Title

Contents
Background and progress on the technical regulations of the railway vehicles
Manufacturer (or his representative) shall get type approval from the Ministry of
Land, Infrastructure and Transport (MOLIT) for the newly-designed railway
vehicles or significantly modified vehicles. Also, manufacturer approval and train
set inspection certificate are necessary for the operation in Korea (Railway Safety
ACT, Article 26, 26-3, and 26-6).
In 2014, MOLIT has enacted the technical regulations for the type approval,
manufacturer approval, and train set inspection of following railway; high
speed rail (electric locomotives and coaches type), conventional rail, and urban
trains (EMU DC type only)
Additional enactment and amendment on the technical regulations
The MOLIT plans to enact additionally the technical regulations for high speed rail
vehicle (EMU: electric multiple unit), conventional rail vehicle (passenger coach
and freight wagon), urban trains operated by only AC (alternative current) or
AC/DC combined electric power, and light rail vehicle (including tram).
According to additional enactment stated above, railway vehicle classification,
definition of terms, and references will be amended in Part 1 (General of the
technical regulation).
The additional technical regulations will contain the essential requirements and the
rolling stock subsystem requirements equivalent to the existing technical
regulations enacted in 2014, which will be available for type examination, and
product verification for series manufactured vehicles.
The essential requirements in the technical regulation provide safety
requirements (rolling stock gauge, dynamic safety, collision safety, fire safety,
electrical safety, risk analysis, and railway software), performances, interfaces
with infrastructure, operation and maintenance, and operational limits
(reliability and availability, health, acoustic noise, rescue operation, and
aerodynamic characteristics).
The rolling stock subsystem requirements prescribe on the design and structural
requirements for car body and interior devices, bogie, brake, propulsion, auxiliary power
unit, on-board signalling, train control and monitoring device, as well as coupling device.
Also, testing procedures for components, parts, assembled vehicles, and running test are
provided.

Contents
Ministerial Decree no. 43 for the year 2016 mandates that imports for commercial purposes
of the described products will only be allowed into Egypt provided they are produced by
manufacturing plants or imported from the companies owning the trademarks or their
distribution centres registered in the relevant established register in the General Organization
for Export and Import Control.
Registration in or strike off from this register shall be decreed by the Minister of Foreign
trade who also has the authority to allow for an exemption from some or all the requirements
for registration.
To register in the relevant registry in GOEIC the following requirements apply:
First: For manufacturing plants
The submission of an application for registration by the legal representative of the
producer, or an authorized person by the producer or his agent accompanied by the
following accredited documents:
The legal identity of the producer and the license issued for the manufacturing
plant.
The product varieties produced and their trademarks.
The trademarks of the products and the trademarked products produced under
license from their owners.
A certificate that the producer maintains a quality control system. The certificate
should be issued by entities accredited by the International Laboratory
Accreditation Cooperation (ILAC) or the International Accreditation Forum (IAF)
or an Egyptian or foreign governmental entity approved by the Minister of Foreign
Trade.
Second: For companies owning trademarks:
The submission of an application for registration by the legal representative of the
trademark owner company, or an authorized person or its agent accompanied by the
following accredited documents:
A certificate stating the registration of the trademark and the trademarked goods
produced.
A certificate from the trademark owner company containing the distribution
centres that are entitled to supply the products bearing the trademark.
A certificate that the trademark owner company maintains a quality control system.
The certificate should be issued by entities accredited by the International
Laboratory Accreditation Cooperation (ILAC) or the International Accreditation
Forum (IAF) or an Egyptian or foreign governmental entity approved by the
Minister of Foreign Trade.
In case there is a suspicion in the validity of the submitted documents, registration in the
relevant registry will not take place until these documents have been verified. Based on a
request from the applicant, inspection of the company or manufacturing plant may take
place to verify the validity of the documents after having the approval of the Minister of
Foreign Trade.

Contents
This Ministerial Decree mandates that the clearance of shipments of imports of the
above mentioned products except for what is imported for private and personal use, is
subject to the following alternatives:
Alternative 1: The producer is registered in the Egyptian organization for Export
and Import control (GOEIC) according to Article 94 of Ministerial Decree no. 770
for year 2005 and its amendments issuing the Executive Regulation to Implement
the Import and Export Law.
Alternative 2: The shipment is accompanied by documented and accredited
inspection and review certificate containing the shipment data and the required
inspection and testing results stipulating the conformity of the shipment with the
relevant accredited Egyptian standards. This certificate should be issued by
accredited inspection companies accredited by one of the accredited bodies from
the International Laboratory Accreditation Cooperation (ILAC).
Alternative 3: The inspection and review certificate can also be issued by an
Egyptian or foreign agency approved by the Minister of Foreign Trade and has
accredited and specialized laboratories in the tests required for each product.
In all cases, shipments shall be subject to random inspection by GOEIC.
Dealing with pre-shipment inspection companies or agencies will be suspended for six
months in case of non-conformity of the inspection certificates with the results of the
random inspection. In case of recurrence, dealing with those companies will be
revoked by a decision of the Minister of Foreign Trade.
This Ministerial decree is an addendum to serial no.5 in Annex 3 of Ministerial Decree
no. 770 for year 2005 and its amendments issuing the Executive Regulation to
Implement the Import and Export Law.

