OPENING OF MEETING BY THE MAYOR Mayor Dowdall opened the Committee of the Whole meeting at 6:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST 11. OTHER BUSINESS Mayor Dowdall stated to the audience that there may be persons in attendance who have questions and concerns regarding the Barrie to Collingwood Railway. He asked Greg Murphy, CAO, to explain what is being proposed on the rail line. The CAO pointed out that the Canadian Transportation Agency regulates the operation of railways and not municipalities. Mr. Murphy stated that according to a representative of Cando, the operator of the Barrie to Collingwood Railway, Cando is in the process of drafting a Risk Assessment which will be presented to Township staff for review. The Risk Assessment will identify where the rail cars will be stored. Mr. Murphy went on to explain that Cando does not propose storing the rail cars in built up residential areas but rather in the agricultural/rural areas. It is anticipated that the storing of the rail cars will not begin for 30 days or so. 3. DELEGATIONS I PRESENTATIONS I PUBLIC MEETINGS a. Deputation Andrew Pascuzzo, Planner, D.C. Slade Consultants Inc. Re: Talava Andrew Pascuzzo introduced himself as the new Planner for Talava Inc. He stated that this file has been on-going file for a few years. The residences were built in 1960 and are on private septics. The owners will upgrade the services and roads to Township standards. The original application was made under the Consent process but the owners are now requesting that they proceed under Draft Plan of Subdivision/Draft Plan of Condominium. There are many outstanding issues still to be dealt with such as easements, improvements to roads, fire protection, septics, improvement to existing dwellings, development charges and a private road agreement. A Committee of the Whole meeting was held on Wednesday, January 20, 2016 in the Council Chambers of the Administration Centre, Township of Essa.

1. OPENING OF MEETING BY THE MAYOR

Mayor Dowdall opened the Committee of the Whole meeting at 6:00 p.m.

cannot have all these things done in one year as needed under the consent process. Mr. Pascuzzo presented Council with three resolutions. Firstly Talava Inc. would like Council to direct staff to proceed with a Zoning By-law Amendment to rezone the subject lands from agricultural to residential.

Secondly, they would like to proceed with a Draft Plan of Subdivision/Draft Plan of Condominium utilizing the fees that were already submitted with the Consent application. They are asking for a relief of $500.00. He also stated that a Public Meeting should be scheduled in the near future .

The third recommendation is to have Council direct staff to review the Development Charges By-law. Talava Inc. feels that the development charges should be waived and that a report should be brought back to Council with staff's recommendation.

Mayor Dowdall thanked Mr. Pascuzzo for his presentation and that his recommendations will be taken into consideration.

c. Summary of Results - Janitorial Services Tender (Thornton Library, Thornton and Angus OPP Offices).

Be it resolved that the summary of results for the Janitorial Services Tender for the Thornton Library and the Thornton and Angus OPP Offices be received; and That the tender submitted by SQM Janitorial Services be accepted at a cost of $857.34 per month from February 1, 2016- January 31, 2019, as per Township specifications; and That the Recreation Coordinator be authorized to arrange for SQM Janitorial Services to provide cleaning services at the Thornton Library and the Thornton and Angus OPP offices, contingent upon the contractor providing proof of registration with the Worker's Safety Insurance Board prior to commencement of the project, proof of insurance in the amount of $2, 000, 000. 00 and meeting OPP requirements - Mandatory police check and finger printing for the contract worker(s).

a. Staff Report C001-16 submitted by the Clerk, re: Kennel License.

Be it resolved that Staff Report C001-16 be received; and That Council does approve an exemption to By-law 2011-20, Schedule "1" to allow for a kennel to be located at 6536 5th Sideroad with a rear setback of 15 metres.

b. Staff Report C002-16 submitted by the Clerk, re: Township Website.

Be it resolved that Staff Report C002-16 be received; and That Council does not authorize Staff to investigate the hiring of a full time IT Technician to fulfill all IT related issues including the redevelopment of the existing Township website.

Deputy Mayor Macdonald announced that Hockey Night in Essa will be held on February 27, 2016 at the Angus Recreation Centre with proceeds going to Angus Minor Hockey.
