Chantilly Highlands Homes Association Board Meeting Minutes Wednesday, August 1, 2012

Minutes are tentative and will be reviewed and approved at the next Board Meeting, scheduled for Wednesday, September 5, 2012

Members of the Board present: Jeff Parnes, Ken Wein-stein, Chuck Munson, Bob Hirsh, John Breene.

Three (3) committee chairs (Bob Hirsh, Jeff Parnes and Wendy Osborn) were present.

Call to Order: The meeting was called to order at 7:31 P.M. and quorum was reached at 7:42 P.M.

Introduction of Homeowners

One homeowner / guest was present: Mike Ventrilli, in his capacity as the Chantilly Highlands bookkeeper.

Approval of July Board Meeting Minutes

Chuck Munson moved to accept the minutes as amended. Bob Hirsh seconded. Vote was unanimous.

Acceptance of the Treasurer’s Report

Thirty-two homes remain delinquent on dues payments. Ken will verify the remaining list and the board will issue official delinquency letters by August 15th.

The board discussed and approved a change in procedure for check approval. The process will now include re-view by the appropriate committee chair.

OLD BUSINESS

Girl Scout Community Center Carwash – The date for the carwash has been revised to Saturday, September 8th, in order to coincide with Community Day.

Community Center Recycling – The board is still re-viewing this. In his absence, the board will be request-ing that Gerard Eldering email options for recycling bins for glass and plastic at poolside.

Fence Sizes – The board discussed what requirements are in place by the county regarding fences as opposed to what is required by the HOA in respect to an ACC is-sue.

Playground Ball Hoop – The board voted (Bob Hirsh moved, John Breene seconded) to remove the damaged ball hoop after being told that the only way that it can be fixed is a complete removal. John Breene will in-vestigate whether the removal can be performed as a Scout community service project.

NEW BUSINESS

State-Mandated Official Complaint Procedures – Vir-ginia Code requires the Association to establish reason-able procedures to resolve written complaints from the members of the Association or other citizens; and the Virginia Administrative Code requires the Association

to enact procedures governing the receipt and adjudica-tion of written complaints by September 28, 2012 and outlines the requirements for the content of such com-plaint procedures.

Jeff Parnes distributed a draft procedure prepared by our council for board consideration that would meet the indicated requirements. The board is reviewing the draft procedure and will act upon it at the board's Sep-tember meeting.

Planned Oak Hill Elementary School 5K – The board received notification from Oak Hill Elementary School that there is a 5K run planned for Saturday, October 20th at 8 A.M.

Community Center Scheduling and Cleaning – Paula Williams has now officially taken over the Community Center scheduling and cleaning duties.

The board reviewed the progress of the cleaning regimen that Wendy Osborn has developed for Community Center renters. Wendy will review the list with Paula before finalizing it. Wendy is also working with Board Secretary Chuck Munson and Paula Williams to devel-op a further list of items to have on hand at the Com-munity Center at all times.

Community Day – The board and Community Events Committee Chair, Wendy Osborn, discussed a scaled-back Community Day on September 8th (rain date Sep-tember 9th) that may involve having the pool open. The board will contact Crystal Aquatics regarding the cost of keeping the pool open and make adjustments to the Community Day budget in order to cover most of the additional pool costs. Wendy Osborn proposed and Bob Hirsh seconded the proposed transfer of funds; the vote was unanimous for the proposal.

Community Center Maintenance – The board discussed both gutter cleaning and painting for the community center. The painting was described as touch-up for the main meeting room and new for the entry hall, kitchen, toilet rooms and perhaps the office. No action was tak-en while the board researches pricing.

Pool Rental Regulations – The board created an ad-hoc committee consisting of board member Gerard Elder-ing, Wendy Osborn and an as-yet-to-be-named com-mittee member to review the community pool rental agreement and to offer changes and amendments where necessary.

Privacy Issues – It was brought to the board’s attention that certain items in the minutes in the last two newslet-ters created unintended discord between neighbors. While the Secretary endeavors to protect the privacy of residents while still accurately reporting the neighbor-hood’s business, this ironically was a case where too much privacy led to rampant speculation. The Secre-tary, Chuck Munson, regrets any problems created by this. The board as a whole is now more cognizant of the issue.

Kudos – The board was gratified to receive a letter of encouragement from one of our residents. Jeff Parnes moved to publish the letter in the newsletter and Ken Weinstein seconded; the motion passed unanimously. That stated, while the board is happy to see positive feedback, the board certainly wishes to receive con-structive feedback from residents whether or not it is positive. Your board’s meetings are open and the board, as stated in many previous minutes, encour-ages resident participation. Your HOA is independent and represents perhaps your best opportunity as a citi-zen to have a positive impact on the way your commu-nity operates.

