Description/Content The APT Policy and Regulatory Forum provides an ideal platform for the policy makers, regulators and the industry to network and to discuss on policy and
regulatory issues that are of common interest to the region. Being a regular event of the APT, it provides the members with the understanding and knowledge of the
policy and regulatory best practices and information of emerging issues that countries need to consider in regulating their telecom environments and to facilitate an
enabling and sustainable environment for the telecom industry.
The Forum includes special sessions for the Business Dialogue to strengthen collaboration between operators, regulators, policy makers through effective dialogue.
Objectives To provide a common platform for the telecommunications and ICT policy makers and regulators from the region for dialogue, to discuss issues of common
interest and to share information on best practices and experiences;
Facilitating intra-regional collaboration on policy and regulatory issues as required;
Provide a discussion platform for the industry and the regulators;
To facilitate the progress of the Actions to implement the Brunei Darussalam Statement;

Description/Content Due to their very small size and isolated island countries in the Pacific, policy and regulatory concerns of the Pacific Island members are different from those
concerning other sub-regions. Most of the Pacific Island countries have undertaken reforms in the telecommunications sector while others are still struggling to
make the necessary reforms. These reforms, particularly with the introduction of competition and dealing with the many issues arising from the introduction of
competition such as international interconnection, public private networks, radio spectrum allocation and also dealing with their unique issues such as number
hijacking make the need for a Pacific Policy and Regulation Forum for the Pacific essential for their orderly development.
Since 2007, PRFP has been continuing as a regular event of APT providing policy and regulatory guidance to the members of the Pacific Island countries.
Objectives To facilitate the progress of the Actions to implement the Brunei Darussalam Statement that are relevant to the Pacific;
To adopt measures to accelerate telecom and ICT infrastructure development (particularly broadband) and promote e-applications;
To address key Policy and Regulatory concerns for Pacific;
To consider best practices and further develop regulatory frameworks for Pacific Island Countries.

Description/Content SATRC functions under the auspices of the APT. At present nine South Asian countries are involved in SATRC activities. The SATRC meetings are attended by the
head of telecom regulatory authorities in the South Asia region, senior officials of the Ministries and Departments, as well as senior officials / representatives of the
industry. The SATRC meets annually to discuss the key policy and regulatory issues of concern to the SATRC members. In addition, it also finalizes Action Plans
required to achieve the goals of SATRC. SATRC Action Plan Phase V which was adopted in SATRC-15 in Paro will be completed by 2016.
Special sessions will be provided for Industry dialogue during the SATRC to facilitate dialogue between the industry representatives and the regulators from South
Asia.
Objectives To discuss key policy and regulatory issues of concern and interest to the South Asian Region;
To review the work and decide on the outcome of the Working Groups established for implementation of the SATRC Action Plan (Phase-V);
Discuss sub regional harmonization on key regulatory issues in the South Asian Region;

Description/Content Development of telecommunications and ICT infrastructure and services in the region is a major challenge which all the countries of the region are facing. The
development needs and issues for the Asia Pacific region are required to be addressed in a comprehensive, focused and result oriented dialogue amongst the key
players. The Forum is expected to be attended by the policy makers, regulators, service providers, operators, consumers, manufacturers and others related to the
development of telecommunication and ICTs in the Asia Pacific region.
An Investors Colloquium can be included as part of the event to attract and enhance investment to the broadband infrastructure, by having effective dialogue among
member administrations, operators, donor agencies and financing institutions.
Objectives • To provide a platform for Governments, regulators, industry players and all stakeholders to discuss ways for development of telecommunications and ICT
including mobile and broadband services within the region;
• To assist development of the rural communities with appropriate strategies for ICT development;
• To share the outcome and achievements of the Projects on Exchange of ICT Researchers and Engineers and ICT Pilot Projects for rural areas;
• Attract investment for broadband infrastructure.

Description/Content Given the continuing natural disasters in the region and the issues brought to the fore with the recent natural disasters, improvements are still necessary to deal with
natural disasters. This Workshop is designed to discuss Disaster Management topics which include amongst others, support for the affected countries in the region,
disaster communications, current situation of disaster preparedness in each country, regulatory framework and management for ensuring effective disaster
communications, rules for telecom operators and broadcasters in disaster communication. The Workshop is targeted for Government operatives and Telecom
operators in the region. Brunei Ministerial Statement also emphasized the importance of Disaster Management issues in this region.
Objectives • To facilitate the implementation of Brunei Darussalam Ministerial Statement Priority Areas of Work related to disaster preparedness, mitigation and management.
• To provide information and techniques for disaster management activities;
• To provide information and techniques for emergency communications and warning systems to cater for disasters;
• Bring the benefits of ICTs in the disaster prevention and management to member countries and develop their ICT skills to this field;
• To discuss advance disaster communication and network development;
• Network Resiliency against Disaster focusing alleviation on congestion in emergency situations, minimizing disruption to communications in the event of damage
to base and/or relay stations, implications of the recent disaster in regards to future network infrastructure, and implications of the recent disaster for Internet
usage.

