VISIT – MARRY KATIE STANA, DIRECTOR INL-P
On 7th September 2016, Director INL-P, Marry Katie Stana visited HQ ANF. It was
her first visit and meet with DG ANF, after assuming the charge of Director INL-P. During
the meeting it was agreed upon to further strengthen the bilateral ties between ANF & INL-P
on different aspects of professional matters.

On 7th September 2016, UNODC country head Mr. Cesar Guedes visited HQ ANF. He
had an exclusive meeting with DG ANF. During the meeting different aspects of mutual
interest were deliberated upon.

BRIEFING – DESIGNATED DEFENSE ATTACHES
On 6th September 2016, a briefing was organized at the HQ ANF for designated Defense Attaches. Brigadier Naveed Azam Cheema (Designated Defense Attache, Ukraine), Brigadier Muhammad Asim Khan (Designated Defense Attache, Australia), Brigadier Shakil Faridi (Designated Defense Attache, Kazakistan) and Brigadier Shahzad Iftikhar Bhatti (Designated Defense Attache, Libya) were amongst the delegation. Joint Director (Enforcement) Lt Colonel Nisar Ahmad Mughal welcomed the guests and briefed them about the prevailing drug environments and challenges to ANF. Moreover, threats to Pakistan as a transit and victim country were amply highlighted. They were also apprised about the mechanism in place to curb the drug trafficking. Officers also visited the display room at the HQ, and briefed about the most common concealment methods in use by drug traffickers.

VISIT – UNODC REPRESENTATIVES On 2nd September 2016, UNODC representatives Colonel Sajid & Syed Arslan visited
HQ ANF. ANF staff attending the conference included COS Brigadier Muhammad Basharat Tahir Malik, Director International Cooperation, Colonel Zaheer Ahmad and Major Nadeem Abbas. During the meeting different aspects were evaluated of various initiatives/ projects being implemented with the support and collaboration of UNODC. The UNODC representatives expressed satisfaction over the progress and reassured their full support in future as well.

ANF TREATMENT & REHABILITATION FACILITIES
NEW ESTABLISHMENTS & EXPANSIONS
ANF is vigorously perusing its efforts for Drug Treatment & Rehabilitation facilities, which provides free of cost boarding, lodging and treatment to needy drug addict patients. In this regard substantial advancements have been made, most of which will be effective by end of current year.
100 bedded MATRC (Peshawar) is being established with the cooperation of KP Government. Grey structure has been completed and at present tiling of ground and 1st floor is underway.
55 bedded MATRC (Karachi) is being supplemented with 48 bedded Female and Juvenile Treatment Ward, hence making a capacity of 103 patients in total. At present shuttering of 1st floor has been removed and Door Frames of ground floor are being fixed.
Government of Sindh has principally approved establishment of MATRC Sukkur and
necessary coordination for selection of government building is underway. MATRC (Sukkur) is
in the final stage of its establishment. It will provide treatment facilities to people of interior
Sindh, who normally are reluctant to travel up till Karachi.
A proposal is in hand for construction of MATRC (Lahore), for which PC-1 is in the process of finalization. In order to speed up its establishment and operationalization, efforts are in hand to take the provincial government on board.
MATRC (Islamabad) is providing its services to drug addicts of the region, whereas
MATRC (Quetta) is in the process of hiring a new building.

ANF HOLDS CONFERENCE OF REGIONAL HEADS
NABING OF PROCLAIMED OFFENDERS REMAINED TOP PERORITY
On 6 October 2016, ANF organized Force Commanders Conference at HQ ANF.
Director General ANF Major General Nasir Dilawar Shah chaired the Conference. It was
attended by Commanders of all Regional Directorates and Senior Staff Officers.
During the conference, Director General conveyed explicit instructions to vigorously
expedite the ongoing countrywide special drive for apprehension of Proclaimed Offenders
and bringing them to justice. The participants of conference also included newly assigned
officers, to whom the aspects of Enforcement, Intelligence, Assets Investigation, Prosecution,
Financial-cum-Administrative matters and capacity-building were briefed. Emerging trend in
high society for abuse of synthetic drugs, underlined as grave threat requiring special
measures. In the later part of meeting, futuristic goals set-forth for each region were assigned
to respective commanders.
In pursuance of Proclaimed Offenders, ANF has granted top priority in its ground
operations. In this regard, 2 special conferences of ANF Operational Heads have already
taken place at HQ ANF, which aimed for focused execution, effective coordination and
periodic monitoring in accomplishment of the mission.
All these endeavors concluded in apprehension of 176 proclaimed offenders in 5 months,
out of which 25 were arrested from KP, 19 from North Region, 63 from Punjab, 30 from Sindh
and 39 from Balochistan. It is first ever special drive in ANF history. It has not only brought
the criminals to justice, but has also proved useful in creating a caution in general about drug
crimes.

