A. Surveying and Mapping Experience A.1 Recent Examples Barnes, Ferland and Associates, Inc. (BFA) understands the purpose of this contract is to provide continuing surveying and mapping services to Sumter County. We are very familiar with continuing services contracts. For many years our firm has provided surveying, engineering and hydrogeological services to many Central Florida Municipalities. The services required in this Contract will be assigned as specific tasks to accomplish a described scope of work required for the tasks. Following are some specific examples of assignments BFA Team Members have been involved with in the last five years. This list has been compiled to demonstrate our Project Team’s relevant experience with similar projects.

Woolpert, Inc. Mr. Kent Veech, PE Phone Number (407) 381-2192 BFA Point of Contact: William Miller, PLS (Currently Employed) Brief Description of the services performed for this project: Innovation Way – Econlochatchee Trail to Innovations Way Orange County Utilities plans to construct over 5 miles of pipeline corridor that required a complete Topographic Survey to aid in the design of a 36” water and 30” reclaimed water line required to service future development. The project goes through several types of terrain which included a mile of 4 lane divided roadway and a half mile along a 2 lane road leading into the landfill. The corridor ran through a mile of the landfill, crossing SR 528 and into wooded lands for about 2 miles. The Topographic Survey included cross sections at 50’ intervals for the length of the corridor with the location of all above ground features and evidence of underground utilities. Topographic information was gathered in the field using a combination of Real Time Kinematic GPS and traditional total station and data collector when necessary. Deliverables included an AutoCAD Civil 3D file for use by the design engineer and a signed and sealed Surveyor’s Report to meet minimum technical standards as well as Orange County Utility Survey Specifications. A Control Survey established horizontal and vertical control baselines for future construction. The Control Survey was signed and sealed and was included as a part of the construction plans.

City of Orlando, Florida Mr. Joe Stokes, PLS, City Surveyor Phone Number (407) 246 3319 BFA Point of Contact: William Miller, PLS (Currently Employed) Brief Description of the services performed for this project: Marks Street – Topographic Survey for Preliminary Engineering Design Report on Sanitary Sewer System A Topographic Survey of Marks Street between Orange Avenue and Mills Avenue to the east was performed in support the design of the rehabilitation and replacement of the aging sanitary sewer system that is running over the original capacity. All features within the right of way and a minimum of 25 feet beyond were located with elevations taken at 50 foot intervals. Additional right of way or easements were not expected and enough right of way monumentation was recovered and assessed to produce the approximate right of way line throughout the length of the project. Subsurface utilities were designated by BFA subsurface utility exploration (SUE) crews for inclusion as part of the Topographic Survey. Over 30 utilities were vacuum excavated to provide the engineer with the horizontal and vertical location of underground utilities in critical crossing and tie-in locations. A Control Survey was prepared for inclusion with the construction plans of the newly designed features. Florida State Plane Coordinates, East Zone were the horizontal datum and City of Orlando Benchmarks in NAVD 88 were utilized for the Vertical Control on the Project. The Topographic Survey and Control Survey were prepared using AutoCAD 2010 Civil 3D for in-house design teams. The project was completed on schedule and within budget. Homeowners and businesses in the Marks Street area were provided letters from BFA to let them know the purpose of the project and reason that survey and SUE would be taking place. CH2MHill Mr. Bo Bruner, P.E., Project Manager Phone Number: (352) 335-7991 BFA Point of Contact William Miller, PLS (Currently Employed) Brief Description of the services performed for this project: Young Pine Road Landfill – Existing Landfill and Future Expansion Active operations of the existing Cells 9 and 10 required a complete Topographic Survey be performed to determine volumes of fill and available fill area remaining. Elevations were taken at 50 foot intervals and included all breaks in the tiered section of the fill area. Surveyed information also included the storm and sanitary system, piping, vents, monitor wells and other features within the area. A Topographic Survey was delivered in AutoCAD Civil 3D for use by the design engineer, a signed and sealed Surveyor’s Report detailed our methods, datums used, information sources and other information to support and clarify our work. Borrow Pit areas for the construction of future landfill operations required construction staking to provide limits of available area bounded by protected Conservation Easements around the perimeter. Due to the site being a former military training site, extreme caution required an Unexploded Ordinance (UXO) expert accompany the survey crew to monitor the work and scan the ground

