NETWORK REFRESH - SUPPLY, DELIVERY, INSTALLATION, CONFIGURATION, TESTING AND COMMISSIONING, TRAINING FOR THE
STRUCTURED CABLING AND COMPONENTS, ACTIVE DEVICES AND MODULES FOR THE DEPARTMENT OF JUSTICE
A. BACKGROUND
In 2008, a structured cabling which provides a local area network (LAN) supported by a wireless network (wifi) was installed connecting all of the four (4) buildings in the DO] main office. Over the years, various types of wiring have been pulled due to civil works repairs. There were also interconnected and undocumented network switches which results in poor network performance.
The current IT infrastructure, support model, processes and procedures need to be upgraded/updated to support the current DO] needs. Majority of the infrastructure, i.e. cabling, switches, firewall and servers are outdated and obsolete and already reached End-of-Life and end of support.
In view of this and taking into consideration the emergence of security threats among institutions and government agencies, it is recommended to have a network rehabilitation/refresh to improve network performance and security and support the department's network and critical applications. This will cover the replacement of all network switches, firewall and servers, procurement of network monitoring tools to further boost network security by monitoring potential threats; and restructuring of cables to support network bandwidth needs and future expansion.
B. APPROVED BUDGET FOR THE CONTRACT (ABC)
The Approved Budget for the Contract is Sixteen Million Pesos (Php16,OOO,OOO.OO) inclusive of VAT and all applicable government taxes.
C. TIMELINE, OUTCOME AND PERFORMANCE STANDARDS
The terms of engagement will be one hundred twenty (120) calendar days. The contractor is expected to produce a complete project checklist, with milestone markers and delivery dates upon starting the project. The vendor should schedule weekly progress meetings for the duration of the project.
D. CONTRACTOR'S QUALIFICAITON
1. Contractor must have at least ten (10) years of experience in supply, delivery, installation, testing and commissioning of network equipment and structured cabling system.
2. The Contractor must have its own test equipment. Must attached proof of ownership
3. These certifications must be provided:
a. All prospective bidders must be authorized reseller of all equipment to be supported by certificate issued by the manufacturer/distributor of equipment/materials.
b. All prospective bidders must be capable of rendering local technical services duly certified by the manufacturer/distributor.
C. The bidder must have at least Three (3) Certified Engineers who are currently employed in the bidder's company trained and certified in the design and installation of cabling system. Must attach certification.
d. All prospective bidders shall conduct a site survey & submit a certificate of site survey.
e. All prospective bidders shall submit their proposed Service Level Agreement (SLA).
4. All prospective bidders shall submit original copy of design proposal, brochures and other publications that supports compliance to the requirements.
5. Proposed Work plan and Detailed Implementation Schedule for the Project covering the whole period. Prospective Bidders are required to conduct site inspection. This is to ensure the reliability, security and efficiency of the required services that the contractor shall perform. Timeframe should be specified for each activity to be done and shall include Gantt Chart Summary.
6. The contractor shall be responsible and accountable for the removal and proper disposal of material and waste generated by this project. Debris, surplus materials, equipment, etc. shall be removed daily.
7. The contractor shall be held solely responsible for any property or personal damages or claims, including damage to existing structures, systems, equipment and/or site caused by the contractor shall repair or replace it to its original condition at no additional cost to the office.
8. Contractors must have Philippine Contractors Accreditation Board (PCAB) licenses required by Republic Act 4566 to perform telecommunications /communications installations.
9. Supervised by a Certified License Electronics and Communication Engineer.
10. Managed by a Registered Project Management Institute (PMI).
These details will allow the DOJ-Bids and Award Committee to fully evaluate and determine compliance from the prospective bidders.

Connectors
The Connectors must be a multimode SC to LC patch cord.
Cable Performance Testing
On the note of Performance Testing, the Cable must support network transmission speeding up to 10 Gbps at a distance of up to 550 meters with an 850nm vertical cavity surface with IEEE 802.3ae Standard.
Compliance
The components are designed and tested to conform to the fiber and cable performance requirements of TIA 568, ISO 11801, Telcordia GR-409-CORE and ICEA-596 Standards. All cables have UL or ETL fire safety listings to either OFNR (UL-1666/CSA FT4) or OFNP (NFPA-262/UL 91O/CSA FT6).

H. TRAINING REQUIREMENTS
Prior to Finai Acceptance, the suppiier shail provide operationai workshop onsite on using the NMS application and basic network management to at least six (6) DO] MISDjnetwork
personnel for a period of at least two (2) days inclusive of food (AM snacks, lunch and PM snacks) and six (6) pax Certification training inclusive the exam for the Network Switch unit.
I. SYSTEM AND EQUIPMENT WARRANTY
Warranty starts from the date of acceptance. Warranty includes version upgrades and updates.
Warranty coverage is as follows:
1. 20 Years Warranty for Structured Cabling System 2. Lifetime Warranty for IDF Switches 3. Three (3) warranty on the foiiowing:
3.1 Access Point 3.2 Core Switch 3.3 Wireless Controller 3.4 Workmanship 3.5 NMS Server 3.6 Transceivers, Fans, and Power Supplies 3.7 All other equipment/system not specifically not mentioned above
4. 3 years 8x5 Technical Onsite Support with 4 Hours Response Time for Switch and Access Point during the warranty period of 3 years.
5. Replacement unit shall be made operational and configured within twenty four (24) hours upon receipt of report through telephone call, text, email or any other mode of communications within warranty period.
The warranty certificates shall include the Service Level Agreement (SLA) and specific terms of the warranty that will be implemented during the warranty periods of every component.
l. BRAND AND MANUFACTURING
The brand must be a European or U.S. Brand to adhere to global competitiveness and must be distributed here in the Philippines via a locally declared company with global standard certification (e.g. ISO, ITIL and D&B and at least 3 engineers Certified of the said product).
