Centerville Road Widening Update On Monday March 6, 2006, Paul Thurneysen, one of our recently elected Board members, attended the Sully Dis-trict Transportation and Land Use Committee Meeting.

This committee is chaired by Jeff Parnes, a Chantilly Highlands resi-dent. At the beginning of the meeting a brief presentation was given by Project Managers from Shirley Con-struction and the VDOT Project Man-ager for the overall Route 28 project, Susan Shaw. One other homeowner from Chantilly Highlands was in at-

tendance. Shirley Construction’s Construction Manager, Greg Smith, outlined three construction phases:

Phase 1: From Metrotech Drive to Saint Veronica’s Church, two new lanes will be constructed gener-ally along the west side of Centerville Road. Construction will move from South to North be-ginning near Metrotech Drive. Phase 1 Construc-tion essentially began the week of March 6 with crews mobilizing and beginning to remove fenc-ing at Franklin Middle School.

Phase 2: From Barnsfield Road to McLearen Road, two new lanes will be constructed generally along the west side of Centerville Road (the other side of the road from Chantilly Highlands). Construc-tion will move North to South beginning near McLearen Road.

Phase 3: Traffic will be shifted to the two new lanes constructed on the west side. Then, the contrac-tors will replace the pavement on the existing road surface and complete construction of an eight-foot wide asphalt trail on the Chantilly High-lands side of Centreville Road.

Along Centreville Road, between Route 50 and McLearen Road, there will be four new traffic signals in addition to the existing five signals. All signals will have pedestrian crossing displays and crosswalks. Throughout its length, the roadway will have a median island in the center and an asphalt trail generally along the eastern side of the road.

Land Management: Wendy Osborn discussed tree removal on the common

ground. Wendy Osborn has committed to walking through the common ground areas to assess the trees for possible removal and replacement if needed. Snow removal went smoothly and paths were cleared.

Wendy discussed the need for volunteers from the community to support our clean up efforts, entrance gardens and the “Adopt a Spot” program. Wendy Osborn will meet with members of the CHHA Garden Club and Scout troops to see if we can encourage volunteer participation in those clubs.

Treasurer’s Report: Chris Tacinelli passed out the monthly budget. Chris reported

that 43% of homeowner dues were paid as of the meeting, which is excellent.

Chris also provided notebooks to the board with policies and pertinent information for board members to be passed on from year to year.

Community Facilities: The Funbrella that was ripped has been repaired. One of the entry doors into the pool area was shot out with a

bee-bee gun and Jeff received a quote for $191 for glass. The labor price has not been discussed yet. It will be re-paired before the pool opens.

Jeff will place an ad in the Highlander for volunteers to work the pool concession stand. If there is more than one volun-teer for the job, names will be drawn from a hat.

Fairfax County sent us a letter informing us that the wade pool coping is not flush with the deck, and that we need to repair or replace the coping to provide a level transition to the pool deck with smooth caulk and grout surfaces. Jeff has received one estimate and will get two other estimates on this work.

There are a couple of HVAC issues in the Community Center that need to be fixed. A local resident who works in HVAC has volunteered to inspect it and will give us an estimate.

The community entry light on Kinross is on 24 hours a day. One fixture is missing. Wendy Osborn got one quote to fix it, but three bids will be reviewed on this issue before ac-tion is taken. Board members will reassess the light issues and reconvene on this issue as the information comes in. Light timer issues will be re-examined as well.

Pool rules will be published in the April newsletter. Architectural Control Committee: The ACC is going to attempt to get letters out from the annual

walk within the next 60 days. The homeowner attendee volunteered to help assist this committee.

Community Activities: Plans for the Easter Egg Hunt/Spring Event are well under-

way. Volunteers are still needed for these activities and the board will assist with this event. The yard sale will be scheduled for May 13th with a rain date of May 20th. The 5K run event plans are being considered at this time.

Civic Affairs: Two upcoming Fairfax County committee meetings were dis-

cussed. Both are related to the partial development for the EDS property across from Chantilly Highlands. Addition-ally, Paul will be attending the Sully Transportation and Land Use Committee meeting on March 6th on behalf of Chantilly Highlands. It was suggested that CHHA submit recommendations to the traffic migration plan associated with the road widening to eliminate excessive construction traffic in the neighborhood. Paul will continue to interact with road design.

No one has signed up for the web list on the Centreville wid-ening issue. Interested homeowners should submit their email address to webmaster@chha.org.

Paul attended the Fairfax County Police Neighborhood Watch liaison meeting and the Fairfax County Citizens Advisory Council meeting where they discussed police issues related to the Fair Oaks District. Another board member reported that the pool clubhouse windows were vandalized.

Fairfax County Fire and Rescue is organizing free CERT training for residents of the county. CERT is a first re-

sponders organization for disasters. Newsletter: Larry announced that the newsletter deadline is the 12th of the

month. The virtual calendar of events has pertinent deadlines and

things that should go in the newsletter. Board members will review this list and will check with the Newsletter Editor to be sure the list is followed.

Long Range Planning: Nothing to report at this time. A discussion was held with regard to having a professional

assessment of the CHHA property, life cycle costs, esti-mates of time left on equipment, etc… Pending a review of the costs, this may be conducted in the future to facili-tate the upkeep of Community property and equipment.

Old Business: As reported in a Newsletter article in the March edition,

Wendy Osborn has consulted with legal counsel and deter-mined that the recent Board Election was legitimate and official. Wendy and the Board will work with old board members as an advisory committee to develop a Policy Memorandum outlining the objectives and procedures of the Board election process.

New Business: “Visit Fairfax” is trying to promote their new program and

would like to present to the CHHA Board. The Board will ask them for a written memo describing their presentation and possibly schedule a future date for a presentation to the Community and Board.

