TRSD – TALENT RESOURCE SECURITY DIVISION

It gives us great pleasure to introduce the Talent Resource Security Division (TRSD) as a new service on offer to our valued clients. The aim of this function is to ensure that our clients receive the best possible value and cost savings on new operations or, on existing contracts. Security costs can be prohibitive in the telecommunications industry. Networks may well be paying over the odds for insufficient, overmanned, over-priced or sub-standard security services due to the lack of preparatory research and knowledge at the evaluation and selection process. A small percentage saving on a medium to long term security contract could result in substantial savings over a given period of time.

TRSD, as the name suggests, is a security division that specializes in the analysis, evaluation and the financial variables of contract security. TRSD has no bias or ties to any security providers allowing us to give a completely honest and professional appraisal of the client’s needs. The results of this appraisal will be submitted only after a thorough evaluation based on client needs, sourcing local or international companies capable of delivering the services required, the issuing of a comprehensive Scope of Works, the issuing of a Request for Quotation and an aggressive one to one commercial and capability evaluation of offer with any prospective suppliers.

We have an in depth understanding of direct and indirect costs, overheads and the expected profit margins that are the main ingredients of a security quotation. TRSD can make cost savings by enforcing the use of best practice, concurrent activity and shared resources with the security setup. Strong negotiation skills combined with an in-depth knowledge of the business is a powerful tool when discussing inflated charge rates.

TRSD can offer a range of services including but not limited to; new business start ups, evaluation and renegotiation of current contracts, the transfer of in-house to outsourced security (or outsourced to in-house), operational implementation and initial development of new security operations, provision of security related policies and procedures and local management training.

We can confidently offer these services as our senior consultant has many years experience within the operational and commercial aspects of the business as well as holding a number of senior management positions in the UK and abroad.

ABOUT ARTHUR KEITH – CHIEF SECURITY OFFICER

Arthur Keith began his career in the British Army enlisting in the Black Watch in 1972. He retired in 1997 after serving as the Regimental Sergeant Major of the first battalion for the final three years. Arthur was immediately offered a post as General Manager for Scotland for a London based Security Company where he quickly set about building up the business from scratch and within 3 year period was turning over several million pounds and had implemented and developed an operational and administrative platform to support the operation.

In June 2005 he accepted an offer to fill the post of Director of Operations for the mobile network Comcel Haiti, and was promoted to Director of Security shortly after. This post entailed working with an International security unit and a large number of local personnel drawn from three local companies. Arthur held this post for three years. A short spell followed as project security manager for a major project in Dubai that was cut short due to the economic situation in the latter months of 2009.

He is now, since March 2009, the Senior Security Consultant for Wataniya Mobile in Palestine. Due to the lack of contract guarding in this part of the world Arthur had to select and then mentor the local security provider in all aspects of the security function.

Arthur Keith is a security professional who due to his recent experience is specializing in the selection of security providers and contract evaluation for the Telecommunications Industry. His experience in the difficult world of contract security management in the UK, combined with his operational ability in hostile areas abroad, has benefited many companies. His understanding of the security requirement, who can deliver the service and how much it should cost, can prove to be substantial benefit to clients from an operational and financial standpoint.

NEW OPERATIONS

PHASE 1- START UP

Duration 30-45 Days

Security Survey: A full security survey carried out on all buildings and facilities to identify the security needs of the client.

Security Plan: A detailed security plan determining the levels of cover, supervision, administration and contract management to furnish the needs of the organization.

Scope of Works (SOW): Lay out a SOW for potential suppliers so as to have a mutual understanding of the expected service delivery.

Request for Quotation (RFQ): The preparation and issue of a detailed RFQ encompassing all salient operational and financial matters. The RFQ would include a contractually binding Service Level Agreement detailing the scoring system and financial penalties.

A comprehensive set of Assignment Instructions issued for all security functions provided by the supplier.The knowledge transfer and mentoring of a local manager.

PHASE 3- QUALITY ASSURANCE

Duration 7-10 days

A quality assurance check of the service delivery.

Inspection tour of all facilities.A service contract review to identify possible improvements or cost saving measures.

Bid Evaluation: A thorough evaluation and selection process on all bids received. An aggressive Q&A session with shortlisted suppliers covering all operational procedures and financial issues. A second meeting with the shortlisted suppliers with the aim of reducing the amount of the original bid.

Recommendation: Selection of the preferred supplier and notification of award of contract.

PHASE 2- IMPLEMENTATION & DEVELOPMENT

Duration 30-45 days

A security professional seconded to the client for implementation and development of the contract through the initial stages of the new operation.

EXISTING OPERATIONS

This service entails a complete evaluation of a security function that is already in place. The aim is to identify year on year cost saving measures by either a realignment of the contract in place or to return to the market place to a number of suppliers to maintain or improve the service delivery for a lesser price. The sequence of events is as follows:

PHASE 1 – EVALUATION OF CONTRACT AND SERVICES

DURATION 10-15 DAYS

Security Survey: A full security survey carried out on all buildings and facilities to identify the security needs of the client.

Evaluation: A detailed evaluation of the contract to confirm or otherwise that the service in place is pitched to suit the needs of the client at a reasonable price and profit margin.Realignment of Contract: Cost saving indentified by either a renegotiation of charge rates or a reduction in manpower by making best use of shared resources. Checks of the local market rate for similar services.

Bid Evaluation: A thorough evaluation and selection process on all bids received. An aggressive Q&A session with shortlisted suppliers covering all operational procedures and financial issues. A second meeting with the shortlisted suppliers with the aim of reducing the amount of the original bid.

Recommendation: Selection of the preferred supplier and notification of award of contract.

PHASE 3 - IMPLEMENTATION AND DEVELOPMENT

Duration 30-45 days

CLIENT REFERENCE

Arthur Keith served as the Director of Security for Comcel Haiti for a period of just over three years. During his employment he displayed complete professionalism at all times. He has an in-depth knowledge of the security profession and ran an extremely effective department comprising of ex-military expats and a substantial number of local security personnel. The security situation in Haiti was highly volatile but despite this fact the company benefited financially through the innovative procedures imposed by Arthur designed to reduce costs to the organization. Arthur Keith took on the role of Security Manager for a multi-Billion dollar construction program in Dubai UAE in the last quarter of 2008. The project was highly complex and involved multiple large projects, most of which were valued in excess of $US1bn. The role of Program Security Manager (PSM) was one which required a personality with a flair for a high degree of management, budget handling, contract management and coordination at a broad spectrum of levels from UAE Governmental to contractors on the ground and everything in between. Arthur was selected for the role from a talented field because of his proven pedigree, analytical brain and ability to manage the complex relationships in what was a multi cultural environment which was a veritable minefield of diplomacy, tact . His international record played a large part of his selection too. Arthur hit the ground running, tackling difficult issues, offering sound solutions and sage guidance to senior program management and the program’s UAE sponsors and key players. He quickly won the confidence of the management team and was performing flat out when unfortunately due to the economic downturn the program was cancelled at the end of 2008. There is little doubt that Arthur had established himself as an essential member of the team, testament to this was the fact he was retained until the last domino fell. His ability to communicate played no small part in his success. Arthur set up an extremely impressive operation and demonstrated in no small measure that he was a great fit for the most challenging role imaginable and rapidly won plaudits from all involved. He began developing a detailed security strategy to meet the requirements of the program and had established contact with security providers and had the makings of a security team to manage the program.
