Q: Is there a possibility of expediting

naturalization of non-citizen Sailors

who are serving during Operation

Enduring Freedom?

A: This has been a hot topic for many

Sailors everywhere I’ve visited, and

I’m happy to have some good news

to report.

On July 3, 2002, President Bush

signed an Executive Order to pro-

vide expedited naturalization for

aliens and non-citizen nationals

serving in an active-duty status in

the Armed Forces, during the period

of Operation Noble Eagle and/or

Operation Enduring Freedom.

The Immigration and Nationality Act permits

direct naturalization of aliens who have served in an

active-duty status during any period in which the

Armed Forces are or were engaged in military opera-

tions involving armed conflict with a hostile foreign

force. Sailors serving honorably in active-duty

status during the period beginning Sept. 11, 2001,

and terminating on a date to be designated, are

eligible for the exception from the usual require-

ments for naturalization.

Sailors applying for naturalization under 8 United

States Code 1440, should submit all

documentation required by the

Immigration and Naturalization

Service (INS) to include Form N-400,

Application for Naturalization;

G-325B, Biographic Information; and

N-426, Request for Certification of

Military or Naval Service.

The application should be

submitted to the INS Service Center

in Lincoln, Neb., using the same pro-

cedure as filing under three years of military service.

to provide advice and assistance about this program

and any other questions you may have regarding

In the first nine months ofFY02, 539 fewer Sailors havetested positive for illegal drugscompared to the same period inFY01, which translates to fewerSailors being processed foradministrative separationNavywide due to drug use.

“Fleet leadership, along withincreased awareness and educa-tion are clearly making a differ-ence,” said VADM Norb Ryan Jr.,

Chief of Naval Personnel. “Theseefforts are translating into moreSailors making the right choicesand fewer Sailors leaving theNavy because of a bad deci-sion,” Ryan said.

The 751,317 samples testedrepresent an increase of approx-imately 50,000 more samplesfrom the same period last year.Of those 50,000 samples, theNavy was also able to test34,000 more individuals byusing a new software programthat randomly selects Sailors.The software has been inNavywide use since Decemberand eliminates some of the pre-

dictability in previousmethods of selectingSailors for testing.

Recent numbers alsoshow ecstasy use amongSailors this year is on thedecline. According toDOD figures, the Navy isthe only service to experi-ence a decrease in ecstasyuse, with the latest figuresshowing the service on coursefor a 25 percent reduction in FY02compared to FY01. In FY01, 434Sailors tested positive for ecstasy.Through the first nine months ofFY02, only 238 Sailors have testedpositive for the drug.

“While I’m encouraged bythe trends, we will not rest untilevery single Sailor gets the mes-sage that drugs have no part inour Navy,” Ryan added.

“Tears of the Sun”Wraps Up Filmingon USS Harry S.Truman

S H-60 helicopters are

making high-speed land-ings on the flight deck.

Embassy personnel, Marinesand SEAL team members jog tothe safety of the island structureand rainbow sideboys post togreet a U.S. ambassador as heclings to an American flagtucked under his arm.

This scene may have all theelements of a successful mission

to evacuate an embassy if notfor the cameras, microphonesand more than 70 productioncrewmembers on hand to cap-ture every frame.

Upon closer scrutiny, theSEAL team commander bears astriking resemblance to actorBruce Willis and the ambas-sador looks remarkably like theship’s Senior Medical Officer,CDR Lee Mandel.

The Navy’s newest aircraftcarrier was recently transformedinto center stage for the upcom-ing movie, “Tears of the Sun.”

USS Harry S. Truman (CVN 75)

will be portraying a carrier for-ward-deployed in the Atlanticafter a military coup overthrows

the government of Nigeria.The movie’s producer, Ian

Bryce, known for such filmsas “Saving Private Ryan” and“Spider Man,” said shootingaboard a floating airportwas not logistically difficult.

“It wasn’t as hard as some people mightimagine,” he said. “Givenyour immense capacity for logistics, it dwarfs

what we normally do for amovie. It actually wentsmoothly because you wereasking us the types of questionswe normally ask ourselves.”

The stars, including TomSkerritt, of “Top Gun” fame,and Eamonn Walker, known forhis role as Kareem Said in theHBO series “Oz,” were as fasci-nated by the men and womenof Truman as the crewmembersare of Hollywood.

“Being out here was a real eyeopener for me,” said Willis. “Thisreally is a floating city with morepeople than I think we have inmy little town in Idaho.”

The carrier and crew left alasting impression on theworld-famous actor.

“From the captain on down,I was impressed with theamount of training that goes

into running the thousands ofsystems you have here. It makesme smile when I think of thisship parked off the coast ofanother country and the influ-ence it provides.”

Willis plays the part of aSEAL team commander, taskedwith rescuing workers from theAmerican embassy in Abuja.

To prepare for the role, heworked closely with formerNavy SEAL Harry Humphries.

“We spent a lot of time tryingto get in the mindset of a SEALand worked hard to portray theright attitude,” Willis said.

Following the 14-hour dayof shooting on the flight deck,the SEAL team actors took timeto sign autographs in thehangar bay. The sessionwrapped up after two hourswith many Sailors still standingin line. Before leaving, Willistook the time to meet and shakehands with every single personthat stood waiting.

“These men and women areout here for months at a time,defending our version of a freeand democratic society. For me,taking the extra time was no bigdeal and allowed me to givesomething back,” he said.

The scenes shot aboardTruman also included some lessfamous “stars,” Truman

crewmembers. The embassypersonnel, several Marines, theambassador and his wife wereall played by the men andwomen assigned to the carrier.

“It was interesting and I hada lot of fun,” said Chief Aviation

Electronics Technician (AW) Jay

Bachrach. “It took a lot of plan-ning and coordinating for eachscene to work out right.”

The ship also paved newground during filming when acivilian helicopter landed onthe flight deck. The helicopterwas used to capture images ofthe ship as it pushed throughthe water as well as the military

helicopters landing and takingoff from the flight deck. Thiswas the first time a non-mili-tary helicopter operated fromTruman.

The two-day productionwrapped up just before Truman

returned to Norfolk following acarrier qualification period. Theship has been operating off thecoast of Florida, assisting newpilots in earning their carrierlanding qualifications.

In just a few weeks, the Truman

battle group will enter the largestphase of the workup cyclewhich will include two TailoredShips Training Availabilities, aComposite Training Exercise,Final Exam Period and a JointTask Force Exercise.

Although none of these exer-cises will hold the glamour ofshooting a major motion pic-ture, they will bring Truman fur-ther along the road to deploy-ment. “Tears of the Sun” is dueto be released in summer 2003.

Wasp Sailors Take Advantage of RelaxedNationalization

M ost Sailors wouldn’t

think twice when theysee American citizen-

ship as a requirement for a spe-cial program.

Yet some of the Navy’s mostdedicated Sailors come fromcountries such as Columbia, theDominican Republic, Haiti,India, Mexico and Poland.