before any stake could be driven in the ground. Control was established around the perimeter of two 60 acre borrow areas for use by a UXO firm in their search of the entire site. Specific Purpose Surveys were prepared for the clearing limits, silt fencing and the placement of control seeds to assist in the search for UXO. Mr. Sandeep Singh, PE, President AVCON, INC. Brief Description of the services performed for this project: Orlando International Airport - Runway 18R – 36L Rehabilitation and Related Work A Topographic Survey was required of the entire 12,000 feet of runway, 1000 feet of blast pad at each end of the runway and all connecting taxiways as an aid in the design of new asphalt in the runway and shoulders of the runway. Shots were required to be on a 25’ x 25’ grid for the entire length of the runway and adjoining taxiways. A Survey Control baseline was established with Florida State Plane Coordinates and NAVD ’88 elevations for use in construction. Miscellaneous striping, lights and signs were located as requested for verification of previous work by others. Existing jet fuel lines to be included on the Topographic Survey were located and safely exposed using vacuum excavation to determine an accurate horizontal and vertical location as well as provide information on the size, type and material of the utility. The project was delivered in AutoCAD Civil 3D for use by the design engineer and a Surveyor’s Report was included that was signed and sealed. Services continued through construction as an extension of the Owners Authorized Agent and design team to provide survey services to monitor the work of the contractor.

AMEC Engineering and Infrastructure Mr. Mike Jones, PLS Phone Number: (407) 522-7570 BFA Point of Contact: William Miller, PLS (Currently Employed) Brief Description of the services performed for this project: Orange County Neighborhood Stabilization Project

Boundary Surveys have been delivered for over 40 parcels being acquired by Orange County as part of the Neighborhood Stabilization Project being done county wide. Properties are identified in areas where housing can be restored and sold back to aid in the redevelopment of neighborhoods. Projects are generally on a fast track to be completed for the closings on the property and the county can accelerate the rehabilitation process. BFA was chosen for this work based in part with our experience on a similar project with the City of Tampa where we have over 30 similar type Boundary Surveys.

HDR, Inc. Mr. Chandler Wilson, PE Phone Number: (407) 420-4233 BFA Point of Contact: William Miller, PLS (Currently Employed) Brief Description of the services performed for this project: Orange County Utilities–Park Manor Estates Water and Wastewater Rehabilitation As a subconsultant to HDR, Inc., BFA was responsible for the design survey of over 7 miles residential roadways for the rehabilitation and new construction of water lines and sanitary sewer systems. All above ground features within the right of ways and 25 feet beyond were located. Right of way lines were established based on existing monuments recovered throughout the project area. Subsurface utilities were located based on markings by the utility company and at 60% design and over 100 vacuum excavations were performed in critical areas such as tie-ins, crossings or conflict areas. The location, elevation, type, material and size of the feature was included in the survey. Each segment of the project had a survey baseline established based on the Orange County GIS. Benchmarks for construction were established in areas where county benchmarks did not exist. The survey information was processed and drawn using AutoCAD Civil 3D software and delivered in phases to the design engineer. The project was completed on schedule and within budget. City of Ocoee, Florida Mr. David Wheeler, City Engineer Phone Number (407) 905-3100 ext. 9-1504 BFA Point of Contact: William Miller, PLS (Currently Employed) Brief Description of the services performed for this project: Continuing Survey Services As a part of our continuing survey services contract, BFA represents Ocoee as their City Surveyor and has reviewed several proposed plats and Boundary Surveys for conformance to Florida Statute 177, Part 1. The process involves preliminary reviews with comments concerning the plat document to bring it into conformance and eventual recording in the county records. The Boundary Survey is reviewed and compared to the proposed plat and a complete review of the Title Commitment to assure that all recorded information affecting lands of the plat is properly shown or noted. Other services have included the preparation of Legal Descriptions of properties being annexed into the city. The Continuing Contract for survey services may include: As-Built Surveys; Boundary Surveys; Construction Layout; Control Surveys; Hydrographic Surveys; Mean High Water Line Surveys; Quantity Surveys; Right-of-Way Surveys; Specific or Special Purpose Surveys; Topographic Surveys; Collection and analysis of data through the use of Global Positioning System technology, LIDAR or equivalent technology; providing survey data in digital form; advise , assist and possible Court and administrative hearing appearances; verification of existing rights-of-way and establishment of new right-of-way lines; parcel surveys; preparation of legal descriptions with or without sketches of description; preparation of horizontal and vertical under-ground and overhead utility (water, sanitary, fiber optic, coaxial, etc.) survey; miscellaneous other surveying or mapping services. The project task orders have been completed and within budget.

