qualify for the third funding line, universities have to develop an exceptional Institutional Strategy and must, additionally, each have at least one Graduate School and one Cluster of Excellence.

The university has set itself a revolutionary goal in Germany’s research landscape: the founding of the Karlsruhe University of Technology (KIT), a merger between the University of Karlsruhe and the Research Centre Karlsruhe (Helmholtz-Association). The whole strategy focuses on the Knowledge Triangle: “Research – Teaching – Innovation”.

The creation of a distinct KIT profile with a strong image and the merger between the two partners in the field of research will take place at two levels. On the one hand, by means of the competencies that the scientists from both institutions introduce into the KIT. The resulting Competence Portfolio will make the scientific and technological competencies of the KIT transparent and easily accessible, both internally and externally. And, on the other, by distinctly communicating the profile of research topics that are pursued at the KIT at institutional level, namely through the KIT Centres and the KIT Focuses that bring together thematically associated programmes and projects of varying size and strategically support these.