Soon, many of them will havethe same opportunities thatAmerican citizenship brings.

Recently, President GeorgeW. Bush signed an executiveorder expediting nationaliza-tion of aliens and non-citizennationals serving on active dutyduring Operation Enduring

Freedom. More than 25 Sailorsfrom USS Wasp (LHD 1) willtake advantage of the executiveorder and earn their Americancitizenship, which for some is a

necessary stepping stone forachieving their career goals.

Shortly after his 18th birthday, Storekeeper Seaman

(SW/AW) Luigi Cuzzi of Bogota,Columbia, came to America.He joined the Navy in Decem-ber 2000 to earn money forhis college education.

Smarter, AggressiveApproach to Drug Testing Yielding Record Results

The Navy is testing more Sailors and finding fewer

are using drugs.

The Navy reports that in the first nine months

of FY02, only 0.6 percent of the 751,317 samples tested

— a record low percentage since it started urinalysis test-

ing for drugs in 1981 — yielded positive results for

drug use. That number is an improvement from the

0.71 percent during the same period a year earlier.

The fast combat support ship USNS Supply (AOE 6) providesthe amphibious assault ship USS Wasp with nearly 65 thousand gal-lons of fuel during an underway replenishment (UNREP).

Senior Chief Hospital Corpsman

(SWCC) David Schweiger, a mobi-

lized Reservist assigned to Special Boat

Unit (SBU 20), Det. 1, Little Creek, Va.,

was in a seaside hotel waiting for trans-

portation during a recent port call in Turkey, when a frantic

young Turkish mother rushed into the lobby with a lifeless one

year old girl in her arms who was turning blue. Schweiger,

quickly performed emergency resuscitation on the youngster.

After several minutes of assisted breathing she regained con-

sciousness and was stabilized. “My training just instinctively

kicked in and took charge of the situation,” recalled Schweiger.

said. “Some people take theirU.S. citizenship for granted. Iam very proud to be in theNavy and representing a power-ful country. Participating inending terrorism makes me feellike am doing something to pro-tect the American way of life.”

Wasp’s legal office is assist-ing these Sailors with themyriad of required paperwork.

“Helping my shipmates ismy No. 1 job on board Wasp,”said Legalman 1st Class

(SW/AW) Gilbert Gifford ofEl Paso, Texas. “Often, a Sailor’scitizenship is what keeps themfrom certain Navy ratings.Besides supplying the necessaryforms and paperwork, I hopemy experience in the Navy willhelp them obtain their dreams.”

Class William Raphael, a nativeof Haiti, came to the UnitedStates when he was 12 years old.He remembers his countryalways being in turmoil and isthankful America is a muchsafer place to live.

Raphael joined the Navy tosee the world and earn moneyfor college. He quickly caughton to some of America’sfavorite pastimes.

“I enjoy Fourth of July cele-brations the most,” said

Raphael. “The Caribbean offersa simpler, slower paced lifestyle,but it doesn’t have college foot-ball and the NBA finals.”

Whether they are to choosea different Navy rating orbecome a citizen of the countrythey are honored to protect,Wasp Sailors are taking advan-tage of the president’s executiveorder. Already seen as shipmatesby Wasp crew members, theywill soon be American citizens.

R emember when it took

months to receive a ratetraining manual? And

getting a finished course gradedtook almost as long. That is no

longer the case, thanks to theefforts of Navy AdvancementCenter staff members at theNaval Education and TrainingProfessional Development andTechnology Center (NET-PDTC), Pensacola, Fla.

The process for ordering andgrading Navy NonresidentTraining Courses (NRTCs), for-merly called rate training man-uals, has dramaticallyimproved, according to EarlRoe, NETPDTC departmenthead for the Navy EnlistedAdvancement Center.

A course ordered today willtypically be received within twoto three weeks, rather thanmonths. Completed courses cannow be graded within minutes.

“We are very pleased withthe improvements in our deliv-ery system for NRTCs,” saidRoe. “Central enrollment hasmade it easier for Navy andMarine Corps personnel toorder courses, and is savinggovernment dollars because ofincreased efficiencies.”

In the past, courses wereordered by the command, basedon what they thought their per-sonnel would need. Thisresulted in multiple copies ofbooks being ordered, and thendiscarded, unused.

The advantage was that aperson could receive a bookinstantly at their command —but with no guarantee that theversion they were given was themost current. Also, because thebooks were printed in bulk,excess stockpiles would bescrapped at the warehousewhen newer versions wereprinted.

Under the new print-on-demand system, one coursebook is printed per student,which significantly reduces theamount of waste. Additionally,warehouse stockpiling and itsassociated costs are eliminated,as books are only printed andmailed on demand.

Course books can be mailedto the student’s home or workaddress, except in the case ofcourses that have special distri-bution categories, or areassigned a security classifica-tion. Limited distribution orclassified courses must beordered through, and sent to,the individual’s command, sothe designated command repre-sentative can certify that theperson receiving the course hasthe appropriate need-to-knowand security classification.

“With our new Web site,individuals can now enroll in,and grade their own NRTCs,”said Frank Harwood, FleetServices division head at theNavy Advancement Center. “It’sa much simpler process, andour users are letting us knowthey appreciate the change.”

The Web site also offers amanagement tool called thecommand representative fea-ture, which allows one individ-ual, designated by the com-mand, to manage manyenrollments. Typically used bythe command’s educational ser-vices officer or career counselor,this feature makes it easier toenroll students who don’t haveaccess to personal computers.

The command representativecan enroll multiple students atone time, and can also checkthe status of their students’grades and course completions.

T hree Sailors from USS

Essex (LHD 2) adminis-tered an informal version

of the Troops-to-Teachers pro-gram in Sasebo, Japan, July 18.

That’s when they volunteeredto teach conversational Englishto a group of local Japanese ele-mentary school students.

T he Society of American

Military Engineers hasselected a Navy steel-

worker as this year’s recipient ofthe Marvin Shields Award.

Edward Perry was selected bythe society for his exceptionalleadership and superior perfor-mance while serving with Naval

Mobile Construction Battalion

(NMCB) 133.Established in 1973, the

Marvin Shields award com-memorates the courage and gallantry displayed byConstruction Mechanic 3rd Class

Marvin G. Shields in 1965 at theBattle of Dong Xoai, Vietnam.Shields received the Medal ofHonor posthumously for hisactions in the battle.

Perry was officially recog-nized at a ceremony heldaboard his latest duty station,Naval Construction TrainingCenter, Gulfport, Miss.

“I didn’t win the award on my own — the team won

it. I was just in the right position,” said Perry.

He went on to say that hetreasured his time with NMCB-133 and considers it to be theperfect command because,“they take care of their peopleand that makes you want to dothe right thing.”