The Swim Team has requested that the Board purchase a PA system for the swim team and pool use as the current sys-tem is outdated. The preliminary pricing is $1500. Jeff and the Community Facilities group will analyze this issue to see if it is something that would benefit the pool users in addition to the Swim Team and bring the group’s recom-mendation to the board next month for action.

CHHA needs to publish a 2006 community directory. A sug-gestion was made to include email addresses for ease of communication. This will be discussed at future meetings.

The Board is evaluating the HOA insurance coverages and considering increasing the coverage for Directors and Offi-cers Insurance as part of this year’s renewal. The Board agreed tentatively that the quoted increases in premiums are minimal compared with the additional coverage. The Board agreed to not pursue employee dishonesty insurance which would cover fraud or embezzlement. It was agreed that the current fiscal policies and procedures provide ade-quate protection to the HOA and the premium for this cov-erage could not be justified. Chris Tacinelli will investi-gate options, receive a premium quote for the upcoming year and report back to the Board for official action.

Near Chantilly Highlands, openings in the median to per-mit left turns to and from side streets (median breaks), will be located at Kinross Circle South and Highland Mews Court/Cox Communications driveway. The latter location has an existing traffic signal. The Kinross Circle South entrance to the neighborhood will also have a new signal. The median will prohibit left hand turns into and out of Kinross Circle North although that intersection will con-tinue to have right turn access to and from Centreville Road.

The project is still on schedule for October 2007 comple-tion, with the first two phases ideally completed by the spring of 2007.

On Friday March 10, 2006, three of our Board members attended a follow on meeting with the Project Manage-ment Team for this project to review the plans in further detail and make recommendations to try and minimize the impact on the neighborhood.

Sign up for the Swim Team, April 25 & 26. It’s the right thing to do!

Justine: I am an extremely busy and impatient person. Can I just phone in my swim team registration?

Answerman: Justine, joining the swim team will not only be fun for your children but I just know that we can also help bring you personal peace, patience and serenity. No, you may not phone in your registration. Registration is part of the beginning of the swim team social experience. Come to the community center between 6:30 – 8:30 PM on Tuesday or Wednesday, April 25th or 26th , and you will see lots of hugging (women) and handshakes (men) as people renew their summer friendships. We are like ground hogs emerging from their dens in anticipation of jolly times. You will hear parents saying all the things your parents used to say back when you thought you would never be like them. Really creative exclamations like, “That can’t be little Johnny! I just can’t believe how much he’s grown! He is starting to look just like his fa-ther!” Women show up with new babies and you didn’t even know that they had been expecting. At least the men didn’t know. Men are pretty clueless about the whole women-children social/tribal thing. Men kind of circle around outside, looking in, in amazement.

Justine: What is the easiest way for me to prepare for registration?

Answerman: Go to the Dolphin’s new home page, www.chdolphins.net and add it to your favorites list. You will need it. Then click on Registration Form. Print off the 2006 Summer Swim Team Registration Form, fill it out, and bring it to the community center on one of the evenings previously mentioned.

Roger: I just know that my boy Clarence will be really fast. I can’t wait to watch him win so that I can bask in the glow of his reflected glory.

Answerman: A laudable goal, Roger.

Roger: As an experienced swim team parent, have you ever experimented with nutritional supplementation on race day in an effort to get the maximum result from your child’s performance?

Answerman: Yes, of course. After many years of effort I have developed the Answerman’s formula. My children consume ¼ of an M&M for each pound of child weight.

For a 60 lb. child, this would equate to 15 M&Ms. These should be consumed 20 minutes before the child’s race, washed down with ½ cup of Cherry Coke. Repeat as needed. The soda can be warm but the M&Ms should be well chilled. We keep ours on ice. It can get hot in the summer and we don’t want to create a messy child. (Note to editor : please leave this in. I’m sure that alert readers will know that this is an attempt at humor and will not try this potentially dangerous regimen. Also please leave this note in as a disclaimer.)

Sue: My daughter is just learning to swim. How good does she have to be in order to join the team?

Answerman: She doesn’t have to be good, Sue. She will learn to swim better on the team. That’s the point of it all. She just needs to be able to swim one length of the pool on her belly and one length on her back. We just want to make sure that she is water safe.

Justine: Will I be able to meet you at registration?

Answerman: I usually make an appearance. I’m sure that meeting me will be just the first of many happy experi-ences you will have as a Dolphin Swim Team Parent.

COMMITTEE INFO Board of Directors meets on the first Thursday of every month at

7:30 PM at the Community Center. Meetings are open, and all resi-dents are welcome and encouraged to participate. To include a spe-cific item on the agenda, please contact the Board President.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

Chantilly Highlander newsletter team welcomes your articles and community photos of specific events, or just whatever is going on in your neighborhood! We would also love your suggestions and ideas for new features as well as feedback on current content. Community Activities Committee identifies and schedules events for the participation of Chantilly Highlands families. The committee meets as events are scheduled, and chairpersons vary throughout the year. If you are interested in leading an event or have ideas for a community activity, please contact a Board member.

Community Facilities Committee (ComFac) meets the first Wednes-day of every month at 7:30 PM at the Community Center. Issues pertaining to our swimming pool, tennis courts, playground, Com-munity Center and its grounds are managed by the Community Fa-cilities Committee. If you would like to become involved in this committee, contact Jeff Boehlert at 703-435-2836.

Land Management Committee handles all issues that involve the common areas of our community: primarily lawn care and snow removal. Meetings are held as needed. You may contact Wendy Osborn at 703-834-7978 with questions and if you are able to help on the Land Management Committee.
