The Bela-Bela police are looking for thedriver of a Toyota Quantam which wasinvolved in a serious accident in the earlyevening of Saturday, 28 May.

Bela-Bela police spokespersonConstable Maria Maswanganye told TheBEAT that the accident occurred on theN1 highway next to the RoodekuilBridge.

Maswanganye said that the cause of theaccident was a burst tire, which resultedin the driver losing control of the vehicleand causing it to overturn.

On Saturday, 28 May, around noon, trafficwas halted for almost two hours on the N1near Mookgophong when a six-car accidentleft three people dead and several injured.

According to information received fromWarrant Officer George Ledwaba, theaccident involved two cars travelling north-to-south colliding with four that weretravelling south-to-north. The driver of one

Nine injured, one dead in N1 smash

one dead. Some of the injured were treatedat the scene, while others were taken to thehospital at Bela-Bela for treatment as theyhad suffered more serious injuries.

Maswanganye said that the driver of theQuantum was not found at the scene, andtheir whereabouts are unknown.

An investigation is underway to find thedriver of the car.

She said that a case of reckless andnegligent driving has been opened, andpolice are investigation.

Residents of Extension 11 in Modimolle aresleeping with one eye open as a result of thehigh rate of electricity cable theft.No less than five households are already

experiencing the hardships after their cableswere stolen at night.Residents recently came up with plans to

alert each other to the possibility that theftwas occurring in their neighbourhood.A resolution taken at the recent

community gathering was that everyhousehold must have a whistle, which willbe blown as soon they suspect thatsomething is amiss.Once the whistle is blown, residents will

then realize that something is wrong in theneighbourhood and then take necessarysteps to deal with the situation.Extension 11 resident Jack Baloyi, who is

one of the locals who were hit hard by thiscrime, said when he realized that there is noelectricity in the house, he thought it was apower outage.He told The BEAT that he checked with

his neighbours and found out that they alsodon’t have electricity.“When I woke up and plugged an electric

kettle, I realized that there was noelectricity and then I thought it was a poweroutage. I went outside to ask my neighboursand I discovered that they also do not haveelectricity. Ward 6 Rufus Jan Mahoro said they arehaving sleepless nights because of thistormentor.“We saw the importance of working

together as members of the community, bylaunching the Know Your NeighbourCampaign. Through that campaign, citizenswill guard their neighbourhood to ensurethat it remains safe. We also agreed thatevery household must have a whistle, sothat when someone needs help they justblow it and call for assistance,” Mahorosaid.Mahoro said they have also agreed as

members of the community that they mustnot take the law into their own hands.Another suggestion was that since there is

no street lights at Extension 11, residentswere advised to connect lights outside theiryards so that criminals do not takeadvantage of the situation.Mahoro pleaded with members of the

community to report any suspiciousactivities at the local police station.

Budget held hostage for forensic report

The public participation meeting where theBela-Bela municipality was to present thebudget for final consideration was disrupted

A full gallery, which included members ofthe EFF, Change for Bela-Bela, and theConcerned Residents, had only one thing ontheir minds — the KPMG report on alleged

irregularities involving Municipal ManagerMorris Maluleka.Maluleka was placed on special leave in

March awaiting a forensic investigationregarding certain contracts he handled onbehalf of the municipality.Maluleka returned to his post at the

beginning of May. Certain council memberssay that although they are told that thereport has been completed, the report has,as yet, not been presented to either thecouncil or the executive committee.Kobus van der Merwe, DA council

member, said that it is in the public interestto discuss the report.Mayor Lucas Nhlapo said that the report

will be discussed after the budget.The Speaker, Spando Maluleka, attempted

to continue with the meeting, but the publiccaused a disruption demanding that thereport be presented, to such a degree thatthe Bela-Bela police had to be called in torestore order.Nhlapo eventually said that the report

would be presented, but then said that thereport was not available and that it wouldbe presented at a future special meeting,with representatives from KPMG present.It would, according to him, be

irresponsible to discuss a report that wasnot drawn up by the municipality. He askedthe community members not to disrupt themeeting further, as it would present anegative image of the municipality if thecouncil were prevented from doing theirwork.Members of the public then taunted the

council members and said that if the reportwas not presented, they would not allow the

council to discuss the budget.Council members attempted to ignore

them and continue with the meeting, but thenoise became too intense.Tinus Ras, a DA councillor, then asked

that the meeting be postponed under thecircumstances. The police quieted thecrowd again, but the peace was short-lived.Since the meeting could not proceed, the

