This follows a trial of almost a year where the parish council have run a temporary consultation office. “It will be a mutually beneficial and fully transparent partnership that will not compromise our independence,” said Richard Knibbs, Chairman of the Trustees. With the combined support of the management committee and the charity commission, the Trustees are confident that the clubs and societies using the facility will welcome their presence, and that the residents of Duffield will benefit from a central parish contact point. “We are currently preparing a licence for occupation, after which building improvements commence. From page 1.The trust runs a day centrewhich caters for postretirement groups.Many of the managementcommittee and trustees areaged and find it increasinglydifficult to deal with thepaperwork and associated legalrequirements for running thecentre, due to the lack of ablevolunteers. Therefore thetrustees are delighted towelcome the council as theirpresence will give thesupport and experiencerequired in a modern societyto run the centre properly.Without doubt, the centrewill enjoy the added value ofthe council’s expertise in thefuture.The parish council will pay arent to the trust and take overthe telephone line, whilstmaintaining the existingnumber, and pay phone. The additional income willenable the centre to consider

employing a secretary or parttime administrative help.Over the years the parishcouncil has been of great helpto the centre and has alwaysbeen supportive of its work.This is an opportunity toensure that the centrecontinues to function and meetits obligations, at the sametime, providing a facility forthe parishioners of Duffieldand a place for retiredmembers of the community tovisit and enjoy.It’s hoped to have a regulardevelopment, up dates andarticles of interest in theDuffield Scene over thecoming months. The management committeecontinue to seek volunteers,and are always open toconstructive ideas and input.They would particularly like toknow what activities retiredmembers of the community,not currently using the centre,would like to see put on there.

Hello everyone,Please let me introduce myselfto all those people who havenot yet met me while I ampatrolling around Duffield...Iam PCSO (Police CommunitySupport Officer) PaulaJohnson.I realise that many of you readthe article that was in the`March issue because I havecertainly had plenty of peoplestopping me to say “Hello”.I must say a big ‘Thank you’ toeveryone who has made my firstfew months very enjoyable andrewarding.O thank the shopkeepers, suchas Judy at the Duffield Newsand the chip shop for offeringme shelter, cups of coffee and agood old chat.To date I have visited manyresidents in the villageregarding various problems andconcerns and I now have manycontacts where I can have acoffee and a piece of cake so‘bang goes the diet.’

On to business.I am working very closely withDuffield Parish Council andValerie Thorpe of theNeighbourhood Watch.Whilst on patrol I haveencountered various complaintsand problems and parkingissues which are now beingaddressed through myself and aBelper Traffic Wardenpatrolling at least twice a weekat different days and times.Other problems that have cometo my attention are nuisanceyouths on a weekend evening.Along with other members ofthe Safer Neighbourhood Team(SNT) I patrol the area on aregular basis and we hope toconquer this problem in time aswell as controlling anti-socialbehaviour.Please keep me informed of anyconcerns you may have andhelp keep the community a safeplace in which to live..I have been presented with amobile phone by Phoenix

friends and neighbours and as a group running car boot sales, car washing, and a cheese and wine quiz night.

This event on July 13th had 21 teams in the 6th form centre at Ecclesbourne School and brought in some £900.

Next month (September) a drive will start to raise sponsorship money from businesses and local companies.“Part of the challenge is to raise the cost of the trip you choose and we have been working hard to organise and

MEMORIAL INSPECTIONS AT DUFFIELD CEMETERYPRESS RELEASE FROM THE HEALTH AND SAFETYEXECUTIVE:

