Tata Chemicals believes in a cohesive, inclusive and integrated society, in which all individuals have access to opportunities for personal growth and inclusive economic growth. The present socio-economic environment necessitates a more constructive role by industry for achieving inclusiveness and complementing the ongoing efforts of Government and civil society in enhancing social equity.

In order to do so Tata Chemicals established Tata Chemicals Society for Rural Development (TCSRD) in 1980, making 2010 a milestone year when TCSRD completes 30 years of its existence.

The year 2009-10 saw us make good progress in terms of integration of our interventions towards our long-term goals. In line with our plan various outstanding projects were taken up, which included water management & environmental conservation programs at Mithapur, rural

entrepreneurship program at all three location, swasth aangan program of Babrala and Pond management project at Haldia to name a few.

TCSRD has given special focus on sustainability aspect of our programs focusing on training and capacity building of the communities. In order to increase our effectiveness we have also taken up impact assessment of our programs and have initiated studies to understand the long term impact and sustainability of the interventions.

Climate change and depletion of world's natural resources has become key challenge and we as responsible citizens have continued our focus on water and land conservation, taken up plantation & greening initiatives and are now looking at various alternate sources of rural energy.

TCSRD has taken various steps towards conservation of environment as a part of the Dharti Ko Aarpan (Giving back to Mother Earth) program which continued to make good progress during the year, helping save the “whale Sharks: the largest fish in the world, conserve bio-diversity, help regenerate mangroves along with a host of other programs.

In line with our aim to shape sustainable development and in order to inculcate social

sensitivity TCSRD has accorded opportunities to volunteers and students to take up related interventions & projects. The commitment to inclusive growth has ensured focus on the socially underprivileged providing opportunities for improving their education, employability and vocational skills.

In the years to come, TCSRD will strive to ensure not only sustainable development support in its area of interest, but also extend itself so as to ensure that communities are able to realize their own potential.

The year 2009-10 saw us make good progress in terms of integration of our interventions towards our long-term goals. The journey of taking forward the ongoing programs continued unabated and new initiatives were added to the diverse spectrum of our activities leading to, both innovative approaches, and change in the social, economic & health status of our targeted community.

Most significant among the programs were: natural resource management programs comprising of Okhamandal Samridh Gram Pariyogna (OSGP), Integrated Watershed Development, Coastal Area Development programs and Pond management program; programs for agriculture growth, land reclamation, diversification of agriculture, adoption of micro irrigation technology; livelihood promotion programs including the rural entrepreneurship development programs, formation of self help group federation; affirmative action programs and the environmental conservation program under the “Dharti Ko Aarpan” program.

At Haldia, the community development program started with the need assessment carried out by Ramakrishna Mission Lok Shiksha Parishad in 2005-06. The assessment suggested taking up projects on pond management,

E x e c u t i v e s u m m a r yhelping poor and meritorious students with books and vision 2020 for screening and eye check of the primary school students. Need assessment was done with the women groups and with the schools to assess their development needs.

During the reporting year 2009-10, some more new projects were initiated at Haldia like training of farmers, celebration of International Women's Day, formation of Eco Club under environment conservation program, and training of women in tailoring under Samriddhi Project and organizing of eye camp for the community people. Also, to scale up its program and its reach, TCSRD (Haldia) increased its collaborations with the local government bodies like Block/Panchayat office, NABARD etc and other non government organizations.

This was also the year when additional base work for programs that will be taken up during the coming years was done. This base work included community interaction, feedback and engagement, training and exposure visits to project sites of other organizations. At Babrala too, the plan for the next year was finalized by involving stakeholder's feedback and through training and exposure visit to other organizations. The engagement and acceptance of diverse work has been greatest

achievement for Babrala. Significant achievements in the income generation program, water management and in the bio diversity program at the Mithapur location were seen during the year. Employee volunteer's participation and their valuable engagement in the community development work was one of the significant activities of the year.

Natural Resource Management Program (NRM)At Mithapur region the association with the District Rural Development Agency (DRDA) continued to strengthen. TCSRD has been bestowed the privilege of being designated as a Resource Organization for other NGOs working on watershed development program in the surrounding three talukas/blocks (Dwarka, Kalyanpur and Khambalia) by DRDA. During the year, a meeting cum training program was conducted for these NGOs to promote the formation of the network and to share knowledge and resources for better implementation of community development programs in the region. TCSRD has also been given the additional responsibility of implementing the Coastal Area Development Programs in the neighboring Kalyanpur taluka by DRDA. This is for us, the beginning towards our journey to develop TCSRD as a Centre of Excellence.

One of the important initiatives of TCSRD is the Salinity Ingress Mitigation project. This project follows a multi-pronged approach to address salinity ingress related problems in the coastal areas at Mithapur region. It has started yielding positive impacts, particularly in terms of providing adequate drinking water in the coastal villages of Okhamandal. Land

reclamation and improved irrigation initiatives like drip irrigation and sprinklers were also taken-up during the reporting year. They have also yielded promising results.

At Babrala, the key focus has been on agriculture diversification for getting high yields & income through various program like SMART Krishi, developing indigenous seeds through seed production centre by SHG, farming pulses, use of modern technology and also linkages through credit system & government schemes.

The land reclamation program that has been taken up in collaboration with Sir Ratan Tata Trust (SRTT), addresses the soil salinity of the Okhamandal region leading to the improvement of the economic conditions of the poor farmers.

The focus on integrated animal husbandry program has helped in increased milk yield. The approach is to sensitize people towards high yielding breeds of cows & buffaloes. The program also focuses on better fodder, health care and milk marketing.

In the initial period, the aim of NRM programs at Haldia was to impart training on pisciculture and also distribute fingerlings to the families that own a pond and are engaged in fish culture. The initial intervention focused on culturing Red Tilapia at the

two in house ponds in the TCL plant campus and distribution of fingerlings in the surrounding villages for the promotion of the species.

In the year 2009-2010, TCSRD changed its approach towards focussed intervention and adopted Akubpur village in Haldia region, for developing it as a model village under the pond management program. In this village, ponds have been a major source of livelihood. As majority of the people owned a pond, improving the quality of water in the ponds and promoting fisheries became the main objective of this project. As a result of this project, the family income of the people of this village has increased substantially. Also, the people participation in project implementation and management has increased as they were involved in the project from its inception i.e. from project designing, implementation and finally monitoring of the project.

Rural Entrepreneurship Development and Income Generation Programs (REDP)The rural entrepreneurship development program aims to develop entrepreneurship qualities in rural youth and guide them initiate productive enterprises. The program starts with a month long business orientation course. The objective of the orientation program is to help these budding entrepreneurs in product identification, gaining general business skills, bank/financial linkage, raw material sourcing and marketing. This program has found wide acceptance in the community and has also been clubbed with the affirmative action programs of TCSRD. The success of the enterprise development program has also spurred the women SHGs members to utilize their savings for investments in enterprise development.

The SHG initiative has grown from strength to strength over the years and has now become a beacon for other programs for development of women. The difference over the years has been the growth of SHGs as a women empowerment initiative, as against the savings and microfinance program, as it was conceived initially. The women members of SHGs have started displaying the confidence by handling the bank operations themselves. Most of the members of the group have joined literacy classes and have started

taking keen interest to improve their economic conditions by participating actively in the self employment initiatives. They have started taking up issues related to village development with government agencies. Now, they also actively participate in the panchayat & other village meetings. All this has ensured their acceptance and respect in the society.

At Mithapur region a self help group federation has been formed at the taluka level with an objective to work for regional development and to address social issues concerning the region. Similarly, at Babrala area, 12 SHGs have come together to form the Sevarth Cluster to take up combined economic activities. Here, REDP program has been implemented through a campaign model known as Entrepreneurship Awareness Camp (EAC) supported by Entrepreneurship Development Institute of India (EDI) Ahmadabad. It targets the youth who are pursuing technical studies through ITIs and make them aware about entrepreneurship and sow the seeds of entrepreneurship in them.

At Haldia, to fulfil the need identified by the women groups, projects were developed for developing their skills by imparting vocational training and linking them with income generation activities. One of the

outcomes was the SAMRIDDHI project under which training on tailoring has been started for women groups in 2009-2010.

Additionally, this year the background work to uplift the socially under privileged groups was initiated. Selection of the villages on the basis on maximum number of SC/ST households residing in the villages, interaction with the block and panchayat officers regarding selection and starting interventions in the selected villages were taken up.

Meetings were also conducted with Shruti and Vivekananda Ashram, the schools for the handicapped, for planning development interventions with them.

program continued to make good progress during the year. The “Dharti Ko Aarpan” program follows an integrated comprehensive approach. The program aims at the restoration and conservation of the coastal ecosystems in the Saurashtra region of Gujarat state. It combines all the interventions related to environment conservation under one umbrella.

Mangrove plantation project initiated during the year covered 30 Acres of plantation. The Save the whale shark campaign received clearances from the Ministry of Environment and Forests (MOEF) for satellite tagging and DNA sample collection work; for study of the migratory patterns and breeding biology of the whale sharks. The environmental education program too achieved wide acceptance in the rural schools. Seven ECO Clubs, supported by TCSRD were able to avail the grants from the MOEF for organizing Climate Change workshops. ECO clubs are now being initiated at the other locations of TCSRD.

TCSRD plans to further strengthen its efforts towards this end in line with its sustainability drive. The year has seen TCSRD take yet more firm steps in the direction of fulfilling its goal of sustainable development for the region.

Health programBabrala being a backward area

in terms of health and sanitation required more intensive intervention to improve the situation of the area. The program called “Swasthaangan” was implemented with the focus on reduction in the infant mortality rate, maternal mortality rate and the total

fertility rate. Other health programs conducted during the year were AIDS awareness program; eye care programs like Divya drishti, Vision 2020. All these programs were conducted in collaboration with various agencies such as Population Foundation of India, Gandhi eye hospital and Department of health & family welfare. Various media like puppet shows, home visits, group meetings, village health committee meetings were adopted to create awareness among the people. The preventive & curative measures were also taken care of through Ante and Post Natal Care checkups by the mobile clinic team & community clinics.

Immunization, promotion of kitchen garden through seed distribution for proper diet, availability of family planning measures through cafeteria of choices etc. were also promoted. Cataract operations with the support of Gandhi eye hospital were also conducted in order to reduce the cases of blindness in the area.

TCSRD continued its support to the community through construction of the required infrastructure, formal & informal education and participation in social & cultural activities of the community.

Monitoring and Evaluation of the TCSRD program: This year in order to measure and track the progress, TCSRD has put in mechanisms such as the Community Concern tracking Mechanism and Social Responsibility Index. This has helped to provide a platform for discussion on community concerns and also setting up targets aligned to the Millennium Development Goals.

Highlights of TCSRD programs

4883 acres of land covered under water conservation program at Okhamandal taluka, leading to increase in agriculture income by 40%.

170 acres of land reclaimed under the land reclamation project at Okhamandal taluka, benefitting 85 farmers whereas at Babrala 153 acres of land reclaimed benefitting 90 farmers.

Certified quality of groundnut seeds irrigated on 23 acres of land in Okhamandal taluka under the changing cropping pattern project, benefitting 32 farmers.

64 farmers adapted micro irrigation (sprinklers) under the water management program at Okhamandal taluka.

20 farmers got benefitted under the smart krishi project at Babrala covering 52 acres of their land.

Babrala in collaboration with Mother Dairy.

17 young entrepreneurs established their own mobile repair shops at Babrala under the Rural Entrepreneurship Development Program.

63 SC/ST girl students of Mithapur given scholarships to resume higher education from SNDT, Mumbai.

Book Bank project at Haldia reached out to 298 students.

40 Parivar Kalyan Kendra established covering 50 villages at Babrala, for better access to quality reproductive health/family planning.

133 villagers and 810 primary school children eyes were screened under vision 2020 program at Haldia.

