Early Childhood Care and Development Council

MANDATE

Implement the National ECCD System.

VISION

Filipino children aged 0-4 years whose rights are protected and promoted and whose

potentials are developed to the fullest regardless of their conditions, socio-economic

status, gender, religion, and cultural diversity.

MISSION

Strengthen a system that raises awareness towards the improvement of the quality

of life of young children 0-4 years old, their families and communities through

cooperative and collaborative delivery of services on health, nutrition, early

education and social development.

INTRODUCTION

This 2013 ECCD Council Accomplishment Report is guided by the 2013

Directions of the Governing Board and reflects the efforts of both the ECCD Council

Secretariat and the Council’s member agencies’ in ensuring that ECCD programs and

services are implemented and provided in a responsive manner that would lead to a

significant result at the local level.

The approval of the Early Years Act of 2013 was a major accomplishment of

the Council for the year. This major leap on early childhood care and development

had driven the Council to fast track the establishment of National Child Development

Centers in municipalities and cities in the country and the implementation of

programs and services in these Centers. The 33 National Child Development

Teachers and 33 Teacher Assistants served as ECCD Council focal persons in the

NCDCs.

The year 2013, having been both a challenging and fulfilling year for the

Council, has continued to move forward in helping those considered to be one of the

most important assets of our nation --- the Filipino children.

A primary focus of the Council during the year was the hiring of the major

players in the operations and management of the National Child Development

Centers --- the Child Development Teachers (CDTs) and Teacher Assistants.

Capacity-building of these CDTs and Teacher Assistants was another major focus of

the Center. Preparing them to be adept and capable in facilitating and organizing

local activities, coordinating with the local government units, managing the NCDC

and handling 0-4.11 years old children were undertaken throughout 2013. A local

team in all the 33 municipalities was created to ensure support and sustainability of

programs at the local level.

ECCD Council 2013 Directions

• Expand access to quality ECCD programs and services through the

establishment of the National Child Development Centers in all cities and

provinces

• Scale up of alternative delivery modes of ECCD programs and services

• Introduce creative and innovative approaches of ECCD service delivery

• Strengthen collaboration and cooperation with the Local Government Units

(LGU)

• Tap the Corporate Social Responsibilities (CSR) of private corporations to

focus their support on ECCD

• Partner with Teachers Education Institute (TEI) to implement non-traditional

delivery of training for service providers of early learners

• Implement the ECCD Early Learning Curriculum in a nationwide level

• Provide technical assistance to local leaders to sustain the gains of ECCD in

selected barangays

• Lobby for the enactment of EYA Bill

• Support to issuance of ordinances to strengthen the existing ECCD system

• Formulate policies and standards to improve the ECCD system

I. Programs, Projects and Activities

Approval of the Early Years Act of 2013 (Republic Act 10410) and

Crafting of the Implementing Rules and Regulations (IRRs)

The Early Years Act of 2013 also known as Republic 10410 was signed into law

last March 26, 2013. This is an “Act Recognizing the Age from Zero to Eight

Years as the First Crucial Stage of Educational Development and Strengthening

the Early Childhood Care and Development System, Providing Funds Therefor

and For Other Purposes.

This law provides the over-all guidance that zero (0) to four (4) years is the

responsibility of the ECCD Council and the responsibility to help develop children

in the formative years between age five (5) to eight (8) years is with the

Department of Education.

regulations (IRR) of RA 10410:

Establishment of National Child Development Centers

In order for the Council to reach its goal of providing quality early childhood care

and development programs and services to all children 0-4 years old all over the

country, the establishment of the National Child Development Center (NCDC)

remained a priority this year.

Following set guidelines and criteria, many municipalities have signified intention

to avail of the National Child Development Center. To ensure program

sustainability, the Council provides the structure and content while the local

government, as counterpart, provides the required land area and its

development, inclusive of the perimeter fence and playground structures

ensuring the safety of children and protection of the center. Thus, the NCDC

Official Signing of the IRR of R.A. 10410 on November 4, 2013 at DepED Main Office, Pasig City.

Project of the Council is one significant symbol of serving the community early

learners via partnership.

Aimed to serve as the laboratory for testing social technologies, innovations and

interventions, it is also expected to serve as the resource and training center for

early childhood service providers and caregivers and as the ‘’first school’’ for the

community’s early learners. As such, it is envisioned to provide integrated

delivery of services on health, nutrition, early education and social development.

In order to maximize the time and schedule, ECCD Council decided that Regional

Clustering will be conducted for all identified recipients.