DA council members left the meeting.Shortly afterwards, members of the public

stormed the meeting, which other councilmembers were still attempting to continue,and confronted the council member face-to-face and prevented the meeting fromcontinuing.The meeting was then hastily postponed to

Friday, 3 June, to discuss the KPMG reportas well as the budget.Van der Merwe said that the DA could not

have done any better, and that the budget isbeing held hostage to force the council todiscuss the KPMG report at all.NJ van Heerden from Change for Bela-Bela

said that the reason for the disruption is thatthe public is concerned that, if the councilis allowed to discuss the budget before thereport, the report will be set aside and noanswers will be forthcoming, since thecouncil is expected to go into recess soon.EFF member Sello Mosweu said that the

Mayor is attempting to play them for fools.“How can they suspend the municipal

manager and later bring him back withouttelling us what the investigationconcluded?” he demanded.They also insisted that Maluleka could not

be present at council meetings, as theyregard him as still suspended.

More than 50 members from theEFF’s Ward 11 Branch Executive inModimolle have found a new homein the DA. The DA in Limpopowelcomed the new members to theparty on Friday, 27 May.

According to the DA, the branchmembers have become increasinglydisillusioned with the EFF and couldno longer associate themselves witha party that, they say “stands forviolence and chaos.”

“In the DA, we respect that it iseach individual’s right to belong to aparty that truly represents theirvalues. Our values are Freedom,Fairness, and Opportunities for All.On these values we hope to build afuture for our country,” said theparty’s provincial leader Jacques

The MEC for CooperativeGovernance and Traditional Affairs inLimpopo, Makoma Makhurupetje, isbeing accused of protecting allegedlycorrupt Modimolle leaders, municipalChief Whip, Grace Mashitisho andMayor Kgaretja Lekalakala.

The DA in Limpopo accused theMEC of lacking the necessaryaccountability and responsiveness toeffectively ensure that due process isfollowed for the benefit of the peopleof Modimolle. The party wrote to theMEC with respect to her allegedblatant disregard of a ModimolleCouncil resolution taken on 14January 2016, requesting her todetermine the period of Mashitisho’ssuspension.

“The Chief Whip was found guiltyof fraud and corruption by a specialcommittee and was fined R70 000. Acase of fraud and corruption wasopened with the SAPS and iscurrently before the local magistrate’scourt. The council however did not

One of the new members, MarthaMabusela, told The BEAT that theyhad left because of the provincialleaders Meisie Kennedy and WinnieMphahlele, as well as the party’sRegional Chairperson LebogangMonageng. Mabusela said that theleadership is running the partyaccording to their own views, andnot according to the constitution.

She added that Kennedy, Mphahleleand Monageng, recently held a secretmeeting, following the members’departure to the DA, where Kennedy

allegedly revealed that it is as ifMabusela knew that she was notgoing to be given a position in theparty when she changed parties.“A leader should not use

favouritism but aim at ensuring thegrowth and wide support of theorganisation. I wish for the EFF togrow big especially because itbelongs to the son of the soil. Weanalysed and criticized and decidedto choose the DA as we have seenvisible achievements within the party.I am 65 and served the Departmentof Education for 41 years. All I neednow is to find rest in the party andnot fight for positions,” Mabuselasaid.Attempts to reach the leaders of the

EFF for comment in the matter faileddismally. The leaders were attendingthe party’s list conference at the timeof going to press.

in Mokopane saw Lekalakala andMashitisho being voted to return toleadership after 3 August.CoGHSTA provincial spokesperson

Motupa Selomo and Modimollemunicipal spokesperson Patrick Shikacould not be reached for comment.

Municipality plans to build new substation Justin Steyn from the Department of

commissioned a basic assessmentreport which will allow it to identifyissues of concern as well as thesocial and environmental impacts ofsuch a substation.

In a telephonic interview with TheBEAT the Chairperson of theWaterberg Conservancy Forum,Chris Wagner, said that he does not

foresee any problems with theconstruction of such a substation butadded that he would have to assessthe framework proposed beforeproviding an official statement.“We will have to see the response

from the people who live in thatarea if such a project is to beundertaken. I have not seen thebasic framework as yet and cannotgive an official statement on thematter,” he said

