NAVI MUMBAI: Panv-el city police have suc-ceeded in apprehendingtwo thieves from a gangwho have been lootingmobile phones from thepeople at crowded plac-es. The accused havebeen identified as Kun-dan Kumar Arjun Ma-hato (21) and Kailaalias Azam. The policehave seized 63 mobilephones worth Rs 11lakh 10 thousand fromthem and are current-ly looking out for othermembers of the gang.The police feel that withthis arrest, several cas-es of mobile thefts willbe solved.

Tupe rescued the snake withthe help of a stick and put it in abottle. He then released the poison-ous snake in the Vashi creek.

Capital Club Company’spromoters and agents arrested

NAVI MUMBAI: Five persons, includ-ing promoters and agents of CapitalClub Company, have been arrestedfor duping 4841 investors of Rs 14crore 53 lakh 77 thousand by luringthem with high returns on invest-ment without having legal approvalof any governing body. The police arelooking out for the absconding direc-tor of the Capital Club.

The gang, arrested in this case,started operating the Capital ClubTraders office on the 14th floor ofReal Tech Park building near VashiRailway station last July and pro-moted investment schemes wherepeople were lured by investors of 2grams to 30 grams of gold and 4grams to 60 grams silver by invest-ing Rs 15,500 to Rs 2 lakh 32 amountand 3 percent returns in 52 weeks.

In addition, if the investor addedanother person in the scheme, they

were to get 1 percent in 20 week assales bonus. Lured by the offers, 4881citizens from Mumbai-Thane areaincluding Navi Mumbai investedaround Rs 14 crore 53 lakh 77 thou-sand online in Capital Club duringthe last four months.

Upon receiving the information,the Economic Offences Wing raidedthe Capital Club’s office in Vashi lastweek and found that the schemes op-erated by the company were fake.The crime branch sealed the head-quarters and lodged a crime againstthe promoters, directors and agentsof the Capital Club at Vashi policestation in accordance with the IT Act.

Police have arrested the compa-ny’s promoter Ganesh Shinde andagents Abhijit Jadhav, SamdanChinchole, Sanjay Gaware and Ba-ban Sadar. Police are now on the lookout for the company’s directors andothers.

A separate bu-reaucracy should be setup for running the wel-fare board,” said anoth-er member. The com-mittee also demandedthat the domestic work-ers should be legallyand in practice be rec-ognised as workers; thewelfare board should beindependent of the stateto ensure no interfer-ence by the govern-ment; a budgetary pro-vision should be madeby the state govern-ment to allot funds toensure stable and reg-ular source of fundingof the welfare board, afair, minimum wagerate should be decidedby the board, no agebarrier in case of receiv-ing benefits.

They also demandedthat a survey should beconducted by the statebody with strong willand intention on theirend; the Municipalityshould include in theDCRs (DevelopmentControl Regulations)that every housing so-ciety should have a sep-arate place that acts asa crèche for the babiesof the workers and alsofor the domestic work-ers to take rest, mini-mum of 3 months ofmaternity leave shouldbe provided to womendomestic workers, theexisting schemes in theAct should be made spe-cific and clearer to en-sure its swift delivery,the domestic workershould be allowed 4days leave per month.

In a year, after 11

months of service, a onemonth leave should begranted. Along with theworkers, employersshould also get regis-tered under the welfareboard, out of the totalstate government reve-nue, 3% should be con-tributed towards pro-viding pension to thedomestic workers, ahelpline number shouldbe setup that the work-ers can directly ap-proach in case of dis-tress and difficulties, atthe time of police com-plaint against domesticworkers, provisionshould be made for so-cial workers to accom-pany the domesticworkers to the policestation / outpost, theMunicipality shouldprovide for construc-tion of houses in thestate for the domesticworkers and reserveland for them for thesame, an independentlegal court should be setup for the domesticworkers towards griev-ance redressal andthere were the de-mands for the strongimplementation of it.

