New Destiny Health Career Center 2020 School Catalog

Purpose

New Destiny Health Career Center’s purpose is to provide educational and job skills training for

career and personal advancement. Our center simply provides a classroom atmosphere and

experienced educators to guide you to success. Students are supported with job search and

employment assistance to meet current business and health service needs.

Mission Statement

New Destiny Health Career Center’s mission is to ensure that each student is adequately prepared

with FAST quality education. We focus on the needs of our customers and our plan is to give you

exceptional service from the instructors, counselors and staff.

Facility

New Destiny is located at 22 W Pennsylvania Ave, Suite 411, Towson, MD 21204 and is comprised of 800

square feet within a six-story office building. The space is devoted to one classroom with student training

lab (400 sq ft), 1 office with a reception and break area (400 sq ft). The facility also has mini-library

resources and a computer with internet access. The facility has work space for instructors and the office

manager. Separate restrooms for male and female are located on each floor of the building.

Equipment

Equipment used for training includes: Tables, chairs, training mannequins, hospital bed, internet access,

a computer station. To enhance the students learning the school is equipped with F l a t S c r e e n TV,

DVD, dry erase board in the classroom and audio video equipment.

Library

The school has library resources throughout with supplement information and reference material to be used

in conjunction with curriculums.

Transfer of Credit

New Destiny Health Career Center’s certificate program does not accept transfer credit.

Program Performance

All students and prospective students may obtain from the Maryland Higher Education Commission

(www.mhec.maryland.gov) information regarding the performance of each approved program. This includes

but is not limited to information regarding each program’s enrollment, completion rate, placement rate, and

(if applicable) pass rate of graduates on any licensure exam.

Emergency Closures, Delayed Opening, and Early Dismissal

The Director will determine whether classes will be closed, delayed, or dismissed early. The decision will be

based on student and staff safety and the ability to effectively deliver the educational program and any other

consideration deemed relevant by the Director.

A decision will be made as early as possible in order to ensure the safety of students and staff members and

to provide students and staff with timely notification.

Notification

Notice of closings, delayed openings, and early dismals will be made via:

* Local broadcast media; WBAL TV News Channel 11

* www.cancellations.com

* Mass text message system; and

Program time missed due to an emergency closure, delayed opening or early dismissal will be made up.

Students will be informed by their instructor when the program time will be made up.

Admission Requirements

New Destiny Health Career Center is an equal opportunity institution and offers admission to anyone who

meets the admission standards and can benefit from the training, without regard to race, religion, sex, age,

color, national origin, physical disability or place of residence. Students must be at least 18 years of age to

enroll in the school. Applicants will need to provide proof of age by presenting a government issued ID with

photo and birthdate (i.e. driver’s license, passport, state ID card).

The school accepts enrollment applications on a daily basis by appointment. Those who are interested in

enrolling in the program are encouraged to call the school to schedule an appointment to speak with the

Director. Walk-ins will be required to schedule an appointment in the future. Students who do not have a

High School Diploma or GED are required to take the Wonderlic Ability-to-Benefit (ATB) Assessment

Test. The cost for the initial Wonderderlic Ability-to-Benefit Assessment Test is $15. There is a $15 fee for

each re-take.

The Wonderlic Ability-to-Benefit (ATB) Assessment Test is designed to identify students who possess the

basic skills necessary to succeed in a post-secondary education program, but who do not have a high school

diploma or G.E.D. The test measures math and verbal skills.

High School Diploma

Students enrolled in the program are required to have a high school diploma, G.E.D and meet the minimum

test score requirements on the Wonderlic Ability-to-Benefit (ATB) Assessment Test.

A student with a foreign high school diploma will be deemed as having met the high school diploma

requirement with an official diploma evaluation from a member of the NACES (National Association of

Credential Evaluation Services) or AICE (Association of International Credential Evaluators) i.e. SpanTran

or World Education Services.

Admission Test Scores for Program Entry

All students meeting minimum test score requirements on the Wonderlic Ability-to Benefit (ATB)

Assessment Test (267 for math and 267 for verbal skills) are permitted to fully enroll into the Certified

Phlebotomy Technician program and will be notified promptly of acceptance or rejection of admission by

telephone, mail, or in person.

If a student does not meet the minimum score requirements for entry, the assessment test can be retaken 7

days later from the date of the initial testing date. The test can be taken up to 3 times in a 6 month period.

There is a $15 cost for the initial assessment test, i.e. the first Wonderlic Ability-to-Benefit (ATB)

Assessment Test. There is a $15 fee for each assessment test re-take that must be paid prior to the re-take.

Criminal Background

Students with convictions on their criminal background may enroll in the program however; criminal

convictions may negatively affect the student’s ability to become employed in the healthcare field as a

Phlebotomist or Phlebotomy Technician. A criminal background may also effect a student’s chances of

being placed at an externship as a clean background is a requirement for some clinical externship sites.

Attendance Policy

Attendance requirements are strictly upheld. Students who are absent for whatever reason, and who as a

result of such absence fails to meet the 80% attendance rate will not be allowed to continue in the class and

will be terminated from the program. The student will be allowed to enroll in the next class that has

available space.