T C S R D a r e a o f i n t e r v e n t i o nThe community development journey began in 80's in Mithapur, which is part of the Dwarka taluka in the Jamnagar district. At Mithapur, TCSRD has been working in Okhamandal and Kalyanpur blocks. Mithapur is the home to the Chemicals division of Tata Chemicals ltd. It lies on the western most tip of the Saurashtra peninsula. The most prominent community here is that of Vaghers. Lohanas, Rajputs, Rabaris, Muslims and Harijans are the other communities. The main occupation of the community is agriculture, which depends on the highly erratic monsoon. The economy of the region is also dependent on religious tourism, as Dwarka, Nageshwar and Beyt Dwarka are famous Hindu pilgrim sites of the region.

Tata Chemicals ltd fertilizer plant at Babrala was set up in November 1994. Babrala is one of the most backward regions of Uttar Pradesh in the Badaun district. TCSRD has been working in Gunnour, Rajpura and Junawal blocks of Badaun disrtict since 90's. Agriculture is the predominant occupation, followed by cattle rearing mainly buffaloes and cows at Babrala. 90% of its population is engaged in agriculture based activities. It covers 75% of the total landmass area. Large-scale farming is absent as most of the household practices traditional farming, owning in an average 3-6 bigha (1/3 acre). Area has a mix of good

alluvial / sandy loose soil, and some pockets of highly saline (USAR) land, which is deficient in Nitrogen Potassium Phosphorus (NPK). The ground water level is high with abundant water available at shallow depths.

Haldia located in the Medinipore district of West Bengal is a very busy port and an industrialized area. The literacy level is 70% and the living standard is above the average standard. At Haldia, TCSRD started its community development program in 2005-06.

On the basis of the need assessment and socio economic study carried out by Ramakrishna Mission Lokshiksha Parishad, the natural resource management program, income generation program, health, education and infrastructure development programs were initiated in Haldia and Sutahata blocks.

Through the above programs TCSRD, helps the community to augment their natural resources through physical interventions and also aims to create awareness and educate the community on the proper utilisation of the natural resources in sustainable manner.

Program strategy For the sustainability of the projects, TCSRD has encouraged participation of villagers from project designing, planning, implementation and also monitoring of the project. Participation of the community ensures that the villagers become real managers and owners of the projects.

The process starts with mobilizing community support through awareness building activities. Village level watershed/ farmers/ drinking water committees are formed and their involvement is ensured in all activities.

Capacity building of the rural community as well as of the

committee on planning, decision making, maintaining accounts and implementation of the project is a key step in ensuring community ownership of the project. Participatory Rural Appraisals (PRAs) are conducted and village action plans are created with community participation. Technical and economic feasibility of the planned activities is assessed. The contribution structure is usually tripartite including government bodies and/or funding agencies, TCSRD and the community. Each of the partners provides resources broken up in various percentages depending on the target group of that particular activity. When the target group is the complete village or a group then the benefit to the community is higher as contribution by other agencies (Govt, TSCRD) is higher. Most of the activities taken up are as per the action plans prepared by the community.

Continuous training and skill up gradation through exposure visits, demonstrations etc. ensure long term sustainability of projects.

Water conservation and water management programWater is one of the key thematic areas on which TCSRD has been working since its inception. It has been following an integrated and comprehensive approach to

meet the objective of water conservation and management especially in the Mithapur region, as the biggest concern is the non availability of fresh water. This region is one of the most drought prone regions of the country with an average of 10-12 inches of annual rainfall. Salinity ingress because of the proximity to the sea and high runoff and slow soil retention rate adds to the low productivity of this region.TCSRD implements various projects to augment the water holding capacities essential for drought proofing. The projects target both water for agriculture and water for drinking. The following projects have been implemented by TCSRD at the Mithapur region:

Integrated Watershed Development Program (IWDP) at Mithapur The IWDP is a flagship program of TCSRD. Various agencies and sub projects are part of this program. TCSRD not only implement this program on its own with its own funds, it has also been the implementing/facilitating agency for the integrated watershed development program in Dwarka, Khambaliya and Kalyanpur talukas of Jamnagar district. The aim of the project is to increase the agriculture productivity by harvesting rainwater and subsequently developing the rainfall catchment area. Various activities have been adopted to increase the availability of

water in the villages of Dwarka Taluka and also of the villages of Kalyanpur Taluka. The process includes addressing a complete watershed of the area using various interventions that target treatment from the ‘ridge to valley’ of the watershed. Drinking water Projects:Drinking water project at Mithapur region is implemented through various sub projects that include Coastal Area Development program (CADP) and Water and Sanitation Management Organisation (WASMO) and some portions of the Okhamandal Samridh Gram Pariyojna (OSGP) Coastal Area Development Project (CADP) is a special initiative by Costal Salinity Prevention Cell (CSPC). Water and Sanitation Management Organization (WASMO) handles the project at the district level. The project proposes to cover 300 coastal villages spread across 9 districts (Rajkot, Jamnagar, Porbandar, Junagadh, Amrelli, Bhavnagar, Ahmedabad, Anand and Bharuch) for

addressing drinking water security and safe sanitation by developing effective partnership with various stakeholders. The partnership is designed to bring about a synergy of available resources, to enhance the effectiveness of the “Coastal Area Development Program”. As a part of implementation of the program, a high powered steering committee has been set up for streamlining policies, procedure and liaisoning with external stakeholders.

The main objective of the project is to establish community managed systems to secure access to safe drinking water & sanitation facilities in the salinity affected coastal villages of Gujarat. The project will help the women of the villages immensely as it will reduce their drudgery and time spent in fetching water.

More specifically it will:lProvide for seasonal

security and conservation of water supplies with an integrated combination of pipe and local traditional water sources;

lProvide for more hygienic household and community environments with sanitation improvement and increased hygiene awareness in communities;

lCommunity managed implementation of water supply and sanitation improvements with facilitating inputs for community capacity building and empowerment;

lProvide institutional facilitating support for the

community level groups through the independent implementing support agencies;

lDemonstrate the benefit and rational use of multiple source water supply using technological options and integrated community managed solutions;

lEnsure participation of communities, especially women at all levels of decision making processes;

lTo demonstrate and establish an effective and sustainable community managed implementation model of water and sanitation management programme in the coastal salinity affected villages of rural Gujarat.

TCSRD, in addition to the above mentioned program, also promotes Roof Rain water harvesting scheme (RRWHS) of Okhamandal Samriddh Gram Pariyojana (OSGP) with 7000 ltr capacity. The objective of RRWHS is to increase the supply of drinking water and availability of drinking water for the household purpose by harnessing rainwater from the roof top during the monsoon season.

Till now, TCSRD has created local sources for drinking water in 8 villages in partnership with WASMO and is also promoting RRWHS and Water resource management (WRM) in these villages. Seeing the achievement of TCSRD in these 8 villages, WASMO has introduced CADP project in partnership with TCSRD in 15 villages (6 villages of Okhamandal taluka/block

Mesurbhai, the Sarpanch of Tupni says, “We are 100% benefited by this Yojna. We get regular drinking water supply in each & every household. Also now no women are seen in the village carrying water pots & going to fetch water from the well”.

and 9 villages of Kalyanpur taluka). WRM work has also been approved under the CADP project. This project also aims to provide household sanitation in all these villages.

TUPNI - A MODEL VILLAGEVillagers have become conscious about check dam quality. They monitored the structure continuously during rainy season for finding any leakages. Tupni pani samiti takes Rs. 50 every month as water charges from that they pay electricity bill, pump man salary, miscellaneous work. Extra money is deposited in Tupni pani samiti bank account. Cash penalty is kept for people who harms the structures and for those who are not regular in paying water charges. Pani Samiti presents statements of the accounts every month in gram sabha for maintaining transparency in work.

Tupni has now become a model village in terms of creating drinking facilities. Villagers of other village come to Tupni for exposure visits for, learning the way WASMO project has been implemented in their village. Villagers have decided to build sanitation in every household in Tupni. They have decided to build RRWHS in village and Vaadi vistar to store roof rain water. Villagers also have plans to do more WRM works in their village.

Land & Agriculture Development ProgramLand and agriculture development program contributes to the prosperity of the agriculture sector and thereby, aims at reducing rural poverty. Various activities/ projects were carried out under this program:lSalinity Ingress MitigationlLand reclamationlAgricultural GrowthlAwareness and capacity

building program for the farmers:

Salinity Ingress Mitigation Project at Mithapur through Okhamandal Samriddh Gram Pariyojana (OSGP)In Mithapur, land and agriculture development program mainly includes Salinity Ingress Mitigation Project carried under the Okhamandal Samriddh Gram Pariyojana (OSGP) project in 18 villages of Okhamandal Taluka. OSGP envisages arresting the ingress of salinity and focus on the water saving technologies and land and agricultural management. The objectives of the project are as under:

lTo increase the income of the farmers by implementing agriculture/horticulture interventions such as dry land horticulture, organic farming etc.

lTo enhance water use efficiency for agriculture purposes through micro irrigation (drip and sprinkler irrigation).

lTo increase income of rural population through innovative techniques in water management/ agriculture and improve the quality of life.

This program that is being implemented in collaboration with SRTT, is also supported by Gujarat Green Revolution Corporation (GGRC). Under this project, the soil and water sample from 8 to 10 farms were collected by TCSRD field workers in such a way that covered the whole village and was sent at GGRC for quality checking of the soil.

Application of Gypsum is promoted to improve the soil which had excess salinity. 17 farmers from the affected villages participated in this pilot initiative.

Land ReclamationLand reclamation program has been successfully carried out at Babrala in 10 villages of Gunnour Block under the Integrated Agriculture Growth Project (IAGP). Majority of the workforce in the Gunnour block depends on agriculture for their livelihood as it is the

integrated agriculture growth program that has a three pronged strategy of promotion of diversification of agriculture and promotion of new modern technology and inputs. Programs under agriculture growth include: Crop Diversification, demonstration of pulses, Smart Krishi (wheat crop), promotion of modern agriculture equipment, Horticulture promotion, and use of modern techniques like poly houses and awareness and capacity building of farmers.

Crop DiversificationThe program aims at diversifying from traditional crops like wheat, bajra to high value crops like vegetables, oil seeds so that the farmers are able to manage the risks arising out of agriculture activity and also improve their economic and financial condition. TCSRD facilitates the provision of good quality seeds, market linkages and training to the farmers. This year, 23 farmers have been motivated and covered 30.75 acre of land by vegetable farming.As a part of crop diversification, TCSRD has also promoted a seed production program. This program not only helps the farmers who are part of seed production with higher returns but also provide good quality seeds to other farmers on time and at a cheaper rate. Six SHG members from Kail ki Madhya and Pawsara village participated and around 9.60

acres of area from above mentioned villages were covered in this programme.

In Mithapur, TCSRD also started the activity of promoting better cropping pattern under the OSGP project by introducing certified variety of the cash crop groundnut. From Okhamandal Taluka, total 33 beneficiaries were selected and in 61 acres of land this programme was implemented. In the villages of Okhamandal the demonstration plots were made in order to motivate other farmers of that region to replicate the same.

Demonstration of Pulse cropsIt was initiated with the objective to provide pulses to the farmer as the cost of cultivation of pulses was very low. The farmers were encouraged to grow pulses in place of the kharif crop like maize and bajra for better returns. This year farmers were given demonstration of black gram (Urad) and green gram (Moong). 5 farmers from Pawari village participated in the program.

TCSRD hopes to showcase these pilot initiatives so that more farmers can practice crop diversification.

Smart KrishiSmart Krishi program which is an evolution of the earlier program on “modern agriculture growth” was started this year. It aims at

predominant occupation of the area.

Most of the land in the Gunnour region is fertile land except for some pockets called “Usar land” which is severely saline. These “Usar” patches reduces the overall productivity of land. TCSRD has been facilitating the process of identifying such patches and undertaking their reclamation. This reclamation process involves bunding, deep ploughing, levelling, gypsum application, leaching of salts and green manuring with Dhaincha. These efforts have helped in converting the saline/alkaline soil to fertile soil. Till date more than 1000 acres have been covered under the land reclamation program of TCSRD. To scale up the program, “Bhoomi Sudhar” project was taken up in collaboration with RDTT at Bhirawati. Tripartite partnership with the beneficiaries, funding agencies and TCSRD has been formed to take forward the activities under this project. The objective of the project is not only to enhance and sustain the productivity of USAR land but also to provide food security through increased agricultural output. 1000 acres have been targeted under the program of which 67 acres were reclaimed in 2008-09 and 153 acres was completed in the year under review.

