1. The tenders are to be submitted by the intending bidders in two separate sealed and super scribed envelopes in one sealed main envelope as listed below: Envelope No.1: Technical bid and Pre-Qualification bid data, details specification and

Payment of Tender Fee & EMD.

Envelope No.2: Price Bid.

This sealed cover shall be clearly marked “Price Bid” and shall contain tender documents with price quoted in word and in figure duly filled in Schedule – B with sign & seal of the company.

NOTE: - D.D. for Tender fee & EMD should be placed in Separate envelope which should attached Separately with Technical bid cover as per Instructions contained in Tender documents. 2. Technical and pre-qualification bid details specification (envelope No.1) will be opened

first and subject to evaluation, based on the qualification criteria contained in the

individual bid document.

Price bids (Envelope No.2) of bidders who are assessed and declared as substantially

technically responsive on evaluation of the technical bid will be opened for further

commercial evaluation.

N.B.:

(1) Tender will be accepted only by RPAD. Each tender should be posted separately. Tender received late will not be accepted. Any alterations, modifications to bids received after opening of tender shall not be considered unless called for by the GSECL in negotiations. Tenderer should quote the reference of payment of EMD i.e. DD. No. & Date or Bank

guarantee of Banks as mentioned above.

The bank guarantee of any other Co-Operative Banks and other Scheduled Banks etc. will

(2) Tenderers should submit latest Bank Solvency Certificate for 20% value, of the estimated cost of any Nationalized Bank.

CIRCULAR-1

The following are the major obligations to be fulfilled by the Contractors as per the Contract Labor (R&A)

Act 1970 and rules mentioned there under.

1. License to be obtained before starting the work where number of contract labors in ten or more.

2. Payment to contract laborers has to be made in presence of IRO/LWO. Wages rates for contract

laborers are applicable as per the terms and a condition of the license. Minimum rate of the wages

for unskilled labor, semiskilled labor and for skilled labor notified from time to time by the

competent authority under the said Act.

3. Every contractor shall have to maintain the muster roll and wedges register in respect of his contract

labors.

4. Every contractor is required to issue employment card to their labors.

5. The Contractor has to maintain the register No 13 containing the details of contract labors employed

by him.

6. Earned leave / card as per factory Act and rules.

7. Other registers required under Contract Labor rules and the Factory Act & rules.

8. Every Contractor shall have to obtain Insurance Policy in respect of the contract labors engaged by

him to cover them under Workmen’s Compensation Act.

9. To send half yearly return to licensing officer as per rule-82 (1) as per schedule time.

10. Before starting the work as per contract awarded to him, he should make arrangement to enter in to

agreement in the prescribe format on the stamp paper as applicable. Before fulfilling the above

requirement the contractor is instructed not to start the work. The responsibility will be on his head

in case he fails.

11. Contractor should posses separate P.F. code on their Firm name otherwise their offer may not be

considered.

All the contractors are informed to adhere to the rules and regulations applicable to them,

particularly in respect of the labors engaged by them. The contractor not fulfilling the obligations

will not be allowed or continue with work / not be held qualified to carry out the work at

Wanakbori.

CIRCULAR-2 It has been directed by our HO that, no new labor contract be entrusted to any agency without getting prior approval from Member (Administration). Further the existing contract, on their expiry, may not be extended without approval of the Member (Administration) from HO, Vadodara.

In light of the instruction conveyed by HO, it is necessary to check up the following documents

of each and every contractor before awarding the contract to these contractors. For preliminary checking of valid contractors, the following documents are required to be checked by the concern DE/EE/SE. On their checking the same and by recommending the number of labors, gate pass will be issued by the Sr. Security officer. But before awarding and finalizing any contracts, following information must reach to IRO for his confirmation the contracts should be awarded.

1. The contractor should not allowed to engage ten or more contract labors without initiating to

obtain the labor license under the Contract Labor Act from the assistance commissioner of labor, Nadiad (The same number i.e. ten or more includes Supervisor and other staff).

