In the UK, the majority of BIDs exist in town centres, but they can also be found in industrial, commercial and mixed-use locations. There are approximately 270 BIDs in the UK with 8 industrial BIDs located across London. The average size of a BID is 300-400 hereditaments (business premises), with some of the smallest having fewer than 50 hereditaments and the largest at over 1000. Annual income varies widely and can be as little as £50,000 or as much as £2 million.

A BID must be agreed by ballot and is funded in whole or in part by a levy additional to the non-domestic rates (business rates), and once voted for, the levy becomes mandatory on all defined ratepayers for the full BID term.

The plan voted for has a lifespan of five years. The vote is open to all business rate payers—if a majority (both by number that vote and by rateable value) approve the proposal, all ratepayers will contribute to the BID by paying a supplementary levy additional to their business rates, usually 1%. The BID levy

is collected by the local authority into a ring-fenced account (called the BID Revenue Account) and passed to the BID Company for use on the projects and services set out in the BID proposal.

The Argall BID was first formed in 2007, the result of negotiations between Business Associations across the Argall Industrial Area, the London Borough of Waltham Forest (LBWF) and North London Business. After a positive first term from 2007-2012, the Argall BID underwent a successful renewal ballot in 2012, enabling a second 5 year term which comes to an end in December 2017. This November, businesses will be invited to vote on the future direction of the BID as we go to ballot to vote on a third term, which would retain the BID Company for a further 5 years until December 2022.

The Argall BID staff work hard to ensure that we adhere to our ‘Safe, Smart, Connected’ ambitions, and we endeavour to advocate for all of the business community here; a further 5 year term will ensure that we remain in situ, that

A BID is a business-led and business funded body, which works in tandem with the local Council and other stakeholders to deliver improvements in a defined commercial area. The potential benefits of BIDs are wide-ranging and may include enhancements to security, marketing and promotion and the local environment, but there is no defined limit on what a BID could provide for the business community that it represents.

Part Three: Why Does The Argall Need a BID?

PART THREE: WHY DOES THE ARGALL INDUSTRIAL AREA NEED A BID?

The Argall BID area is home to a diverse range of around 300 businesses, employing many local people. It is the most concentrated area of businesses in Waltham Forest and a major contributor to the local economy. Businesses come from a wide range of sectors, including food and drink, service industries, construction, design, automotive and manufacturing.

Without the BID in place the Argall Industrial Area would be less secure, less clean and less connected. We work closely with major stakeholders – for example the London Borough of Waltham Forest, the Metropolitan Police, the Local Neighbourhood Forum, TFL and the Environment Agency to ensure we are enabling business to operate in the best working environment possible.

We respond to business needs and issues wherever we can, and provide the main point of contact for businesses across the estate. The Argall BID will measure improvements in key issues raised by our businesses, such as Security, Infrastructure, Access and the Environment, and we will continue

to encourage investment by property owners and local service providers.

The Argall BID will support the Council’s economic growth ambitions set out in the Economic Growth Strategy 2016-20, and will work in partnership to ‘keep, seed and grow’ businesses in the Argall BID area. We will continue to represent Argall businesses’ view that employment land should be protected from non-employment development and we will also ensure BID businesses are represented during the 2017/18 review of the Local Plan.

The BID membership is rich in businesses priority sectors identified by the Economic Growth Strategy and it is envisaged that employment opportunities on the Argall Estate will contribute immensely to the creation of a predicted 20,000 new jobs in Waltham Forest by 2020. The BID will continue to work with the Council to ensure that the right infrastructure and facilities are in place to enable and support this growth, generating high-quality employment and apprenticeship opportunities for local people.

We will also work with the Council to tackle climate change and support initiatives to make Waltham Forest London’s first Borough of Culture. Improved working conditions have a positive impact on the recruitment and retention of employees and contribute to the long-term economic success of local businesses. Money raised through the BID levy will be spent on identified business priorities and we will also continue to seek additional funds from other sources throughout the 5 year term.

PART FOUR: WHO RUNS THE BID?

The BID is administered by a Company (Argall BID Ltd) set up specifically for this purpose, and, as it has been for the last ten years, is managed by a Board of Directors representing a cross-section of businesses from the BID area.

All of the Directors work for the BID in a voluntary capacity and are unsalaried. Over the last 18 months we have 2 new Directors onboard and try to make the BID as inclusive and representative as possible.

The Directors of the Argall BID Company have an excellent understanding of Business Improvement Districts, their set-up, structure, and the work involved to make a Business Improvement District successful. Since 2007, they have been proactive in establishing the structure of the BID, and also in instigating and commissioning a number of projects which have led to significant improvements throughout the Argall Estate.

