page 16 Condition 9. of the Project Approval document is: “The Proponent shall establish and operate a Community Consultative Committee (CCC) for the project to the satisfaction of the Director-General, in accordance with the Department’s “Guideline for Establishing and Operat-ing Community Consultative Committees for Mining Projects” The CCC must be established within 3 months of the date of approval, unless otherwise agreed by the Director-General.” “Notes
The CCC is an advisory committee. The Department and other relevant agencies are responsible for ensuring the Proponent complies with this approval.

The inaugural Bungonia Heights Bushfire Awareness Field Day was held on
Saturday 21 November 2009 at Cals Rock.
The day started around 1pm and went for a few hours with exhibitors stating that they were happy with the turn out for the inaugural event and happy with the sales that they made on the day and that they are all more than
happy to do it again next year.
There was a demonstration by Stuart of KilFire to show the benefits of that fire retardant.

TREE CLEARING ON LOCAL ROADS - I cant help but question what the purpose was as it seems to have failed in most categories. If it was aimed at making the roads safer in case of fire, it has failed completely. Healthy young trees were removed well off the road, trees which wouldn’t fall anyway, while large dead trees, supported by higher branches of large green trees almost in the table drain, were left – These are sure to fall in a fire situation and block the road. If it was aimed at better vision, again it has failed – trees on the outside of bends were fallen while trees blocking vision down the road were left. Trees on one corner, well off the road and within 2 metres above the road were fallen – was it because they were nasty pine trees. They certainly didn’t impair vision as they had their trunks pruned to 2.5 metres. The whole exer-cise is cosmetic, showing a few cut stumps and new piles of chips. I am sure the money could have been better used in road improvement. If the council wants green bonus points, they should realise that strips of roadside vegetation are precious and should be retained in an area that already has shown too much clearing. BENEFITS OF TREE PLANTING are quite obvious at Inverary in areas such as the Gully From Hell where large areas of degrading land have been stabilised producing better water quality run off for Sydney as well as sequestering large amounts of carbon dioxide and build-ing up soil carbon. Terrestrial carbon sequestration is a solution to climate change in that Aus-tralia can simultaneously address many of its pressing environmental problems, so councillors spare a thought to preserving or planting trees, not destroying them. STFFN is now in caretaker mode due to lack of funding and can continue like this for 3 years when we hope some sense will come into the carbon trading debacle. Anyone requiring man-agement advice can still contact Ian McArthur who is now operating a small private consulting business (PH: 0412 195 499). Anyone who feels strongly about lack of funding for Landcare and the Australia wide PFDC network, and lack of ground support for the owners of farm for-estry plantations and private forests can write to the minister: The Hon. Tony Bourke M.P Minister for Agriculture & Fisheries Parliament House CANBERRA ACT 2600 As this is the final Report for 2009, I hope the New Year sees some sense come into the carbon trading debate. Agriculture must be included and the positive side of carbon capture be cred-ited, not just a concentration on emissions. Most farmers would probably be carbon positive if soil carbon is measured and practices such as minimum till encouraged as well as tree planting.

FIRST AID NEWS The SES Windellama CFR (Community First Response) first aid unit is looking for new members to help the existing team members to cover our area; we cover some 850 square km’s. So if anyone has a senior First Aid Certificate and would like to join this elite team and go further in first aid you will get the required train-ing to our level and it is FREE. We train every Wednesday at SES Goulburn local headquarters 6pm to 9pm (approx). With our own shed and training room coming in 6 months with modern facilities.
Now is the time to join, we are on call 24hrs 365 days per year.
If you can give a few hours during the week or the month. We also cover first aid at other sporting venues and functions i.e. Polocrosse, Trin-ity rugby, Pauline Fathers, Show societies and Goulburn Cycle Club to name just a few. It’s a great way to help others in our community and you will enjoy being part of an elite team who care for the community when people need us in a time of need.