The first requirement for the establishment of NCDC is the signing of

Memorandum of Agreement between the recipient LGUs and ECCD Council. For

FY 2013, there were of 49-targeted LGUs. During the year, additional 115 LGUs

target for FY 2015 were included. Per agreement with the Department of Budget

and Management (DBM), initial activity and signing of MOA would be done in FY

2013 in order to fast track the implementation in FY 2014.

2. Equipping the National Child Development Center:

As of June, 2013, Thirty one (31) NCDC sites were still waiting the delivery of the

1st batch procurement of resources from the Procurement Service of Department

of Budget and Management (PS-DBM). Revised delivery date was scheduled this

coming June of 2014. Since the procurement and delivery of the 1st batch

resources from PS-DBM were delayed, the ECCD Council decided that the next

batch of procurement be done through the LGUs where additional fund intended

for furniture would be released. As of December 31, 2013, 27 LGUs were

downloaded funds intended for the procurement of furniture.

In partnership with UNICEF, the Council continued to improve, upgrade and

update the capabilities of ECCD service providers. ECCD Council trained a total of

1,255 Day Care Workers in 3 cities and 25 municipalities during the year. Of this

total, 52% are from Luzon, 35% are from Mindanao, while 13% are from Visayas

(Figure 1). The figure reflects an increase in the number of municipalities

served.

The training aimed to orient the day care workers and other ECCD providers on

the new ECCD system and introduce to them the new and emerging global

trends and views on early childhood education with the end in view of

strengthening and improving communication between the Day Care Workers and

ECCD Council.

Participants to this training were the Day Care Workers, ECCD Focal Persons,

Municipal/City Health Officers and Municipal/City Social Welfare & Development

Officers. From October 2011-December 2013, ECCD Council trained 2,610 DCWs

in 64 municipalities/cities through Induction Program.

Kamp Bulilit: A Parent & Child Camp

The ECCD Council, in partnership with the Local Government Units spearheads

the conduct of Kamp Bulilit. Kamp Bulilit serves as a model of a family support

program or a home-based activity among parents and children aged 1-4 years

old. This yearly Project supports the idea that children within the said age group,

considered the formative years of a child’s life, are absolutely critical for the

development, performance and success of the child throughout his/her life.

Hence, Kamp Bulilit, provides a sample model where stimulating experiences

within a conducive environment is experienced both by the parents and the kids.

Children’s physical, social, emotional and cognitive growth are developed through

fun-filled activities designed to foster language development, literacy, creativity,

independence and school readiness.

The Kamp Bulilit 2013 served as the official launching of the National Child

Development Centers (NCDCs) in the different municipalities and cities where the

NCDCs have been put up. The event provided early learning opportunities for

children 3-4 years old through a one-day interesting and exciting activities in the

Center. The parents and caregivers of these children also participated in the

event. A total of 1,487 participants were present in the Kamp Bulilit Activities in 9

cities and 13 municipalities.

Gauging from the feedback reports gathered, it can be said that the 2013 Kamp

Bulilit was a considerable success. It generated positive and encouraging

feedback from the local government officials, parent-participants, Day Care

Workers facilitators and community observers.

With the conduct of Kamp Bulilit, the Council was also able to disseminate early

childhood care and development initiatives through local tv, radio stations, and

the website.

Training of Child Development Teachers (CDTs) & Teacher Assistants (TAs)

In preparation for the formal opening of classes in the first 33 National Child

Development Centers, the following training activities were conducted to upgrade

the newly hired CDTs and TAs of their skills, knowledge and competencies on

early childhood care and education including the implementation of the National

Early Learning Curriculum. They were trained how to manage and implement the

different programs and services in the National Child Development Center and

were also oriented of their roles as key implementers of these programs and

services as well as the expected tasks they need to do such as community

mapping and profiling.

A session on how to administer and interpret the result of the ECCD Checklist

and the Portage Guide to Early Education were also part of the topics covered

during these trainings.

One- Day Orientation Program for Local Government Officials (ECCD –

NCDC Team)

Simultaneous with the conduct of training for CDTs and TAs, a one-day

orientation for LGU Officials was held last August 20, 2013. A total of 135 LGU

Leaders, ECCD Partners and Advocates composed of 12 municipal mayors/vice

mayors, 21 Municipal Health Officers, 28 Principals, 26 Municipal/City Social

Welfare & Development Officers, 24 Barangay Captains, and 24 Barangay

Nutrition Scholars participated in this activity.

The activity aimed to orient local leaders on the newly approved Republic Act

10410 (Early Years Act of 2013); to strengthen the leadership of the first batch of

LGU NCDC recipients; to initiate the LGUs in building a strong NCDC team and to

resolve issues and concerns in relation to the implementation of ECCD programs

in the National Child Development Center.