Secretary’s Report - Chuck Munson will develop a list of documents that should be in the HOA permanent records in order to verify those items still missing from the collection that he is currently compiling.

COMMITTEE LIAISON REPORTS

Architectural Control Committee - No Report at this time.

Civic Affairs - Jeff Parnes reported that the dues for Sul-ly District Council ($10) and the Fairfax Federation of Citizens Associations ($40) are due and requested that the Treasurer issue checks for both.

Jeff reported that when the Metro opens to Wiehle Ave-nue current plans are for the 929 Fairfax Connector bus route to extend directly from the Herndon-Monroe Park and Ride to the Wiehle Avenue station.

Jeff also noted that our community is fortunate enough to be one of only two communities in western Fairfax County that has a bus route that actually is routed into

Communications - No Report at this time.

Community Events - Wendy Osborn still would appreci-ate any help from residents with any of the upcoming community events.

Community Facilities - Bob Bevins reported that one tennis open house event and one tennis family day event have been held. To date there have not been enough participants signed up to have the clinics or doubles.

Bob Bevins also reported that the tennis nets require re-placement. Steve Edwards is obtaining prices.

Land Management - Gerard Eldering reported that he is currently drafting a pipeline mowing policy.

Long Range Planning - No Report at this time.

Neighborhood Watch Report - The board has received two reports regarding disturbances in the neighbor-hood. In one instance, fireworks were exploded at a late hour on July 28th. If anyone has any information regarding this they are urged to contact the board.

In the second instance, vandalism has been occurring and a group of boys, reported to be roughly pre-teen to ear-ly teens in age, have been witnessed participating in various acts of vandalism and, more importantly, bully-ing or harassing children. The board unfortunately has no information regarding the identities of the group, nor is it clear whether they are neighborhood residents or not. The board is greatly concerned, especially by the bullying aspect of this particular report. Once again, we urge residents to be both aware and report any further incidents in the hope of stopping these inci-dents.

Now that people are upgrading their windows, one of the most frequently asked questions is about the need to have grids in the new windows. The short answer is that if your home is of a colonial style, as most homes in Chantilly Highlands are, your windows will need to have gridding inserted to divide them into equally sized smaller panes.

My understanding is that in colonial times glass panes were spun to try and make them a uniform thickness, and making a glass pane larger than about 6 inches square was difficult with the technology of the time. So windows were made from multiple small panes put together in a grid. The colonial style homes in our neighborhood were all built with this style of window.

Historically, the ACC has been pretty strict on keeping the original style of gridding for windows that are visible from the street. The end goal of the ACC is that people driving through the neighborhood will see the homes in Chantilly Highlands as harmonious and in good repair. That said, if you have a picture window in the back of your house

which can't be seen from the street or pipe stem and don't want to have gridding there, a variance is very doable.

When my house was built, Centex put in horrible single-paned wooden windows. The fit was terrible, they leaked air, and one was so loose I could push it in and get into my home when I had forgotten my key. We replaced them with double-paned, argon filled low-E vinyl windows with internal plastic grids to maintain the same visual appearance.

While it isn't often a problem, multi-paned low-E windows reflect most of the sunlight and we have had two instances where reflection off a window has caused a melt line in the neighbor's vinyl siding. The solution in both these cases has been for the neighbor to go back to aluminum siding. This is rare, but as it’s happened more than once I'll mention it here.

Ox Hill Battlefield Park Hosts Sesquicentennial Event

It has been 150 years since this country was at war with itself. In the only major Civil War battle fought in Fairfax County nearly 1,500 soldiers were killed or wounded during the Battle of Ox Hill (Chantilly) on September 1, 1862. Their patriotic sacrifices will be commemorated on Saturday, September 1, 2012 between 10 a.m. and 6 p.m. at Ox Hill Battlefield Park, 4134 West Ox Road, Fairfax, VA.

Local officials will offer remarks, the Federal City Brass Band will perform Civil War songs, and there will also be spe-cial artillery battery demonstrations which will showcase the technolo-gy available at that time. Costumed re-enactors will set up camp, con-duct bayonet and rifle drills, and show what life was like for a 19th century soldier. Children will be able to craft an event souvenir, march with a wooden rifle, and visit with Col. Mosby’s horse. The commemorative event is free and open to the public.

one of a select few that actually travels on neighborhood streets.

Usually Fairfax Connector buses travel on primary and secondary streets like Centreville and McLearen roads, and rarely transverse the interior of the communities by which they pass. Our community has actively worked with Metro and the county to ensure the bus continued to travel on Kin-ross Circle rather than bypass our community on Centreville Road as been proposed many times over the past 20 years.