2. Number of days of the contract should be informed first before allowing the contract to start.

Because on the completion of sixty days, the contract labor becomes liable to CPF as per Provident Fund Act 1952. Hence we should avoid such work as far as possible. The Contractor also must go for group insurance under WC Act before starting the work.

3. The contract laborers must be paid minimum wages as per notification issued by competent

authority under the said Act from time to time upon issuance of Circular by Chief Engineer, WTPS.

The above instruction must be followed scrupulously to avoid labour liabilities under Contract labor Act.

ANNEXURE 'A' TERMS AND CONDITIONS: FIBER and UTP NETWORK AND MAINTENECE OF LIU AT WTPS as and when required.

1. Contractor is responsible for Maximum uptime of Fiber Optic Network, which mean a healthy network, which includes fiber optic cable splicing, UTP cabling, Expansion of nodes, Changing locations of nodes, UTP cabling, Cleaning of LIU and maintenance of all network related equipment’s.

2. 6-Core fiber Optic cable, Switch, UTP to OFC media converter, patch-cord, RJ45 connectors and CAT-6 UTP cable will be supplied by GSECL, WTPS.

3. Maintenance Engineer must visit the site (all locations) once in a month. 4. Equipment’s are located at Administrative Office, Powerhouse and WTPS GSECL premises. 5. Work includes Maintenance of UTP Cabling, Maintenance of Fiber Optic cabling, cleaning of LAN

Switches, Maintenance of Fiber Optic Termination Box. Contractor is responsible only for GSECL WTPS network.

6. Contractor has to visit each location and find fault and take action for Repairing, as per complaint received from end users / IT Dept.

7. Preventive maintenance must be carried out quarterly (every 3 months), which includes blowing / sucking of dust from all contractual equipment’s (Cleaning of Jack panel, Switches & Rack with IP / Cleaner). Service engineer has to fill a blank report/sheet in which preventive maintenance work carried out must be noted and take signature of corresponding department head, failing from which WTPS deduct Rs.100/- (Hundred Rupees) per LIU/RACK per quarter. PM report/sheet will give by I.T. DEPT, WTPS.

8. Passive links consisting cable termination / re-termination of UTP Cable at I/O or panel end, patch cord installation, node testing and activation as and when required to restore the connectivity as desired by I.T. section for satisfactory networking working of each node for smooth e-Urja work.

9. Maintenance of Rack / Jack-panel / Switches: LAN switch testing and replacement in case it is found damaged or malfunctioning. Party has to clean switches jack panel and rake, time to time for fast & continues networking.

10. Arrangement of Labors for any work like digging or any other cable related work is liability of contractor.

11. IF any problem found then party has to arrange for OTDR (optical time-domain reflectometer), splicing machine and related equipment’s. No extra charge will be paid by GSECL, WTPS.

12. Payment will do on actual work carried-out on submission of PM report. 13. If party accept this Order it means, He / She is liable to work on above conditions.

14. The quantity for cleaning LIU in Contract is 200 (= 50 x 4 Quarters) is as under: Total No. of LIU at WTPS = 50.

15. Maintenance carried out at every 3 months (Quarterly) for 12 Months. 16. Rate for PREVENTIVE MAINTENANCE OF LIU / RACK / SWITCHBOX is taken on basis of Last year

Work Order given to M/s. Jivan J. Prajapati. 17. There is no minimum work guarantee; Payment will be made on actual work done by contractor,

Contract for 12 months is starting from the placement of work-order.

TERMS AND CONDITIONS: CONTRACT FOR CAT-6 CABLING:

1. Contractor has to provide PVC conduit pipe size 19mm Diameter x 1.5 mm thickness and laying cable in it. CAT-6 cable will be provided by GSECL.