Agriculture Growth programThe key focus at Babrala is the

adopting new agriculture techniques and inputs “smartly”. During the survey conducted in the 10 villages of Gunnour block, it was found that the agriculture techniques practiced yielded very low production. Thus, to increase the yield of crop production for a longer period of time, this program was started. It includes computerised laser levelling, deep ploughing, crop sowing with seed drill, crop nutrition and crop protection. This year 52 acres of land was covered under the Smart Krishi program, benefiting 20 farmers from 10 villages with an increased production of approx. 20%.

Modern Agriculture Equipment Distribution ProgramIn order to continue agriculture growth, it is essential that farmers are able to get modern agriculture equipment. This program provides modern agriculture equipment at subsidized rates. TCSRD contributed 25% of the cost. 20 sprayers, 12 seed storage tank, and 10 bullock harrow were distributed under this program.

HorticultureIt is also promoted with an objective of reducing dependency of farmers on cash crop income, to promote micro irrigation techniques and to improve the texture of the land. Horticulture plots were constructed in villages. In the space between the two

horticulture plots other plants were grown. Beneficiaries were selected on the basis of their interest and the type of land. Plant saplings were distributed to those selected. Instructions on how to grow the saplings was also given to these beneficiaries.

Poly HouseTCSRD is promoting the concept of using poly, net & green houses to optimize use of water and improve agriculture yield. Various types of designs and structures and also the various schemes and subsidies available were studied before initiating construction of these structures. A meeting with the farmers was organized to share with them the benefits of Poly house, Net house and Green house. Costing and the quality of the suggested design of Poly house, Net house and Green house were also done. Currently, the farmer community is studying the economics to understand the feasibility of these structures (Poly house, Net house and Green house) based on the experience from structures that have already been installed. The program is being implemented in the Mithapur region.

Awareness and capacity building program for the farmersTo achieve the goal of sustainable development in agricultural field, training programs were conducted to build the capacity of the

farmers. Through these training program farmers got an insight into the new agriculture technology, latest cultivation practices and the knowledge about the improved seeds. This year 102 farmers received training in Babrala. At Mithapur, the farmers were given training on Participatory Irrigation Management (PIM) in the Sadguru Foundation at Dahod during an exposure visit. In this visit various designs of PIM were shown to the farmers. The map of Gomti irrigation was also shown and suggestions were taken on the same.

Along with the theoretical training, the farmers were taken for exposure visits, which was an eye opener for them as they saw how the use of latest agriculture techniques helped in increasing the yield of the land.

Kisan Mela at BabralaEvery year farmers are taken to GBPUA&T, Pantnager -Uttrakhand and SBBPUA&T Modipuram - Meerut UP kisan melas. In the kisan mela, farmer’s purchased the hybrid seeds of various crops of cereals and vegetables. The visit motivated them to adopt the latest agriculture growth measures. This year 125 farmers were benefited from 31 villages of Gunnour Tehsil, Babrala region.

Animal Health Camps: In these camp, cattle owners are motivated through publicity to attend the camp along with their cattle for treatment. The animals are examined and treated by the expert team of Gynecological, Surgical and General Diseases. Special Anti Sterility camps were also held this year.

Proper counselling and medicines are provided. This year 1451 animals were examined and treated from 128 villages of Gunnour Tehsil. Various camps have been conducted in collaboration with the District Animal Husbandry Department and expert team from Bharat Agro Industries Foundation (BAIF) Development Research Foundation Badaun, UP.

Hemorrhagic Septicemiah (H.S.), Foot & Mouth Disease (F.M.D.) Vaccination: Routine vaccination of the animals is done so that the cattle are healthy and productive. Due to regular vaccination camps, the incidence of both HS & FMD has been reduced drastically in this area. The overall productivity of the cattle has also gone up. During the year 7180 animals owned by 1606 households were vaccinated from 22 villages for HS vaccination and 16357 animals owned by 2521 households from 21 villages were

vaccinated for FMD. This program is conducted in collaboration with the Uttar Pradesh Animal Husbandry Department and by the community contribution.

Pashu Palak Mitra: In order to provide health care at the door step, TCSRD has been training youth of the area to work as Para vets or Pashu Palak Mitras. These Pashu Palak Mitra provide first aid and also refer the animals to the govt. vets, in case of need. Over the years, 12 Pashu Palak Mitras have been trained who now provide service to 12 Naya panchayats. They are also able to earn income from the services they provide.

Breed Improvement ProgramThe Murrah buffalo of Haryana is a breed which is high milk yielding. A good specimen of this breed is able to give milk yields as high as 16 litres as compared to 5-6 liters of the local buffalo breed. It was felt that if more numbers of such buffaloes are introduced in this area and are in turn breed with the local breed, the overall breed quality would improve. Small to medium farmers, landless farmers were selected for this project. They were advised by the animal husbandry experts to purchase Murrah buffalo. They were also taken to various cattle fairs in Haryana, where they bought cattle with the help of expert advice. The transportation of the buffalo, expenses on boarding and lodging was all covered by TCSRD, so that there is no

exposure visit to Jatan NGO at Gotri; Baroda. These farmers were given certified ground nut seeds, Bio - fertilizer, Vermiculture and Gypsum. Further, the knowledge of organic pesticides and organic manure was given to the farmers.

Haldia started its land and agriculture program this year by organizing awareness camp for 50 members of Pallishree Farmers Club (Sutahata).

Total of 889 people were covered under training and awareness program across location.

Animal Husbandry Development ProgramAnimal Husbandry development program is an important program as it helps to increase and supplement the household incomes. The focus is on health care; better quality feed & improved breeds.During the year the following activities were undertaken under the Animal Husbandry Development:lAnimal Health care lBreed improvementlGreen fodder distributionlCattle insurance.lPond managementAnimal Health care programs:Under this program, general health check up and door to door service is provided to the cattle owners. additional burden on the beneficiary. This year 80 buffaloes were bought under this program.

TCSRD also provides Murrah breed bulls to the farmers on interest free loan. This year 10 Murrah bulls were provided in 7 villages of Gunnour Tehsil for natural breeding with the local buffaloes. It also provides cross breed cow on interest free loan. This year 6 cross breed cows were provided in 2 villages viz Baghou and Kail Ki Madhiya to increase milk yield.

Green fodder distribution Cheap and nutritious fodder for improvement of the economics of animal husbandry was provided. Seed of improved varieties of fodder grass; Berseem (Trifolium alexendrium) were made available at subsidized rates to farmers of five villages. During the year, 260 farmers participated in Berseem seed distribution program. Most of the beneficiaries were small and medium farmers from 5 villages around Babrala.

Cattle InsuranceTCSRD took up a new initiative to ensure the life of cattle. TCSRD is working with TATA- AIG and United India Insurance Company of Lucknow. 21 animals were insured from 4 villages this year.

Pond management projectAs pond is the integral part of all the Bengali households in Haldia, pond management was taken up as a project for

making pond a source of earnings for the households in the adjoining operational area. Training on scientific methods of pond management was started in the year 2003. Till date 1415 women have been trained, out of which 489 members were trained in 2009-2010.Pond Management Model village initiative: It was taken up by TCSRD with the objective to develop a model village as a replicable model and also to take up pond management as an income generation activity. Participatory approach has been followed to develop the project. The contribution for this project is both from TCSRD and the community. A

committee has been formed comprising of the 18 villagers. Activities undertaken so far in this project in Akubpur village in Haldia block are training, land preparation, de watering and re- filling, water treatment, feeding, netting etc.

As an outcome of this project, women group of Akubpur village have started selling fish in the local market. They not only practice fish culture for household consumption but also have taken ponds on lease to produce fishes on commercial scale. As the area and depth of pond has been increased, the capacity of the water in the pond has also increased, making the water available to the village throughout the year. The cleaning of pond and regular treatment of water has helped the villagers use hygienic water for household purposes. Use of clean water from pond has also helped in decrease in number of skin related diseases in the area.

ECO Club ProgramThe aim of the ECO Club program is to create community based organizations that become champions of nature conservation activities and therewith the reason of sustainability of the projects. The areas of intervention to implement this program are the villages of Okhamandal region. They are prioritized on the basis of the requirements of the project(s) they are linked to. The scope of work includes:

lAwareness and Action' components, including printing of educational material on local biodiversity in vernacular language (information booklets, hoardings, posters etc.)

lWorkshops and training programs;

lExhibitions and exposure visits;

lVillage meetings, ECO Fair and competitions;

lVillage level biodiversity database creation and

lSpecific actions aimed at various conservation programs.

Overall 24 schools of Okhamandal region have become members and have formed eco clubs in their respective schools. Around 2400 students from class V to VIII from the member schools participated in the training program and exhibition organized by the eco clubs.

Save the Whale Shark ProjectThis project aims at improving

the chances of survival of the whale shark off the coast of India by studying its behavior and migratory pattern and by creating awareness amongst the coastal communities. The project is being implemented in partnership with the Wildlife Trust of India and the State Forest Dept.

The first phase of the program was aimed at creating conservation awareness about the Whale Shark and has been successfully completed. The project now moves to its second phase of finding out ecological information about the whale shark since very little is known about this fish worldwide. Also this second phase will proceed in collaboration with Government bodies and relevant national and international organizations and specialists. The second phase has three components:lA study of the ecology of

the whale shark;lSharing gathered

information with all stakeholders in order to develop species management plans and actions;

lContinuation of awareness campaign in Gujarat and Indian west coast.

Regeneration of MangrovesThis project, carried out in partnership with Mangroves for future (MFF) project of the International union for conservation of nature (IUCN) and local communities, aims at restoring the original

nesting beaches, bird nesting and roosting areas. At the same time, substantial development activities are being executed or are planned that endangers this rich biodiversity. In addition, exotic invasive plant species are posing added biodiversity risk. Salinity ingress and habitat destruction or alterations are two major problems which impact the livelihood of the people and the survival of the wildlife of the region as a whole.

The “Dharti Ko Aarpan” program under the umbrella of Environment Sustainability aims at restoration and conservation of the coastal ecosystems as also for the protection of some of the endangered species. To develop and implement an integrated coastal management approach for the area as a whole, involving various stakeholders, including Government departments with whom TCL are already cooperating at a more substantive level, “Dharti Ko Aarpan” (Giving back to Mother Earth) programme was launched in 2008. The objective of the program is to integrate all ongoing and planned efforts into one program so that awareness, conservation efforts and greening link up together to provide multiple benefits.

Integrated Coastal Management approach Given below is the summary of the projects under the “Dharti Ko Aarpan” program:

mangrove cover, which will help improve the coastal wetland ecology and provide much needed roosting and nesting sites for aquatic birds. An established and healthy mangrove cover is also expected to protect the coastal areas of Okhamandal and Gujarat against the impact of tsunamis and storm surges. The project also includes the regeneration of grasslands and plantations inland from the mangroves, in order to decrease the stress on mangroves resulting from fodder and fuel wood collection activities by the communities.A mangrove nursery had already been established at the Arambda saltworks near Mithapur last year and 60,000 mangrove (Avicennia marina) seedlings raised here. The transplantation work of these mangrove seedlings was initiated at the Rukshmani Creek site in March 2010 and a total of 52,400 seedlings have been transplanted on 30 acres of tidal mudflats in the creek area. The leaders of the fishing community from the adjoining Rupen village and teachers of the Rupen school volunteered in the plantation work. Mangrove awareness programs for students of the Rupen, Makanpur, Arambda and Surajkaradi School were also organised.

Biodiversity Reserve Plantation ProjectThe indigenous flora of the Okhamandal region is being wiped out due to the rampant

diversity of the indigenous flora, there has also been a simultaneous enrichment in the animal and birdlife. Monthly surveys for fauna species were organised during the reporting period. In addition to the main plantation, a series of smaller ones would be replicated in villages for the protection of village level flora biodiversity. This would be done with the support of ECO Clubs and the village community.

