Charney to discuss‘Lessons from the

Wulff School’June 2, 7:30 p.m. Comfort SuitesState College

Dennis Charney will beour presenter at the June

membership meeting.Dennis is a local guide,expert fly tyer, and also aninstructor at the Joan Wulffschool of fly fishing. Ofcourse most locals knowDennis also works atFlyfishers Paradise whenhe’s not guiding or engagedin other fly fishing-relatedactivities. Dennis will speakon the topic: “Lessons fromthe Wulff School”, featuringa short intro to the castingmethodology of Joan Wulffand lessons taught at theschool.

We had a great turnoutfor this year’s WatershedClean-Up Day April 23.

Twenty three SCCTUvolunteers were able to getboth the Rock area and theMcCoy Dam site complet-ed.

We had a great time justbeing out along the streamwith a bunch of friendsand meeting some reallynice people.

It just shows what abunch of folks can accom-plish in a short time. Ihope to see you at futureTU meetings or better yet,on the stream.

BOARD MEETING MINUTES: March 14, 2011Board of Directors

Spring Creek Chapterof Trout Unlimited

Meeting of March 14, 20117 p.m.

Comfort Suites,State College, PA.

Board Members present: Judi Sittler, Rick Van Horn, Chris

Hennessey, Chris Haser, BillBrusse, Scott Brumbaugh, BobVierck, Jim Purtell and BobEberhart. Also present was JimStrauss, a former President of theChapter.

Approval of Minutes: After the estimated cost of the

chiller for the Trout in theClassroom project was correctedfrom $500 to $600, the draft min-utes of the Board meeting ofFebruary 14 were approved asamended.

Treasurer’s Report: Treasurer Rick Van Horn report-

ed that as of February 28, the networth of the Chapter was $41,396.The Treasurer’s Report wasapproved as submitted.

Old Business:

Easements held by the Chapter: Jim Strauss, who was Chapter

President at the time, discussed howand why the Chapter chose toacquire these easements.Concerning the easement down-stream from the Benner PikeBridge, he explained that theChapter had originally purchased apiece of property betweenHouserville Road and Spring Creekin order to have standing in legaldiscussions concerning SpringCreek. At some point, a Mr.Wambold, owner of an adjacent

piece of property, deposited fillonto the Chapter's property withoutpermission. Ownership of theproperty was subsequently trans-ferred to Mr. Wambold in exchangefor an easement permitting accessto the Creek. With respect to theeasement on the west side of SpringCreek near its confluence withBuffalo Run, Jim explained that thiseasement across CEDA-COG prop-erty was acquired because a mem-ber of the CEDA-COG Board ofDirectors felt strongly that theChapter should have that access tothe Creek. It was reported thatCEDA-COG would now like torevoke the easement out of liabilityconcerns. Further discussion of thisissue was put off until a later meet-ing. Bill Brusse will contact attor-ney Mark Faulkner to discuss howmuch liability the Chapter has byholding this easement.

Bylaws: The Board reviewed the few

remaining revisions that had beenmade to the draft Bylaws, thenapproved them for submission tothe membership. The proposedBylaws will be sent to the membersvia Listserv and comments will bereceived until April 29. The pro-posed Bylaws will also be dis-cussed at the April 7 membershipmeeting and comments will beaccepted. Comments received willbe considered at the May 16 Boardmeeting, and if no major revisionsare required, the Board may thenadopt the proposed Bylaws.

Joint Statement with ClearWaterConservancy, and the

Moshannon Group of the SierraClub on Natural Gas drillingfrom the Marcellus Shales:

Bob Eberhart reported that repre-sentatives of ClearWater and the

Moshannon Group had agreed todiscuss a joint position paper ondrilling in the Marcellus shale. TheBoard agreed that ScottBrumbaugh, Bob Vierck and BobEberhart should represent theChapter in these discussions andthat the group should arrange aninitial meeting with the other organ-izations.

A Day on Spring Creek with PSU Legends:

Chris Hennessey reported that hehad negotiated a sponsorship pack-age for this ClearWater Event. TheChapter can sponsor the breakfastfor $250. The Chapter can also pur-chase one of the openings for fish-ermen in this event for $125, this tobe auctioned off at the Chapter'sBanquet. The Board approvedthese expenditures.