As the Information SystemsDepartment leading petty offi-cer as well as the assistant offi-cer-in-charge, Detail SouthwestAsia, Perry was instrumental indeveloping and managing a bat-talion communications trainingprogram. His technical exper-tise was put to the test when heled a team of electronic andinformation systems techniciansin establishing a high frequencyextended distance data commu-nications link that proved forthe first time that battalions inthe field could make use ofadvanced communicationstechnology.

Shortly after deploying toBahrain, Perry was rapidly redeployed to Kandahar,Afghanistan, to lead a team ofSeabees and Marine Corpscombat engineers in the con-struction of a short-termdetaining facility for Talibanand al-Qaeda detainees.

Although faced with fre-quent supply shortages, Perryquickly adapted and ensuredthe mission’s essential projectssuch as observation towers,security gates and lighting werecompleted.

Perry is quick to give creditto, “the Lord first, then myfamily,” for his outlook on life.He says that in particular he isgrateful for his wife Fredricka,his daughter Brittany, hismother Lorraine and his sisterCarol.

Now that his battalion touris over, Perry is concentratingon adjusting to his supportingrole as a Steelworker “A” Schoolinstructor.

“I am confident I can make adifference because I have achance to mold and give knowl-edge to new service members sothat they too will be able to runwith the jobs they are givenwhen they move to their per-manent duty stations,” he said.

Moore, who has been sta-tioned in Sasebo for more thannine years, said, “I learn some-thing from these experiences,even if it’s just one or twoJapanese words that I can add

to my vocabulary.”He said he had previously

taken a Japanese culture classthat gave him a foundation ofunderstanding, but added thatpersonal visits such as this onereally helped foster an apprecia-tion for being stationed in Japan.

Nelson returned to theschool this year because of thepositive experience he hadduring his last visit. He said hewas initially surprised at howadvanced the children’s Englishskills were.

“My little girls are Japanese,and I’m surprised at how muchJapanese schools teach Englishin their classes,” he said.

The three Sailors agreed thatthe children were adept at thetechnical aspects of the lan-

guage, and only needed toimprove their pronunciationand conversational skills.Nelson also noted how the visitdiffered from other forms ofcommunity relations projects.

“Most of the projects that wehave done in the past haveinvolved construction work orpainting,” he said, “but this isdifferent. We’re not going outand getting our hands dirty;we’re being teachers and help-

ing the children.”He added that the visit not

only gave them a chance to visitwith the Japanese teachers, butalso gave them an opportunityto have a positive impact on thefuture leaders of Japan.

Jones, president of the FirstClass Association, said the asso-ciation plans to adopt the school.“We’ll go out to the schooltogether and present a plaque tothe principal to formally initiatethe adoption,” he said.

Jones will transfer fromEssex in less than two months,and will be handing the projectover to another volunteer.Nelson will also be transferringsoon, but plans to make themost of every opportunity hehas to visit the school.

“I only have a few monthsleft on Essex,” he said, “but ifmembers of the association goback again during that time,I’m going with them.”

During this intensive underway, where every warfarearea was practiced to perfec-tion, 25 Milius Sailors earnedtheir warfare pins. After mealhours, the mess decks filledwith Sailors from every divisionand department workingtogether to earn their pins.Experts conducted lessons ineach area of the EnlistedSurface Warfare Specialist(ESWS) program: operations,combat systems, engineering,navigation and supply.

The most successful tech-nique used throughout the ship has been the teamwork.Engineman 3rd Class (SW)

Edward Foldes concurs.“Teamwork was the No. 1

factor in getting my pin,” saidFoldes, who qualified with agroup of three other people.“We kept pushing each other.”

Leadership is key to helpingyoung Sailors realize the long-term benefits of getting theirESWS pin.

“I’ve tried to emphasize tomy division the importance oftheir pins in relation to theircareer in the Navy,” explainedChief Operations Specialist (SW)

“It’s a tremendous milestoneto achieve for each Sailor,” saidfire control officer LTJG Andrew

ne year ago, terrorists hijacked our planes, flew them into our buildings,

killed and injured our people and forever changed our way of life.

These changes have affected our lives, our jobs, our daily routines, our thoughts

and our motivations. We have adapted to many of these changes and are overcoming

some still, but as a country, our resolution and our spirit stand stronger than ever,

united in our battle against terror.

Certainly, our Navy and its Sailors have been among those in the forefront, first

as victims of terror’s tragedy, then as responders in its wake and as warriors fighting

for freedom. Whether at the Pentagon, jumping into action to help save the lives of

their shipmates; in an air traffic control tower, grounding everything that entered

their air space; or out to sea, launching air strikes, every Sailor was affected in one

way or another.

All Hands joins several Sailors as each reflects on how they were changed by

the events of 9/11.

Air Traffic Controller 1st Class

Trent Gilliam, who works atNaval Air Station Patuxent River,

Md., was on watch when the terroristsstruck. “When I saw the aircraft go intothe tower on TV, my first thought wasthat it was probably a movie,” he said.After realizing that it was an actualattack, Gilliam reported to his worksta-tion, knowing that something would behappening with the traffic in his airspace.

Within 30 minutes, he received ordersto immediately ground every plane thatentered his airspace. “We started gettingword from the different approach controlsectors that any airborne aircraft neededto land immediately,” he said. He put outthe call. “Land all planes!” Gilliam andhis co-workers coordinated with theEastern North American Air Defense to

ensure all planes had gotten the word toget on the ground and stay there.

Ironically, just a week prior to theattack, Gilliam and his wife had taken atrip to New York City, fulfilling one ofhis lifelong goals. “My wife is from

Newark, N.J., and that was my first time I ever got to go there. We passed right infront of the World Trade Center build-ings. We did the whole New York bit,and then seven days later, the buildingsare no longer there.”

Since the attack, Gilliam has noticedchanges in his home life, as well as in themilitary. “Since Sept. 11, our base has

become a very secure place to work.” he said.When asked what he thought about

the American people and how they’vereacted to the attack, Gilliam said, “Thecivilian community, as a whole, haschanged. I’ve noticed a lot more unityand support for the job the military isdoing. I’ve also noticed how many timesmy wife and I have gone out and seen allthe American flags flying. Even thoughAmerica is pro-military now, it shouldn’thave taken a calamity like this for thenation to come together.”

That pride in country is reflected inhis pride in service.

“We have the best equipment, the best military and the best Navy. I’ve justrecently hit 14 years, and if anything,this has made me want to stay in evenmore.”

“We have the bestequipment, the

best military and the best Navy … thishas made me want to

stay in even more.”

Alison Vaughan, from Port St.Lucie, Fla., was on board her ship,

USS Ross (DDG 71), when the attackhappened and they got underway withinthree hours. “We were watching it on thenews,” she said. “When I first saw it onthe TV, I thought it was a documentary,but when the second one hit, I realizedwhat was going on.”

While the lives of every Sailor changedin some way that day, Vaughan’s plansrequired a big change. “I was supposed toget married that Saturday, but thewedding had to get pushed back a week.”