Bela-Bela budgetin its final stages

The municipal budget of theBela-Bela municipality for thenew financial year is in its finalstages and was expected to, inall likeliness be considered forapproval by council onTuesday, 31 May (see page 3 –Budget held hostage for KPMGReport).Three public meetings were

held on Thursday, 26 May: atthe Warmbad Dienssentrum, thecommunity hall in the Bela-Bela township as well as atLaerskool Warmbad wherepeople could give their finalinputs regarding the budget.Lucas Nhlapo, mayor, was not

present at the Dienssentrum orat Laerskool Warmbad, whereMorris Maluleka, municipalmanager, and other councilmembers presented the budget.The draft budget has seen a

few changes since it wasapproved by council in March.National treasury had recently

told council that some of theincreases on certain tariffs weretoo high. A decision was madethat most of the tariffs are to beonly increased by 6%, as wasdiscussed in the meetings.The inputs given at the

meetings included problemswith the recent valuation roll.Other issues raised included

the illegal squatter camp alongthe Alma-road in Koppewaai,which has a negative impact onthe housing market in the area.AfriForum is currently in theprocess of obtaining a highcourt order for the involvedrespondents to follow throughon the first high court order in2014 to remove the squatters.Another issue was the need for

electrical maintenance to bedone in the Noodhulp andRoodepoort areas where

Andries van der Heyde countless problems hadoccurred over the past fewmonths. Risimati Ntekele, headof techincal services, told theattendees that scheduledmaintenance is continuing inthose areas.

Frans Rootman, chairperson ofthe Bela-Bela Tax PayersForum (BBTF), told theattendees at LaerskoolWarmbad that for the rest of thefinancial year residents aregoing to pay for the decisionscouncil is going to make andthat they demand value formoney. He urged councilmembers present not to rushapproval of the budget and togive reasonable answers ifcouncil cannot consider theinputs made.

According to Rootman’scalculations the increase in watertariffs will lead to schoolspaying more, which will likelyincrease school fees. Businesseswill also likely pay 38% more ifthe draft budget is approved.The increases on electricitytariffs were also a concern.

Rootman singled out a fewother irregularities that includedsanitation, property rates, refuseremoval, the operational budgetand how the municipal income iscalculated based on the correctfigure of existing households.

He urged council members thatit was better to conduct regularmaintenance on electrical andwater infrastructure, instead ofincreasing tariffs annually.

Maluleka said at the end thatRootman’s views are extremelyvaluable, has substance to it andthat every issue he pointed outwill be looked at.

The municipal council isexpected to consider the finalbudget soon, since councilmembers will be going intorecess in the coming days for theupcoming municipal election.

Mootane highlighted that dueto a high number of fingerprintsto be verified, the fingerprintsare checked electronically anddirectly against the SAPS’database. She added that it takesfive to six weeks to get theresults because is a centralizeddatabase.

Mootane further adviseddrivers to go for fingerprintschecks at least two monthsbefore their permits expire.

A team of 301 members from theSouth African Working on Fire(WoF) programme flew to Alberta,Canada, to assist the CanadianInteragency Forest Fire Centre(CIFFC) with their wildfiresuppression efforts.

The team, consisting offirefighters and managementassembled at the OR Tambo Airportfor the trip on the morning ofSunday, 29 May. A total of 48young male and female firefightersfrom Limpopo, including Bela-Belaand Modimolle formed part of thedeployment.

This deployment of firefighters isregarded as the biggest SouthAfrican deployment ever to assist aforeign country, outside of thearmy.

“Canada is currently experiencingchallenging fires in particular in theProvince of Alberta. There are anumber of priority fires that requirehuman resources, especially theFort McMurray, Alberta fire, withmore than 500 000 hectares alreadyburnt,” said the WoF nationalspokesperson Linton Rensburg.“CIFFC have sent a formal requestfor assistance to their international

He further explained that thetreatment of Cat Flu can be veryintensive and expensive.

“About 30% of dogs will continueto die despite intensive treatment. Itusually takes 7-12 days for a dog torecover from the virus if they arehospitalized. Prevention is betterthan cure anyway,” he said.

The session was held at the localApostolic Faith Church (AFC), withmembers from other churches and NGO’sarriving at this venue to attend the session.

Church elder Esther Motshegoa of AFCwelcomed all those attended the session,while Councillor Mpho Ledwaba directedthe programme of the day.

Before the women could be given aplatform to speak, Councillor Ledwaba saidthat the women were allowed to speak theirminds and share their opinion or thoughtswith the rest of the attendants.

Mayor Lekalakala said there was a seriousconcern of children who are roaming thestreets during school hours.

The Mayor called on all parents to bevigilant and ensure that their children areattending school at all times.

She advised parents to frequently checktheir children’s progress, by both checkingtheir books and visiting their schools.

Mayor also pleaded with the women tosupport their HIV positive family members,so that the battle against this virus can betriumphed.

She said that Modimolle has set a goodexample by bringing women from differentchurches and NGO’s under one roof todiscuss societal issues.

Although this young players hasdecided to dedicate his time toyoungsters, he has not abandonedhis own football career.