A.2 Two Most Recent Projects

GOAA Airside 4/ Wing 12 and Central Energy Plant

The Greater Orlando Aviation Authority’s need to refurbish Orlando International Airport’s Airside 4 and

Wing 12 to accommodate the foreign travelers passenger loading/ unloading and reception areas

required a complete Topographical Survey of the hub and wing which included all the buildings and

associated appurtenances, paving joints, lighting, striping as well as elevations at a maximum of 25’

intervals. Underground utilities were also located within the project limits including those under the 17”

concrete slab that supports the aircraft. Excavation of underground utilities will be performed at select

locations and included as part of the survey. A site adjacent to the hub and wing will be the site of a new

Central Energy Plant and chiller that will service the entire airside 4 complex. This area also required a

complete Topographical Survey which included pond soundings to design sheet wall pilings. All

information was gathered in OIA datum being Florida State Plane Coordinates 83/90 and NAVD 88

vertical information. Survey Control points were established around the entire project to serve as

horizontal and vertical control for future construction. All work within the Airport Operations Area

requires a complete security background check for all members of the survey team in order to be

allowed into the secure portion and work around the aircraft. All products were delivered in AutoCAD

Civil 3D software to the design engineers and architects for their use in the design of the new facilities.

BFA will remain on the team through the construction process and serve and CEI surveyors for the

Owners Authorized Agent.

Orange County Utilities Engineering Services for John Young Parkway Reclaimed Water Improvements (SR 528 to Town Center Blvd.) Owner’s Representative: Mr. Gary Morris, PE Telephone Number: (407) 254-9711

BFA was chosen by Orange County Utilities to design a new 36” reclaimed water pipeline through 4.5

miles of a very congested corridor in southern Orange County. The survey department was responsible

for the designating (marking) and surveyed location of all underground utilities within the corridor.

Electronic sensing devices were used on those “toneable “utilities to mark at the ground surface and

those that would not tone such as PVC were designated with Ground Penetrating Radar (GPR) whenever

possible. Utilities have become one of the most important aspects in roadway design type projects and

without the designation to aid in the engineering design, major conflicts in construction result in change

orders and stoppage of work being very costly. Right of Way lines for the project were determined as

“Apparent Right of Way” based on recovered monumentation based on platted subdivisions and road

right of way maps for the project corridor. Sufficient monumentation was recovered and is shown in the

design files.

A.3 Surveying and Mapping Experience for a County or City Since 2009, BFA’s survey department has provided survey and mapping services for the City of Orlando

through our in house continuing services contract as well as a subconsultant on the City’s Survey and

Mapping contracts. In-house projects include Topographic Surveys, Control Surveys and Subsurface

Utility Exploration (SUE) services to aid in the design of aging infrastructure and roadways. A Specific

Purpose Survey included the Lift Station 2 area to locate manholes and obtain pipe elevations and pipe

sizes on almost 100 sanitary manholes within the service area. As a subconsultant on other contracts our

work has been to provide SUE services to Designate (mark) utilities for the inclusion in the survey and

often returning to vacuum excavate the conflicting underground utilities to safely expose the utility for

an accurate horizontal and vertical location as determine the size, material, type and potential owner of

the utility.

BFA has also provided continuing survey and mapping services to Orange County Utilities since 2010 for in-house projects as well as a subconsultant for surveying services on several county projects including major pipeline corridors, pump stations, spill sites and services at the landfill associated with existing operations, future landfill cells and associated monitor wells and staff gauges that will be used to monitor the new areas. BFA’s survey department has prepared Topographic Surveys, Boundary Surveys, Legal Descriptions, Construction Staking, As-Built Surveys, Subsurface Utility Exploration (SUE) and Specific Purpose Surveys. Orange County Public Works projects include Topographic Surveys and SUE services for intersections improvements.