She said one of the first emotions shefelt was fear. “I was really scared. My sisteris in the Air Force, and I was really afraidthat she was going to get sent out.My husband is on USS Ramage (DDG61) and he got sent out too. We knewabout all the attacks, and it was a strangereality to see what was going on.”

Although she’d gotten underwaybefore, this time it was different. “You goout to sea so often that you just get usedto it. When we got underway Sept. 11,and we were protecting people, we didn’tmind being out there. I was proud to bean American that day.”

Vaughn said the changes she saw inher countrymen and women made herfeel good about what she does. “It’s goodto see the admiration and respect forwhat you do from the people out there.People will just walk up and say, ‘Thankyou for what you do.’”

Prior to 9/11, she thought people had forgotten to love America. “It’s sad thatpeople didn’t realize what they had until

this happened. I’m not glad that theattacks happened, but I’m glad it woke people up and opened their eyes toappreciate what they have. I just don’twant people to forget what Americameans,” she said.

“When the terrorists attacked, theythought they were making us weak, andreally they just made us stronger. Theywere intending to tear us down bydestroying something like the WorldTrade Center, but all they did was makeAmerica want to move into action.

“They brought us together, and nowinstead of everybody trembling in fear,they want to fight. Many people wantedto immediately join the military, andeven now, people are just excited. They’veawakened America’s heart.”

Aviation Electronics Technician 1st

Class (AW) David Gallegos, nowon USS Boxer (LHD 4) was

stationed at AIMD North Island, Calif.,on Sept. 11.

“I was at home when the attackoccurred,” Gallegos said. “When I wokeup, I saw the TV and saw that the towerswere on fire. I thought it was just a fire atfirst, and that was kind of a shock to me.I kept waiting for the emergency units toput it out.”

As he kept watching the news, heheard that it was a plane that crashedinto one of the towers. “That shocked meeven more,” he said. “I got more worried,then I thought about one of my friendsthat works in the second tower.”

As he continued watching, the second

plane hit. “I was thinking, ‘What in theworld is going on?’”

Then he saw the plane hit thePentagon. “That’s when we heard that itmight be a terrorist attack,” he said. “Icalled my friend on his cell phone, and itwas busy. That got me concerned,because you almost never get a busysignal on a cell phone.” He found outlater that his friend had been able to getout shortly before the second plane hit.

But Gallegos was still deeply affectedmore than most, because this attack liter-ally hit home. Born in Queens, N.Y., andgrowing up across the river in UnionCity, N.J., every day he went outside hishouse, he could see the famous skyline.

“I kept watching the news, and theykept showing the same pictures over and

over, from every angle. Every time theyshowed those pictures, it was like adagger going through my heart. That area was the center of my life growingup,” he said.

“I grew up with the skyline. When Isaw the towers start coming down, Ididn’t think it was possible. I’ve never inmy life thought about the possibility ofthat happening. When the second towercame down, I was just completely devas-tated,” he said.

“Now, every time I see pictures of theskyline with that big hole in the middle,it’s almost like I feel the attack all over

Twenty-eight-year-old Equipment

Mobile Construction Battalion (NMCB)133 and originally from Brooklyn, N.Y.,couldn’t believe his eyes when he sawthe devastating attacks on 9/11.

“I lived in New York for 15 years —

born and raised there — and now thebiggest tourist attraction in New York wasa pile of rumble.”

“I can remember that night well,” hesaid. “We were over in Guam. We’d beenthere for just under a week. It was about1:30 or 2 in the morning when we heardthe news that the United States had been

terrorized.” All of the battalion was awak-ened to secure the base for FPCON DELTA.

“All through the night and into themorning, we were setting up barricadesto secure the base,” he said. “After that, wewere allowed to make phone calls to rela-tives to see if they were all right.”

Not all was right … Chartrand lost acousin who worked in the World TradeCenter to the terrorist attack.

“When I saw it on TV, I thought ‘Holycow, this is not a joke. We did get hit.’ I

knew when I saw it on TV that [myfriend] was gone,” Chartrand said. “Thenwhen the buildings came down, I knew.Somehow, one person who works on thatfloor who knew her called my aunt andlet her know.

“When we were kids, you couldn’tseparate us without one of us crying, we

used to go up to our aunt’s beach houseevery summer. When my dad decided to retire from the New York PoliceDepartment, we moved down to Florida.I kept in touch with her over the phone,and we went on vacations together all thetime during the summer. I rememberthat she was a hard worker and loved herjob. She was always happy about whateveryone else was doing in their lives.”

Chartrand took leave recently andwent to New York, because he wanted tosee for himself what the results were fromthe attack. “I thought, ‘Man, there is a bighole in the middle of my city now.’

Chartrand said his friends told himthat New York was just silent for amonth; no violence, no nothing. Nothingwas happening except people were goingto help clean up the Ground Zero area.

“Now, when I go home on leave, or go out in town in uniform, strangerscome up and shake my hand and say,‘thank you’ for what I’m doing, and that they’re proud of me,” he said.

He takes that same pride in ourcommander-in-chief and how PresidentBush is handling the war on terrorism.“He stood out there during the WorldSeries, out in the open, pretty muchsaying, ‘Hey, come get me.’ He’s doing thesame thing his father did during the GulfWar. We’re telling them we’re comingafter you for what you did.”

Chartrand said that if there was onegood thing about the attack, it brought us together. “Before Sept. 11, we weretreating each other like dirt; like we livedin our own independent country. Now,since this affected everybody, we’ve pulledtogether as a country to defend our homes.

“Young high school kids who have just graduated are coming into the mili-tary to help support and defend. Spouses,fiancés, families and friends aresupporting their loved ones who aredefending the country. It brought ustogether big-time. I’ve seen a lot ofpeople change their ways after the attackand really become patriotic. It makes me proud to see the number of peoplewho stand behind us.”

Later that afternoon, after the worldfound out it was a terrorist attack,Gallegos came in to work. “I was filledwith rage and anger,” he said. “Everybodywas talking about it, but they didn’t have the same reaction that I did, so that kind of made me upset. They didn’tgrow up in that area. It didn’t hit themthat personally.”

But that personal feeling was felt byhis father. “I talked with my dad thatafternoon,” he said. “He works for aschool for disabled children, and hisclassroom has a view of the World TradeCenter.

“When the first plane hit, everyonewas looking. They actually saw the build-ings come down, and everyone wascrying, upset and confused about whatwas going on.”

Gallegos and his father talked about it that day on the phone, and he couldfeel how upset his father was. “He wasworried about me being in the military,not knowing what’s going to happen with me,” Gallegos said.

Some of those worries are still there,but for Gallegos and his father, manyhave been laid to rest. “There’s a gameplan now that everyone knows,” he said.“Everyone knows what our specificpurpose is. Even though we’ve always hada purpose — we’ve always had direction— it’s been pretty much kept amongstourselves. Now, everyone knows whatwe’re doing, where we’re going and whywe’re going there.

