    The Punjab Educational Endowment Fund (PEEF) (A Company Setup under section 42 of the Companies Ordinance 1984)

    Invitation of Bid/Proposal for Hiring of a Architectural Firm to provide

    Site Plan, Architectural Drawings, Structural Drawings, Electrical and

    plumbing Drawings for PEEF new office building

    Sealed Bids/Proposals are invited from Firms/Companies/Services Providers registered with tax

    department for “Hiring of a Architectural Firm to provide Site Plan, Architectural Drawings, Structural

    Drawings, Electrical and plumbing Drawings for PEEF new office building”.

    Interested eligible bidders may get the tender document with details specifications from PEEF website

    www.peef.org.pk A tender notice can be downloaded from the PPRA Punjab website www.ppra.punjab.gov.pk

    Quality and cost based bidding procedure shall be applied. Sealed Bids are required to reach in the

    office of PEEF latest by 11:00 am on 5th

    June 2020. Late bids shall be rejected. Bids will be opened at

    11:30am on 5th

    June2020.Punjab Educational Endowment Fund will not be responsible for any cost or expense

    incurred by Bidders in connection with the preparation or delivery of Bids.

    Tender Document Prince for the said tender is Rs: 1,000/- (rupees one thousand only)

    Estimated annual cost for above mentioned tender will be Rs: 1,000,000/- (Rupees One Million Only).

    The bids shall accompany 2% Bid Security (Estimated) which is Rs: 20,000/- (rupees twenty

    thousand only) in form of a CDR/Bank Draft/PO in favor of The Punjab Educational Endowment Fund.

    Requirement analysis and scope of work and procedure for hiring of consultant Firm/Company for Architectural and Engineering Design of PEEF Head office Building at Lahore.

    1. Background: The Punjab Educational Endowment Fund (PEEF), is a Public company set up under section 42 of the companies act 2017. PEEF intends to hire the services of the consultant Firm/Company for architectural design of its head office building for on ward construction.

    2. Location of plots for construction of PEEF office: As per the possession order, two adjacent plots are allocated to PEEF by LDA, i.e. Plot No. 31 (Corner) & 33, at Commercial Area, Sabzazar Scheme, Lahore. Combined size of the plots is 1776 Sqm (30x59.50meter).

    3. Current Staff strength at PEEF: PEEF started its operations in 2009 and currently PEEF total approved staff strength consists of 81 staff members supervised by 07 members BoD. PEEF has the following section wise breakup of staff.

    4. Proposed Seating Plan of PEEF Staff: Except Executive floor, Staff will be sitting section wise in Halls. As per above table we have desire to house all staff in a section as per the following arrangement:

    • Executive staff will be housed in independent room with attached bath.

    • Management staff will be housed in independent cabin of size approx. 12x10 feet combined with section hall.

    • Professional staff will be housed on workstations in a hall and every section hall will have independent tables for Assistant Managers. Hall type sitting arrangement with glass/semi

    glass partitions.

    • All floors will have common wash rooms block both for male and female.

    5. Design requirements: Building is designed as per LDA bye laws leaving the open spaces as per requirement. Front of the building will be facing north side of the two plots. Proposed building include offices including Conference rooms, kitchen and stores at different floors. The proposed building will have upper ground+ 2 floors. Covered area of building will be 26,500 sq. ft. (approximately).

    Conference room with attached bath (30-35chairs) 900 sq ft

    Mini Board room CEO (10-12)persons

    Cabins -4-6 for Executive office staff

    Mail Handling staff Hall (4 persons) area with direct access from outside separate entry gate

    Complaint handling section (4 persons) with direct access from outside separate entry gate

    Ground entrances will be equipped with option for disable entry.

    Boundary wall as per security policy of Government of Punjab.

    Wash rooms will be allocated for both Male and female staff

    5.2 -1stFloor: Four sections will be accommodated on the 1stfloor as per above staff details:

    MIS 5-6 staff members with one Manager cabin

    Admin & HR 15 persons with two Managers cabins

    Finance 8-10 persons with one Manager cabin

    Monitoring 4-6 persons with one Manager Cabin

    Female staff common/prayer room with attached wash rooms

    Extra rooms for data entry and large main store

    Since Drawings of the building are already approved the selected consultant will be responsible for

    the scope of work with sub deliverables given as under.

    3) Construction Drawings of Boundary Wall.

    4) Construction Drawing of Entrance Gate.

    7) Surface Rain Water Drainage Plan.

    8) Structure of Septic Tank.

    9) Design of Septic Tank.

    6.7).Further, the consultant will be responsible for:- i. Preparation of Building plan as per Lahore Development authority (LDA), Public

    building bye Laws and due revisions as per requirements of LDA.

    ii. Incorporation of minor changes in designs/drawings during the construction phase. (if required till the completion of project)

    iii. Firm/Company will complete the above tasks within 60 days of the award of the consultancy.

    iv. Any other requirement that arise as per laws during the design and construction phase.

    7. Submission of Quotations: • Last date for the submission of Quotations is Friday 5thJune 2020 by 11:00AM.

    Quotations will be opened at 11:30AM in the presence of representatives of firms/companies

    Submitting the quotations.

    • All the necessary documents along with the Data form may be submitted for Technical evaluation.

    • Financial Quotation may be submitted in a separate sealed envelope for consideration with a sign amount.

    • Firm/Company may nominate a focal person for future correspondence.

    8. Basic requirements for consideration:

    Firms fulfilling the following basic criteria may apply:

    i. Valid legal entity of the firm e.g. Certificate of registration from Securities & Exchange Commission of Pakistan (SECP) or Registrar of Firms.

    ii. Certificate of registration with Income Tax under relevant Authority iii. PEC/PCATP registration certificate. iv. An Affidavit certifying that the firm/company or any of its partner has never been

    black listed by any Government / Autonomous / Private body.

    v. Proof of Local office in Lahore

    Note: Attach copies of the above documents for consideration.

    10. Selection criteria:

    i. Against request for quotation, firms fulfilling the basic criteria for consideration may submit along with lump sum financial quotation for the complete assignment.

    ii. Firms/Companies submitting the quotation will be invited for a presentation to elaborate their concept design in detail.

    iii. Firms getting the 65% score under the above evaluation criteria will be considered a responsive and further consideration for Financial evaluation. Financial quotations of non

    responsive Firm/Companies will be returned sealed.

    iv. 80 % weight age will be given to the Technical evaluation in the selection of the Firm/company v. 20% weight age will be given to the financial quotation for the assignment. Date for the

    opening of Financial Quotation will be communicated after Technical evaluation of the

    Firms/Companies.

    vi. Financial Quotation will be subject to negotiation as per section 53 of PPRA Punjab rules 2014.

    vii. The bids shall accompany 2% Bid Security (Estimated) which is Rs: 20,000/- (rupees twenty thousand only) in form of a CDR/Bank Draft/PO in favor of The Punjab Educational Endowment

    Fund. viii. Proof of paid Tender Document Price Rs: 1,000/- (rupees one thousand only).