New Business:USGS streamflow gage at

Milesburg: Jim Strauss reportedthat USGS was considering closingdown the real time reporting ofstream flow information from itsmonitoring station on Spring Creekat Milesburg. Recording of datawould continue but would be down-loaded to data storage facilities atintervals. ClearWater’s WaterResources Monitoring ResourcesProject, which uses these data, islooking into this issue.

Acknowledgement of Receipt of Chapter’s Position onMarcellus Shale Drilling:

The Chapter has received a letterfrom Senator Jake Corman thankingthe Chapter for our letter statingthat we had endorsed thePennsylvania Council of TU WhitePaper on natural gas extractionfrom Marcellus Shale.

Judi Sittler reported thatshe had spoken to AlJones, the ExecutiveDirector of the CentreCounty CommunityFoundation, about grantsand endowments and that she would like to invitehim to speak to the Board.The Board agreed.

Potential New Board Member:

Judi Sittler reported thatBill Voigt had expressedinterest in serving on theChapter's Board ofDirectors and that she felthe would be an asset. TheBoard authorized her toinvite him to membershipon the Board. Bill willserve the remainder of the

term vacated by RonShealer.

Candidates Forum forCounty Commissioner

Candidates: The Spring Creek

Watershed Association issponsoring a Forum forCounty CommissionerCandidates in the May pri-maries that will focus onenvironmental issues andhas asked if the Chapterwould like to act as acosponsor. Cosponsorshipdoes not require any dona-tion of funds, but is anexpression of support forthe event. The Boardagreed to be a cosponsor.

Committee Reports

Banquet Committee: Chair Jim Purtell

reported that about 54reservations for the April2 Banquet had beenreceived but that he was

hoping for a late surge inreservations. He said thatmany nice items, includingmany locally tied flies, willbe available for auction.

The Chapter’s Order ofthe Sulphur Award will gothis year to Allen Phillipsfor his dedication to theChapter and for his out-standing organization ofthe Chapter membershipmeetings.

Joe Boston will begiven the engraved fly boxawarded to the Chapter byPennsylvania TU for theBest Chapter Project; Joewas the driving force ininitiating the recent habitatimprovement projects.

MembershipCommittee:

Chair Chris Haserreported that the Chaptermembership remained at360.

Habitat Committee:

Chair Bill Brussereported that the Chapterhad not received theEmbrace-A-Stream grantfor which we applied. Hesaid that the Oak Hallproject will cost about$20,000 and that he willask consultant JoshLincoln for a final esti-mate. The challenge nowis to determine how thisproject might be carriedout without the Embrace-A- Stream grant. JudiSittler stressed the impor-tance of having futurehabitat projects lined up.

The meeting wasadjourned at 9 p.m.

NewsIn BriefMentors needed for youth fly fishing camp

Summer is fast approaching and that means it’s almosttime for the CRPR / SCCTU Youth Fly Fishing for TroutCamp.

The aim of the camp is to introduce area youngsters tothe sport of fly fishing. Part of Spring Creek TU’s role in thepartnership is to provide adult volunteers from our ranks tohelp staff the camp.

Help youngsters in grades 5 to 8 learn to cast, tie, readwater and catch fish. Some days will include van trips tolocal waterways for on-stream instruction. The two-weekcamp runs every morning July 18 to 22 and July 25 to 29. Ifyou can give just one morning, that's great, but volunteersare needed every day, so if you can do more than one day oreven the whole two weeks, you will be needed.

Volunteers need not be expert anglers to be a mentor: any

pair of adult eyes is a help! Background checks and finger-printing will be required for all volunteers. Mentors areasked to bring their own fishing gear, drinks and snacks.

Spring Creek Heritage Award to be presentedClearWater Conservancy and the Spring Creek Chapter ofTrout Unlimited will jointly present The Spring CreekHeritage Award to Don Hamer, a longtime supporter ofefforts to protect Spring Creek.

The award will be given at the Spring Creek FamilyFestival, held at Millbrook Marsh Nature Center June 18from 10 a.m. to 3 p.m. Stay tuned for an exact time for theaward presentation.