“For future Sailors and the Sailorscoming in now, they’re going to have amuch clearer picture of what they’regoing to be doing, and why they joined.They’re going to be more focused ontheir jobs, and they’re really going to feelas if they have a definite purpose.”

“Now, when I go home on leave, or go out intown in uniform, strangers come up and shake my hand and say, ‘thank you’ what I’m doing,and that they’re proud of me.”

“That morning, I was covering a reenlistment in the SECNAV mess at the Pentagon. It was supposed to start at 9 a.m., but the reenlisting officer was late getting down there,” he said.“That’s because he was watching CNNand saw that a plane had hit the World Trade Center.”

Those who were waiting for the reen-

listment didn’t know anything about it atthe time. They were all just sitting therewondering what could be keeping theofficer. Before he could make it out ofthe office, the second plane hit.

“He finally got down there about 9:20 a.m., and told us what happened,”Roseborough said. “Although there were a lot of people in shock, we proceededwith the reenlistment.”

they talked about. “There were a couplemembers of the crew that were reallyworried about their families, but we allpulled together to try and help them stay positive.”

“Back in port, the commandombudsman called a meeting of all thefamily members, made sure everyone wassafe and accounted for, and sent amessage to the ship,” Hewitt said. For

him, knowing they had that kind ofsupport back home really helped.

“One of my junior guys’ mother worksnear the site in New York,” Hewitt said.“We talked to the COB (Chief of theBoat), and he arranged to try and contacthis mother.”

Knowing that America had beenattacked, Hewitt said, gave thesesubmariners something to think about.

“It made us a little more patient outthere, knowing we were out there for adefinite reason. We’d been out there forquite a while, and everyone was getting alittle antsy, getting ready to go home.”

He said that after they found outabout the attack, their attitude changedand they went into full business mode.“Everybody was more dedicated to theirjob. They were all ready to do what wasneeded to defend our country.”

One of the biggest changes for Hewittand his shipmates since Sept. 11 is theincrease in security. “The [increased]security drills, the watches … but we’rereally doing what we’ve always done toprotect the boat. The Navy is paying a lotmore attention to security.

“This war on terrorism is somethingwe can win, we just have to make sure wenever give up.” Although he’s not sure ifhe wants to stay in for 20 years yet,Hewitt said the attacks have helped pushhim toward staying Navy. “Actually,defending our country is very patriotic.”

Providence pulled back into port inNovember, just prior to Thanksgiving. “Itwas different from our previous cruises,because families weren’t even allowed tomeet the boat at the pier.”

But, because of the attacks, there weremore families there than were originallygoing to be there. “A couple of my guysweren’t even expecting their families,because they were never planning oncoming down.

“Coming back to the American flags,the bumper stickers and the high level ofpatriotism gave me a big feeling in myheart,” Hewitt said. “Even while we wereout there, we knew the country wassupporting us.”

changed forever. “I got out into theparking lot, just walking along, and all of a sudden, I hear what I would describeas a ‘lion’s roar’ above my head,”Roseborough said.

“It caught my attention, and as Ilooked up, I heard another roar and I sawthis airplane flying low. I thought, ‘Oh,my God, this thing is really low.’

“I thought it was going to crash ontothe highway,” recalled Roseborough.“Just as I thought that, I saw a fireballcome from over the Pentagon. I was just standing there dumbfounded,thinking, ‘What just happened?’”

As debris floated and flew his way, herealized he needed to take cover. “Iducked under a walkway for what seemedto be a long time, but actually was onlyabout a minute,” Roseborough said.“That’s when I noticed this womanscreaming out in the parking lot. It brokemy ‘shock state.’” He ran to her andhelped calm her down.

“After a while, I said to myself, ‘Hey,I’ve got my camera, I’d better go do someshooting.’” He walked to the grassy areawhere the Navy Annex is and stood onthat hill and started shooting photosdocumenting the immediate aftermath ofthe terror attack on our nation’s defenseheadquarters.

“I’ve asked myself several times over,why, as a photographer, I didn’t immedi-ately turn around and start shootingphotos when the plane hit? I guess mymajor concern at the time was with thepeople that were out there. That’s onething about being in the Navy for the last20 years, seeing disasters and death; I’vebeen prepared to react in the manner thatI did,” he said. “I just started making sureeveryone was OK.”

“The next day, I didn’t go to work,” hesaid. “I was still trying to process every-thing that had happened. I had justwitnessed the worst disaster I’d ever

seen, up close and personal. I was justtrying to piece everything together for awhile. It was just an unbelievable thing.”

Roseborough summed up his feelingsabout Sept. 11, by saying that it was just a strange day. “It was like you werewatching a movie, but you were the actor; you were in the movie. It was the most incredible thing I’ve everwitnessed” he said.

There were actually some Sailors

in the Navy who didn’t hear about the Sept. 11 attack when the rest

of the world did. Sonar Technician 1stClass (SS) Edward Hewitt and his shipmates were underwater on boardUSS Providence (SSN 719) during aroutine deployment from her homeportof Groton, Conn., when the attack took place.

Upon surfacing, the sub receivedmessage traffic to let them know whatwas going on. “Having just come off awatch, I was actually asleep when theytold everyone,” Hewitt said. “They cameand woke me up. They were reallyadamant about me getting up, and Icouldn’t figure out why.” Once he dressedand reported to his duty station, he wasbriefed on what happened.

“At first, I was pretty worried aboutwhere my family was,” he said. “A lot ofpeople I know take trips [to New York]all the time. One of our shipmates hadjust been transferred to the Pentagon aswell, and I was concerned about him.”Due to the mission of the sub, it wasseveral days before the crew was able tomake contact with family members.

ith fireboats spraying plumes of water in welcome,22 Navy ships and more than 6,000 Sailors andMarines sailed into New York Harbor, May 22, 2002, as

Fleet Week began in a city under a fresh warning of terrorism.As each ship passed the World Trade Center site, the

Sailors saluted and observed a moment of silence in honor of the more than 2,800 people killed there.

Every year since 1984, the City of New York has hostedFleet Week to show its appreciation to the Sailors and

Marines who serve our country, and every year they are welcomed with open armsby New Yorkers.

But this year, the atmosphere was dramatically changed with New York City adifferent place after Sept. 11th. Never before have Sailors been made to feel sowelcome and loved as they were the last week of May in New York City.

With Fleet Week 2002 occurring over Memorial Day weekend, it was a weekfilled with ceremonies. Silent prayers were whispered, flags unfurled. Wreaths werethrown into the Hudson River at the Intrepid Sea Air Space Museum as hundredsof visitors, Sailors and veterans paid tribute to the many service members lostwhile fighting to maintain this country’s freedoms.

A Sailor on the streets of the “Big Apple” could not get more than a few feetwithout a passer-by coming up to express their thanks, give a hug or just say, “Hello.”