The committee alsodemanded that theboard should providezero token loans for theworkers’ children tohelp them access edu-cational services, deliv-ery of previous schemesshould be resumed andnew schemes should beintroduced such as San-man Dhan Yojana, AamAadmi Yojana etc. ev-ery woman should re-ceive a Swastya Arogyacard under the board,which should providehealth insurance, trav-elling allowance andother social securitybenefits. The domesticworker should also beoffered paidleaves. Lastly, de-mands with regards towelfare of domesticworkers at the nation-al level should be ac-knowledged immediate-ly.

A panel discussionwas conducted duringthe meeting whereleaders, activists anddomestic workers ex-pressed their opinionsand views, shared theirexperience of workingtowards addressing the

issue and suggestedvarious ways to takethe movement forward.

Below a few keytakeaways from thesession:

Suchita Suru: Itis shocking that evenafter an Act being inexistence, the welfareboard is currently dys-functional. We have topush for the schemesthat were being deliv-ered previously and putforth our suggestionsfor new schemes thatare relevant as per theneeds and demands ofthe beneficiaries.

Madhu Birmole :Being a former mem-ber of the board, I haveto admit that the boardat the time existed justfor namesake. I couldnot work the way Iwanted as our opinionsand views were nevertaken into consider-ation. Hence, the for-mation of the board wepush for now, should benothing like the previ-ous one, i.e. the welfareboard that existed from2011 to 2014.

Santhosh Vib-hute: For renewal ofregistrations under theboard, the domesticworkers are expectedto visit the officesthemselves. They can-not always lose a day’swork and manage tovisit the office. Hence,we should strongly de-mand for social organ-isations to be allowed tointervene and take careof submission of formsand formalities on theirbehalf.

Dnyanesh Patil :The way the cities aredeveloping today, do-mestic workers are anintegral part of the ec-osystem. Householdsneed and depend ontheir services and thisvery fact is ourstrength. We shoulduse this to our advan-tage, come togetherand put our demandsforward strongly.

Vidya Swami, do-mestic worker fromSangli district, Maha-rashtra: Being aware ofthe conditions of do-mestic workers verywell, I can state thatthe one thing we imme-diately demand is theschemes and benefits.

We even have to workon days when our chil-dren are sick or whenour family needs oursupport because weneed the earnings andcannot afford to loseeven one day of work.

Suresh Patil: Thestructure and form ofthe welfare boardshould be decided by usand not the State. It isour right to visualizethe welfare board andits operations and asbeing part of the coor-dination committee, weshould take this up asone of the very firsttasks.

M a d h u k a n tPathariya : Ourrights are slowly beingtaken away from us.This is the time tocome together andshow our strength if wewant to secure our fu-ture. To run the wel-fare board, we needproper representativeswho are driven to pro-vide welfare and arecompetent to make theboard work. Also, rely-ing just on state grantsis not sufficient. Weneed to push for aboard which has prop-er representation,proper funding to ulti-mately deliver benefitseffectively.

Babita Rawat:The International La-bour Organisation(ILO) Convention 189that is so widely spo-ken about in the con-text of domestic work-ers, their rights andsafety, is not widelyspoken about in India.We need to push for di-alogue on this topic andensure its implementa-tion on ground. Also,we should focus onteaching the domesticworkers to fight, facil-itate their learning andstruggle so that theyare able to take theirdemands forward.

U d a yChaudhary: We earnwhat we deserve. Weare not stealing fromanyone and hence, it isour right to ask for pro-tection and safety fromthe government. Thegovernment is depriv-ing us of our rightfulbenefits. Hence, it isonly fair that we standup against the injus-

tice.Rajaram Sabale:

Our main priorityshould be that of get-ting the domesticworkers pension facili-ties. We have to guidethe workers, organizethem so that they areable to fill the gaps andpush for their demandsthemselves.

Kashinath Na-kate: The workers sup-port the cities greatlyand are very muchequal citizens of theurban. Hence, we de-serve to be recognized,acknowledged, sup-ported and protected.The unity among usneeds to be strength-ened, then and onlythen can we makechange happen.