Development of a System for Early Identification, Prevention, Referral,

and Intervention of Development Disorders and Disabilities in Early

Childhood

The Early Childhood Care and Development Council (ECCDC), in partnership with

the United Nations Children’s Fund (UNICEF), initiated the development of a

community-based system for early identification, prevention, referral, and

intervention of development disorders and disabilities in children zero (0) to six

(6) years of age. This is in line with the country’s need for a more receptive

disability response for Filipino children who are in the urban poor, rural, disaster,

and conflict-afflicted areas. Dr. Betty Dy-Mancao, a pioneer in Rehabilitation

Medicine in the University of the Philippines - Philippine General Hospital (UP-

PGH) was engaged as the project lead consultant.

The system design outlines the flow of responses for children who are with, or

are at-risk for physical, intellectual, and behavioral disabilities by equipping the

ECCD providers (rural health, social welfare, and day care workers) of Local

Government Units (LGUs) at barangay and municipality/city level with the

knowledge and skills on detection, prevention, and basic intervention at their

level. Three sites under the GPH-UNICEF Country Program for Filipino Children

(CPC) were selected for modeling the system. These were: Puerto Princesa City

in Palawan; municipality of Malungon in Sarangani; and municipality of Milagros

in Masbate.

Modeling involved the following steps: 1) data gathering in these areas then

incorporating the findings into the system; 2) orienting selected members of the

LGU on the system design and their roles in it; 3) capacitating ECCD providers via

training on prevention, early identification, referral, and management of the

following disabilities: Autism, Attention Deficit Hyperactivity Disorder, and

Intellectual Disability.

A total of 180 participants joined the trainings done in three sites. The monitoring

phase of the modeling process, specifically assessment of the participants’ usage

of their training knowledge, will be the next step toward concluding this study.

On the next page is the system diagram on early identification, prevention,

referral and intervention of development disorders in early childhood.

Crafting of Standards and Competencies for Children 3-4 Years Old

During the year, the Council developed the standards and competencies for 3

and 4 years old children (“Pamantayan at Palatandaan sa Pagkatuto para sa

Tatlo at Apat na Taong Gulang”).

This curriculum was prepared to serve as a guide for the Child Development

Teachers in planning developmentally appropriate and child-centered daily

activities. These standards and competencies have been validated and finalized

and will be endorsed to the ECCD Council Governing Board for approval.

Distribution and use of these approved standards and competencies in the

National Child Development Centers is expected to be done in 2014.

Headed by the Vice Chairperson and Executive Director, the officers and staff of

ECCD Council participated in various international conferences, policy fora, and

trainings as called for by their respective duties and functions.

In addition, the Philippines Priority Action and Areas for Country to Country

Cooperation were crafted and submitted by the Philippine delegates during the

Asia Pacific Regional Policy Forum on Early Childhood Care and Education in

Seoul, Korea.

Inter-agency Coordination at National Level

The ECCD Council, as the lead agency mandated to implement the ECCD system,

continued to participate, coordinate, network and forge partnerships with

different non-government organizations and government agencies to advocate

Gender & Development (GAD) Activities

The enactment of RA 7192 aims to mainstream gender responsiveness in all

Government Agencies. National Government Agencies are required to develop

programs integrating the Gender and Development perspective to promote

gender equality and empowerment of women through development programs.

Likewise, the Philippine Commission on Women (PCW), the Department of

Budget and Management and the National Economic Development Authority

(NEDA) issued a Joint Circular No. 2012-01 enjoining all government departments

and its attached agencies to have an annual GAD plan.

In response to these directives, the ECCD Council conducted a series of

workshops on GAD to orient ECCD personnel on Gender Concepts and measure

their gender sensitivity. Prior to the training, an assessment of the Council’s staff

on their knowledge of GAD was done. A survey questionnaire from the PCW was

distributed and filled out by each staff. The result was significant, citing that 90%

of the Council’s staff has very little knowledge on Gender and Development. The

need for GAD training was inevitable.

The ECCD Council Gender Sensitivity, Gender Analysis and GAD Planning and

Budgeting was held on May 27, 2013 at the ECCD Council Conference Room at

the 4th Floor of PDAF Building, Makati City. Ms. Maria Theresa E. Caasi, a

Resource Person from the Philippine Commission on Women conducted the

training. Activities included deeper examination of one’s personal beliefs and

assumptions about the roles and capacities of men and women. Workshops were

held to understand the concepts of sex and gender and to deepen one’s ability to

recognize gender issues which can be helpful not only in developing programs for

both the men and women in an organization but likewise understand better work

relationships.