Since Victorian times memorials have been erected at thehead of graves as a permanent reminder of those buriedwithin. Research has shown that the average length of timethat relatives actively visit graves is only about 10 years. It has wrongly been assumed that memorials are permanentstructures that have been installed to the highest standards andwill therefore last forever without any need for repair.Unfortunately, this assumption has cost the lives of six people inthe past 12 years, most of whom have been children, and therehave been a countless number of accidents ranging frombruising to severe crush injuries and bone breakages. Following research into memorial safety it is clear that cemeterymanagers now have to tackle years of neglect and poorworkmanship, even though the memorials do not belong to us,they are still the property of the owner of the grave rights.Guidance has been issued from national bodies within theindustry following the research and it indicates that cemeterymanagers have a responsibility, under the Health and Safety atWork Act 1974, to ensure that risks within their cemeteries areproperly managed.To do this they must inspect all the memorials in theircemeteries to ensure they withstand a reasonable pressure thatmay be applied by users of the cemetery should they slip anduse the memorial to try and stabilise themselves for instance. Approved methods for carrying out this test do exist and staffshould be properly trained and use the correct equipment inorder to identify the potential dangers of unstable memorials.Some authorities have started this work in order to protectvisitors to their cemeteries, only to find that the standards ofworkmanship often leave a lot to be desired, this can beparticularly evident within newer sections of cemeteries wherefailure rates of between 35% and 95% have been regularlyexperienced. In the vast majority of these failures poor workmanship can beclearly evidenced.The Health and Safety Executive are concerned about this trendand now expect burial authorities to be inspecting memorials atleast every 5 years and to be making safe any memorials thatfail the inspection process. Some cemeteries that have been found with high numbers ofunsafe headstones in their cemeteries have had improvementnotices placed on them by the HSE or have even been closeddown until the cemetery has been made safe. This seriously affects members of the public who wish to visitrelatives buried in the cemetery and also those wishing to havefunerals during a period of closure.To make safe the memorials cemeteries are considering a rangeof options based on a proper risk assessment. This will includeplacing notices on memorials, setting memorials in the ground,temporary make safe systems, laying memorials down, barrierfencing each memorial or fencing/cordoning whole sections ifthe problem is severe enough. Of course cemeteries try and advertise that they need to carryout this work, they place notices within the cemeteries andowners are advised when their memorial is found to be unsafe,where this is possible.

When memorials have to be laid down or are fenced off forsafety purposes, it is inevitable that some families will tend tobecome upset.This work is costing millions of pounds throughout the UK andit creates a significant workload for cemetery managers, add tothis the upset they know it may cause to bereaved families andthis becomes a potentially huge problem area. There is a temptation to ignore the problem, but someone couldbe killed or managers could be investigated and found guilty ofcriminal negligence. There is also the danger that the makingsafe of large numbers of dangerous memorials would cause apublic outcry.The manager is faced with a ‘no win’ situation, so must thenconsider the safety of visitors to the cemetery a priority.If memorials are laid flat in the cemetery, if others are fenced orcordoned off, it is not because this is some contrived way for theburial authority to make money, quite the opposite this costsmoney. Nor are they simply trying to upset families, this wouldn’t makesense for dealing with an upset family is no fun for anyone. So why are cemeteries doing this? To protect unsuspecting families that visit their memorials,sometimes only months after they have been installed, only tofind that it is dangerous and could fall and injure someone.The staff at the cemetery will be happy to help the public makememorials safe again if they have been found to be dangerous.Those advised that their memorial is unsafe should be thankfulit has not hurt anyone. Cemetery staff will always advise the public to use aqualified mason to re-erect memorials to the highestnational standards, if this is ignored by the owner then theycould be liable for any injury it causes. See local cemeterystaff for more details, they are there to help and protect you.In the meantime, the public should be aware that cemeteries arepotentially dangerous places, particularly if they have not yetbeen inspected. Visitors to cemeteries should keep to footpaths, avoid touchingany memorials and ensure their children are supervised at alltimes.As a response to the requirements detailed above, DuffieldParish Council have instructed an independent inspector tocarry out the required testing on all memorials at DuffieldCemetery on Hazelwood Road, currently just over 700. The inspection process will commence in October 2007 andall inspections are open to be viewed by the public. PRESERVING YOUR IDENTITY WHILE ABROAD I recently received someinformation aboutpassports from theBelper NeighbourhoodWatch Support Groupwhich I thought would beuseful to pass on.If your passport is lost orstolen you must report it tothe Identity and PassportService (IPS) and also toyour local Police Station.The crime referencenumber and detailsprovided by the Policeshould be inserted into therelevant section of thedeclaration of loss/theftform (LS01) that should becompleted and returned tothe IPS in order to get areplacement passport.A few tips when goingabroad:Take two photocopies of your passport before you go.