Student must be on time for every class period. Two (2) tardies results in one (1) absent day and is subject to

the attendance policy. Tardy is defined as 10 minutes past the scheduled class time. A student who misses

class or a test must check with the instructor for class make-up or re-testing dates and times to complete

missed class work and missed test within one week of assignment. The student is responsible for all

readings, activities and class work covered during a missed class period.

Student attendance and progress is evaluated daily and reported in writing weekly to allow students to see

their attendance rate and academic standing in the program.

Withdrawal and Termination

Students may request to withdraw from enrollment by requesting a withdrawal form. Upon withdrawal or

termination, any refund due in accordance with the Refund Policy on page 10 of this catalog and printed in

the enrollment agreement, will be paid to the student 60 days after the last date of attendance by the student.

New Destiny Health Career Center reserves the right to terminate a student for the following reasons:

Failure to maintain the required 75% academic standing.

Failure to meet minimum 80% attendance rate.

Failure to maintain a tuition payment agreement.

Bringing drugs or weapons into the school.

Physical violence to other students, staff, or patients.

Profanity or obscene language to a staff member or patient.

Graduation Requirements

To graduate, you must:

1. Attain a final average of 75% or higher; and

2. Passage of Final Exam; and

3. Have minimum 80% attendance rate; and

4. Successful completion of clinical externship; and

5. Have paid your tuition in full.

New Destiny Health Career Center will automatically release your certificate once ALL requirements have

been met.

Grading System

The program uses a number-letter system of grading, with number grades being assigned to quizzes and

tests and letter grades to the completed program. The program Grade Point Average is determined by

obtaining a weighted average of designated tests and quizzes.

Graduate Support:

New Destiny has a strong commitment to the success of its students. New Destiny Health Career Center

provides its students with continuing employment instruction and advice. This personal counseling includes

training in job-search techniques, résumé and letter writing, interviewing and presentation skills in our

Career Essentials course. This is a continuing service available to all New Destiny Health Career Center

graduates.

While graduate and career counseling is provided, it is understood that the school cannot promise or

guarantee employment or salaries, although willing to help new graduates by writing a letter of

recommendation and other assisting measures but cannot guarantee placement services to any student or

graduate.

Transcripts: Transcripts of academic records are available to the student, or will be sent to an institution or

person designated by the student, when the student makes the request in writing. Student permanent grade

records are kept as long New Destiny Health Career Center exists. A request for a transcript should be

accompanied by a $15.00 fee for each transcript requested.

CODE OF CONDUCT

• No profanity or offensive language

• No physical violence or harm to other students, staff or patients

• No weapons, alcohol, or drugs allowed on or within 200 feet of school property

• No smoking or using any tobacco products inside any part of the school or clinical property

• No offensive, revealing, or socially inappropriate attire is allowed at any time

• Closed toe shoes are required for Lab/Clinical

• No heavy perfume/cologne especially during clinical rotation

• Hair must be shoulder length or pulled back in a ponytail during labs / clinical

• No gum chewing in the classroom, lab or at clinical

• No cheating, copying, or attempting to copy from another’s exam or quiz

Students are expected to be familiar with and adhere to the Code of Conduct at all times during the program.

Refund Policy

Refund Policy: All refunds shall be made without requiring a request from the student within seven (7) days

from the date that the institution terminates the student or determines withdrawal by the student. The

institution determines withdrawal by the student once the student has seven (7) class days of consecutive

absences without notice of withdrawal.

1. All monies paid by the student will be fully refunded if the student chooses not to enroll in or to withdraw

from the school within seven calendar days after having signed the enrollment contract.

2. If the student chooses not to enroll after the seven-day cancellation period, but before the first day of

instruction, the registration or enrollment fee will be retained by the school.

3. If, after the seven-day cancellation period expires, a student withdraws or is terminated after the

instruction begins, refunds will be made based on the total contract price for the course or program and shall

include all fees, except the application, registration or enrollment fee and any charges for materials,

supplies, or books which have been purchased by, and are the property of, the student. The minimum refund

that the school will pay a student who withdraws or is terminated after the 7-day cancellation period has

expired and after instruction has begun, is as follows:

4. If the school closes or discontinues a course or program, the school will refund to each currently enrolled

student all monies paid by the student for tuition and fees and all monies for which the student is liable for

tuition and fees.

5. Students are requested, but not required, to notify the Director or designated school official if they are

withdrawing from the school.

6. The date of withdrawal or termination is the last date of attendance by the student. Refunds are based on

the student’s last date of attendance.

7. All refunds due will be paid within 60 days of the student’s last date of attendance.

8. Books purchased are the property of the student and are not refundable, except within the seven-day

cancellation

Grievance Policy

A grievance is any event, condition; rule or practice, which the student believes violates his or her civil

rights, treats hi m/her unfairly while in school.

- If at any time a student has a problem with an instructor or staff member, the student should

request a meeting with that instructor or staff member to attempt to solve the problem at that

level.