THE FOOTPRINTS ON THE WIND-shield of a co-worker’s truck were frompeople crawling to safety. Smoke that pouredfrom between the buildings, amid a shockingsilence so foreign to his city, hovered over

Aviation Storekeeper 3rd Class Esdras Zayas.He walked along the Hudson River, seeing

USS George Washington (CVN 73), protecting a city that had never needed anything from anyone.Through a quiet Times Square, he made eye contactwith New Yorkers still stunned, nodding in under-standing. “A silent language. We were all going

through this. All of us.”He opened the door to the landmark recruiting

station in the square, and re-joined the Navy he’d left13 years earlier. It was Sept. 14, and Zayas was leavinghome so that he could protect it.

“I love New York,” Zayas said with animation.“The fact that you can get up in the middle of thenight and have some place to go, so many things todo. Movies are being filmed everywhere you go. Allthe monuments, Central Park, Battery Park, the Statue of Liberty.” Zayas looked down at his handsand continued “and the skyline.”

� In his sharp white uniform,Zayas can barely get 10 feet before afriend, acquaitance or even a strangerrushes up to talk, hug or just say hello.

� These days, to get access to the observation deck high above GroundZero, people must wait in line for tickets at the South Street Seaport andwalk the five solemn blocks. For Zayas itwas one of the longest treks of his life.

he started asking himself if he could do more.

“Something clicked,” he said. “I startedseeing the jet fighters passing [over], andI was watching the news about the shipscoming to New York, and the Navystarted coming back to me.”

Zayas walked the streets of his city,torn between a life he had built forhimself and a growing need tocontribute to a cause he already feltdeeply about. When he got to KentAvenue, his mind was made up.

Zayas went home and literallylooked at himself in the mirror andthought, again, of the families. “A lotof family members may find somekind of closure knowing that someoneis trying to get a grip on the problem ofterrorism,” Zayas says now. “I looked atmyself that day, and said, ‘I’m available.I’ll do it for you.’”

He sat down at his desk andcomposed a letter to his boss,explaining what he was about to do,and hoping his job would be therewhen he got back. “On behalf of thevictims,” he wrote, “the families, andeven my own children, I would like to

do my part to contribute to the cause.”On Sept. 14, for the second time

in his life, Esdras Zayas joined theNavy. He left for Aviation Storekeeper“A” School Oct. 30, and reportedaboard Iwo Jima soon thereafter.And by a coincidence that is too rich to disregard, he went back to New York May 22.

When Iwo Jima pulled into theHudson Bay as part of Fleet Week 2002,

the last ship in a procession of 22, withthousands of his neighbors and fellowNew Yorkers watching, he manned therails. “I’ll try not to break down,” hesaid, prior to Fleet Week. “I’ll just try not to break down in uniform.”

And he wasn’t looking back at what he left; a $70,000 per year job, a two-bedroom apartment in a great neigh-borhood and a life he appreciated.

His wounded city is what broughtZayas to USS Iwo Jima (LHD 7). At 9a.m. on Sept. 11, he walked into hisUnited Parcel Service office in Queensand saw a friend on the phone. “I waswatching him and saw his hand coverhis mouth. He dropped the phone andscreamed, ‘my brother!’” It was at thatmoment Zayas’ journey back to theNavy began.

He delivered his packages that day,with a troubled mind on Manhattan.“I kept looking toward the city, and Iworried. All I could see (from Queens)was a cloud of white smoke. I thoughtthat was good, because white smokeusually means the firefighters are doingtheir job. Then I saw the towers

crumble on TV, live.”“I said to myself, ‘That’s a lot of

dead people.’”The next few days were a blur to

Zayas. He said television didn’t capturethe true devastation, the way he saw it.“On TV, you didn’t see the side view,you couldn’t see the smoke rushingthrough the buildings. What happenedthere was just disastrous. It was unbelievable.”

Zayas grieved for the families whoselives he knew had been shattered, andbegan to empathize to the point that

� Heading up the stairs from thesubway and assaulted by the multitude ofsights, sounds and smells of New York City,Zayas says, “I’m home.”

� Restaurants are one of the thingsZayas misses most. “I used to come hereevery morning and get this special orangedrink. Pure sugar and pure energy. It wouldget me going for the day.”

Nor does he tolerate those who ques-tion his decision to leave. “I have a wayof seeing things and that’s the way I seethem. I imagine there are people goingthrough this tragedy, and I can’t bearthe thought of doing nothing.

“This is a privilege for me; to repre-sent so many who can’t do what we are doing. It’s a very heavy burden I’m going to carry to the best of my ability.”

As Fleet Week approached, Iwo JimaSailors became more and more aware

that amongst them was a man whojoined their ranks with a true determi-nation to right a significant wrong.Zayas received an e-mail from an IwoJima chief petty officer.

“I know you don’t know me” the e-mail read. “But, I wanted to say that I am proud to serve with someone ofyour character and commitment. Keep doing what you do. Don’t let anyonechange who you are. I want to thankyou, from one New Yorker to another.”

The morning of May 22, Zayas puton the uniform of a U.S. Sailor. Shoesshined, creases sharp, with his mind onManhattan … again. He went to hisshipboard office, took care of somepaperwork, and waited for the 1MC tocall him and his shipmates to the flightdeck. Around noon, it came. “All Hands… Man the rails.”

Zayas left his office on the 01 level,went one deck up, 30 frames aft andfound the access to a starboard side catwalk. He opened the hatch and saw

in the distance the broken skyline of New York City, an image that hasbecome the symbol of Americancourage, and to many, revenge. A deepbreath, a few steps and he was on theflight deck.

A stone-faced Zayas moved to thestarboard side of the ship and stayed there, hands clasped behind his back at parade rest. When the ship passed thesite of the World Trade Center attackhe rendered a hand salute witheveryone else. His hands went back toparade rest as Iwo Jima passed the Statue

of Liberty. His back remained straight,his emotions even, as he stared at a cityfighting its way back from an attack

that crippled it temporarily.Zayas had hoped he’d be ableto hold it together as the ship

pulled into New York.And he had … until he

saw the Staten Island Ferry.Hundreds of people, his people, NewYorkers, hung over the railings,cheering, clapping and wavingAmerican flags. It was too much. All thistime, expecting sadness and memories ofSeptember to be the culprits that brokehis resolve; and it was the happiness onthe faces of the people welcoming hisship to his city that did it.

“I’m home,” Zayas recalls thinking.“Looking back on it, I was more affected by the people on the ferry than I was by the site itself. I know New Yorkers, and it’s not that they don’t care about the military, but they just don’treact that way … usually.”

As Zayas looks back at Fleet Weekand his return to New York he recalls aseries of images. A woman at Ground Zero who leaned close to Zayas and

whispered, “Thank you” as he passedby; a firehouse; and two pictures offirefighters. Walking down the street aday after arriving in New York, henoticed a license plate on a passing car:RMBR 911. These images jumped outat him and reminded Zayas why he wasthere and why he was wearing theuniform.

