Set up in 2001 as a state nodal agency for promotion of self-employment and en-hancing competitiveness of MSMEs through various training programs the EDII has today evolved as the state nodal agency for innovation catering to entrepreneurs across the spectrum with a goal of economic development through enabling innova-tive, sustainable enterprise creation.

RESEARCH, INCUBATION AND INNOVATION—

• EDII is the state nodal agency for Innovation recognized by GoI.

• Has connected with over 400 colleges across the state under the IEDP program and facilitates student entrepreneurship including start-up funds to student project.

• Offers entrepreneurship courses through NEN network. So far over 15000 students from more than 200 colleges enrolled.

• Initiated developmental reporting of MSMEs in Tamil Nadu- a pioneering report on MSMEs and start-ups across the state.

• Women technopreneurship cell of EDII supports women for tech-based entrepreneur-ship including capacity-building.

• Organizes boot camps, hackathons across the state.

• Conducts conference series titled- InnovaTN, BioinnovaTN, incubaTN across the state with leading institutions.

• EDII is one of the executive council member of the TN bioeconomy cluster promoting bioentrepreneurship along with leading research and academic organizations.

• EDII is the state nodal agency for TN START-UP AND INNOVATION POLICY and is involved in setting up of the Start-up Mission.

• Has forged major working partnerships with Anna University, IIT Madras, IIITDM, IFMR-LEAD, TNAU Coimbatore, Women Biotech Park, Siruseri, FFDC, Kannauj and various other ecosystem players.

Beginning 2017, EDII launched support for research-driven, S&T based enterprise de-velopment through the Tamil Nadu Manufacturing Business Incubation Infrastructure Development Project (TNMBIIDP). This project was sponsored by the State Planning commission under the ‘Tamil Nadu Innovation Initiatives’ (TANII).

1.0 VISION—Building shared prosperity for sustainable innovative, indigenous solutions that reduce unemployment.

2.0 GOAL—• Fostering research-driven, tech-enabled

innovative entrepreneurship amongst a wide spectrum of population in different parts of Tamil Nadu especially in sectors holding huge promise for indigenous product development.

• To catalyse R&D activities and pledge existing resources for entrepreneurship opportunities.

3.0 PURPOSE—The incubators at present across the country are primarily being established at engineering colleges and B-Schools in major cities. However there is a need to reach out to larger populations in different parts of the State. Also it was felt that

EDII-TNthe thrust focus for establishing these incubation centers needs to be the research credentials and scientific potential of the host institutes so that there could be more indigenous product development than targeting emerging markets without original innovation.

Further the R&D activities need to be taken up towards commercialization benefiting the society. Apart from tech transfer and licensing, these organizations should serve as nodal hubs where any common man with entrepreneurship aspirations should be facilitated to start-up and set up small businesses in the core thrust areas of the incubation center.

4.0 WHY TNMBIIDP?—With this broad goal in mind, the proposals were invited from various academic institutes including polytechnics, research organizations and industrial bodies across the State. The applications were competitively selected based on their research expertise and in-house innovative capabilities in supporting indigenous product development with potential of com-mercialization across specialized domains

• Training programs are being organized for specialized skilling required for incubation managers.

All incubation centers are being established as a separate legal entity- Sec 8 enterprise for greater autonomy and efficiency in management and promoting Tamil Nadu as global innovation and entrepreneurial hub..

5.0 EDII AS START-UP & INCUBATOR RESOURCE CENTRE—EDII has prepared a Strategic Plan for Innovation and Entrepreneurship Development for Tamil Nadu for the period 2016-2021. Government also has proposed implementing a Start-up Action Plan for Tamil Nadu and EDII will have a major role in implementing this. Recognising that Incubation services, virtual or physical, are known to reduce the failure rates of new born enterprises, EDII, with funding from GOI and State Government programs, will support formation and building capacities.

6.0 ELIGIBLE INSTITUTIONS—The EDI Business Incubation Initiative focuses on low cost incubators aimed at manufacturing by leveraging the expertise, equipment and laboratories in Engineering and Science Colleges as well as polytechnics as the base resource. The other set of institutions could be industrial houses and industry associations which have access to equipment and machinery of their members.

There are two formats in which assistance would be granted:

7.0 SELECTION PROCESS & SANCTION—The following broad parameters are used for technical evaluation of the proposals

a. Preparedness of Host Institute (HI)/ BI in terms of infrastructure for the BI and strength of connections with local entrepreneurial & industrial ecosystem.

b. Prior achievements in terms of startup activities, industrial R&D, patent commercialisa-tion, prototyping and industrial networking.

c. Management support and Team proposing the BI at the HI and capability of HI in promoting startups and innovations.

d. Approach and Methodology to be adopted, innovative content and pipeline of potential incubatees.

e. Industrial partner and strength in the thrust sector in which incubation is proposed.

f. Assessment of realization potential of projected milestones, co-funding and sustainability of BI.

8.0 INCUBATOR FOCUS AREAS & STRUCTURE—8.1 EACH BI WILL BE REQUIRED TO MEET THE FOLLOWING CONDITIONS:a. The BI will chose atleast one area of

specialisation below, though it will be free to incubate any other business as well to start with.