The BID employs a manager, Juneed Asad, an experienced regeneration professional who has been in situ since April 2015. Juneed has a long history of working with large and small businesses all over London, and was the principal consultant involved in the 2012 renewal ballot. Juneed understands the major issues facing local businesses and is a big supporter of the Argall industrial area. He has a wealth of experience dealing with a multitude of stakeholders to ensure that the estate functions well.

JAN HILLER and MOYA NEALStaffa ManagementJan Hiller and Moya Neal make up Staffa Management. Staffa Management also sits on the BID board, representing the interests of businesses on Cromwell Industrial Estate. Staffa Management has run a number of projects on the estate, recently putting in parking controls and upgrading the CCTV in association with the BID.

GAVIN MATTHEWSManaging Director, DecraGavin Matthews is a chartered engineer with almost 30 years’ experience managing teams of engineers and technicians. Decra employs upwards of 40 staff, and builds high quality washrooms and cubicles that have been installed in iconic buildings both in London and the UK. Decra moved to Forest business Park in 1989 and Gavin joined in 1998. He is a keen local business champion and gives the BID team an invaluable insight into life on Forest Business Park.

MORRIS LOBENSTEINDirector, Jaylow SuppliesMorris is Director of Jaylow Supplies Ltd, a family run business which has been in existence since 1949, selling all kinds of cables to the UK wholesale market. Jaylow has been located in their purpose built unit on Argall Estate since 2005, and is in the process of expanding. Morris is a champion of the Argall Business Area and is an active member of the BID board.

DAVID PANTLINChairman, Bates of LondonDavid is Chairman of the BID as well as being Chairman of his family business Bates of London. Bates has been on the Argall Estate since 2000 and has grown into one of the biggest and most successful laundry firms in the UK. David has been involved in the BID since its inception and is an active and supportive member of the business community on the estate.

NIKKI WALKERMarketing Manager, Odysea LtdNikki has worked with Odysea for more than 10 years and takes care of marketing and branding for an extensive range of premium food products. Odysea supply supermarkets, restaurants and delicatessens with authentic Greek and Mediterranean food products. Their move to the Argall Industrial area in 2014 facilitated the company’s expansion plans, allowing them to bring both head office and warehouse into one central location. Nikki became the newest BID Director in 2017, and is keen to work with the BID during an exciting period of transformation in the surrounding Argall industrial area.

JAMES THARRATTDirector, JRZ Holdings LtdJames came on board as BID Director after the renewal ballot in 2012, and was previously one of the directors of Sleek Makeup, which has recently been sold. As Director of JRZ Holdings, James manages a number of properties across the estate. He remains a keen supporter of the Argall industrial area and the local business community here, taking particular interest in environmental and regeneration issues.

ALEX CHERKASSenior Asset Manager, Capital IndustrialAlex joined Capital Industrial – one of the major landlords on the Argall Estate – in 2015. He is responsible for the management of selected assets within their portfolio. Alex has extensive experience gained in both the retail and industrial sectors, including managing Shaftesbury’s Chinatown portfolio. Alex brings a valuable skills set to the Argall BID board and is a supporter of local business and the Argall Industrial Area.

STANLEY ZAK RUTENBERGManaging Director, NorthfieldsNorthfields was established in 1953 and is a third generation family-run business supplying banqueting linen to the Events Industry. The company moved to Rigg Approach in 2005 and expanded to include manufacturing, laundry and warehousing facilities. Zak is an active champion of the BID and local business in general, with a particular interest in the business community on Rigg Approach.

We employ an experienced, committed full-time Security Consultant, Peter Noseda, who patrols daily, and we maintain a dedicated security vehicle equipped with state-of-the-art surveillance technology.

We employ an experienced regeneration professional, Juneed Asad, as BID Manager, and we produce a quarterly newsletter which promotes Argall BID businesses. We also run and maintain an Argall BID website: www.argallbid.co.uk

We work closely with the Metropolitan Police and local ward officers to report and limit crime, supplying the police with CCTV footage on request.

We administer the 2 main car parks on the estate, issuing parking permits

for those businesses that require them, and we hire an external company, using ANPR technology, to manage the space. We also hire a company to keep the car parks clean and tidy.

We have made financial contributions that have provided security gates on both Dorma Park and on Cromwell Estate, and we are constantly looking at ways to make the Argall Industrial Area more secure.

We have improved the greenspace on the estate, installed and improved fencing, and maintained the historic Black Path.

We continue to work with the Council to ensure illegal parking is kept to a minimum and flytips are promptly cleared.

We have set up a Stakeholders Group which meets quarterly, and which is attended by the Metropolitan Police, Council officers and estate businesses.

We have recently provided First Aid training for Argall BID businesses and will continue to source further training opportunities as appropriate.

We have upgraded the majority of the estate to fibre optic broadband, which has delivered huge savings and improved business efficiency across the business parks. We expect the final part of this upgrade to take place by the end of this year, as we wait for BT to complete works to upgrade the connectivity on Forest Business Park.