2. Contractor has to provide and fix saddle/clamp for fixing PVC conduit at every 2 ft distance. 3. Contractor has to provide and fix flexible pipe and T junction where crossing exist. 4. Contractor has to provide and fix flexible pipe at LIU entry. 5. Contractor have to makes own arrangement for necessary approach where ever required. 6. Network material like CAT-6 cable, I/O box, Patch code, jack panel will be provided by GSECL. 7. Wall Mounted rack already fixed at different locations. (Need not install). 8. Contractor should terminate CAT -6 cables at jack panel and I/O box. 9. Contractor should fix jack panel in Rack and I/O box at marked location. 10. Party shall have to provide at their own the required personal protective and safety equipment’s. 11. On completion of work the site shall be cleared by contractor. 12. The entire work is to be completed within the 15 days from the date of commencement order. 13. There is no minimum work guarantee. Payment will be made on actual work execution after joint

measurement. 14. The contractor has to maintain material consumption details which is issued free of cost from

GSECL along with meter reading of cable at each location. 15. The contractor will be allowed accountable wastage of CAT-6 Cable up to 2% only.

SCOPE OF WORK:

1. Works is carried out on as when required basis and as per instruction of engineer in charge. 2. Contractor has to depute sufficient manpower & Supervision for the job within 24 hours as soon as

intimation given by system analyst of IT Section. 3. Contractor has to furnish mobile No / Phone No of their representatives for call in emergency. 4. During digging work of soil, existing UG cables should not be damaged. 5. Prior to commence the digging work, live cable if any should be made dead and to be ensured by

contractor / working persons. 6. If any work is not executed according to the specifications and the directions of System Analyst,

the same will be rejected. 7. Contractor shall have to arrange for making the works site clean after completion of work by

removing all the west materials from site. 8. Contractor should work as per GSECL's rules & regulations. 9. The entire work is to be completed within the stipulated time limit from the date of work order.

QUALIFYING CRITERIA

1. Tender documents can be downloading from the given website and tender fee will be paid in crossed DD only on Dena Bank, Wanakbori TPS in favour of GSECL, and WTPS along with tender documents during office hours on working days.

2. Prescribed Earnest money deposit will have to be paid by the bidder which will be accepted in the form of crossed demand draft on Dena Bank, Wanakbori TPS in favors of GSECL. Tenders submitted without EMD will be liable to be rejected.

3. The tender duly offered in sealed cover. Comprising both seal covers of price bid and technical bid super scribed with tender number, name of work, and due date shall be received by RPAD only (Tenders sent through courier service will not be accepted). The undersigned reserves the right to accept any or all tenders without assigning any reasons thereof. Tenders received late will not be accepted. Any alterations / modifications to the bids received after opening of tender shall not be considered unless called for by the GSECL in negotiations.

4. Bidder should also certify as un-conditional tender on cover itself. 5. EMD will be accepted in form of Bank Guarantee of nationalized bank/ ICICI/ HDFC/ IDBI/ AXIS

Bank/ Kalupur Co-operative Bank or by crossed Demand Draft on Dena Bank, Wanakbori TPS in favour of GSECL, WTPS. up to 15.30 hrs. on the date of opening of the tender.

6. Bidder should also quote the MR/DD no. on tender cover for payment of EMD. 7. Tender without payment of EMD will not be opened or considered. 8. Subletting of tender is not permitted. 9. The contractor shall have to attached copies of solvency certificate 20 % of the order value of

nationalized bank, income tax clearance certificate and experience certificate for work executed in past.

10. Price bid of technically acceptable tenders only shall be opened in the presence of intending Tenderers after giving due information to them.

11. GSECL reserves the right to spilt contract as decided by the authority. 12. Photo copy of valid electrical license must provide. 13. Last seven year order copy of such similar work to be attached with Technical bid. 14. Details of the partnership deed in case if it is a partnership firm.

SCHEDULE A TERMS AND CONDITIONS:

1. Contractor has to work as per instruction of System Analyst of IT Section and in case of emergency, work required to be immediately attended.

