CIL Mission and Purpose

CIL will (a) increase the capacity of state education agencies (SEAs) to stimulate, select, implement, and scale up learning innovations in local education agencies (LEAs) and schools to improve learning outcomes for all students; and (b) increase the capacity of regional comprehensive centers (RCCs) to provide technical assistance to SEAs relative to CIL’s scope of responsibility.

Why Learning Innovations?

Learning innovations replace currently accepted standards of curricular and instructional practice with new practices demonstrated to be more effective or more efficient in the context in which they are applied.
CIL will work with RCCs to build SEAs’ capacity to stimulate, select, implement, and scale up innovations in learning.
CIL will focus on the school and classroom as the principal points of entry for learning innovations, with SEAs and LEAs playing significant roles in bringing the innovations to the school.

Objective 1: Stimulate Learning Innovation through SEA policies, structures, and programs that encourage and incentivize the development of learning innovations in the SEA, LEAs, and schools.
Objective 2: Select Learning Innovation by applying criteria and processes for the SEA, LEAs, and schools to identify innovations in learning and make decisions about their adoption.
Objective 3: Implement Learning Innovation through planning and performance management methods and tools at the SEA, LEA, and school levels that guide implementation and ensure sustainability.
Objective 4: Scale Up Learning Innovation through multifaceted dissemination and technology.