CWA NOVEMBER / DECEMBER NEWS
After October, November has been a little bit easier
for the ladies at Bungonia CWA.
The monthly meeting was held on the 12th at our
rooms with 8 members attending. The very success-
ful and busy month of October was discussed at
length and the ladies were thanked for all their ef-
forts.
After the meeting President Di Powell organised a
lovely pampering session from the talented Alicia
Turner which left us all massaged and relaxed for
the rest of the day.
On the 21st of November Bungonia CWA will be do-
ing the catering at the Field Day to be held at Cals
Rock in Bungonia Heights
December is also starting to look busy with the la-
dies of the CWA catering for the Council Outreach
meeting to be held at Bungonia on the 8th,our
monthly meeting, Group Council meeting and our
Christmas function as well.
Our next meeting will be held on the 10th of Decem-
ber at 9.30am in our rooms.

Gardening for Summer Now that the hot weather is with us it is time to think of growing easy to care for plants as it is too hot to be working in a garden. Try growing some hardy colourful grasses, such as Miscanthus Sinenais, Pennisetum Setoceum, Stipia Gigantea, Carex Elata, Festuca Glaucom and also some Yucca. These look good in a gravel garden and are easy to care for. For some drought resistant Flowers grow Penstemon, Oriental Poppies, Geranium Red Hot Pokers and Sedum. Now is the time to plant Dahlias for a brilliant display. The Mollis Azalea have been spectacular this year as have the Rho-dodendrons, so plant some for a great spring display next year. Plant a few colourful shrubs in pots for easy care such as Blueberry, Olives, Chillies and Camelias, which grow very well in this area. Don’t’ forget to fertilize your vege-table patch and water well during the dry weather. And MULCH, MULCH,

November Report
Following on from the recent article about Kioloa and Outcomes Australia, I can provide some updates on the direction that General Jeffery’s Land & Water project is taking. Just remember, this entire effort is conducted pro bono by some of the brightest and best business, professional and scientific brains available. Teams of people are working all over Australia to identify areas of degradation – both nationally and interna-tionally. They are also examining world’s best practice in reversing degradation – not just halting it but turning it around. Trouble is, every country in the world is suffering from the same problem – loss of soil carbon, loss of biodiversity, loss of productivity and, in a number of places, loss of available water. All of these issues are aggravated by increasing temperatures leading to greater evaporation. There is no reason to feel isolated here in Australia – not one country has got it right and our farming community is up there with the best. However, it is only small pockets of good practice both here and abroad. There is no example of broadscale landscape restoration – only individuals working in a vacuum. The next move is to address the blockages to change and improvement. Even when it is obvious to scientists and the community that certain agricultural methods are successful, there is a terrifying inertia among regula-tors, bureaucracies and governments in clearing the way for sustainable practices. Just look at NSF and Peter Andrew’s disciples. If it’s not the “leaky weirs” in the water courses, then it’s the weeds of national signifi-cance (willows etc.), if it’s not the smoothing of stream banks then it’s the embargo on storing water in the floodplain and the list goes on. There’s a group of pro-NSF scientists that I have put together addressing these regulatory blockages in NSW and the ACT. Dr. John Field (ANU), Dr. John Williams (NSW Natural Resources Commissioner), Nathan Weber (ANU), Dr. Bill Milne-Home (UTS), Dr. John Blackwell (CSU), Dr. Michael Wilson (Murray Darling Basin Authority) and Dr. David Goldney (CSU) are all working together to change the way the CMAs and bu-reaucracies approach NSF and to allow new catchment wide sites to be created and monitored. A communiqué to government and a scientific opinion paper will emerge from this work shortly. So things are happening – too slowly for the impatient but at least they’re happening. By the next issue of the Bungonia Times in the New Year, perhaps I can report some tangible outcomes that will make 2010 a more sustainable year for our farmers, landcarers and communities. The Bungonia Park Trust was among the finalists in the NSW Regional Community Achievers Awards and Anne Williams, John Wiggan, Diana Moran and Moira McGinity went to the presentation of awards at Bathurst. Unfortunately we didn’t win but to have been recognised and in the 10 finalists was quite an achievement. This was very clear when the winners in each category stories were read out.