Mr. Miller has 45 years of surveying experience that has included a wide range of surveying issues and tasks beginning with 15 years on a field crew including 10 years as a party chief before moving into the office to become a survey technician and eventually a project manager for 18 years. Managed large acquisition projects of up to 10,000 acres, construction with high levels of precision and numerous design surveys for both in-house and external clients. Duties include complete project management from inception through fee estimation and scope negotiations, proposals, supervision of field and office staff, client contact and delivery of record surveys. Mr. Miller’s exceptional skill at project budget management and on time delivery of completed work provides a client with reliable and accurate information. Ron Smith - Subsuface Utility Exploration (SUE) Crew Leader Mr. Smith has over 15 years experience as an underground utility locator throughout the central Florida area. His experience includes extensive use of electronic sensing devices and radio frequency locators to Designate and mark utilities at the ground surface along with the preparation of sketches for use by survey field crews and office technicians. Mr. Smith specializes in and has a high level of training in the use of Ground Penetrating Radar that supplements the designation by finding and tracing underground utilities that do not respond to electronic sensing and are otherwise difficult to designate. The method of vacuum excavation provides a safe way to expose, locate and positively identify underground utilities that Mr. Smith has excelled in performing in areas of conflict and critical design. Mr. Smith’s work on major roadway projects and high security areas demonstrates his ability to perform in demanding situations.

Shawn Maturo – Survey Crew Leader Mr. Maturo has over 15 years of survey experience which has in the last 6 years included subsurface utility engineering (SUE) experience. Having a good knowledge of both survey and SUE gives him the ability to perform efficiently on a project. Mr. Maturo’s 10 years as a survey crew chief gives him insight to resolve many survey issues in the field. While working as a survey crew chief, he accepted the opportunity to move into the SUE field and has learned what it takes to thoroughly investigate underground utilities which he understands to be a critical part of any design project. Well versed in using state of the art SUE locating equipment (i.e. Ground penetrating radar, RF locators, Etc.), Mr. Maturo has completed multiple survey/ SUE projects for the Florida Department of Transportation, Florida Turnpike Enterprise, Orlando Orange County Expressway Authority as well as city and county governments and private clients. Duties include supervision and training of field crews, field project management and client contact. Exceptional skills in the timely delivery of completed field work while performing Boundary Surveys, Topographic Surveys for design projects, construction staking and As-Built Surveys, Horizontal and Vertical Control Surveys and Specific Purpose Surveys as well as Utility Designation and Utility Location which includes the safe excavation to accurately locate utilities or determine an area to be clear of utilities for the placement of poles and other utilities. WILLIAM MILLER, PLS SENIOR SURVEYOR AREAS OF SPECIALIZATION Mr. Miller has over 44 years of surveying experience that has included most survey related issues and tasks. The first 15 years was spent learning the basics as working as part of a field crew which included 10 years as a party chief. In 1984 an opportunity was given to advance into the office becoming a survey technician and eventually a project manager. In 2002 Mr. Miller became a survey office manager and is responsible for BFA’s Surveying and subsurface utility exploration (SUE) Services Division. Mr. Miller’s duties include project management from the initial client contact and inception through fee and man hour estimation and scope negotiations, proposals, supervision of field and office staff, client contact and delivery of record surveys. Mr. Miller’s exceptional skill at project budget management and on time delivery of completed work provides a client with reliable and accurate information. William has been surveyor of record for Boundary Surveys, Topographic Surveys for design projects, photogrammetric support, construction staking and As-Built Surveys, Horizontal and Vertical Control Surveys, Legal Descriptions and Specific Purpose Surveys. RON SMITH SUBSURFACE UTILITY EXPLORATION (SUE) CREW LEADER AREAS OF SPECIALIZATION Mr. Smith has over 15 years’ experience as an underground utility locator throughout the central Florida area. His experience includes extensive use of electronic sensing devices and radio frequency locators to Designate and mark utilities at the ground surface along with the preparation of sketches for use by survey field crews and office technicians. Naval Training Center (NTC) Orlando Continuing Groundwater Monitoring, Orange County, Florida Field Technician – Mr. Nielsen is part of a field team that samples numerous groundwater monitoring wells throughout an old Naval Training Center located in Orange County, Florida. The project utilizes peristaltic pumps to bring the groundwater through a multi-parameter metering device and record various water quality data. Samples are also collected using standard operating procedures (SOP) set forth by the Environmental Protection Agency (EPA) and FDEP. SWRF Filter Backwash Pump Station Improvements, Orange County , Florida Project Engineer – Mr. Nielsen was involved with the design process including developing technical specifications and design drawings for the filter backwash pump station at the South Water Reclamation Facility in Orange County. The project involved installation of three submersible pumps, variable frequency drives, new piping, while maintaining service with bypass operations. Mr. Nielsen was also involved during the construction phase and dealt with shop drawing reviews, response to RFI’s and Record Drawing submittals.