Raju Vanjare andDinesh Mishra: It isimportant to engage allstakeholders who cancontribute towards ourcause. Thus, weshould ensure that ourdemands reach everyperson in power whohas the ability to pushour demands forward.It is therefore impor-tant to come together,unite in order to makeour voices heard.

With respect to put-ting forth a strong ac-tion plan, a memoran-dum was preparedwhich contained 24 spe-cific demands that wereunanimously agreedupon during the meet-ing. The demands werebifurcated into threecategories – firstly, de-mands relating to pro-visions in the existingAct that need strongimplementation; sec-ondly, demands relat-ing to necessaryamendments that needto be made in the Acttowards its strength-ening; lastly, demandsrelating to relevantschemes in the contextof domestic workersthat should be deliv-ered by the welfareboard.

The memorandumincluded demand forprovision of pensionand other schemes, for-mation of a proper tri-partite board as theAct states, constitu-tion of an independentcourt for domesticworkers, and to estab-

lish a helpline to ad-dress issues of work-ers in distress.

It was decided thatthe memorandumwould be used as a toolfor state consultationand would hence, besubmitted by the corecommittee to newly-elected ministers,MLAs and MPs in var-ious districts of Maha-rashtra. Flouting traffic rules -A cause for concern

In the recent past, road accidents in-volving two wheeler riders are increasingat an alarming pace all over the place.While rash driving, violation of traffic rulesetc. are the prime reasons for the increasein the road accidents, driving after con-suming liquor is another major cause,which has not been seriously consideredtill now.

Long smooth stretches like the PalmBeach Marg allow the drivers to push theaccelerators just for the thrill. The desirebecomes more stronger, especiallyamongst youngsters, after getting tipsy, orin the company of friends. It is seen thatusually whenever there is serious acci-dent, one of the drivers is in drunken state.So far, in the absence of proper equipment,the RTO officials were unable to penalizethe offenders. Now equipped with breathanalyzers, the task has become easier.These drives should be conducted peri-odically especially at strategic locations.If implemented strictly, it would help incurbing the tendency to drive after con-suming liquor.

Along with stringent measures againstdrunken drivers, the RTO should also ini-tiate action for not wearing helmets. Whilethe All India Road Safety Programme Im-plementation Committee set up by MOST,has recommended use of helmets as man-datory for two wheeler drivers, it has notbeen seriously implemented.

The use of helmets mitigates to a largeextent the fatality of the accidents. It isdifficult to understand why this is not be-ing followed by the motorists themselveswhen the rule has been framed for theirown safety? Probably, it is the tendency todefy rules, which forces us not to followrules and regulations. Earlier, rules ofcompulsory wearing of seat belts whiledriving four wheelers or prohibiting talk-ing on mobile phones while driving, alsocould not be implemented strictly due tocallous nature of the motorists and theenforcing authorities.

It is highly essential that in view of therising accidents, the motorists themselvesrealize the gravity of drunken driving andthe peril of not wearing helmets. The au-thorities on their part, should continuetheir drives as these would help in instill-ing traffic discipline amongst the motor-ists. Only traffic discipline coupled withsafety devices such as helmets and seatbelts can save precious lives.

NAVI MUMBAI: TheThane-Vashi TransHarbour local servicehas completed 15years. Since thelaunch of the Transharbour Rail connect-ing Thane and NaviMumbai, the flow ofpassengers has beenincreasing day by day.On 9 th November2004, the first train onthe Trans Harbourroute from Ko-perkhairane Station toThane was flagged offby the then RailwayMinister Lalu PrasadYadav. On this route,the Digha railway sta-tion will be added as anew station.

The track for theTrans Harbour routewas laid in 1993. Theproject was stalled for11 years and was re-sumed after 2002 fromthe scratch.

With the launch ofThane-Vashi andT h a n e - B e l a p u r ,Thane-Panvel route,various new compa-nies started establish-

ing their units aroundAiroli, Ghansoli, Ko-parkhairane, Rabaleand other stations. Asa result, the number ofpassengers on theTrans Harbour routehas increased signifi-cantly over the pastfew years.