PART FIVE: OUR ACHIEVEMENTS

Every BID term lasts for a period of 5 years. The last 5 years have seen some significant developments on the estate which have had a positive impact on the business community. With the continued support of businesses we aim to maintain the Argall Industrial Area as a premier location for business.

The Argall BID company is committed to making the Argall BID area a safer, cleaner and more productive place to do business. For every pound paid through the levy, businesses have benefited by another two pounds raised by the BID Company to spend on the betterment of the area. Wherever possible all of our spend is made with estate businesses. This extra income has enabled the BID to deliver projects that would not have been met through BID income alone.

Part Five: Our Achievements

These are just some of the examples of how the BID company has enhanced the working environment for the Argall BID businesses. It is vital that you support the BID for a 3rd term for the good work to continue. Voting ‘Yes’ means maintaining and improving current resources and strengthening our response to businesses.

We have continually upgraded our CCTV coverage and monitoring facilities on the estate and by the end of September 2017 we will have upgraded all of the estates to wireless IP technology, using digital HD megapixel cameras, which will enable us to provide excellent security coverage for our businesses, contributing to a cleaner, safer estate.

The Argall BID lobbied continuously for the re-opening of Lea Bridge Station, and it was finally re-opened in May 2016, having been closed since 1985. The station re-opening provides a vital upgrade in local connections, giving the area better and faster links to some of London’s crucial transport hubs and making it a more attractive prospect for developers, businesses and residents.

In 2017 Safety and Security for the BID area was still identified as joint number one priority for businesses. The Argall BID works consistently to ensure that the estate is a safe working environment for the businesses here.

We are just about to complete CCTV upgrades across the area, so that we now have state of the art CCTV coverage and monitoring facilities across the estate.

Over the next 5 years businesses have asked for further extension and ongoing monitoring of the CCTV system, enhanced security patrols, extra police presence and more assistance with crime prevention. The Argall BID funds a dedicated security officer and a security vehicle equipped with CCTV. We continually monitor the BID area to ensure that the environment is a safe place to do business and use ANPR technology to safeguard the area.

Going forward into a 3rd term, the BID will continue to make safety and security a top priority for our businesses, via maintaining and improving current services. Securing a 3rd term will help maintain a safe environment for all of our businesses.

Over the summer months we asked businesses about their views on the BID, what it has delivered and what they would like the BID to focus on in the 3rd term.

Part Six: The Next Five Years

All businesses wish to work in a clean and pleasant environment. The Argall BID is dedicated to improving and maintaining the whole of the Argall BID area for all of its resident businesses. Where funds permit, the BID will do everything possible to support initiatives which contribute to enhancing the environment. For the next BID term we will be aiming to ensure that the BID area is well maintained; businesses have expressed a desire to see improved signage, improvements to roads and pavements and improved cleaning and lighting. Continuing support for the Argall BID will ensure that the BID continues to implement plans to augment the general cleanliness and upkeep of the estate over and above those services already provided through the Local Authority. Voting for the Argall BID to continue into a 3rd term will result in a cleaner, greener working environment.

The last few years have seen great progress in terms of connectivity on the estate, with the opening of Lea Bridge Station and the implementation of fibre optic connectivity on the majority of the estate.

We have secured the use of car parks for estate businesses and we issue business parking permits which generate small amounts of revenue for the BID Company.

Many businesses have asked for improvements to the Junction at Lea Bridge Road and Argall Way, and with the current Mini-Holland scheme, widening of the railway bridge and the new residential development at 97 Lea Bridge Road, there is a significant amount of change taking place. When the bridge and junction works are complete, there should be major improvements to the junction, with improved access and visibility.

We will continue to lobby for an extension to the W19 bus service, both in terms of operating hours and reach – extending the network to Leyton Mills Retail Park would also connect the estate with a tube link to Leyton. We will also investigate the potential for an estate recycling service, which we will explore in the 3rd term. Parking and access is a big issue on the estate, and we will continue to work with the Council to ease congestion, provide business parking space and request responsible enforcement.

There are approximately 300 businesses trading from the Argall BID area. Some businesses have good links with their neighbours, but others are not so aware of the diverse range of services available across the estate. The BID Company aims to promote good links between estate-based businesses; we currently support the production of a quarterly newsletter, produced by the BID manager, and a company website, www.argallbid.co.uk. As well as being a local news vehicle, the newsletter is ostensibly a showcase for the fantastic businesses we have across the estate, representing a diverse business base across many sectors. The website is dedicated to informing businesses of issues affecting the Argall BID, and provides a forum and promotional tool for the BID businesses.

For the duration of the third term, we want to encourage more businesses to use the website as a means of communication, continue to update our on-line promotional business directory to publicise businesses and their products and services, and organise networking and training events where we identify a need.

