Product Fire safety – Fire extinguishers, whether or not charged (HS: 842410). Protection against fire

(ICS: 13.220), Aircraft and space vehicles in general (ICS: 49.020)

Title Harmonization of Airworthiness Standards – Fire Extinguishers and Class B and F Cargo

Compartments (7 pages, in English)

Contents

The FAA is amending certain airworthiness regulations for transport category airplanes by

upgrading fire safety standards for Class B cargo compartments; establishing fire safety

standards for a new type of cargo compartment, Class F; and updating related standards for

fire extinguishers. This amendment is based on recommendations from the Aviation

Rulemaking Advisory Committee (ARAC) and the National Transportation Safety Board

(NTSB), and the changes address designs for which airworthiness directives (ADs) have

been issued by both the FAA and the French civil aviation authority, Direction

G[eacute]n[eacute]rale de l'Aviation Civile (DGAC).

This amendment eliminates certain regulatory differences between the airworthiness

standards of the FAA and the European Aviation Safety Agency (EASA), without affecting

current industry design practices. These changes ensure an acceptable level of safety for

these types of cargo compartments by standardizing certain requirements and procedures.

Title DKS 2641: 2016 Standard Test methods of Conducting Strength Test of panels for Building

Construction (18 pages, in English)

Contents

These test methods cover the following procedures for determining the structural properties

of segments of wall, floor, and roof constructions: The values stated in newton per meter

units are to be regarded as standard. The values given in parentheses are mathematical

conversions to SI units that are provided for information only and are not considered

Sound engineering design of structures using existing or new materials requires accurate

technical data on the strength and rigidity of the basic elements employed in various

construction systems. It is the purpose of these test methods to provide a systematic basis for

obtaining engineering data on various construction elements and structural details of value

to designers, builders, building officials, and others interested in this field. The results

The proposed Regulations would align with the United States regulations, i.e. Federal Motor

Vehicle Safety Standard No. 226 (FMVSS 226), by incorporating by reference Technical

Standards Document No. 226 Ejection Mitigation (TSD 226). As a result, vehicles under a

gross vehicle weight rating of 4 536 kg, other than convertibles, would be required to have

side curtain air bags that would remain inflated for six seconds and protect occupants in the

event of a rollover. It is also proposed that exemptions would be allowed, under certain

circumstances, for altered vehicles that have the roof modified, have a fixed security

Notice to interested parties – Proposal regarding the scheduling of methylphenidate under the

Controlled Drugs and Substances Act and its regulations (2 pages, available in English and

French)

Contents

Methylphenidate is a stimulant currently listed with its salts in Schedule III to the Controlled

Drugs and Substances Act (CDSA). While methylphenidate has some abuse potential,

methylphenidate is also used in the treatment of Attention Deficit Hyperactivity Disorder

(ADHD) and narcolepsy. In recent years, there has been a significant increase in the

emergence of new psychoactive substances which mimic the effects of controlled substances

but which are created to circumvent existing drug legislation. Several substances related to

methylphenidate have been identified as new psychoactive substances with similar effects to

methylphenidate, but with no approved therapeutic uses. Health Canada is proposing to

amend Schedule III to the CDSA by expanding the listing of methylphenidate and its salts to

include its derivatives, isomers, and analogues, as well as salts of the derivatives, isomers

and analogues. Activities with methylphenidate and its salts are authorized under Part G to

the FDR, where they are scheduled as controlled drugs. However, as the derivatives, isomers

and analogues of methylphenidate (as well as salts of derivatives, isomers and analogues)

have no approved therapeutic uses, Health Canada is proposing to list them under Part J to

the FDR. Research or scientific use of these substances could be authorized under Part J of

the FDR.

Devices (20 pages, in English)

Contents

In this document, we propose new rules to empower consumers to choose how they wish to

access the multichannel video programming to which they subscribe, and promote

innovation in the display, selection, and use of this programming and of other video

programming available to consumers. We take steps to fulfill our obligation under section

629 of the Communications Act to assure a commercial market for devices that can access

multichannel video programming and other services offered over multichannel video

programming systems. We propose rules intended to allow consumer electronics

manufacturers, innovators, and other developers to build devices or software solutions that

can navigate the universe of multichannel video programming with a competitive user

interface. We also seek comment on outstanding issues related to our CableCARD rules.

Title Approval of American Society of Mechanical Engineers' Code Cases (19 pages, in English)

Contents

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations to

incorporate by reference proposed revisions of three regulatory guides (RGs) which would

approve new, revised, and reaffirmed Code Cases published by the American Society of

Mechanical Engineers (ASME). This proposed action would allow nuclear power plant

licensees, and applicants for construction permits, operating licenses, combined licenses,

standard design certifications, standard design approvals and manufacturing licenses, to use

the Code Cases listed in these draft RGs as alternatives to engineering standards for the

construction, inservice inspection, and inservice testing of nuclear power plant components.

These engineering standards are set forth in ASME Boiler and Pressure Vessel Codes and

ASME Operations and Maintenance Codes, which are currently incorporated by reference

into the NRC's regulations. The NRC is requesting comments on this proposed rule and on

the draft versions of the three RGs proposed to be incorporated by reference. The NRC is

also making available a related draft RG that lists Code Cases that the NRC has not

approved for use. This draft RG will not be incorporated by reference into the NRC's

regulations.

professional installer option for fixed white space devices and require that each fixed white

space device incorporate a geo-location capability to determine its location, and would

provide options to accommodate fixed white space device installations in locations where an

internal geo-location capability is not able to provide this information. These proposals will

improve the accuracy and reliability of the fixed white space device data recorded in the

is minimized.

NMFS issues this interim final rule to revise regulations implementing the Dolphin

Protection Consumer Information Act (DPCIA) to enhance the requirements for

documentation that demonstrates the accuracy of dolphin-safe labels on tuna products. This

interim final rule: (1) modifies the provisions of the regulations (referred to hereafter as the

"determination provisions") under which the NMFS Assistant Administrator (Assistant

Administrator) may require proof of an observer certification if the Assistant Administrator

determines that a fishery has a regular and significant association between dolphins and tuna

and/or has a regular and significant mortality or serious injury of dolphins, to apply equally

to purse seine and other gear-type tuna fisheries; (2) provides that a government certificate

validating the catch documentation, segregation, and chain of custody may be required for

tuna produced from a fishery about which the Assistant Administrator has made a

determination under the determination provisions; (3) restructures NOAA regulations such

that they now provide for one straightforward certification regarding intentional deployment

and mortality/serious injury for all fisheries that produce tuna that is potentially eligible for

the dolphin-safe label; (4) modifies the Fisheries Certificate of Origin (FCO) to require

captains to complete a training for certifications that must accompany the FCO; (5) enhances

chain of custody tracking requirements for tuna and tuna product; and (6) makes several

non-substantive modifications to the regulations. This interim final rule brings the United