Automobile & Sustainable Transportation Technologies, Biotechnology, Rural innovation, Communication technology (publishing, printing, media, design etc), Medical devices & implants, Nanotechnology, Water & Environmental Technologies, Smart cities Technologies, Smart/Advanced manufacturing Technologies , Life Sciences, Industrial IOT, Renewable Energy, Organic agro-processing Technologies

b. The BI will create an SPV as a section 8 company under Companies Act 2013.

c. The BI would also put in place a dedicated full time Incubator Manager (IM) with desired domain and management expertise and one operation manager

within six months from the date of release of funds. The BI Board will have full freedom to decide the composition, recruitment and compensation of the IM as well as the team of the BI. The compensation debitable to TNBIIDP funds shall not exceed Rs 1.25 lakhs per month. This can be escalated by a maximum of 10% per year based on outcome performance, by the SPV Board. The Institution can however choose to pay outstanding candidates additional sums from its revenue sources.The overall salary expenditure shall be limited to Rs 2.00 lakhs per year.

d. The BI should develop appropriate formal linkages in the form of a cooperation agreement with large companies and/or industry associations and/or Research institutions to ensure its success. The BI will also foster industry research projects.

e. The BI would evolve a transparent system for selection of incubatees. The incubatees would be admitted subject to fulfilling the admission criteria and the BI would enter into an appropriate agreement with the incubatees.

9.0 BI PROGRAM MANAGEMENT OFFICE @EDII—9.1 A BI Program Management Committee, headed by Director EDII and comprising of DTE or her representative, Dir/E&T or his representative, Director, Collegiate Educ or his representative, IIT-Madras Incubation Centre, one reputed & successful Startup entrepreneurs one from a corporate would approve, review, monitor and evaluate the BI activities in these colleges.

9.2 A BI expert panel will be constituted for each sector

with sector experts from academia and industry to evaluate the project reports submitted during application evaluation, fund release request processing and to carry out site visits for evaluation of progress from time to time.

The PMO will also render the following services:

• Capacity building for institutions to run incubation & innovation centres

• Create a network of TN Incubators for sharing of best practices

• Organise Annual Regional & State TN Start-up Summit for sharing experiences of incubators and incubatees

• Visits, Monitoring, Evaluation & Documentation of Incubators supported

9.3 Once the Startup TN Mission is formed, these activities would be transferred to the Mission

HIGHLIGHTS OF INSTITUTION-AL STRENGTHS—Farm - This institute has the largest land area amongst all colleges in the university to an extent of 476.61 hectares which comprising of wetland, garden land and dry land for agricultural crops and separately for horticultural and tree crops.

Laboratories: There are 17 laboratories with state-of-art facilities and instructional farms in different disciplines

College Library: 15,370 books and 1632 e-books, 14 National journals and 3245 e-journals, 948 bound back volumes and 275 thesis, e- abstracts, e-databanks and e-thesis and Video/CD library. Book Fair is being conducted every year.

Scientists from various disciplines of this campus have undertaken 55 research projects during the last five years. The institute collaborates with government agencies in India viz., NADP, UGC, TANII, DST, DBT, DAE and ICAR.

Venture Capital Schemes on TNAU Coconut tonic, Dry Land Beekeeping Bee, Production and sale of bio-inputs and beneficial microbial products for plant disease management, mushroom production. Production of Foundation and Certified seed in Rice are being operated.

The institute was honored with “Best College in TNAU” for three times during 2002, 2005 and 2009.

SIGNIFICANT RESEARCH OUTCOMESThe institute is involved in dedicated research in all frontier areas of agriculture pertaining to southern districts namely Thoothukudi, Tirunelveli and Kanniyakumari. Research studies are carried out to develop new varieties and management practices in rice, pulses, horticultural crops and forage crops. Since inception, the institute has released five varieties in crops, obtained two patents and commercialized two technologies.

UNIQUE RESOURCE PLAT-FORM FOR INCUBATEES—• 5000 sq.ft office space

• Exclusive hydroponics and aeroponics facility. A model hydroponic unit was established with a production in 32 trays of size 3 X 2 feet. The most preferred grain is Maize fodder which gives a maximum of yield of 18 kg per tray. This model unit will be sufficient to rear 4 milch animals with continuous production.

research products for animal healthcare and clinical services.

• Promoting start-ups in animal health care, instrumentation and clinical services for veterinary purpose.

ENTREPRENEURSHIP DEVELOPMENT PROGRAMS—EDII has adopted a process-based life-cycle oriented training, facilitation, mentoring, networking support along with recognition, celebration and documentation of entrepre-neurship and innovation across the State

• First phase (ideation stage) - The activities are initiated with one-day entre-preneurship awareness camp covering all the districts.

• Second phase (business planning phase), comprises of five-day business model and plan preparation camps.

• Third Phase (business launch phase), supports entrepreneurs through training to those who have received sanction of loans under various Government Schemes.

• Phase-IV (for existing enterprises), focuses on topics of significance to day to day operations and future expansion of enterprises.

• A monthly networking meet is conducted at EDII‟s campus every second Friday

• Special trainings are provided to TAHDCO and SC/ST entrepreneurs for capaci-ty-building and technology upgradation

CLUSTER DEVELOPMENT PROGRAM—• The programs are conducted to help

clusters in its formation and towards reaching sustainable growth through training workshops.

• EDII is working jointly with National Productivity Council (NPC) in implementing ‘Lean Manufacturing Com-petitiveness Scheme’ (LMCS), National Institute of Design in implementing ‘Design Clinic Scheme (DCS)’ and Quality Council Of India, New Delhi in implementing Zero-Effect, Zero-Defect (ZED) program for the benefit of existing Clusters. The above programs are forming part of National Manufacturing Compet-itiveness Program (NMCP) Scheme of Government of India, Ministry of MSME.