There has been anaverage increase of20,000 commuters onthe Trans Harbourroute since 5 years. Be-sides, commuters fromNerul, Belapur andPanvel also travel bytrans-harbour route.

The Thane-Panvellocal service has be-come important to thepassengers after theThane-Vashi TransHarbour Local Servicewas started. Gurpurab orGuru Nanak Jayantiis the most auspiciousday in Sikhism andwill celebrated withfervour on Tuesday,even as Gurpurab iscelebrated of differentdays each year basedon the Indian lunarcalendar. This yearwould be the 550thbirth anniversary ofGuru Nanak. “Gur-purab” is made of twowords— “Gur”, whichmeans Guru or mas-ter, and “Purab”,which means parv inHindi, meaning day.So Gurpurab is theday dedicated to theGuru.

Festivities onGuru Nanak Jayan-ti or Gurpurab arecentred around thebirth anniversariesof the ten Sikh gu-rus. The tenth andthe last Sikh Guruwas Guru GobindSingh. After him, thesacred book of Sikhs,the Adi Granth orGuru Granth Sahib,which contains thewritings of the gurus,is considered the guru.

PM Modi deserves abig applause for dedi-cating the Kartarpurcorridor to the nationby flagging off the firstbatch of more than 500Indian pilgrims. Hethanked Pakistan pre-mier Imran Khan forrespecting Indian sen-timents towards theshrine across the bor-der that marks the fi-nal resting place ofSikhism founder GuruNanak Dev. Kartarpuris held in high esteemby the Sikh communi-ty. That is so becauseGuru Nanak Dev Ji(1469-1539), founder of

the Sikh religion, livedthere for over 17 years.He gave the name Kar-tarpur Sahib to theplace that became theprincipal seat of Sikhfaith. In 1947, Indiawas divided into two andthe Kartarpur Sahib gu-rudwara went to thePakistan side of the bor-der. It is said that in theyear 1522, the firstGurdwara, GurdwaraKartarpur Sahib, wasestablished by the firstSikh Guru, Guru Nan-ak Dev, where he is be-lieved to have died. In theyear 2000, Pakistanagreed to allow Sikh pil-grims from India to vis-it the shrine visa-free(and without passport)by constructing a bridgefrom the India side of theborder to the shrine.

Gurdwara DarbarSahib Kartarpur alsocalled Kartarpur Sa-hib, is a world’s biggestgurudwara in kartar-pur, Pakistan. Modidonning a saffron co-loured turban rightlysaid that besides being

a guru, Guru NanakDev is a thought, thebasis of life. Our values,culture, our thoughts,our thinking, our up-bringing, our reason-ing, our speech, all ofthese have been honedby pious souls likeGuru Nanak. Modi alsosaid that Guru Nanakhad demonstrated anideal way of life. “Heprayed, worked hard,and shared the fruits ofhis labour,’’ he said, add-ing that the govern-ment is holding pro-grammes across theworld through its em-bassies to commemo-rate Guru Nanak’s

550th birth anniversa-ry.

The Gurudwara,originally known asGurdwara Darbar Sa-hib, is among the holi-est of holy shrineswhich is believed to bethe final resting placeof Guru Nanak Dev,the founder of the Sikhreligion. Located on thebanks of Ravi river, thegurdwara was built tocommemorate the sitewhere Guru Nanak set-tled after his mission-ary work. In India, itis usually referred to asKartarpur Ravi to dis-tinguish it from theKartarpur town whichfalls in Jalandhar dis-trict of the IndianPunjab. It is said thatover centuries, the riv-er Ravi shifted courseand the part of the farmwhere Guru Nanakpassed away in 1539 ison the other side of theriver in Pakistan, whileGurdwara Dera BabaNanak is on the Indianside of the border whereGuru Nanak used to

meditate daily.There is no doubt

that the Kartarpur cor-ridor between India andPakistan has nowgreatly reduced thetravel risk of GuruNanak devotees whovisit the place whereGuru Nanak spent hislast days in Pakistan.The Kartarpur corridorwill connect DarbarSahib in Pakistan withDera Baba Nanak inGurdaspur. Pakistanhas agreed to allow5,000 Sikh pilgrimsfrom India to visit on adaily basis to DarbarSahib in Narowalthrough the corridor.