Conservation of Lion ProjectThe Gir National Park and Wildlife Sanctuary is the sole home of the Asiatic Lion (Panthera leo persica), and therefore considered one of the most important protected areas in Asia. A major threat to the estimated 359 wild Asiatic Lions found living in the Gir Forest is 'open wells'. There is an urgent need to build parapet walls around the open wells to prevent the lions and other wildlife from falling. TCL in partnership with the Gujarat State Forest Dept, has completed the job of building parapet walls around 1,002 such wells in the Gir Forest areas. A new project to parapet an additional 500 wells is also on the anvil.

spread of the exotic invasive species Prosopis juliflora (the Gando Baval). This situation is expected to further aggravate due to new developmental projects likely to come up in the region. Many of the grasslands in the region have been run over by Prosopis juliflora, spreading at the cost of the indigenous flora. Indigenous flora species, including the highly endangered Gugal (Commiphora wightii) are on the verge of extinction. The aim of the Biodiversity Reserve Plantation Project is to create a sanctuary where all the indigenous varieties of plants are grown and protected, especially the threatened native species.

The heavy rains at Mithapur in the last week of July 2009 and the resultant water logging at the Biodiversity Reserve Plantation site did cause damage to the plantation, especially the Gugal plants. Mortality replacement and new plantation work was taken-up post the floods. Work on redevelopment of the Bird Sanctuary plot was also initiated. Work on rasing of one linear kilometer of green hedge of “Prickly Pear” cactus was completed. A total of 95 acres of plantation has been developed over the last 7 years which includes a 30 acres exclusive plantation of the endangered Guggal (Commiphora wightii) species,With the expansion in the plantation area, over the years, and the increase in the

Outcome of the NRM ProgramThe NRM projects have resulted in an improvement in the natural resources leading to both economic gain and building of social capital. These can be enumerated as follows: lGround water level and

quality of water improved in wells of the areas surrounding the check dams and other water management interventions.

lMigration period of domestic cattle owners (Rabari community) decreased due to water availability for more nos. of months in a year. This resulted into stable education to their children.

lThrough RRWHS, the families are able to store pure and safe water for 8 to 10 months for drinking and cooking purposes.

Coral Reef Regeneration Project This project, carried out in partnership with the Wildlife Trust of India, aims at establishment of India's first privately conserved coral reef at Mithapur, which would serve as a role model for such conservation initiatives. Conservation efforts would include awareness through an Interpretation Centre, creation of a board walk for viewing corals without disturbing them, re-plantation of coral species in Mithapur waters as per IUCN re-introduction norms, and setting up of monitoring protocols for corals growth, biodiversity, and water quality. Currently, the extent of the reef and its biodiversity are being mapped. 22 species of hard corals under 17 genera and 9 families have been recorded. Also 22 species of mollusks (shells) under 16 genera have been recorded. Coral growth was observed to be emerging at new locations on the reef. A host of other crustaceans, fin fish and algae species were also recorded.TCSRD and its project partners have already realized the advantage of such an integrated ecosystem approach for biodiversity conservation along this important stretch of Gujarat coast.

The most important aspect of the community development initiatives has been the active involvement of the community from the inception of the project and their increase in the capacity to implement the project themselves. TCSRD role is to facilitate the process, add last mile financing funds where ever required and ensure that benefits reaches the economically weaker section. For example, the management and ownership of all structures rests with the village. This has resulted in a system of

ownership, responsibility and creation of a participatory environment. Every structure built and every activity undertaken has been selected, implemented and regulated by village committees, user groups etc. Distribution, usage of water and the payment for the usage of water is decided by them. The money collected is used for maintenance of water structures.

Today many committees have repaired and strengthened their structures and built other structures with the money collected from the village contribution. Their rapport with the district authorities and banks has also increased.

Securing and improving the life of the rural poor is the main objective of the Income Generation Program of TCSRD. To fulfil this objective TCSRD drafted the strategy which is as follows:• Formation of Self Help

Group (SHG) includes forming of SHG’s in the villages and linking them with the banks for undertaking economic activities

• Promotion of self employment through Rural Entrepreneurship Development Program (REDP)

• Conducting Vocational Training programs to enable them to become self reliant

• Providing livelihood through the promotion of handicraft (Karjobi) of the Gunnour region and Okhai of the Okhamandal region(detailed under the Okhai section)

Formation of Self Help Group (SHGs)Formation of SHGs is one of the most successful initiatives of TCSRD. Self help groups were introduced as a part of integrated watershed program to promote participation of women and to reduce the dominance and the exploitation of the villagers by the non institutionalized or informal sources of money lending. In some cases the groups have acted as a source of income generation for the members.SHGs have become the beacon for all the other programs of TCSRD. Initiated as an entry point activity within the IWDP, the SHGs have grown from

strength to strength. Earlier, women in rural area lived in virtual isolation, unable to access even the most basic services. But, with the formation of women's SHGs, these women are now achieving social and physical mobility. It is recognized that the empowerment of women is a gradual process and will not happen automatically. SHG is a suitable means for the empowerment of women. The impact of the SHGs on the socio-economic status of women has been found to be significant.

Formation of SHG federation at MithapurA self help group federation has been formed at the block/taluka level, with TCSRD self help group members and members from SHGs formed by other

organizations in Okhamandal taluka. The federation has been formed with the objective to address the social and economic development issues at the regional level. In addition, TCSRD has also formed its own federation of self help groups. The members of the federation are the representatives of the four clusters formed in the taluka (Meera, Radhika, Gopi and Gomati). 40-45 members of the SHGs from the surrounding area form one cluster. 4 representatives from each of the cluster formed the federation. There are 17 members in the federation. The Federation has been saving money to be utilized for causes related to the welfare of their members. So far, the federation has been working on issues related to education, health, income generation, water and alcoholism.

Formation of SHGs at BabralaWomen’s SHGs not only gives economic independence but also gives collective voice to the women to bring about social change in society. SHG enable women to increase their savings and to access the credit which the banks are willingly to lend. At Babrala, most of the women's groups have used the loans available to start their own enterprise like a dairy enterprise (selling buffalo milk), rose drink, sewing cum stitching training center, general store. They are managing timely repayments of internal as well as bank loan. Till date 120 Women's groups have been formed in 20 villages of Babrala. The success of women’s group has inspired the men also to form SHG at Babrala. The Men’s

groups were formed with the aim to improve their economic condition by engaging them into collective activities like starting individual small agro-based business. TCSRD motivated the farmers to start small-scale enterprises and helped them by providing finances where ever the funds were required. Some of the economic activities undertaken by the SHG during the year were honey production, Paper plate making and Dairy farming. Till date 29 men’s groups have been formed in the Babrala region.

Formation of Sevarthi Cluster at BabralaSevarthi cluster, an apex body of 13 SHGs was formed this year with the purpose to sustain the SHGs by building their capacity and linking them with government bodies. Cluster provides an effective dynamic path for inducing competitiveness by ensuring inter- firm cooperation through networking and trust. It looks at the holistic development including marketing and skill up gradation. Annual General Meeting of Sevarthi Cluster was conducted during the year with the view to share findings of the audit of thirteen SHGs members.

Rexene cluster at Mithapur Self- help group members have come together to form a clusters for the specific purpose of taking up an economic activity. A Ten days cluster training program was organized for the Rexene unit members through internal trainers. Focusing on the socially backward, 100 SC members were trained. This

included training on product quality and marketing. The cluster members arrived at the brand name -“Seven Star” for their products.Like the Rexene cluster, Bandhej cluster, Tailoring cluster and Bead work cluster have also been formed at Mithapur, comprising of women members of the SHG from the surrounding villages.

Rural entrepreneurship development programsThe rural entrepreneurship development program (REDP) was conceived as a means to encourage self employment among the youth of the surrounding community. The program strives to develop entrepreneurship qualities in rural youth and guide them adeptly to engage themselves in productive enterprises. The month long business orientation course helps the entrepreneurs in product identification, gaining general business skills, bank/financial linkage, raw material sourcing & marketing. The program has found a huge acceptance in the community. In the year 2008-09, the program was also clubbed with the affirmative action program of TCSRD that focuses on the socially backward communities of the region. The success of this program has spurred the women self help group members, into utilizing their idle savings for investing in enterprises. The members of the SHGs are directed to REDP program so that they get encouraged to start their own enterprise and thereby, become self reliant.

Photo lamination training at MithapurAfter the success of the photo lamination training provided last year, this year also a two month long photo lamination training sponsored by Gram Technology - Gandhinagar was organized for 25 youth/housewives. Achievement Motivation Training (AMT) was provided by the TCSRD- REDP team and technical training was given by Gram technology.

Soft toys making at Mithapur Training in soft toy making was another program for which there was lot of demand from the women. This year also the training was organized as a part of TCSRD affirmative action plan. 25 youth/housewives attended the program. The general training was provided by the TCSRD- REDP team and technical training was given by Gram technology.

From unable to able!Dhibai is a 60 year old lady residing at Lalpur. She is the leader of Jagruti Mahila Mandal since last six years. There are two members in her family as her children have got married and are staying away from her. Her husband is physically challenged because of which he is not able to work. After marriage her life was very hard. Her life changed after she got inspired and became the member of the SHG group. She formed her own mandal called Jagruti Mahila Mandal by convincing 20 ladies. They started with the savings of Rs. 20 which is now increased to Rs. 50. The first year of her mandal was not so good. They had to face few problems as the ladies of their mandal were not very educated, lacked knowledge and skills etc. Their mandal was trained by Aakar Charitable Trust from Ahmedabad on the workings and benefits of mandals, about different types of loan provided to needy, rules and regulations of mandals, banking functions and register maintenance etc. Due to her husband’s medical problems she frequently required money to meet his medical expenses. She took a loan of Rs. 2000 from the mandal. With this loan she not only repaid her previous debt but was also able to release her earrings which she had kept on mortgage. Seeing her financial condition the mandal granted her the permission to repay her mandal’s loan as per her convenience, time and as per her earnings. Many other women from the mandal also got the benefit of

being part of the mandal. They were provided with loans to meet the expenses on their children education, medical expenses, animal husbandry, agriculture, housing expenses etc. All the women of her mandal are now well trained in banking systems, savings etc. Dhibai aims to do something for her village and for the mandal women for which she would be remembered for years in their hearts and minds.Now, Dhibai has learnt how to stitch and has started stitching work from her residence. She is able to earn Rs. 1,000 to Rs. 1,200 through the stitching work and is able to support her family comfortably.

Paper products making at MithapurTo support the marginalized section of society, vocational training on paper products making was organized with the financial & technical support from Gram Technology-Gandhinagar. 25 youth/ housewives attended this program. General training was provided by the TCSRD- REDP.

Mobile repairing training course at BabralaTCSRD in partnership with NABARD started mobile repairing course under its vocational training program. 30 youth were selected to start businesses after being trained for a period of two month. The trainers were from District Industry Center, Regional Rural Bank and Ideal Institute of Technology. Out of 30 trainees, 17 young entrepreneurs have come together and have established their individual set

up. 5 have expanded the shop run by their family members. Opening of the shop by the group of 17 boys from the same course was the biggest achievement. They achieved economies of scale by buying the raw material together in bulk at cheaper rates. They have started earning profits of approximately Rs. 5000 to 8,000 on their investment of Rs. 50,000.

