Community Based Providers were allowed to be a part of the transit system’s drug testing contract . A separate pool was created for the community transit systems.

Fares on all comparable trips on all systems were standardized.
A passenger code of conduct approved by each system and advisory board of older adults and people with disabilities. Advisory Board interceded w/ customer if