Leave one with a relative or friend and take the other with you, keeping it separate from your original passport.Keep your passport with you when travelling in either your hand luggage or a zipped pocket. Make sure you know where it is so you can produce it when you are asked for it.Make sure you keep your passport safe when you arrive at your destination. If there is a safe or safety deposit box available, consider using it for your passport and other valuables.Never surrender your passport to anyone who you have reason to believe is not official. Sometimes hotels will ask for your passport on check-in. If

this is normal procedure according to your travel operator, make sure you collect it back at the earliest opportunity.If your passport is lost orstolen whilst you areabroad, report it to thelocal Police and get intouch with the BritishConsulate or Embassy forfurther advice. The photocopy you canprovide will help you getan emergency passport ifnecessary.Valuables in cars: Irecently received atelephone call from a ladywhose car had been brokeninto twice in the space of afew weeks and itemsstolen. Please do not leaveanything on view in cars –not even in the foot well.Take things with you ifpossible otherwise lockthem away in the boot.Even an old coat on the

back seat is a target forsomeone to ‘smash andgrab’.

On Saturday 7th July, theKings Head in Duffieldhosted celebrations tohonour the 72nd birthday ofHis Holiness, The DalaiLama. The sun was bright(really) and the fun dayorganised by Tracey andTom Marinelli raised£1,300 for The TibetanChildrens Village inDharamsala, India. Villagers were joined by agroup of exiled Tibetans whoprovided a fantastic spread oftraditional Tibetan food andthe rather unique Chang(Tibetan beer). The pub, decorated with thebrightly coloured Tibetan andprayer flags, became a focusfor the live entertainment andgames. Guests tried their hand atperforming tricks under theguidance of CESPs, a groupof circus & street performersfrom Derby University, facepainting, pinning the tail onthe Yak and the basketballhoop attracting buddingMichael Jordan’s!! The music was provided byIain Brown and the Burtonbased band, Draven. The day also gave theopportunity of having the“open mike” and moreentertainment from“Manchester Paul and hispal” and who could forget ourhijacked Belper busker,Lester!Each entrance ticket wasautomatically entered into thegrand prize draw and thisalong with the charity auctionmeant that lots of thevillagers went away withsome great prizes whichincluded donations fromDuffield shop owners as wellas national businesses andorganisations. Prizes included a beautifulbook of Tibetan photos byRichard Gere, presented bythe Gere Foundation in USA.Special mention to PipRedfern who selflesslydonated his back to be waxedin exchange for donations.

Even after he sufferedenough, he endured more asextra money was pledged ifhe braved the wax stripsagain and have his underarmsstripped bare. Pip smiledthrough the pain!!!Tracey who had manysleepless nights co-ordinatingthe event wants to thank onbehalf of the TibetanChildrens Village, everybodywho turned out to support theevent and for all of those whocontributed to the big day. So many people worked sohard to ensure that the daywas a success and Tony sayshe cannot describe how itmade him feel to see thevillagers coming together tosupport the people andespecially the children ofTibet.He had the greatest pleasureto inform the TibetanChildrens Village that theywould be receiving a chequefor a total of £1300, the nettotal from the day. “This amount will go towardsthe upkeep and education ofchildren who currently don’thave sponsors,” said Tony.The Tibetan Children’sVillage is a charitableorganisation which was set up

almost 50 years ago and isalmost entirely dependant onthe kindness and generosityof others who are sympatheticto the Tibetan situation. The villages provide destituteand exiled Tibetan childrenwith an education and thesecurity of a family orientatedhome within the confines ofthe village. Dalai Lama. Some parents make this longand dangerous journey twiceover the mountains fromTibet to take their children tofreedom before they return totheir homeland. It is their wish that theirchildren be educated and freeto celebrate their Tibetanculture and heritage withoutthe fear of torture andpersecution. Many children don’t survivethe journey. They succumb to the cold orare shot by the Chinesepatrols and those that domake it invariably suffer