Multi-talented Jayaben: Jayaben This is the story of a 25 year young girl residing at GIDC area, Arambhada who left her studies after completing class 7th. She has 7 members in her family. Jayaben always had a dream to do something very different than the other girls and women in her society. Going out and interacting with others was against her community but to build her identity and move ahead to fulfill her dream, she was constantly in search of the right path and platform.One day a TCSRD volunteer held an awareness session on the benefits of REDP at Arambhada and convinced Jayaben to attend the REDP training. The selected trainees were trained for 15 days on various topics like initiation of the business, product selection, marketing, sales, profit and loss calculation etc. During the training they were also informed about the functioning and benefits of forming the mandal. As a result of this Jayaben along with 9 other women from the group got motivated to form a mandal named Saheli Mahila Mandal. They started with a savings of Rs. 25 and which is now

increased to Rs. 50/- month.Some days later they were imparted a second training on manufacturing of Rexene bags. This training was provided by TCSRD at GIDC Arambhada for three months on production of various kinds of Rexene products like school bags, picnic bags, etc. Each trainee earned Rs. 2,250 as stipend amount. After learning the entire process of production, 50 ladies joined hands to form cluster named Seven Star by investing their stipend amount. For the past 1 and half years, Jayaben has been working in the cluster and is earning on an average Rs. 1,500-2,000 /-pm. Through this money she is now financially supporting her family.Jayaben also enrolled herself in another vocational training course (beauty palour) provided by TCSRD. She was sent to Dalit Skiksha Kendra (DSK) - Ahmedabad for 52 days training. There she came to know that the institution also offered training course in photography and videography. She found this course more challenging. Jayaben grabbed the opportunity and started to study photography and videography. She was trained on the functioning of machine, downloading, operating, CD preparation, safety aspects etc. After coming back from Ahmedabad she was inspired by her brother to learn and develop her skills on photography and videography. She joined a photography studio which was owned by her brother’s friend where she polished the art of clicking photos and shooting, editing, managing and distributing responsibilities on orders

received etc. Today she is very happy and has started earning herself. Looking at her success, her community has not only started appreciating her efforts but also is coming forward to participate actively in the activities of TCSRD.

Entrepreneurship Awareness Camp (EAC) at BabralaTCSRD Babrala with the support of Entrepreneurship Development Institute of India, Ahmadabad under DST -NIMAT project conducted four EAC in Govt. Science and Technology Institute of Chandausi, Moradabad and Badaun in two district of Uttar Pradesh. The camp was organized to develop the entrepreneurship skills of the 300 students.To promote employment for the schedule caste/schedule tribe under the affirmative action program of TCL, a village named Gauripura was identified. Fifteen days entrepreneurship development program in collaboration with MSME, Agra was conducted. The objective of the program was to sensitize the youths on enterprise development. 30 youths participated in this program. 5 persons got self employment credit card and one SHG was formed as a result of this course.

A lot of weight in these paper makersRamwati of Noorpur village in Babrala took the initiative of starting paper plate making enterprise with eleven other members of Kamla SHG. She took a loan along with her group members of Rs. 79,200/- from “Serv U.P Gramin Bank,

Babrala. Ramwati and her group attended the income generation workshop and the exposure visit to gain practical knowledge on paper plates making organized by TCSRD. After the workshop and exposure visit, the members set up their own enterprise. They went along with TCSRD staff to Aligarh and Gaziabad to purchase raw materials worth Rs. 1,200/- and “Paper plates making Machine” worth Rs. 6,100/-. To run the machine in the village where there was no electricity or gas connection was a big hurdle. They overcame this hurdle by taking up a commercial gas connection of Rs. 2,700/-. Five days Training was also given to them by local entrepreneur to enhance their skill. This enterprise is running successfully by capturing nearby markets.

As busy as a beeHoney Production Self Help Group of Kail ki Madhiyan village named “Sri Gangay Swayam Sahayta” has started “Bee- keeping (Production of Honey) enterprise. The members were trained by Krishi Vigyan Kendra, Ujhani- expert in Bee - Keeping enterprise. After the workshop, the members set up their own enterprise. The TCSRD staff facilitated their visit for the purchase the raw materials like boxes, bee colony, wax sheet, kits etc from “Pragya kunj, Gaziabad. To start this initiative the members took a loan of Rs. 50,000 from the group. Within a period of two months they have been able to sell 100 kg of pure honey for Rs. 15000/- .

Vocational training programThe Vocational training program was initiated in 1996 with the aim to increase the employment opportunities of surrounding areas. Vocational training is provided for various trades depending on the market demand and employment prospects in the area. Various training courses have been conducted both at Mithapur and Babrala. Some of the trainings provided were that of beauty parlour, computer, typing mobile repairing and stitching and sewing courses electrical, motor rewinding, carpentry, photography etc. During the year, 545 students successfully completed the course at Babrala. Out of them, 65 joined both public and private sector, while others started their own businesses in their village.

Samriddhi project at haldiaThe project "Samriddhi" started in October 2009 with the objective of "enhancing the skill of women groups and developing a replicable model”. This project has been implemented in Kumarchak and Akubpur villages of Haldia. Six months training on stitching has been imparted to 50 SHG members of 5 SHG groups by TCSRD technical partner Jan Shikshan Sansthan. To give them the knowledge of the latest trends in the market, an exposure visit was organized for 35 members of the group. They visited an NGO at Potashpur, where they interacted with the members of the NGO and learnt about the forward and backward linkage of handicraft goods. The NGO is engaged in

production of mattress, ladies purses, wallets, bed sheets, wall hangings etc. Apart from learning about the production, the members also learnt about group dynamics, decentralization of work and market linkages of the products.

Blessings from ‘Durga’ Ms. Kalyani Mandal who had taken training on tailoring under Samriddhi Project has started her own shop at Durgachak area. She belongs to scheduled caste and is a resident of Kumarchak area. Her husband left her with her only daughter studying in standard five. Providing tuitions was the only source of earning for her. She was facing shortage of money and was finding difficult to meet the ends.The project Samriddhi brought a new ray of hope for her. She participated in all the training classes of tailoring at Kumarchak. The need to earn more money to support her family was the motivating factor for her sincerity in the classes. She had set an example for the other group members by opening her own tailoring shop at Durgachak. At present she is making petticoats and blouses for the women of her area and is able to earn Rs. 1000 (approx) per month. She is willing to expand her shop by making clothes for men and children.TCSRD plans to support her further by providing market linkages so that she is able to expand her business and lead a life with dignity in her society.

Outcome of the income generation programOutcomes of programs relate both to actual increase in household income and the increase in empowerment. Some of these are:• Increase in the self

confidence of the SHG members

• Increase in the confidence level while dealing with financial issues.

• Greater involvement in different schemes provided by government like watershed management, WASMO, District Industry center.

• Increase in individual savings leading to financial security

• Increase in banking activities

• Increase in the involvement of women in the event celebration at cluster level and state level

• Collaboration with government training programs of NABARD, GRIMCO, Gujari, and non organizations like Dalit Shakti kendra.

A branding agreement with Ginger Hotel Ahmedabad has resulted in generating good footfalls for the Ahmedabad outlet. A Bandhan activity with CPB was also carried out for top Tata Salt retailers in Ahmedabad. An exhibition at Dun & Bradstreet, Mumbai evoked the following response “Okhai’s collection of kurtis and kurtas for men and women are quite good and reasonably priced. The patterns, designs and colours of the clothes on display are not usually available elsewhere. The best thing about the entire collection was the uniqueness of every piece as none of the items was repeated, leading to greater variety for a buyer. Overall, it was well appreciated by our associates“.

Backend- Production of Handicrafts:

Okhai at MithapurWomen of Okhamandal are endowed with the talent and traditional skills to make exquisite handicrafts in the typical Okhamandal style. The custom of producing traditional handicrafts for ceremonial functions is widely prevalent amongst the tribes like the Ahirs, the Rabari, the Charan, and communities like the Lohana and the Harijan. Mirror work, patchwork and embroidery are all a vibrant expression of their way of life, their rituals and their legends.

Handicrafts were identified as a promising means of generating livelihood for hundreds of women in the area.

TCSRD plays a pioneering role in promoting this art through its SHGs which have been formed in the villages of Okhamandal. The members of these groups are involved in handicrafts production. At present, 450 rural women are benefiting from this program. They earn an average monthly income of Rs. 500-2500.

The handicrafts project has made a fundamental difference to the lives of rural women. It not only helps the women become wage earners, but also spreads awareness about the traditional crafts of the region, thus helping us preserve a rich part of our national cultural heritage for generations to come.

A 20 day long training program was carried out at the Stitching Centre in Mithapur to improve the productivity. This was preceded by an industrial visit to stitching units in Surat to give a broader and clearer picture of industrial settings. The training has helped in introducing newer cuts for the apparels. A session on retail sales techniques and product information was organized for the sales and production staff.. This has helped in better customer response at the retail outlets.

Okhai has been established as a separate trust with a specific aim of promoting rural handicrafts produce and help brand and market them. The handicrafts has been promoted under the brand name ‘Okhai’.

To achieve its vision a number of steps have been taken to help improve both the backend i.e. the process of production of rural goods and the frontend i.e. marketing, sales and branding.

At the front end, the year has seen lot of positives for this fledging brand - Okhai. The first was the setting up of the design studio at Ahmedabad to help in better sampling and designing of its products. For the first time, raw materials were procured directly from manufacturers in Jaipur. Options are being evaluated at different locations. Usually, an entirely new line is introduced every two months.

While the retail outlets at Ahmedabad and Mithapur broke the glass barrier of monthly sales of Rs. 1 lakhs, Okhai has associated itself with prominent retail outlets in Mumbai (Suruti and Karigar), Pune (Good Home Store) and Kolkata (Sasha). This has helped in getting regular orders and generating business. Okhai has also undertaken work for major domestic and international brands. This ensures that all the women artisans will be getting enough work for the

At the back-end, production has steadily increased through sustained efforts and better planning. The reaction time to start new orders has been drastically reduced by over 25 hours! More importantly, the earnings of the women artisans have increased. Continuing this joyous trend, Okhai also celebrated the World Rural Women’s day (15th October), also called the “Okhai Day” with much fanfare inviting dignitaries from TCL and all of its 450 members and partners to recognize their hard work. The day was marked with competitions, skits, singing and dance programmes.

Okhai continues its march of fulfilling its vision of being a brand that symbolizes empowerment of rural/semi urban women by creating a sustainable business of handicrafts. While Okhai continues manufacturing products under its direct supervision, associations with other likeminded organizations will also be explored. On the anvil is an association with Unnati Foundation, Shoppers Stop and Ritu Wears, TCS for their internal online R&R programme and of course, newer and newer collections.

Sales for the year were around Rs. 36 lakhs, while production touched a figure of Rs. 35 lakhs. Okhai received grants from the Consumer Products Business of TCL and the R D Tata Trust.

Okhai at BabralaThe traditional art of Karjobi is being promoted as a part of Okhai.

About 21 artisans of Gunnour region are involved in promoting karjobi- a Mughal Handicraft. All the members involved in this handicraft work are the members of the SHGs.

The aim is to uplift the socio- economic status of the artisans who are dependent on this handicraft work for income generation. The artisans used to work in their household and get small returns for their exclusive handicraft. Need was felt that these artisan should establish their own business instead of

being dependant on the middle men who were exploiting them Facilitation is provided to ensure good quality raw material, provide designs that are in fashion and introduce new products. For the promotion of the handicraft, various exhibitionswere organized with the following organization like GAIL, Jubilant, TCL, and Narora Atomic Power Plant. The sale in these exhibitions reached to around Rs. 45,000/-. To boost the sales, retail outlets were opened at Aligarh and Badaun district. The objective behind opening of showroom was to promote and give identity to these workers who were involved in it. Every year, Karzobi Annual Day is celebrated on 22nd February.

The objective of celebrating the annual day was to discuss about performance, future plan, and quality enhancement of products, marketing, and profit sharing. Also, the profits earned were shared among the artisan and solar lantern were distributed.

High employee turnover and increased recruitment and training costs in the urban BPO lead to the growth of rural BPOs. Rural BPOs offered an opportunity for the rural youth to learn computer education and take up a job in the same. Rural BPOs have lower real estate cost and less attrition, resulting in cost savings of nearly 40 percent over their urban counterparts. Also, the local jobs at rural BPO encourages people to stay and work within their villages rather than move to the cities in search for jobs. UDAY Foundation, a rural BPO aims at delivering customer satisfaction and business value. It delivers value by focusing on costs at various points.