- If the problem cannot be resolved, the student should request a meeting, with a different

instructor or staff member either verbally or in writing.

- If not resolved, the student may address their grievance in writing to the Administrator or the

Director.

Students are encouraged to resolve issues internally but always have the right to submit their complaint

directly to the Secretary of Higher Education at the Maryland Higher Education Commission or the

Objectives of the Program

The objective of the Certified Phlebotomy Technician Program is to prepare the student to successfully

obtain patient venipunctures and acquire the essentials skills needed to perform procedures safely. To meet

this objective, instruction addresses subjects encompassing thee circulatory system, safety techniques for

obtaining venipunctures, patient preparation and basic laboratory procedures and tests as well as total

patient care.

Potential Employment Sites: Doctor’s Offices, Clinics, Community Centers and Hospitals.

Instructional Methods: Method of instruction: This course is taught through a series of classroom lecture, hands-on laboratory

training, out of class homework-class preparation assignments, and clinical externship instruction.

Module I Program Topics

CPT 100 Introduction to Phlebotomy 18 hours

This program topic is designed to help students with the basic knowledge needed to identify accurately and

safely the best vein selection for venipuncture.

HED 212 Hematology 10 hours

This program topic is designed to help the student develop skills needed to: state the general

functions of blood and name the four groups thereof, demonstrate finger sticks for capillary blood

tests, and perform venipuncture.

HED 99 Medical Terminology 12 hours

This program topic is designed to help the student understand the basic function, structure and

terminology associated with the human body. This course consists of medical abbreviations, prefixes,

suffixes, root words and combining words as they relate to the body.

CPT 101 Applied Venipuncture 12 hours

This program topic is designed to help the student in preparation for the blood collections via dermal and

skin puncture procedures. Safety precautions and prevention of needle stick is emphasized in this course.

CPT 102 Medical Laboratory 12 hours

This program topic is designed to help students with review of quality lab tests, safety in the medical lab and prevention of hazards in the laboratory.

CPT 103 Lab Procedures 10 hours

This program topic summarizes all clinical applications and brings everything together while preparing the

student for the clinical externship. Review of class room, lab and clinical skills needed.

Module III Program Topics

CPT 105 Clinical Externship 40 hours

This clinical externship is designed to assist the student in functioning as a professional certified

phlebotomy technician. All clinical phases will be reviewed to assure that the student is capable of

functioning accurately and professional ly . The student will demonstrate through check-offs their

ability to function in the clinical setting. All clinical phases of the program are reviewed, and students

will demonstrate all extern functions under instructor supervision. Student externship skills will be

refined, and measured for accuracy. During this externship, the student will spend time practicing and

perfecting venipunctures, skin punctures, specimen processing, and administrative tasks by

applying the knowledge, skills, and competencies acquired in lecture. Successful completion of the

externship is a graduation requirement.

CPE 501 Certification Prep Essentials 12 hours

This program topic is designed to give each student a subject matter overview in preparation for the national

certification exam.

CET 301 Career Essentials Training 14 hours

This program topic is designed to prepare students for job employment. Class consists of job interview

skills, customer service training, conflict resolution, and dress for success employment skills for retention

after employment.

Fees & TUITION:

Two Payment Plans I & II:

Plan I: One Thousand Four Hundred and Thirty Dollars ($1,430.00) paid in full before class

begins;

Plan II: *Installment plan with twenty-five percent down (25%). Three Hundred and Fifty Seven

Dollars and Fifty Cents ($357.50) down payment plus a one-time twenty-five dollar ($25.00)

payment plan set-up fee ($382.50 total down payment) before class begins and then Three Hundred

and Fifty Seven Dollars and Fifty Cents ($357.50) per week due on Monday of each class week

($357.50 down then three (3) weekly payments of $357.50 = $1,430.00). (Payments are required to

be paid by automatic draft from your bank account or automatic from your debit/credit card; no

cash accepted.)

• For students who choose payment plan II, an installment request form and a Payment Agreement

Contract must be completed. All payments must be made in full on the due date (Monday) prior to

start of class. Personal checks and cash cannot be accepted. Payments will be automatically

withdrawn from your authorized account. If a student fails to make a weekly payment, then the

student will not be allowed to continue in the class if payment is not made. Certificate of

completion will not be given and the student will not be scheduled for the certification exam until

all payments are made in full. Re-testing fees and test rescheduling is the student’s responsibility.

Additional Costs: Some clinical externship sites require a clear background check, a clean

drug screen, a health physical screening, CPR & First Aid certification, and liability

insurance; students are responsible for the cost of such screenings, certifications and

insurance. Background check cost could range from $38 - $62. Drug screening cost could

range from $38 - $50. Health physical screening cost could range $80 - $150. CPR/First Aid

Certification could cost $80 - $100. Student Professional Liability Insurance $50 - $100.

Financial Services: NEW DESTINY HEALTH CAREER CENTER does not participate in the federal

financial aid program. However, a payment plan is offered as stated on page 15, for those needing

assistance with paying for training. The Payment plan option is available for program training after the

initial down payment. All tuition payments must be made in U.S. funds through automatic draft.