Two days after returning to hishome, Zayas returned to his church. Sixmonths earlier, they had sent him offwith a farewell party. That day, he hadspoken to his friends there, his New York family. “I feel this is what I mustdo,” he told them then. “Everyone has aplace to be and a time to be there.”

Now they wanted him back, to greethim and thank him. As he approached

He sat down at his desk and

composed a letter to his boss, explaining what he was about to do, and hoping his job would be

there when he gotback. “On behalf of

the victims,” he wrote,“the families, and

even my own children, I would like

to do my part to contribute to

the cause.”� Surprising his daughter,Elisabeth, at her elementary school inBrooklyn, Zayas sweeps her into hisarms. Being away from his kids is thebiggest drawback to rejoining the Navy.

� “They grow so much everytime I see them,” said Zayas as his son,Shawn playfully jabs him in the jaw.

the front of the church and stepped down the aisle, a drummer startedplaying a solemn tattoo. And a thankfulcongregation welcomed a Sailor inuniform. The city that never sleeps waswearing its heart on its sleeve andshowing its deep appreciation for oneof its own.

It’s the middle of Fleet Week andZayas is at the Queens BotanicalGardens with his family. Three elderlygentlemen, World War II veterans itturns out, see him and raise their handsin salute. He returned it andapproached them. “I told them what apleasure it was for me to salute suchtrue heroes. It was great to exchangewords with a blessed generation.”

Theirs was the greatest generation.His father’s generation. The last groupof military members to respond to anattack on American soil, until now.

The weight on his shouldersincreased. He looked at these veteranswith great admiration and respect.They looked at him as the hero. These

men who may have shed blood inplaces like Normandy, Tarawa or evenIwo Jima … they saw in Zayas aprotector, or a lightning rod of retribu-tion. “I can’t,” said Zayas, “let thepassed generations’ sacrifices, nor thisgeneration’s intent to survive, down. Iknow I must do for them what theyhave done for so many. I can byanswering today’s call.”

Esdras Zayas has a book about theWorld Trade Center, and in the back ofit he has pasted photographs taken on9/11 to serve as a reminder. How manyof us have said we’ll never forget; thatthe horror of September will stay withus forever? Zayas wants insurance.His photo collection provides it.

But at a firehouse on Water Street in New York, during Fleet Week, he

realized he doesn’t need it.Two pictures made sure of that.It’s a testament to all the firefighters

who died that day. A wall of photos,gifts and mementos has been erected infront of the firehouse on Water Street.It draws us like magnets. It would be

disrespectful not to devote a fewminutes of time to remembering these men and women who accepteddanger so readily to save others.

Zayas walked along the sidewalkthere, and stopped in his tracks. Infront of him was a picture of a fire-fighter; happy, with a baby in his arms,

sitting on a sofa. His face is turnedaway from the camera, and he’s smilingat someone with a look of contentmentonly a parent truly knows. “That got tome,” said Zayas. “A picture of this manin much better times.”

A few feet away, Zayas’ eyes stop onanother image. A firefighter, dirty withgrime, soot and smoke, leans over a pile of rubble and gingerly holds apiece of debris. A pebble in the ocean,really. His face, too, is turned awayfrom the camera. The expression on his face, perhaps, is one of such sorrowthat it can only be truly understood by those who have lost loved ones sounexpectedly.

He saw then the tragic irony in thetwo pictures. These two photographs,these two firemen, more than anythingelse, illustrated to Zayas the differencebetween September 10, and the rest of our lives.

And why one day he was a NewYorker and the next, a Sailor again,from a city he loves and a country heproudly serves.

he Navy’s Physical Readiness Program is changing October 1,

according to NAVADMIN 087/02. While not drastic, the

changes involve three areas: age intervals shift from 10-years

to 5-years; a new scoring system illustrates obtainable

goals; and a new probationary category warns when a

member is in danger of not meeting standards.

“We had a symposium in June of lastyear consisting of fleet and force masterchiefs and other command representa-tives. We listened to input from the fleet,”said Kelly Powell of Navy PersonnelCommand’s Mission Essential branch,who holds a master’s degree in exercisescience. “The recommendations thatcame out of that meeting were forwardedup the chain for consideration.”

Some of the changes were:• Shortening of the age interval from

10 years to 5 years. “If you were 55, youwere stuck having to meet the require-ments of a 45 year-old, that’s unsat!”Powell said.

• Overall scoring. “Before, the lowestscore was the overall score. Now we’reback to an average.”

• Requirements of command fitnessleader changed to E-6. “Some commandshave people who are senior enough to bea CFL, but didn’t have the time to dothat. But they had good petty officers.”

Why wait until the changes take effectto get ready? After all, it’s up to the indi-vidual to make the time to exercise,though some aren’t sure when that timeis. Like many commands, the crew of theIngleside, Texas-based minehunter USSShrike (MHC 62) takes the guessworkout of physical training, or PT. They do it as a command at 0600, everyMonday, Wednesday and Friday.

“Shrike fit PT into its schedule,” notedLT Elliot Donald, the ship’s executiveofficer. “And we won the Battle E.”

Though all 45 or so of the crew haveto PT together, one crewmember likes todo a little extracurricular activity. Afterwork, Yeoman 3rd Class (SW) DeWayneSummage heads off to the gym with his

buddy, Mineman Seaman Glenn Burton,where they lift for a while.

“We bench-press, we do squats, curls,”said Summage, who said he can “power-lift” 230 lbs.

When doing strength training, it’simportant to work all the muscle groupsequally,” said James Baker, programdirector for Navy Fitness. “Men tend towork on the chest muscles because that’swhat they see in the mirror. They shouldalso work on the core muscles: abs, back,glutes, and hip flexors for body stability.”

But you have to start out slow. Beforebeginning any kind of exercise, Powellwants members to make sure they stretchfirst. “The increased circulation warmsthe muscles and joints so you don’t get apull when you exercise,” he said. “Peopleneed to stretch each part two times,holding for about 10-30 seconds, andrepeat as required. It should be smooth,not bouncing and jerking all over theplace.”

Mark Meeker, the assistant programmanager for Navy Fitness, who has abachelor’s in exercise science and is acertified strength and conditioningspecialist, recommends that anyone juststarting out with a weight-trainingprogram consider using the machines ina gym, as opposed to the free weights.“You don’t want to be too technical. Amachine offers a simple plane of motionfor each exercise rather than the freeweights.”

“But the biggest thing you can do isjust get them in the weight room any wayyou can,” Meeker said. “But don’t starttoo fast. They need to get their ‘coretemperature’ up by warming up (and thatis done by getting the blood flowing).

This can be accomplished on a stationarybike, or even by being on the treadmillfor five minutes. It doesn’t have to beanything hard.

“You don’t need to spend hours in thegym to get a good workout,” stressedMeeker. “The body responds better if theworkout is about 45 minutes.”