The Indian devotees,especially the Sikhs,were demanding a visa-free “khule darshan”(free obeisance facility)at the gurdwara for allfaiths, from India andoverseas, all seven daysa week by crossing theinternational borderfrom Dera Baba Nanaktown in Punjab’s Gur-daspur district. By tra-dition, the birth anni-versary of Sri GuruNanak Dev that is cel-ebrated worldwide onthe full moon day in themonth of Kartik, theeighth month which co-incides with October-November.

With the construc-tion of the Kartarpurcorridor, the Sikhs liv-ing in India would beable to have darshan ofthe gurdwara and paytheir obeisance here. Itis every Sikh’s desire isto visit this sacred placeand now the pilgrimsfrom both the sides willbe benefitted.

Train CollisionTrain journey has become rather dangerous

and number of accidents are on the rise. In afatal accident, two trains collided at Knchegudastation in Hyderabad and caused a flutter as suchhead on collision is rare one. Sixteen people were injured and the driv-er of the mangled train was inside the cabin for 8 hours. The accidentbetween one NMTS train and an express train is first of such kind andthe passengers did not get a clue about the mishap. The driver wascaught inside and with the help of gas cutters was rescued in a welldoctored operation. Train collision of this nature is a cause of worryand the Railways should give importance to security of the passengers.

President’s Rule Imminent! What Next? Even as the wet and dry drought-hit farmers haplessly await ur-

gent relief, the political and bureaucratic authorities appear to be littleconcerned, as the government formation is nowhere in sight and Pres-ident’s rule seems imminent.

All attempts at strange bed partnering by the SS, NCP and Con-gress, that does not have the voters’ mandate is coming to naught.What next after imposition of President’s rule?

Either the strange bed partners could stitch an unholy alliance andstake claim to government formation that would collapse soon afterthe names and portfolio of the State cabinet is announced, or the ma-jority BJP would supplement it’s numbers with defections from theministry - denied disgruntled sections in all the three strange alliancepartners. The BJP could also be augmented with defections from theSS, NCP and Congress on the premise of disagreement with the ideo-logically unacceptable alliance.

But the ensuing delay in government formation is penalizing therelief - seeking farmers in the State. The only hope is the interventionof the BJP government in the Centre during President’s rule and thatcould also scale the popularity graph of the BJP in the State, which isalready ascending in the aftermath of the Ayodhya verdict.

All the chequered chess-like moves of tall leaders in the oppositionappears to be blunted by the politically matured stance of the BJP,with no effective solution in sight for the opposition.

The people of Maharashtra would now expect political and bureau-cratic authorities to address their urgent concerns of relief, infrastruc-ture and good governance. Politicking could be a 24/7 indulgence forthe power and the media, but there is growing fatigue, anger and asense of despondency in the general public.

Only a stable government pledged to the interests of the State candeliver and rise to the aspirations of the people. A strong BJP govern-ment is generally perceived to be the only answer presently.

Hospital not planning to compensatefamily after fire in ICU causestwo-month-old to lose his arm

Parents always want the best treatment available for their kids.This was what led Pannelal Rajbhar to come to Mumbai from Azam-garh, Varanasi despite his lack of money when he came to know hisson, Prince was diagnosed with Congenital Heart Disorder and requiredsurgery for the hole in his heart. However, his whole world would comecrashing down a day later. The ECG nodes attached to the baby’s chestcaught fire due to a short circuit resulting in Prince suffering 18-20per cent burns on his scalp, left arm and shoulder.

Prince has since lost one of his arms and might lose an ear as well.Despite all of this, the hospital is not planning to compensate the fam-ily. The Brihanmumbai Municipal Corporation (BMC) has not startedan inquiry either to examine if there was negligence on the part ofhospital even after four days of the incident. Hospitals have long beenfeeding on the adversities of the poor. Considering the special attentionPrince will need from his parents, it is only right for the hospital tocompensate the family.