The GAD Planning and Budgeting Activity was a follow-through activity held on

July 7, 2013 at the ECCD Conference Room. Ms. Caasi provided insights on how

the planning would be done in relation to the assessment conducted, the

knowledge gained and realizations brought about by the previous training. At the

end of the Planning and Budgeting Activity training, a GAD Work and Financial

Plan to be incorporated in the 2015 Budget Proposal was drafted and presented

to the management for comments prior to its finalization and approval.

In December 9-11, as part of the commitment of the Council to promote gender

and development, the “Gender and Development: ECCD Council Wellness

Program” was held at the Bay Leaf Hotel, Intramuros, Manila with Dr. Betty

Mancao from UP-PGH, as the Resource Person. She discussed topics on Stress

Management (Ergonomics) and Aging Gracefully. The learnings gained when

applied by the participants could very well lead to reducing stress and creating

habits for healthy living which is a contributing factor in aging gracefully.

Writeshop on the Development of Operations Manual on National Child

Development Center

This writeshop was a convergence of inputs from both the Program and NCDC

Units of the Council to come up with a Manual of Operations on how the first

batch of National Child Development Centers will be managed. The content of

the Manual included discussions on the people involved, their roles and the

administrative and financial aspects of its operations and management.

The writeshop was held last April 17-19, 2013 at Lourdes Suites, Makati. A draft

Manual of Operations was printed, distributed and validated during the One-Day

Orientation Program with Local Government Officials last August 20, 2013. To

date this manual has served as a guide and reference document of the Child

This 2-Day Live-in Workshop held last February 21-22, 2013 in Tagaytay City was

participated in by 11 ECCD Councils’ Administrative and Finance Officers and

Staff. The activity intended to prepare a set of office administrative and financial

procedural guidelines which the ECCD Council Office will adopt in order to

facilitate its day to day operations. The proposed content of this office

decorum, personnel policies privileges and remuneration, human resource

developments, disciplinary measures, utilization of resources and financial

administration.

Communication Planning Workshop

This workshop was conducted as part of the advocacy and communication

activity of the Council. Being a newly established Office, the workshop aimed for

the 11 Program Unit Officers and Staff to (1) understand and appreciate the

concepts of information, education, and communication for advocacy, social

mobilization and networking to help attain the goals and objectives of ECCD

Council; and (2) provide inputs for the development of a general communication

framework focusing on advocacy and social mobilization, as well as other related

concepts and approaches which can produce information, communication and

educational outcomes.

As an output, the group was able to craft the following core messages as

input/basis in preparing the ECCD Council Advocacy and Communication Plan.

Filipino children 0-4 years old comprising the significant portion of the

Philippine population, and growing at a rapid rate are entitled to early

childhood care and development.

Provision of integrated, comprehensive and sustainable ECCD services puts

premium on the rights of the child.

An effective, inclusive early childhood care and development system is the

responsibility of various stakeholders from the national to the local level.

Developmentally appropriate early learning interventions during the first four

years of child’s life reduce drop-out rate and increase completion rate.

Advocacy Materials on Early Childhood Care and Development

The Council continued to promote ECCD through advocacy materials such as

ECCD Checklist, bags and notebooks with ECCD Council logo and messages

advocating the need to nurture Filipino children. These were distributed to all

Day Care Workers who were inducted into the new ECCD system.

An ECCD brochure and video documentary of Kamp Bulilit Activities were also

developed for reproduction and distribution to local stakeholders.

Development Centers in various cities and municipalities, the Council hired 33 Child

Development Teachers (CDTs) under a Contract of Service engagement. Their

monthly pay is shouldered and processed by the Council Secretariat. Assisting them

in the Centers are 30 CDT-Teacher Assistants who were paid a monthly honoraria.

Financial Position For Fiscal Year 2013, out of the total proposed budget of PhP 239.168 million, the

Department of Budget and Management approved and released the amount of

PhP223.487 million. This release represents 93% of the total proposed budget. In

addition to this new budget for 2013, an unexpended amount from CY 2012

allotment in the amount of PhP 6.983 Million is still available to the Council’s

activities for the year, thus, total fund made available to the Council for 2013 is

PhP230.47 Million.

Out of the total available fund for the year, the amount of PhP 230.414 Million or

99.98% was obligated to support the implementation of the ECCD Council’s

programs, projects and administrative expenses, leaving an unexpended balance of

PhP 56 Thousand.
