During the past year, the Virginia Association of Counties held regional meetings throughout the Commonwealth, creating another opportunity for VACo to hear from its members. Through these regional meetings, one unifying reality became clear to VACo’s Board of Directors and staff – county officials care deeply about the communities they serve.

County leaders care about job creation and economic development. They care about building vibrant communities that remain attractive to their children as they reach adulthood. County officials care about the quality of public education, and often approve more local funding than the state requires so students can attend the best schools possible. When emergencies occur due to natural or other causes, county officials care about protecting their residents.

Certainly, caring is not something new for county officials. So, it is not surprising that VACo’s Conference Planning Committee chose a simple theme for the 81st Annual Conference in November – “Virginia Counties Care.”

VACo’s Annual Conference provides opportunities for county officials to exchange ideas with state leaders on ways we can work as partners while serving all Virginians. Legislators and other state officials need to understand how policy changes they consider at the state level will affect the ability of local governments to deliver diverse public services at reasonable cost. VACo’s Annual Conference is meant to be a learning experience, where knowledge is gained, not just by attending general sessions and workshops, but by listening to one another in hallway conversations, or during a shared meal, or by participating in other scheduled, and unscheduled, activities.

When you attend the 2015 Annual Conference, please take time to visit our Exhibit Hall. You will find more than 100 companies and organizations interested in partnering with your county in the delivery of needed public services. It’s educational, and it’s fun!

It is my hope that, when this Annual Conference comes to a close, you will depart with new ideas and perspectives that will help you serve your constituents. The Conference Planning Committee and VACo staff have worked diligently to develop an informative program. Concurrently, VACo’s seven steering committees have worked to develop VACo’s 2016 Legislative Program and Policy Statements. I hope you participate in this process – one that is meant to be open and lively. If you are not a Steering Committee member, I strongly urge you to get involved in 2016. You can choose almost any subject matter that holds special interest for you.

It has been my privilege and honor to serve as VACo president during the past year. VACo is an organization that does very important work with its members to maintain and improve the quality of life for all Virginians by ensuring that local services are the very best they can be. Thank you for the support you have provided and for your active participation.

1. Spring regional meetings: VACo members are invited to attend regional meetings to identify and discuss key statewide legislative and policy issues.

2. Resolutions Committee meetings: The committee oversees the development of the annual Legislative Program. They meet in early fall and during the annual conference in November. The committee receives legislative updates during the annual legislative session. The Resolutions Committee includes the six members of VACo’s Executive Committee and the chairs and vice chairs of VACo’s seven steering committees. VACo’s First Vice President chairs the Resolution Committee. The seven steering committees are Economic Development and Planning, Education, Environment and Agriculture, Finance, General Government, Health and Human Resources and Transportation.

3. Steering Committees: The seven steering committees meet at least twice - once in late summer and again November during the annual conference. The Steering Committees develop their policy sections for the annual Legislative Program.

4. VACo membership: The VACo membership adopts the new Legislative Program during the annual business meeting on the last day of the annual conference in November.

Additional information The President appoints steering committee chairs and vice chairs. VACo members volunteer to serve on steering committees. In early Fall, prior to the annual conference, the membership receives a Preliminary Legislative Program. This draft is revised during the annual conference.