City of Orlando Lift Station No. 2 Force Main Evaluation, Orange County, Florida Project Engineer – Mr. Nielsen is involved with the development of a preliminary design report and initial design analysis to evaluate possible corridors and methods to install a new force main connecting Lift Station No. 2 and Lift Station No. 4 in the City of Orlando. The project involves, among others, coordination between multiple utilities, installation of approximately 5,700 LF of new force main, and developing alternative solutions to ease the stress in the City’s wastewater system.

City of Longwood Utilities Relocation, Seminole County , Florida Project Engineer – Mr. Nielsen is part of a project team dealing with the relocation of gravity sewer lines coinciding with the installation of a High Speed and Commuter Rail Station. The project involves re-routing gravity mains with the removal of existing force mains and lift stations. Various duties included but not limited to: designing the proposed sanitary sewer system and Florida Department of Environmental Protection (FDEP) permitting, all under the direct supervision of a Professional Engineer.

C.2 Implementation for Success of Future Projects At the beginning of every project we evaluate the work effort and conditions to best determine

the most efficient methods to manage a project in terms of both costs and time, it is most

important that both of these considerations be met to provide Sumter County with a quality

useful product. In terms of a general services surveying contract, there are many types of

projects and each require specific knowledge and experience to best determine what these

methods will be. William Miller, with over 45 years of survey experience has worked on and

managed just about every type of survey project and has gained the understanding to make a

project both cost effective and most importantly, he understands the time factor. We use state

of the art survey equipment for all of our work, our equipment list includes GPS for Real Time

Kinematic (RTK) data collection and horizontal control work, high precision levels to obtain

vertical control, total stations and data collectors for traditional topographical surveying. Our 4

wheel drive trucks are equipped with a full set of surveying tools necessary on a daily basis and

specialty equipment available when required. Our subsurface utility exploration (SUE)

equipment inventory includes several electronic sensing devices and ground penetrating radar

to mark underground utilities on the ground surface and we operate 2 vacuum excavation

machines to safely expose underground utilities for accurate horizontal and vertical location as

well as identification of the size, material and type of utility. All survey work is processed and

drawn using AutoCAD Civil 3D 2013 software and can be delivered in earlier versions when

necessary.

C.3 Approach to Teamwork on a County Project All projects begin and end with Sumter County, we are an extension of your staff and will work

closely with you to provide the exact services and products needed.BFA will receive notice of a

pending project and project leaders will work with county project managers to determine and

refine a scope of services that everyone understands and the end result being delivered as

expected based on these discussions. With a solid scope, research is performed and

information is gathered, this often results in further refinement of the scope when things are

discovered that will make a better project. Negotiations will take place and proposals written to

everyone’s satisfaction. With a notice to proceed, BFA will hold an internal project kickoff to

inform all participating employees of the project scope and nature, the effort being required

and the time consideration that we will work under. County personnel will be invited to all

meetings. Weekly progress reports will be submitted to the Sumter County project manager

that will include goals met and anticipated work for the next period. Close contact will be

maintained through phone calls and email. Preliminary information will be made available

when requested. The BFA team will work closely as a team with field work reviewed and

processed daily, this helps to make sure all data is correct and nothing has been missed or

overlooked. Milestones and deliverable dates will be monitored; we understand that the

delivery of our work is not the end of a project but rather the start of the project for other

the project team long after the expected deliverables have been made.

E. Other Benefits

E.1 Additional Benefits of BFA Team to County Subsurface Utility Exploration (SUE) is a service that BFA provides that is often very beneficial to

the client and can be provided to Sumter County as part of our Survey Department without

going to another firm for this valuable resource. SUE services include the designation (marking

with paint/ flags) at the ground surface and the safe excavation of underground utilities to

obtain accurate and real information of the utility. We utilize several electronic sensing devices

to “tone” utilities that have the ability to transmit electronic signals and ground penetrating

radar to detect utilities that will note tone such as PVC. The excavation equipment is used to

expose utilities but also can be used to find an area clear of utilities to set mast arm poles or

large foundations.