Damage Controlman 2nd Class (SW)Dan Kanmore from Shrike respondedhimself with some extra energy afterPTing in the morning with the crew. Hewas so pepped up after running with thecrew that he ran again after work. Thenhis wife saw what he was doing anddecided to try it herself.

“First a mile, then two miles, nowshe’s up to five miles. Then I startedtrying to keep up with her. In the pastthree months I’ve dropped from 220pounds to 203 pounds, between all therunning, dieting with her and eating thefood she cooks.”

Powell recommends members run ordo a cardiovascular exercise a minimumof 20 to 30 minutes, three times a week.But the real key is the intensity and theduration (how far). And it helps to findthe “best time” for them to run. “Itdoesn’t matter when, as long as they stickwith it.”

Runners should wear light, looseclothing and have the right shoes. “Thereare all kinds of shoes out there; running,cross-training,” Powell said. “The mostimportant thing to do is look for brand-name shoes. You need to take care ofyour feet.”

“This is all part of what the CNOestablished as a ‘culture of fitness,’”finished Powell. “The Navy’s willing tohelp, but it will be up to the individualSailor to commit to a healthier lifestyle.This will help members stay fit andhealthy not just through their career,but throughout their life.”

EN2(SW) Hector Garza exercises with a Russian “kettle-bell.” Although the ship maintains an attitude of fitness, thesight of this Russian exercise tool sometimes draws stares. “I don’t need much space to work out with this,” Garza said.

T hinking about leaving the three-mile-a-year club? Here are some quick tipsfrom the pros in Navy fitness that you can use to keep yourself healthy and fit.

Mark Meeker, the assistant program manager for Navy Fitness, recommendsthat for a full-body workout, beginners start with some light stretching (no more than20 to 30 minutes), then exercise the following:

• major muscle groups, triceps, biceps; 10 to 12 reps,two to three sets.

• legs muscles; use the leg press, extension and curl machines,10 to 12 reps, two to three sets.

• calves; 15 to 20 reps, one to two sets, seated or standing,whichever machine is available.

• hamstrings (back of top half of leg); 15 to 20 reps, one to two sets.• chest muscles with the chest or incline press; 10 to 12 reps, two to three sets.• back muscles; do pull ups (as many as possible) or lateral pulls down,

10 to 12 reps, one to three sets.• shoulder with the overhead press; 10 to 12 reps, two sets.• bicep and tricep muscles; for this, use the curl machine,

10 to 12 reps, two to three sets.• Finish up with the tricep extension, 10 to 12 reps, one to two sets.For proper cardiovascular exercise, Kelly Powell of Navy Personnel Command’s

Mission Essential branch recommends a cardiovascular exercise, either running, swim-ming, or something else, 20 to 30 minutes, three times a week. Runners should wearproper shoes and light clothing.

They both agree that no matter which exercise you do, the first thing you need todo is stretch the muscle you intend to use to avoid getting a pull.

On Duty On-the-Hour Every Hour

Being a father is a hard enough on its own. Having a family member in

the military makes that job even harder. There are few who understand

the sacrifices Navy parents must make better than Michael Flocco,

who lost his son in the September 11 terrorist attack on the Pentagon.

Flocco is one of about 400 construction workers rebuilding the Pentagon.

A metal worker by trade, he puts a piece of his heart into every piece of

re-bar or pipe he lays. For him, it is an emotional labor of dedication, knowing

that his only child-turned-Sailor, Aerographer’s Mate 2nd Class Matthew Flocco,

died in the same place that he now rebuilds. “My son is out there somewhere.

I am not going to forget him,” said Flocco.

No parent wants to outlive their son or daughter, but that is always a possibility

when that child is a member of the military. Living with such a loss, Flocco takes

solace in his son’s naval career.

He knows that what Matthew did was right and still supports his son’s choice

to join the Navy. “We always supported him in everything he decided, and I know

he would have been proud of that.”

Rebuilding our nation’s defense headquarters is something in

which Michael Flocco can take pride. Carrying on his son’s service

to country is a duty this father proudly upholds.

A year after 9/11, we are in the midst of a war againstterrorism; a very long battle. We knew it would be thatway when it started on 9/12. With so many fronts and

so many terror elements to pursue, how can we even begin to say we are victorious over terror when the good fight is still being fought?

If we look and listen, the signs of victory are all around us.For one, the city that doesn’t sleep has awoken even more,

recovering in the face of tragedy with a determinationand moxey that only New Yorkers can muster.Not only is the World Trade Center sitecleared of rubble, the discussion ofrebuilding and memorializing is wellunderway.

At our nation’s defense head-quarters, the physical scars ofterror have been removed withmuch of the damage rebuilt, andthe Pentagon is once again prop-erly representing its namesake – abuilding with five complete sides.

A field in Pennsylvania hasresumed its nature’s bounty, clean ofaircraft debris, and now, like plots ofland in lower Manhattan and Arlington,Va., it has been declared solemn ground.

The destruction from the attacks onAmerica may be physically disappearing, but newsigns of the lingering terror threat are in their place. Cementroad barriers have been placed around government buildings.There are longer lines at airport security gates; more guards,more police, more public vigilance … prudent deterrence forhomeland defense sake necessitated by a very real enemy. Havethese barriers and inconveniences stopped our country’s peoplefrom going about the business of living in a free and democraticsociety? More so, has the real aim of terror – to induce fear,been successful in ceasing our independent way of life?

We are moving forward still – very much so.Unity stands ever strengthened against this looming impetus.

Yes, individually and as a nation, we are still mourning the lossof loved ones, co-workers, good friends and fellow citizens.

For many, the terror that fell upon our soil on Sept. 11 is stillfalling upon them – an attack that pierces their hearts daily.It is in this regard that we must never let time fade our remem-brance of the victims of terror. We may heal, but we must never forget. Their loss can serve us over and over as motivation toprevail over the true sword of terror that has crept slowly intoour civilized world.

While not yet free of terrorism, we are firmly in freedom’sembrace. The terrorists did not succeed in taking the very

element of our society they hate most. One couldsay, for this reason, they failed and we are

victorious in that moment freely lived andthe many moments to come.

It is fear that the terrorists ulti-mately seek to implant to stop those moments from ever occur-ring. It may briefly halt our stepsand cause us to proceed withcaution, but we will still boldly goforth. For here, too, they havefailed, as almost immediately after

9/11, we were a nation on the move,exercising our freedoms. We are in

flight, and we are still a country gath-ering and celebrating in large groups; a

people who do not let fear win over theirlives. A year later, the signs of terror’s failure

are very much all around us.As President Bush declared so defiantly as he stood at

ground zero in New York City amid chants of “USA,” “I canhear you … I can hear you, the rest of the world hears you,and the people who knocked these buildings down will hear all of us soon.”

We have not become silent. We are not going quietly.On the contrary, hear our freedom ringing loud and clear.Listen to our victory over terror.