Activities undertaken by Uday FoundationAt Mithapur, UDAY Foundation delivers a wide range of low-end to high-end services. It supports Tata Teleservices Limited (Tata Indicom) by taking care of their post paid customer of Gujarat, MP and Chhattisgarh from Mithapur. It also handles the gold desk, billing desk, data desk, tester desk, saves and escalation and repeat desk for them. Apart from this it supports TCL’s, Chem Connect by booking the order of various soda ash, cement and salt in SAP and banking. It also handles Titli (Knowledge Management) and Gangotri portal for them.

The BPO center at Babrala started with a view to generate employment for local educated youth’s especially the marginalized ones and for the spouses from township who were unable to take up outside jobs due to their family commitments and remote location The center not only creates jobs for the local populace, but also exposes them to a hi-tech industry where they can eventually grow and build careers.

Impact of the programUDAY Foundation’s has lead to the employment generation in the surrounding communities especially that of women as well as of backward communities. It has also helped reverse migration from urban centers. Also, Uday Foundation has been a big motivator for acquiring higher education especially among the young girls who otherwise would not have enrolled themselves for higher education.

Health is the primary indicator of a developed society. Healthcare is one of the thrust areas of TCSRD. Improving the health of the rural community continues to be an important part of the overall strategy of TCSRD for socio-economic development especially in the area around Babrala.

Special focus in the health sector from its inception has been on the health and hygiene awareness programs. TCSRD addresses the issue of health by adopting sector wide approach encompassing sanitation and hygiene, nutrition and safe drinking water as basic determinants for good health. It also advocates greater convergence with the social program related to the up-liftmen of the rural community.

The core strategies include strengthening of existing infrastructure like sub-centers, Primary Health Centers (PHCs) and Community Health Centers (CHCs) with the support of the two main stakeholders which is community and the government. On program front TCSRD facilitates the government run health program in the rural communities. Along with the community support, TCSRD has been facilitating the Maternal and Child healthcare program. Additionally, it also works on creating awareness about concerns like HIV-AIDS and other common diseases

and the precautions that one needs to take.

The villages being situated at a remote place lacks sufficient transportation facilities. In the absence of qualified doctors in the villages, treatment of the common diseases causes economic as well as physical hardship to the community. This situation has created the demand among the villagers to provide medical facilities in the villages. Since Mithapur has an established hospital, the hospital itself provides for mobile clinic and other community health care services.

Wide range of initiatives has been taken to improve the health and the health infrastructure of the community. To address the healthcare needs of the targeted population, TCSRD has taken the following initiatives:• Swasth Aangan • Divya Drishti • Health Awareness Program

and camps

Swasth aangan projectThe Swasth Aangan project being implemented at the Babrala region focuses on reduction of infant mortality rate, maternal mortality rate and total fertility rate and on achieving the targets set in the UP population policy by establishing and strengthening of community mechanism like village health committee, parivar kalian kendra, ASHA workers.

Community and the government especially the department of health & family welfare are the two main stake holders with whom TCSRD works very closely for the proper implementation of the health program. The community based organisations along with the village health committee members and Swasth Aangan team coordinates and facilitates various activities like mobile clinic, vaccination, antenatal (ANC) and postnatal checkups (PNC), institutional deliveries and reducing malnourishment. In 50 villages of Gunnour and Rajpura block in the Badaun district, TCSRD has been working towards strengthening the community health program. Fixing up the vaccination schedule with ANM, posting of post card to gram pradhan’s informing them about the schedule and the meeting venue, time etc. were some of the activities undertaken by the village health committee members and Swasth Aangan team. Key focus this year has been on creating awareness in the area for availing of all the government health care facilities that are available.

Mobile clinicOne component of swasth aangan project is provision of health services at the door step. The mobile clinic covers fifty five villages of Gunnour and Rajpura block in the Badaun district. Its major focus this year has been to slowly reduce the dependency on

the mobile clinic service and increase the role of village committees, asha workers and ANMs for providing the required services. Consequently, during the year, the number patients reviewed directly by the clinic reduced to 4029 who were treated at 507 camps. Through concentrated effort by the team especially by the ASHA worker, this year 3993 immunization were done under Universal Immunization Program (UIP). Proper registration and tracking of the pregnant women was done by making door to door visit. Pregnant women were motivated to attend the mobile clinic or the ANM for their routine checkup. Women facing gynecological problems were examined, counselled and treated by the group of specialist. This year 6084 ANC were done besides other health check up.

Major focus was given to prevention of anaemia. 2289 pregnant women who lacked vitamins and necessary supplements in their food

were given seeds to grow in their kitchen garden. It was an added supplement for their diet. During the follow up visit, it was observed that their anaemia level has come down.

As per the strategy, major focus was given on institutional delivery and delivery made by trained dais/ people. Out of the 1631 deliveries during the year, held in 55 villages of Gunnor block, 910 were institutional delivery & rest were done by the trained people.Reducing Malnourishment Weight is an important indicator for reviewing the health of children and also an important tool to find out level of malnourishment. The parents of the malnourished children are counselled by the doctor during health camps and regular mobile clinic visits for giving proper diet to their children. Through proper examination and counselling done by the doctor it has been observed that there is increase in the weight of the children. They were also made aware about the proper and balanced diet which needs to be given to the six months plus old babies.

913 malnourished children were examined, counselled and treated out of 11198 children screened.

To improve the health status, weight of under 2 year old children was taken regularly and properly recorded. It was observed that out of the 671

malnourished children, the weight of 163 children increased after the treatment provided by the doctors arranged by TCSRD.

Sterilization campFemale sterilization is highly effective and a safe method of contraception for family planning. Earlier acceptance of this method was not there but gradually women were made aware about the advantages of this method and were motivated by the health workers and ANM. Out of the 203 women who no longer wish to bear children, 153 underwent the sterilization in the camp organized under the Swasth Aangan project.

Training and AwarenessIn order to ensure long term sustainability of the gains achieved in the health status of the area, the swasthaangan project has given special focus on capacity building and training of local health works, linkage with govt. medical centers, establishing systems that would provide primary health care at the door step.

Divya drishti projectIndia is committed to reduce the burden of avoidable blindness by the year 2020 by adopting strategies advocated by Vision 2020. There are an estimate 12 million blind people in the country. Over 90% of the blind live in rural areas. Because of the increase in life expectancy and the projected increase in country population this number is

likely to rise to more than 18 million by the year 2020, if current trends continue. Blindness is mainly a problem of developing countries like ours, but a problem, which could be avoided in up to 80% of cases through proper detection & operation for cataract. Thus TCSRD, in support to this mission organises eye camps and conducts eye checkups for the community residing around the plant area.

Eye campsIn Babrala, under divya drishti project eye camps were organized twice every year in collaboration with Gandhi Eye Hospital.1919 patients have undergone check up wherein 429 patients were operated. The pre and post operative care of all the operated patients were done exclusively with the help of TCSRD.

This year, Haldia had organized the eye camp for the first time wherein preliminary screening was done for 138 people. The camp was organized in collaboration with Vivekananda Mission Ashram and Netra Niramaya Niketan. Out of the 138 people screened, 85 were provided with spectacles and 31 were identified with the problem of cataract.

Vision 2020Under this project, screening of eyes of primary school children as well as self help group members is done by the

TCL volunteers who are trained to do screening. The children who are identified with some sight problem are referred to the Eye Hospital. Along with the free eye check

up at the Eye Hospital, TCSRD provided medicines and spectacles to those who needed, free of cost.

TCSRD Haldia, screened the eyes of total 5788 students. Out of the total 5788, 810 students were screened this year.In Mithapur, 220 students availed the benefit.

Seeing a clear future “Jayaben Ladha, a 25 year old member of Rexene bag manufacturing cluster says,” My job is tedious and involves stitching of Rexene bags. This puts constant strain on my eyes. My eyes used to water after long hours at work. Thanks to TCSRD, in the eye camp I got medicines for my ailment and also was provided spectacles for correcting vision problem.”

Health Awareness ProgramsVarious health awareness programs were conducted in the villages to build up awareness among the women regarding vaccinations and nutritional requirements during pregnancy, intake of iron and folic acid, care during delivery and postnatal care. The role of hygiene in disease prevention, importance of personal cleanliness through washing hands before and after meals, keeping water storage structures clean, boiling drinking water etc were discussed in these camps through charts and lectures. These programs helped to reinforce the old adage “prevention is better than cure”. Women were also counselled regarding child care, vaccinations, and importance of breast feeding.

Awareness program on safety and environment was conducted in schools. The objective of the session was to make the students aware about the current environment issues like global warming, climate change etc. along with the awareness on home safety, road safety, fire & electrical safety.

AIDS Awareness CampPlant area has a substantial population of migrant workers, including truckers and contract labours. The chance for prevalence of AIDS being high in such areas, AIDS awareness program was taken up on a priority basis. Initially

the program was concentrated on truckers and was done in collaboration with Sarvodaya Mahila Mandal, Okha.

Over the years, TCSRD Babrala, has been conducting awareness programs among the villagers too, so as to make the general public, including men and women aware of the disease and prevent its spread. The objective of this program is to spread awareness on HIV/ AIDS in the community and promote safe behavioral practices that would prevent its spread.

IEC materials supplied by National AIDS Control Organization were distributed to community, college students, health workers contract labours and truck drivers. Film shows and quiz program were also organized during the World AIDS week celebration.

Health CampsHealth camps were organized in two villages of Mithapur with the support of Mithapur Hospital. Doctors and

Another camp was organized for malnourished children jointly with TCL-Mithapur Hospital and Department of woman and child welfare. 49 children were checked for various growth parameters (height, weight etc), malnourished babies under 5 years of age were provided with free medicines and parents were counselled regarding the nutritional requirements and care of such children.

Community clinic was opened in Babrala as per the need and request of the villagers from the surrounding areas. This clinic provides them with curative health services, pre-detection of the disease and counselling on importance of personal hygiene.The Community clinic provides services to the

villagers twice in a week by a team of health care providers, which consists of 2 doctors, ANM, compounder and motivator. The process of service at the clinic starts from registration, health checkups and ends with counselling. Free medicines are provided covering the critical first three days. 3433 people were examined and treated for various problems like Acute Respiratory Infection, Skin disease, anaemia, Reproductive track Infection etc. As part of family planning services, insertion of Cooper -T is also done at the clinic.

Blood Donation CampsThis year 38 employees volunteered to donate blood at Haldia. At Babrala, 50 employees came forward for this noble cause.

Education is an important tool to improve the social economic condition of the nation. It is an important indicator of social economic development. It is increasingly becoming the primary determinant of overall development in the emerging knowledge economy.

The right to education has also been enshrined as a Fundamental Right by the Constitution of India. To promote literacy among its citizens, Government of India launched a most fundamental scheme known as Sarva Siksha Abhiyaan also known as Education For All (EFA) movement. EFA movement is a global movement led by UNESCO, aiming to meet the learning needs of all children, youth and adults by 2015.The EFA goals also contribute to the global pursuit of the eight Millennium Development Goals (MDGs), especially MDG 2 on universal primary education and MDG 3 on gender equality in education, by 2015.

The biggest victims of the educational system are those living in rural areas. Allocation of government funds and the conditions of the rural schools contributes to the low quality of education in the rural schools. The attitudes of the children and teachers also affect the quality of the schools. Overall enrollment in primary and middle schools is very low. 50% of children living in the targeted areas of

intervention leave school before the fifth grade. These children leave school for various reasons: some leave because of lack of interest; most of them leaves in order to work in the fields. A large percent of the dropouts are females. 60% of all females in India are illiterate, a figure much higher than those of males. As these children grow into uneducated adults, they are reluctant to send their own children to school. This in turn creates a problem for the next generation.The Okhamadal taluka of Gujarat presents a poor scenario in the education sector. The literacy rate of Jamnagar district is around 65%, but that of Okhamandal is a mere 32% (2001 census). The literacy rate among females is even lesser. The secondary education scenario too is far from satisfactory. Most of the schools in the villages are primary schools and have classes only till VII standard. There are around 5 high schools in the taluka, the enrolment in which is poor. There is high dropout rate among both boys and girls because of lack of motivation to study further and also these high schools in the rural area lack facilities. In Haldia, the average literacy is 72%. It is noteworthy, that the female literacy in Haldia is 98% which is higher than that of male literacy which is 79%. A person with a mere 8 years of schooling will be as disadvantaged in the knowledge economy as an

illiterate person is in modern industry and services.Seeing the above scenario, TCSRD aims to build a long-term perspective by improving the quality of basic education up to class X level and by providing access to all children in the age group of 6-16.