Part Six: The Next Five Years

The BID Company aims to support the businesses on the Argall estate in a variety of ways. During the consultation process businesses were asked a raft of questions on specific types of support that the BID Company could assist with. Businesses surveyed requested help with advertising of employment opportunities, and also requested advice regarding vacant premises (although vacancy rates are expected to remain low) and businesses were also interested in receiving help with training, recruitment and marketing.

For the duration of the 3rd term the Argall BID company will proactively market and promote BID businesses in the newsletter and on the website, assess training needs and where funding allows, offer continued support through training initiatives. Throughout the 3rd term of the BID, the BID company will seek the views of all of the Argall BID businesses to understand how we can continue to provide added value.

Argall BID is funded directly from our BID Levy income and from the income derived from the two car parks in Argall Avenue, operated under license from The Waltham Forest Business Community Interest Company.

We try to access external funding when opportunities arise – funds may come from diverse sources such as public sector grants, S106 monies or voluntary contributions from businesses. All of our expenditure is written off in the year the cost is incurred. In some years we spend more than our income, in other years less. Through careful management we currently have over £120,000 in reserve to invest in the BID Area for the benefit of all our businesses. A BID levy collection rate is assumed to be 97%. Currently there is no charge for the BID Levy collection, and it is expected to remain so for the full renewal period of 5 years. Once the BID is operational, significant changes to Budget priorities can only be made at a BID Company Annual General Meeting, or at an Extraordinary General Meeting.

• The third term of the BID will be for a period of five years, from 1st January 2018 to 31st December 2022, and the BID Levy will raise around £65,000 per year.

• The BID Levy will be payable by all business ratepayers as defined in the Levy Schedule.

• The BID Levy will be fixed at 1% of the rateable value of the premises, initially using the Rating List at March 2017.

• The BID Levy will be capped at an upper limit of £1,000.

• The BID Levy Rules cannot be altered during the lifetime of our BID without a full Alteration Ballot.

• Empty properties will be liable for the BID Levy via the property owner, with no void period.

• Our BID Levy will assume a growth rate for inflation, as calculated by the Government, and applied on 1st April each year.

• There will be no VAT charged on the BID Levy

• The annual BID Levy will be collected in a single payment at the beginning of the financial year. Overpaid amounts will be refunded where a ratepayer vacates.

• The BID contribution will be collected by the London Borough of Waltham Forest Revenues and Benefits Department, and transferred directly to the Argall BID Company, to deliver projects defined in the BID proposal.

• The 1% BID Levy does not affect your Business Rates, for which you will still be liable. Any current or future appeals on your Business Rates are also not affected by the proposed BID. Your BID Levy will be based upon your Rateable Value as of March 2017. Any future appeal will not affect your annual BID payment.

• Additional funding may be raised through voluntary contributions from property owners and landowners, though these are neither guaranteed nor compulsory under the BID legislation.

• Additional funds may be received to match the BID Levy funds.

Part Seven: Delivering The BID 2018-2022

The BID will be delivered by the Argall BID Company. They will employ a part-time member of staff who will be responsible for the planning, development and delivery of individual BID projects and services, as well as attracting additional funding to complement our BID income. The Chair of the Argall BID Company will be responsible for the strategic direction and performance of the BID, and will liaise with the London Borough of Waltham Forest in respect of levy income and service levels.

LOCAL SERVICE BASELINESOne of the main concepts and benefits of the BID is to provide services and projects over and above those already provided by the Local Authority. To ensure that this is the case, and the BID does not fund any services provided by the London Borough of Waltham Forest, a number of Baseline Commitments have been provided by the Borough, relating to:

The details of these agreements have been written into the BID’s Service Agreement with the Local Authority and will be available from the London Borough of Waltham Forest. The BID Board will also engage with the Local Authority in matters of future strategy concerning services throughout the area.The Council provides other services on a Borough-wide basis which are not possible to baseline for our BID area and therefore the Service Agreement seeks to promote effective engagement and dialogue between our BID Company and the Borough on the following services:

A BID is business-led, enabling businesses to invest in their area and to decide how their area will be managed. This investment is controlled by the businesses through a BID Company formed for the purpose. It is not-for-profit, and limited by guarantee. All businesses are entitled to become BID members, subject to written confirmation, sent to the BID company that they wish to become members. Voluntary contributors to the BID and Public Sector agencies involved in delivering services for the BID may also apply to be members.

The Argall BID is a company limited by guarantee. The BID Company’s Board of Directors is made up of a number of representatives from the BID Company’s businesses. The BID Company’s Directors meet quarterly, and BID Company Accounts are independently audited on an annual basis by Barnes Roffe LLP, chartered accountants, and presented at the BID Company AGM, to which all member businesses are invited. Accounts are published and publically available at Companies House.