Description/Content Two C&I Events organized in 2013 and 2014 respectively. Considering the importance of the subject matter, the 24th ASTAP Forum agreed to have the 3rd C&I
Event in 2015. The Event will have three parts as usual: testing, showcasing and workshop.
The testing part will include conformance and/or interoperability test of the products which are based on the ITU-T Recommendations. The showcasing part will
be a demonstration of the emerging products made by participating manufacturers and research institutes. This part aims to underscore advanced technologies and
ongoing standards work at ITU-T. The workshop part will include lectures and presentations on C&I related activities as well as future perspectives from relevant
experts (ITU, regional SDOs, government, private sector, etc.) and introductions of current status and issues from member countries. APT member countries can
share the knowledge and experience, and find greater possibilities to solve interoperability issues.
Objectives • The objective of the APT/ITU Conformance and Interoperability (C&I) Event is to foster understanding and promote activities on C&I in the APT region. The
event will also directly contribute to capability building and finding a solution for interoperability issues of APT member countries.

Description/Content The programme is to implement the human resource development programs to promote the telecommunications and ICT services in the Asia Pacific region.
In line with the recommendations provided in the two HRD Experts Meetings held in 2012 and 2013, and considering the results of the annual training survey on the
requirements of APT members, seventeen training courses are to be implemented in the following telecommunication areas, subject to the availability of such
courses and required funding:
• Telecom Policy and regulation,
• Wireless/wired Broadband Technology
• Cellular Technology (3G, 4G, etc.)
• Cyber Security,
• Spectrum Management
• Disaster Management/Communications
• Cloud Computing/Big Data
• Telecom Standard
• Rural Communications
• e-Applications, etc.
One full fellowship or two partial fellowships are to be provided to the trainees from eligible members. Due to the limited availability of seats, APT Secretariat will
select appropriate trainees among applicants nominated from APT member based on the selection criteria.
Some of the training courses are targeted to the affiliate members depending upon the subject of the training course.
These training courses are funded either by APT Budget or EBC-Japan details of which are described below;
1. Training courses funded by APT Budget
Following training courses are to be held in the following countries.
In China, five training courses are to be held by training centers in Beijing, Wuhan, Xian, Nanjing, and Shanghai. They are partially supported by EBC from
China.
In India, three training courses are to be held by training centers of BSNL in India.
In Thailand, three training course are to be held by TOT Academy, Thailand.
To enhance the training programme further and to provide the training experiences to more officials of APT members, online training is to be carried out as
well. The online training is to be implemented specially to cover the telecom policy and regulation area due to the strong demand from APT members.
2. Training courses funded by EBC-Japan
With EBC from Japan, training courses as well as training workshops are to be organized by Japanese affiliate members subject to the availability of courses

and budget.
EBC from Japan will fully cover the above training expenses in Japan as well as the staff expense of APT Secretariat working under this Programme. The staff
consists of one professional project personnel, who is a long term expert to be sent from Japan and two general service staff. Expert from Japan would be
subject to the arrangement (record of understanding) between the administration of Japan and the Secretary General of APT and other staffs are employed in
accordance with the Staff Regulations and Staff Rules of the APT.
Objectives • To provide opportunities of human resource development toward sound development of telecommunication in the region.
• To implement relevant recommendations adopted by the HRD Experts Meeting held in 2013

Description/Content As APT is a key regional organization fostering the development of ICT and Telecommunications within the region, it has been an obligation to represent itself in
regional and global events. Every year APT receives numerous invitations to attend conferences, meetings, exhibitions and other events. The APT management
strategically chooses the events which will be most beneficial and then send the suitable level of staff to represent APT. As APT collaborates with ITU to a large
extent, it is essential that APT is well represented in most of the Global ITU events. Secretariat support is indispensable for APT Coordination Meetings which are
to be held frequently within the ITU global events to which APT submits a number of APT Common Proposals (ACPs).
There are also several occasions that APT Officials need to travel for official purposes and make a personal presence in order to promote APT and its activities to
international partners and eligible non-members.
Objectives • Represent APT in key regional and global international events relevant to the APT activities;
• Organize APT Coordination Meetings within the ITU global conferences and assemblies;
• Fulfill all official travel requirements that require personal presence and participation;
• Send the relevant staff to represent APT in key regional/global events that are closely related to APT Work programme;
• Promote APT to eligible non-members.

Description/Content The Management Committee (MC) acts as the governing body of the Telecommunity, on behalf of the General Assembly (GA) within the limits of the powers
delegated to it by the GA. The MC, pursuant to such policies and principles as the GA may establish and such specific delegations of power and directives as the
GA may issue, shall: (a) Supervise the administrative functions of the Telecommunity; (b) Draw up such regulations as it may consider necessary for the administrative, financial and other activities of the Telecommunity;
(c) Consider and approve the program of work of the Telecommunity;
(d) Consider and approve the annual budget of the Telecommunity and any supplementary budget deemed necessary on the basis and within the limits of the annual expenditure established by the General Assembly GA;
(e) Review the audit and approve the accounts of the Telecommunity;
(f) Consider and approve the annual reports on the work of the Telecommunity and submit its report to the GA; (g) Keep under review, direct, control and co-ordinate all activities of the Secretariat;
(h) Conclude, on behalf of the Telecommunity, provisional agreements between the Telecommunity and Governments, organizations or administrations. Seek approval of the GA and
in the intervals between sessions of the GA seek approval, by a simple majority of the Members, by correspondence for agreements thus concluded;
Objectives The efficient management of APT in line with the Description stated above.
Agenda As stated in Rule 5 of the Rules of Procedures of MC

• An approved Budget for 2016;
• Approve accounts for 2015;
• Resolutions on any issues raised at the MC.
