From The Editor Susan McCannon Planning and Funding Specialist [email protected] The only constant in life is change, and none of us can predict the future. Those truths have certainly been confirmed in my life over the past 18 months or so. As a result of changes that could not be predicted, I have returned to my role as Planning & Funding Specialist at Frachetti Engineering, Inc (FEI). It feels great to be back to the good work of helping communities put together a funding strategy for their water and wastewater projects, guiding them to accessible funding sources, and helping them present themselves as strong candidates for grant and loan dollars. Thanks for the opportunity to again serve you in this manner. The exciting and timely news in this issue of the Bucket Li$t relates to the ongoing needs of flood impacted communities to fill their project funding buckets. Luckily, there is some good news there. In addition, all folks need to position themselves for advantageous loans and grants by responding to the Annual Eligibility Survey of the Colorado Department of Public Health and Environment (CDPHE). More Help for Flood Damaged Communities

The memory of the record-setting precipitation event of September 2013 is starting to fade, but on-the-ground many Colorado communities’ are still struggling to repair flood damage and regain stability and reliability in their water and wastewater systems. Fortunately, there are a couple of new options to gain some of the needed financial resources to address flood damage.

The Colorado General Assembly appropriated $17 million for grants to repair flood damaged water and wastewater infrastructure. The Colorado Department of Public Health and Environment (CDPHE), the agency that will be administering those funds, issued a Request for Applications (RFA) and opened the application period which extends to July 2, 2014. With a short application window it is important to get the word out to impacted communities so that they can take advantage of this opportunity.

A few important aspects of this grant opportunity include:

• Funds can be used for planning, design, construction, improvements, renovation or reconstruction

• Funds can be used as local match to FEMA and other funds

• $1 Million cap on each distinct project application

• Project work must be completed by June 30, 2016

• Project priority points relate to ability to pay, Median Household Income (MHI), community size, financial burden per tap, and the percent of the served population that were impacted by flood damage to water and wastewater systems.

In addition, the USDA has funds available through their Emergency Community Water Assistance Grant program. Applications for these grant funds can be submitted to your local Rural Development office at any time.

A few important aspects of this grant opportunity include:

• Funds can be used for construction, improvements, renovation or reconstruction. Preliminary design and planning work must be included with the application.

• Funds can be used as a local match to FEMA and other funds

• $500,000 cap on water source, treatment, and transmission projects.

• $150,000 cap on distribution projects.

• Eligible communities have populations smaller than 10,000 and MHI less than the statewide MHI of $57,685.

Annual Eligibility Survey is More Important This Year

Every year CDPHE collects information from all entities that provide drinking water and wastewater services in Colorado on their capital improvement needs for the next 20-years. This information is used by state and federal agencies to quantify the magnitude of need for investment in water and wastewater infrastructure, and is therefore an important data collection effort. At the local level, this is an important effort because only those entities who respond are eligible to receive advantageous loans and grants through the CDPHE/Colorado Water Resources and Power Development Authority. Entities with projects currently listed on the Project Eligibility List, either Drinking Water or Clean Water, who do not respond will not be included on the 2015 PEL.