TCSRD initiated several programs to improve the education situation through both formal as well as informal way of learning.

Formal education programs: Book Bank this project was taken up in Haldia with the objective of reducing the dropout rate. With this objective a committee was formed in the selected high schools, the members of which comprised of teachers and students. The major task of the committee was to select the student on the basis of his/her academic performance and the economic status of the family. The project has benefitted a total of 902 students in all and 298 students in 2009-2010. The beneficiaries contribute 10% of the total cost of books provided under this project. The contribution from the students gets deposited in the book bank account of the respective schools. These funds are further used for the maintenance of the books that are returned by the students and also to buy reference books to be used in the library.

Booked for the future:Rajendra Lenka aged 12 years studying in class seventh of Haldia High School is a very meritorious and sincere student. He has a dream to become an officer in the government service. He is very thankful to TCSRD for the set of books provided to him through the book bank project. Rajendra family is not in a position to bear the expenses of his books as his father is old and unemployed and his mother works as maid servant and earns a mere of Rs. 800 to Rs. 1,000 a month for the family. Coming from a family where the total family income is not sufficient to meet the ends, providing education to Rajendra was last in the priority. Rajendra got the set of books in class 6th and now again in class 7th. He stood 3rd in his class 6th due to his sincerity in studies. Rajendra is very happy with this initiative of TCSRD as it helped him not only with the books but also to pursue his education.

Shala Praveshotsav: TCSRD facilitated Shala Praveshotsav, implemented by Government of Gujarat. This program aims to increase the enrollment of children in primary schools by motivating their parents. As part of this program, school bags were distributed to 2000 students of all the primary schools in Okhamandal. These bags were purchased from the Rexene unit formed under the rural

entrepreneurship development program.

Scholarship Program: Under the “Desh Ko Arpan” program, deserving, meritorious children of salt workers are awarded scholarship to complete their schooling. The scholarship is provided to students studying from class Vlll to X. The scholarship amount of Rs. 4,500/- is given to them every year. The project aims to support the education of children, who would otherwise quit studies due to monetary reasons. This year 93 students availed the scholarship.

Girl child education program: 85 students belonging to the socially disadvantaged class, studying degree courses affiliated to the SNDT University were also provided with scholarship. TCSRD gave a total of Rs. 1,29,000/- for their education. The initiative is part of affirmative action program of TCL. It aims to encourage girl child education apart from providing education support to the socially disadvantaged class in the region.

Earning education:Dipen Nandhubha is a recipient of Desh Ko Arpan scholarship for salt workers' children since 2007-08.A student of Mithapur High School, Dipen belongs to a family, where his father works as a casual labourer in salt pans and during offseason, as a daily wager in the fields.

Dipen, who is a bright student, has been getting the scholarship from class 8th std. This scholarship has helped Dipen to complete his high school education.

The patchwork of life:Bhavnaben Nakum of Udyognagar village is one of the beneficiaries of the scholarship awarded to students belonging to disadvantaged class studying for degree course. Bhavnaben life crumbled after her husband's death as she had a small child to look after. She had only studied till 7th std. She studied hard for the University Entrance Test exam which is equivalent to 12th std. and cleared the same. She completed her stitching course which helped her to earn her living. Bhavnaben has now, decided to study further to increase her job prospect in the market. The scholarship provided by TCSRD helped her immensely to achieve her dream of studying further.

Informal system of learningBal Utsav:Education is incomplete if it only emphasis on classroom teaching. Overall development of a child is possible, only if the child gets an opportunity to develop confidence, hone additional skills, express views and showcase his/her talents. TCSRD has been organizing the talent festival for the village school children, christened “Bal-Utsav” since

2005. The event is eagerly awaited by the children as well as the employees alike. The employee volunteers adopt different schools and guide and train the students over a period of 2 months for various competitions - singing, dancing, elocution, painting, sports events and science exhibitions. The two day event sees maximum participation of employee volunteers. It gives them a chance to experience rural reality and develop a sense of satisfaction of having contributed to

developing future citizens. The empathy and bond they develop with the school children goes a long way in cementing their ties with the community. The children take with them an experience to cherish and a determination to bring laurels to their schools through their activities.

This year 345 children from 23 primary schools of Okhamandal participated in

the competitions. Prizes & certificates were distributed to the winners and consolation prizes were given to all the participants. At TCSRD Haldia, children week was celebrated in 4 primary schools of Haldia. During this week, different programs such as awareness sessions on personal hygiene, making of various products from waste items was organized along with some outdoor games. On the Children's Day, competitions on dancing, singing and recitation were organized in three primary schools of Haldia.

Adult Education: The low literacy rate is one of the impediments for the development of the society. Illiterate parents seldom have the motivation to teach their children leading to low standard of living. Though scattered efforts have been made in the past to improve the literacy rate in the region, TCSRD has now started taking sustained initiatives in this direction. Women, mostly members of the self help groups have been the enthusiastic participants of this program.

The program has been implemented in Babrala and Mithapur. 400 women and girls benefitted out of this program in Gunnaur region. Adult cum functional literacy was also imparted to 200 women members of the self

help group from Devpara, Hamusar and Okha villages. Though, it's a small step towards empowering the rural women, overall the program has helped the women to make informed decisions in their lives.

jurisdiction and thereby, bring various government schemes and facilities to this school. Today there are more than 94 students studying in this school.

Construction of the boundary wall and paving of the school groundTo provide better infrastructure and management, TCSRD helped in repairing the school building. After getting the request from the community and doing the detail inspection, TCSRD started the construction and repair work with the assistance from Gram Panchayat School committees. Till date 150 boundary walls have been constructed and brick paving of the 4 school ground has been completed in Babrala.

Construction of Toilets at BabralaTo improve the sanitation facility in the surrounding rural areas, TCSRD constructed tanks toilets with prefixed beneficiary contribution. This year 24 toilets have been constructed in core command areas. Till date a total of 274 toilets have been constructed in the area.

Solar Energy at BabralaSolar energy is the best alternative source of energy. This year 35 solar light and lanterns were distributed to 35 beneficiaries.

The infrastructure development especially schools, proper road connectivity etc. is very essential for the development of the community. It helps in improving the standard of living of the rural population. Also, these projects help in establishing and maintaining relationships with the rural communities for undertaking other community development initiatives. Keeping this in mind, TCSRD undertakes relevant infrastructure development projects at all its three locations.

Infrastructure development programConstruction of the Nagaliya school building at Babrala.Nagaliya School is located 2 km away from TCL, Babrala. The Nagaliya kazi village does not have any school close by therefore; none of the children from that village were going to school. TCL in the year 1996 built a school for the village and handed it over to them. However, because of lack of proper local management, the school was not functioning for the past 11 years. For the school to function properly, 'Nagaliya Siksha Samithi' was set up with villagers and teachers as its members. TCSRD assisted the committee in identifying the concerns and helped them to address them in the right way. Efforts were also made to convince the government to include this school under its

and rewarded at various company functions.

This year volunteers gave major contribution in eye camp, animal husbandry camp and founder’s day program. DAV school students and teachers also participated in eye camp activity.

TCL Haldia branchTCSRD under the banner of HOPE organized a drawing competition cum cultural program for the orphan children of Gandhi Ashram. 81 children participated in the drawing competition. The drawing material for the program was sponsored by the employees of Tata Chemicals Ltd (Haldia) and employees of Bishop House (Kolkata).

The program was a great success as around 15 employees volunteered for the program. They helped in bringing smiles on the face of a hundred of children of the ashram.

Smile for them:Ms. Mamta Akula is a new but enthusiastic volunteer, working as officer - HR in Tata Chemicals Limited, Mumbai. She is associated with Tata Chemicals Society for Rural Development through "HOPE initiative" since last one year. She has whole heartedly participated in various projects like awareness sessions with the underprivileged children, on

health, environment and hygiene awareness programs. As a team they came out with very innovative and interesting ways of communicating the messages to the kids, through skits, play, joker show, puppet show, drawing competition etc.

She feels “seeing the smile on the face of the children gives her immense happiness". During one of the awareness sessions with the kids she actually relived her Bachpan (childhood) once again. She feels that she has gained more than what she has given and would love to participate more actively in these activities.

Service before self:Mr. David. B. Massih is one of the enthusiastic volunteer, working as Nursing officer in Tata Chemicals Limited Hospital, Babrala. He is associated with Tata Chemicals Society for Rural Development since sixteen years. He has given his valuable time in various projects like Animal Husbandry, Eye camp, Community clinic and Swasth Aangan project. He has been involved in various activities like doing registration, distributing medicines to the patients in OPD and eye camp and counseling them.

He feels that serving the humanity is the best of all. He loves to interact with the villagers and counsel the patients who come for treatment at community clinic.

The spirit of volunteering is the integral part of the Tata ethos. A volunteer is someone from the community who contributes to the development of the community. They are valued as individuals who bring a unique contribution to the group with whom they work. Volunteers work for no reward other than their own development and of their community. The TCL employees who volunteers, bring in their skills and interest to improve the quality of life of the people they serve.

The volunteering program has succeeded so well as it brings benefits to all concerned: volunteers grow and learn from their interaction with the community; their work on sustainable and development oriented projects helps the community in many ways both tangible and intangibles; and the goodwill thus created helps the company and the brand build enduring relationship with the community.

TCL employee volunteers program which is now called Harnessing Opportunities for People’s empowerment (HOPE) has a database of volunteers spanning the organizational hierarchy, from senior management to contract employees. Family members of the employees, too, find time regularly for community initiatives. The work they do is recognized

Their identity is his:Mr. Rajat Sharma is a TCL employee of legal department, Babrala. He has been associated with various volunteering activities organized by TCSRD on regular intervals. He has contributed his time, skill and experiences in various community development projects such as AIDS week, blood donation campaign and eye camp.

By doing good for the community, provides him a natural sense of accomplishment. Volunteering gives him a sense of pride and identity. It allows him to be in touch with the community. According to him, volunteering gives him a platform to make new friends, expand network, and boost his social skills. It also strengthens ties with the community and broadens support network. One can find volunteering as meaningful and interesting as it is great source of relaxation and an escape from the daily routine of life and work.

Work is play for Ketan:Mr. Ketan Nandha is an employee of projects department, Babrala. He voluntarily participates in various projects running under TCSRD like eye camps, life-line express, old clothes collection drive, etc. He enjoys working with the community and want to be helping hand for the down trodden. He took lot of initiative in the celebration of the environment day. He helped in the drawing competition for the school children. He expresses his feelings in these words of Elizabeth Andrew, an author, writing instructor and spiritual director - “Volunteers do not necessarily have time but they have heart.”

After the successful completion of the preparatory phase which ended in June 2008, TCSRD helped in implementing the program. The implementation phase which started in early 2009 began with implementing the village action plans as per the timelines and allocated budgets. Setting up of the community based organizations like water management committees, village development committee etc. was the first step towards the implementation of the programs. Opening the village bank account for the management of project funds and contributions by the community was also done at

the beginning of the project. The programs here are divided into three main heads: Adding economic value, building social capital & harmonizing environment.