As you may be aware, the 929 bus through Chantilly Highlands currently ends at the Herndon-Monroe Park and Ride where a ride-on a shuttle bus is needed to get to the Metro at the West Falls Church station. In 2014 when Metro comes to Wiehle Avenue, the 929 route will be extended directly to that station. That will mean that our community will be only one transfer from anywhere the Silver Line will travel, from Tysons Corner through the Ballston/Rosslyn corridor to downtown.

I don't know about your commute, and although I've taken the 929 bus on occasion, whenever I've had to take Metro I've usually driven to the Park and Ride to eliminate the first leg in the double transfer.

When the bus will take me directly to Metro, I'm plan-ning to change my commute from my SUV to the bus when-ever I can. As Civic Affairs Committee Chair, I'll keep the neighborhood up-to-date with any changes as I hear them.

On another item, our board is betting against the weather this year. Our pool usually closes for the season at the end of the Labor Day weekend. This year we've decided to keep it open for an additional weekend in conjunction with Com-munity Day, scheduled for Saturday the 8th. With the weather as warm as it has been this season, lets hope it con-tinues that way for an additional week. When the board tried this in the 1990s, that particular September turned un-comfortably cool for the additional weekends the pool was open. I'm planning to attend Community Day, and I hope to see you there as well!

In August we experienced a closure of the I-66 ramps to south-bound Fairfax County Parkway for a weekend evenings. The en-tire project is scheduled for completion in 2013. The $69.5 mil-lion interchange at Fairfax County Parkway and Fair Lakes Parkway will improve pedestrian and cyclist access, widen more than three miles of the Fairfax County Parkway, and im-prove traffic flow by separating local and Parkway traffic through this busy area. Women's Self Defense Program The Fairfax County Law Enforcement Foundation is

proud to partner with the Fairfax County Police Depart-ment to offer the Women's Self Defense Training pro-gram.

The Women's Self Defense course is based on the SAFE program which was formerly provided by the Fair-fax County Police Department and is now being taught by C&J Security Corporation. The program is a 2-day class that will meet on consecutive Tuesday and Thursday eve-nings from 6:15 to 9:30 p.m. Currently it is offered at no-charge and all class materials are included. Program funding is provided through the Fairfax County Law En-forcement Foundation.

The course is offered to females 13 years of age and older. A female guardian must accompany females be-tween the ages of 13 and 18. NOAA Raises Hurricane Season Prediction

This year’s Atlantic hurricane season got off to a busy start, with six named storms to date, and there may be a busy second half, according to the updated hurricane season outlook is-sued recently by NOAA’s Climate Predic-tion Center, a division of the National Weather Service. Across the entire Atlantic Basin for the season – June 1 to Nov. 30 – NOAA’s updated seasonal outlook projects a total (which includes the activity-to-date of tropical storms Alberto, Beryl, Debbie, Florence and hurricanes Chris and Ernesto) of:

12 to 17 named storms (top winds of 39 mph or higher), in-cluding:

5 to 8 hurricanes (top winds of 74 mph or higher), of which: 2 to 3 could be major hurricanes (Category 3, 4 or 5; winds

of at least 111 mph) There are several simple steps you can take now to be better prepared for a hurricane:

Make sure your emergency supply kit is fully stocked with supplies for at least three days per family member.

Be sure trees and shrubs around your home are well trimmed so they are more wind resistant.

Clear loose and clogged rain gutters and downspouts.

Reinforce your garage doors; if wind enters a garage it can cause dangerous and expensive structural damage.

COMMITTEE INFO Board of Directors meets on the first Wednesday of every month at 7:30 PM

at the Community Center. Meetings are open, and all residents are welcome and encouraged to participate. To include a specific item on the agenda, please contact the Board President.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

Civic Affairs Committee for comments, questions or to join the committee's mail list contact Jeff Parnes at [email protected].

Community Activities Committee organizes events for Chantilly Highlands families. The committee meets as events are scheduled, and chairpersons vary throughout the year. Interested residents should please contact Wendy Osborn at [email protected].

Community Facilities Committee (ComFac) meets as needed regarding our swimming pool, tennis courts, playground, Community Center and its grounds. To become involved and participate in the meetings, contact Bob Bevins at [email protected].

Land Management Committee handles all issues that involve the common areas of our community, primarily lawn care and snow removal, meeting as needed. Contact Gerard Eldering at [email protected] with ques-tions or to help on the Land Management Committee.

Neighborhood Watch Committee is accepting members to help monitor the community. Contact Dan Overbey at [email protected] to learn more and join.
