Purpose
To consider the Robe Marina Straddle Carrier Jetty tenders.
Recommendation
That the District Council of Robe having considered Report No. 7.3 “Robe Marina Straddle Carrier
Jetty Tender” approves the tender from Ecospec Pty. Ltd. for the construction of the Robe Marina
Straddle Carrier Jetty.
Background
Council issued a tender with the assistance of GHD (John Ewers) for the construction of the Robe
Marina Straddle Carrier Jetty.
Discussion
Council received three tenders and the tenders are summarised in the following table:

EWS and Ecospec were shortlisted based on both price, and the quality of the initial tender
responses.
Supporting information was requested from EWS and Eco Spec. The non-price assessment
ranked Ecospec marginally higher than EWS.
GHD’s recommendation is that Ecospec is nominated as the preferred tenderer.

Budget Implication
Council allocated funding of $800,000 in the 2017/18 budget for the completion of the
Fisherman’s Wharf upgrade and the construction of the Straddle Carrier Jetty. Taking into
account the tender amount for this project, the GHD costs and the amount outstanding for the
Fisherman’s Wharf, the budget allocation for 2017/18 will need to increase to $910,000.
Council is holding substantial funds from the 2016/17 financial year due to uncompleted capital
projects and there are sufficient funds to cover the budget increase of $110,000. The capital
budget will be adjusted at the first review of the 2017/18 budget.