Adding Economic Value

Infrastructure Development It has been observed that by improving the infrastructure facilities of the community the living conditions of the people also improves. To create, upgrade or renovate infrastructure facilities as per the community need was the first activity undertaken towards empowering the people of the community. With the participation of the community, Gaushala for the village Tunda Vandh was constructed. To manage the Gaushala, Tunda Vanda Gauseva Charitable Trust, a registered body having 8 trustees from the village and 3 from the company was created. TCSRD & CGPL plans to gradually phase out after making this trust a self sustained institution. Another important initiative undertaken was the construction of household sanitation units in partnership with Total Sanitation Campaign (TSC), a program promoted by Government of India. In first phase, 204 sanitation units were build up in the village Tunda and Vandh benefiting 204 families of which 18 families belong to Below Poverty Line (BPL) category. The best part of this

Tata Power, the promoter of Coastal Gujarat Power Limited (CGPL) approached TCSRD to set up their CSR projects in Mundra, Kutch. TCSRD on the basis of its past experiences of setting up of the sustainable social development programs in the Okhamandal region agreed to support Tata power.

As part of the CSR strategy, a multi prolonged approach was adopted to implement the community development program. In order to achieve its goal of developing a healthy, educated and self-reliant society, it first helped the people especially women, children and youth to get organized and be an active partners in the development process. In their effort to create a sustainable development models with the ownership of the community, the following thematic areas were focused on:• Health, • Education, • Income generation &

livelihood restoration,• Infrastructure development, • Energy conservation • Natural resource

management.

TCSRD agreed to support CGPL for a period of two to three years which began from April 2008. The implementation of the social development programs began in four villages around Mundra (Tunda, Vandh, M'kandagra, and N’bhadia). TCSRD took up the following activities:

initiative was that it was completely managed by the concerned individual of the community. This has helped in creating a greater sense of ownership among the community members. Each household gets an amount of Rs. 9,000 from CGPL. Rs. 2,250 is given to the below poverty Line (BPL) families and Rs. 750 to the Above Poverty Line (APL) families from District Rural Development Agency (DRDO) under total sanitation program through the taluka panchayat.

Construction of sitting platforms (Otala) in village Tunda Sitting platform under tree has been constructed in village Tunda as part of the beautification work. Gram panchayat had requested to renovate the existing sitting platforms used by the villagers as common meeting place located at the entrance of the village.

Construction of community hall in village is in progressThe community hall of the village belonging to the Rabari community was in bad condition. The villagers requested the CSR team for renovation of the building and in consultation with villagers CGPL- CSR has started the work. The building is going to serve as important facility for their social and religious events.

Installation of streetlight at village Tunda and VandhMovement at night in villages of Tunda and Vandh was difficult and always had an inherent risk of meeting with accident as there were no street lights. The team during their interaction with villagers identified the need and initiated work for installation of street lights. In a period of two weeks 73 lamps were installed across the village and as result the life become smoother for the villagers and visitors.

Income Generation and Livelihood Restoration The Income Generation and Livelihood Restoration program aims to provide community especially women and projected affected families (PAVs) access to varied livelihood options within local avenues for sustained income and leading to decrease in the number of families living below poverty line conditions. Forming self help groups (SHGs) is one of the activities under this program.SHG has been one of the key activities for mobilizing rural women to initiate income generation activities and micro enterprises initiatives. Currently, 16 SHGs have been formed in the catchment villages with 235 members. The total savings of these groups is Rs. 1, 65,900/ out of which Rs. 48,000/ has been given to the members as loan. Thrift and credit activity has been initiated among 6 SHGs

Linkage of SHGs with Sakhi Mandal ProgramTo make the SHGs self sustainable, they have been linked with Sakhi Mandal scheme a program of Government of Gujarat. All the 16 groups, because of this linkage, will be provided with the financial support by the program. Each group will be assisted with a revolving fund and the team would be focusing on enhancing the skills of the group members. SHG Exposure visit An exposure visit for the SHG members was organized. SHG members from Vandh village visited TCSRD, Mithapur to get a firsthand experience of the income generation activities being carried out by the member’s facilitated by TCSRD. The team was given the orientation on the handicraft promotion work being done by Okhai. 38 members of different groups participated in the exposure visit.

Camel vaccination camp at village Tunda - VandhCamel vaccination camp was organized in order to immunize the cattle against prevalent seasonal diseases. The activity was executed as a joint initiative with Animal Husbandry department. The team of doctors from Bhuj, Bhujpur, Mandvi and Mundra offered their services for the camp. In the camp, 17 camel owners came with their 991 camels. Prominent village leaders and district political leaders participated in the

camp and appreciated the company’s effort.

Building Social Capital

HealthTo improve the quality of health care services and also enhance the access of community to the existing government health care services with special emphasis on maternal and child health through strengthening capacities of service providers and institutions for overall

reduction in maternal, infant and child mortality has been the main focus under the healthcare services. Currently focus is on providing service through organizing general and disease specific medical camps and creating awareness among the community members on positive health behaviours. During the year following programs were organized:• First aid training programs

for schools was organized in the Nana Bhadia village in partnership with Indian Red Cross Society. 31 students

attended the training program.

• Health and hygiene awareness drives in schools

• Polio vaccination drive in collaboration with health department

• General health check up camp at Tunda

• Physiotherapy, eye check up and audiometric camp at village Mota Kandagara for all catchment villages. In all 125 persons suffering with one of the above ailments got services from the camp. 19 patients were referred for cataract surgery.

• ENT camp at village Nana Bhadia. In all 156 students got services from the camp

• HIV/AIDS awareness program for CGPL employees

Harmonizing the Environment

EnergyIn partnership with Gujarat Energy Development Agency (GEDA) Gandhinagar, Bal Urja Rakshak Dal (BURD) program was organized. BURD is an initiative of Bureau of Energy Efficiency for sensitizing and perspective building among school children and teachers on conservation of energy. The project is currently being implemented in 15 schools each from Mandvi and Mundra talukas of Kutch. Activities organized under this program are follows:

Drawing Competition -“SAVE ENERGY SAVE EARTH”

An inter school drawing competition on theme “Conserve Energy” was organized to generate awareness among the school children on conservation of energy. The competition was organized for primary school children (4th to 6th standard) and high school children (8th to 10th standard). The themes for the competition were -• Save Energy - Save Earth• Save Fuel - Save

environment

In all 796 students from 33 schools around Mundra participated in this competition. Two best drawings from each school were nominated for the state level competition organized by Gujarat Energy Development Agency, (GEDA) Gandhinagar.

Celebration of Energy Conservation Day: A rally of school children was organized at Bhuj and Mandvi Taluka of Kutch district on 14th December 2009 to mark Energy conservation day. The rally was flagged off by Mr. Vasanbhai Ahir, Hon. Minister of State, Government of Gujarat. Around 900 school children participated in the event. Followed by the rally a drawing competition was organized.14 schools of Bhuj participated in the competition.

Training of Trainers’ (Teacher’s Training on energy conservation)A training program was

organized for school teachers at site office in partnership with Gujarat Urja Vikash Agency (Gandhinagar) and Gujarat Vidyapeeth (Ahmedabad). 24 school teachers from 30 schools of Mundra and Mandvi talukas were trained on components of BURD program and also on the process for energy audit of structures.

Exposure visit of school childrenAn exposure visit for the members of Bal Urja Rakshak Dal from high schools of Mundra and Mandvi talukas was organized to village Vandh in Mundra Taluka. 54 students and 12 teachers from 11 high schools of Mundra taluka and 70 students and 23 teachers from 14 high schools of Mandvi taluka participated in the one day exposure visit. The theme of the exposure tour was to impart firsthand knowledge to the students about local sustainable architecture structure i.e. Bhunga (Huts) at village Vandh. After the site visit the students in their respective school group made a presentation on the key learning with special emphasis on energy conservation elements. A small token of appreciation was given to all students and teachers who participated in the exposure visit.

Construction of rain water harvesting structuresWater conservation is one of the core focus area under our

Natural Resource Management program. With an objective of harvesting of rain water going unutilized, a roof water harvesting structure has been constructed at Anganwadi Center of village Tunda. A 10000 litres underground storage tank has been constructed to harvest the rain water which will be used mainly as drinking water for children of the Anganwadi Center.

TCSRD as a team is united by a shared vision which is to become a center of excellence that shapes sustainable development practices and inculcates social sensitivity to enable and empower communities. Its goal is to reach out million plus by 2015.

TCSRD would continue to follow an integrated approach to fulfill its goal. It would further lay stress on strengthening the strategic and collaborative partnerships and build capabilities of not only its own team to perform to its maximum but also of the stakeholder with whom it is working.

To shape sustainable development practices, TCSRD would continue to work towards creating a sustainable resource base; creating sustainable livelihoods and take up more research projects on water/livelihood/ agriculture. TCSRD would collaborate with CAT for agriculture/ soil research. It would also focus on the innovations and would advocate best practices.

To build an enabling and empowering communities, TCSRD would continue to work towards building effective community based institutions; building awareness, skill and competencies and thereby, work towards improving the quality of life.

The current approach which TCSRD is following is of either direct implementation or

facilitation but from the current financial year, TCSRD would also concentrate on few target areas and intensify their efforts in the selected target areas. It would also like to increase the visibility and showcase its pilot innovative approaches

Working towards building an empowered community, TCSRD plans to establish the training and development center at each of its three locations. TCSRD would build the capacities through trainings of all the stakeholders with whom it’s working.

It also plans to establish the communication and publication cell as a knowledge delivery cell at two locations (Babrala and Mithapur). By doing this, TCSRD would be able to fulfil its most critical need of documentation and information dissemination. This cell would help TCSRD update its website regularly, document program reports effectively; publish the success stories, newsletters, information brochures more regularly and help TCSRD in management of the media.

TCSRD would also look at increasing its collaborative partnerships by including regional alliances; global alliances/network for knowledge and research. To strengthen the partnerships, a partnership management cell within the research and innovation cell is envisaged. Linkages with the academic institutions would help in undertaking the monitoring

and impact assessment of the TCSRD programs.TCSRD would continue to focus on how TCSRD programs can increase its impact and make the difference in the quality of life of the people whom it is serving. TCSRD would continue with its good work at the field level. It would concentrate on natural resource management, water conservation and management, integrated agriculture and its allied areas development program, fisheries, improving soil health; rural energy; alternate energy (wind, solar, bio gas, and energy conservation); conserving bio diversity, species conservation (Whale Shark, coral reef, turtle); social forestry and mangroves plantation and bio diversity reserves.For the success of any institution, transparency, accountability and good governance are the important ingredients. This year TCSRD would seek assessment through third part audits and also apply for ISO certification so as to further embed processes and their delivery system. For this, TCSRD would approach TCL business excellence team for their support.The experience of setting up of the sustainable social development programs in the Okhamandal, Babrala & Haldia region has given TCSRD confidence to be a resource organization for other companies. TCSRD aims to set new benchmark in implementation strategy and processes.

Four board meeting were held during 2009-10 on 15th May 2009, 27th August 2009, 3rd December 2009 and 30th March 2010. At the board meeting in May, 10 members were present. At the meeting in August, 7 members were present, in December meeting, 10 members were present and in the March 2010 meeting, 12 members were present.

TCSRD is registered as a Society under the Society Registration Act 1860, vide number Gujarat/136/ Jamnagar dated 11/01/1980. It is also registered as a Public Charitable Trust by the Deed of Declaration Trust No. F115/ Jamnagar dated 11/01/1980TCSRD has been granted registration under section 12A (a) of Income Tax Act (Exemption), New Delhi, vide letter no.66/T_26/CIT.R/80-81 dated 11/06/1980

TCSRD, from its inception has been working towards bringing social equity by implementing need based programs in its area of intervention. The impact of various programs undertaken by TCSRD has been mentioned in details in the annual report 2009-10.

ABOUT TATA CHEMICALS SOCIETY FOR RURAL DEVELOPMENT

Tata Chemicals Limited (TCL) set up the Tata Chemicals Society for Rural Development (TCSRD) in 1980 to promote its social objectives for the communities in and around Mithapur, Gujarat where its facility is located. The service were further extended to the communities in and around Babrala, UP and Haldia, West Bengal.

The Society works to protect and nurture the rural populations in and around TCL's facilities. It helps them achieve self-sufficiency in natural resource management, provide livelihood support and help in building of health and education infrastructure.

Taking into account the different geographical spread of the three regions and their individual subcultures, different environmental, economic and social development programs have been planned and implemented in these regions.