2. Contractor will have to communicate with system Analyst for works and day to day instruction. 3. Contractor has to maintain the record for work done and should obtain the sign of System analyst

of IT Section. 4. The System Analyst will fix the hours of work and no work shall be executed beyond that

period during night time or in absence of the System Analyst or his authorized Officer. 5. All required tools & tackles for the works are to be used by contractor on his own cost. 6. All safety precautions should be taken by the contractor while men are working. 7. All terms and conditions are applicable of works contract of GSECL. 8. Cables will be allotted from Main store / IT Section & removed faulty / scrap cables to be credited

to Main store. 9. Time limit for completion of each job, no any time delay is permitted. In case of delay the penalty

shall be decided by the competent authority which shall remain binding to the contractor. 10. The quantity mentioned in schedule-B may vary depending up on requirement but the order

amount will remain unaltered. 11. Payment: Terms of payment shall remain as per prevailing rules of GSECL, W.T.P.S. and shall

remain bound to the contractor. 12. The contractor shall have to provide his own the required personal protective equipment of

standard make (ISI approved) to his staff during the work execution & it will be his responsibility to see that same are used by his staff while working.

13. If any accident occurs during execution of work, GSECL will not be responsible. The contractor will have to observe all the rules and regulations for Security measures/lab our laws as per Corporations rules.

14. If the work is not found satisfactorily, GSECL reserves rights to terminate the part or full contract without stating any reason.

15. Bill shall be submitted in three copies with all relevant documents. 16. Prices: Tendered has to be quote percentage above / less of estimated amount as per Schedule - B.

Prices will remain firm / same throughout the period of contract. 17. In case of dispute decision of CE(C&O), GSECL, WTPS shall remain final and binding to the

contractor. 18. Service tax at the rate prevalent during the period of execution and if applicable will be paid extra

on production of certified copy of registration number and on the basis of claim.

19. The contractor shall execute an agreement and indemnity bond separately on stamp paper worth Rs. 100/- in prescribed form of GSECL. The cost of stamp papers will be borne by the party.

20. Contractor shall have to pay Security Deposit @ 5 % of the order value within seven days from the date of issue of L.O.I. The amount of SD shall be retained by GSECL till completion of Work order.

ADDITIONAL TERMS FOR MAINTENANCE CONTRACT:

1 Experience regarding such type of job you have carryout in our organization or Govt. / Semi. Govt. Organization, please submit last three years relevant documents in support of your experience.

2 Please confirm that you are accepting all the terms and conditions mentioned in the tender documents, as you have signed below with rubber stamp.

3 Contractor has to submit technical bid with all statutory information like PAN Card, TIN No and Service Tax Registration.

4 Repeat Order/ Additional Order: In special circumstances the GSECL will reserve the right to extend order for further 6 months period of the original work order A/T at the same price terms and conditions mutually agreed upon.

5 The contractor shall keep qualified engineer at site who shall be fully authorized to receive and comply with such instructions as given by the System Analyst. The names of such Engineer with his qualification and experience shall be intimated by the contractor. The System Analyst shall have the right to demand the removal of any technical person. Skilled or unskilled work men who in his opinion are considered to cause bad workmanship in the execution of work or to cause indiscipline.

LABOUR LAWS:

1 Person below the age of 18 years shall not be employed for the work. 2 The Company reserves the right to terminate this rate contract at any time during contract period

without giving notice of termination of any reasons thereof. 3 Office correspondence will be carried out in English and if at any time to facilitate the contractor,

Gujarati Transmission may be furnished if deemed fit the English version will be the contract one the same only will held good for legal matter.

4 Rate quoted are firm and hence no price escalation will be applicable towards execution of work. Party shall have to provide at their own the required personal protective equipment’s of standard make (ISI approved) to their staff during work execution and it will be your responsibility to see that the same are by your staff while at work.