This draft Commission Implementing Regulation provides that the approval of the active
substance amitrole is not renewed in accordance with Regulation (EC) No 1107/2009.
Existing authorised plant protection products containing amitrole will be withdrawn from the
market. The non-approval is based on the first evaluation of the substance for use as a
pesticide active substance in the EU under Regulation (EC) No 1107/2009. The substance
was formerly approved under Directive 91/414/ EEC.
This decision only concerns the placing on the market of this substance and does not affect
the Maximum Residue Levels (MRLs) for residues of the concerned pesticide. However,
following non-approval, separate action will be taken to lower MRLs to the limit of
quantification (LOQ).

Contents
The Ministry of Public Health (MOPH) considered that novel ingredients which have never
been used for consumption as food or used as food ingredients as well as novel process that
never been used earlier for production of food. Therefore, the notification of MOPH entitled
"Novel food" has been issued for providing risk assessment measure in order to protect
consumer as follows:
Clause 1 – Novel food in this notification means:
1) (1) Any object used as food or food ingredients which have been significantly used
for human consumption less than fifteen years based on scientific or reliable
evidence, or
2) (2) Any object used as food or food ingredients to which has been applied a
production process not currently used, where that process gives rise to significant
changes in the composition or structure of such food which affect their nutritional
value, metabolism or level of undesirable substances, or
3) (3) Any food product contains either (1) or (2) as an ingredient.
However, food additives and food obtained through certain techniques of Genetic
Modification/Genetic Engineering are not included in this notification.
Clause 2 – Novel food shall be evaluated on safety assessment prior to submit its label
to Food and Drug Administration for approval before use.
Clause 3 – To evaluate safety assessment of such novel food, results of safety
assessment by risk assessment centres recognized by Food and Drug Administration
together with other relevant information described in the annex of this notification shall
be submitted to Food and Drug Administration.
Information and scientific data about novel food required in Annex covers general
information, specification, history of use, production process, analytical method,
recommended dose or instruction for use, toxicological information consisting of absorption,
distribution, metabolism, and elimination (ADME) and toxicological studies in animal
and/or human, and nutrition information.
Clause 4 – Novel food shall have specification and condition of use as approved by
Food and Drug Administration.
Clause 5 – Producers or Importers of novel food shall follow this notification, a
particular notification and relevant regulations with such novel foods.
Clause 6 – Labeling of novel food shall comply with the notification of MOPH
(No.367) B.E. 2557 (2014) Re: Labeling of Prepackaged Foods, except clause 4(9) shall
display date, month, and year of production and date, month, and year of expiration for
consumption by expressing date, month, year respectively, and shall incorporated with
declarations of "Produce", "Expire", or "Consume before", as the case may be. In
addition,the following information shall be expressed on its label;
1) Name of active ingredient (if any), and
2) Instruction of use, or condition of use such as type or category of food and
maximum permitted level of use.
Clause 7 – This notification does not apply to novel food for exportation
Clause 8 – This notification does not apply to producers or importers of novel foods
which are permitted and produced or imported prior to the date of this notification come
into force.
Clause 9 – This notification shall come into force as from the day following date of its
publication in the Government Gazette.

Specifically, this rulemaking would remove the requirement that the petition for used ozone-
depleting substances accompany the shipment through U.S. Customs and remove references

W-18 is a synthetic opioid which was initially developed for its analgesic potential and
patented in Canada and the United States in 1984. W-18 has never been marketed
commercially and there is no known evidence demonstrating that W-18 has any actual or
potential uses apart from scientific research. W-18 was first detected in Europe in 2013, in
the context of recreational use as a “legal” substitute for other controlled substances. W-18
first appeared in Canada in 2015, found in samples seized by law enforcement authorities.
This included counterfeit tablets that had W-18 as the only active ingredient, but were made
to appear like prescription oxycodone tablets.
Although there are no published studies regarding the toxicity of W-18, the high analgesic
potency of W-18, according to the patent, suggests a potential severe risk for overdose. In
addition to the risk of overdose, risks associated with W-18 can be elevated because of lack
of data about toxicity, bioavailability, tolerance, half-life and onset of effects, which can
lead users to experiment blindly with this substance.
In order to capture substances that are structurally related to W-18 and have psychoactive
effects, it is also proposed that the salts, derivatives, isomers and analogues of W-18 and the
salts of these substances be scheduled along with the parent substance.