ANF - INSTALLED LATEST SCANNERS AT AIRPORTS
Inauguration ceremony of latest body-scanners took place at Benazir Bhutto
International Airport Islamabad on 7 Oct 2016. The ceremony was attended by Secretary
Narcotics Control Division Mr Ajaz Ali Khan, Director General ANF Major General Nasir
Dilawar Shah, DLO Saudi Arabia Mr Fawaz Saud Alotaibi, COS ANF Brigadier Muhammad
Basharat Tahir Malik, Force Commander ANF RD North Brigadier Hamad Dogar, Airport
Manager Mr Amam Ullah Alvi, Senior Joint Director Civil Aviation Authority Mr Naeem
Ahmed Khan and representatives of other Airport Agencies. The event marked
simultaneous operationalisation of drug scanners at Benazir Bhutto International Airport at
Islamabad, Allama Iqbal International Airport at Lahore and Jinnah International Airport at
Karachi.
While talking at the occasion, Secretary NCD reiterated affirmation of Pakistan Govt
of zero-tolerance against drugs. Further he told that the latest technology will be a great
help in “Clean Travel” of passengers from Pakistan to all countries of world. DG ANF
apprised that ANF made special arrangements for training of their Airport staff under the
supervision of manufacturer-experts at respective operational sites. He also told that during
training, 2 cases of ingested capsules have been detected and cases registered. DG ANF
affirmed his endeavors in capacity building of ANF. Special gratitude was paid to CAA for
their cooperation & assistance at Islamabad Airport.
These scanners have been manufactured by a British company named “Braun” and
donated by Government of KSA. The deployment of these machines will substantially
increase operational efficiency of ANF. The machine has latest technology and its trials
have proved it to be more efficient, dependable, user friendly and congenial to passengers.
It just takes 7 seconds to scan a passenger by machine; however some more time is
required for registration of passenger-data in software. The machine gives full-body view
and abdominal view simultaneously.
The body scanners resemble walk-through-gates, which will make it possible to
detect drugs, ingested material or concealed items under fabrics. The scanners aren’t
hazardous and will not disturb any kind of privacy of the passengers. The significant aspect
of these scanners is that it is just not the repetition of scanning system being practiced by
other Law Enforcement Agencies at airport.

ANF CANINE BREEDING CENTRE
In 1998, sniffing-dogs were inducted in ANF for the first time. Initially trained dogs and
its handlers were procured from Pakistan Army, however later on dogs were periodically
supplemented through civil resources and friendly counties. Presently, ANF is having an
operational taskforce of drug detecting unit, employed at all International Airports, Seaports,
Dry Ports and entry / exit land routes of country.
In early 2014, plan to establish ANF Breeding & Training Centre was chalked out,
initially at a limited scale. It was basically aimed on self-production of Canine assets. This
initiative proved exceptionally productive, cost effective and model training centre for dogs as
well as handlers. ANF Canine Breeding and Training Centre predominantly hold Labradors,

Study is in hand to supplement existing canine assets with Belgian Malinois breed. It is
considered robust having sustained stamina to work, however due to a little aggressive nature
may be more suitable for luggage terminals, sea ports & dry ports.
ANF Canine Unit is being run by a core-team of 1 specialist vet along with 6 trained
staff, all seconded from army. ANF has also started inducting its own canine staff and at
present holds 9 ANF carder dog handlers. After initial training the staff is posted at different
sites throughout country.

CASE STUDY
PATIENT AT MATRC (KARACHI)
Baroze Khan a 26 years young man is getting treatment at MATRC Karachi. He hails
from Peshawar, however since 2005 settled at Liaqatabad, Karachi along with his parents
and five siblings. He is married having two sons and one daughter. Baroze is a labor
contractor, having an average monthly income of Rs 35000.
Baroze received just middle standard education. His professional engagements
involve frequent interaction with laborers. Since there are limited opportunities of recreation
for lower class, so as a relief from hardships there is very likelihood of such people getting
involved in drugs. Baroze Khan was no exception to it, so as a pastime with peers, he got
involved in drug addiction. He was only 19 when he first used the drugs. Initially his friends
used to provide him drugs, later he managed from his own resources; however afterwards
he also started to beg or steal money for drugs. He used to spend Rs 200-300 daily for
addiction needs. With the passage of time his business & health deteriorated. Most of his
associates also started avoiding him and meanwhile he also tried to commit suicide. This
was the time his family came to know about his addiction habit. His mother started providing
him money for the drugs, as an assurance of his life. He had been using Hashish for more
than 5 years and heroine for 3 months, twice a day. During this time, Baroze’s father
admitted him in private drug treatment centers, but since he was not willing, so was
immediately followed by relapse.
The turning point of his life came once Baroze started feeling that his 9 years old son
has started smoking cigarettes. He became highly disturbed and asked people for son’s
recovery from smoking. Most of his relatives attributed his own negligence towards his
family, as the main cause of his son’s involvement. Once he tried to impose strict restrictions
on his son, he left the house. After great efforts of three months, he recovered his son
working as a waiter at a small restaurant on main road. This jolt molded his thinking against
addiction and he started asking help to quit drugs. Baroze father arranged his admission at
MATRC Karachi and at present he is in 4th week of treatment. Baroze is completely satisfied
with the treatment protocols at MATRC.
Baroze is still is highly conscious of his son’s indulgence in smoking, which can be
easily overcome by proper care and attention of parents. After initial treatment he has
started feeling the pain & agony under which his parents had undergone during his addiction
period. Hopefully, his own determination against drugs will pave a better life of his own as
well as his son.

SPECIAL DRUG BURNING CEREMONY - 59.8 TONS OF DRUGS DESTROYED
On 5 Sep 2016, ANF RD Balochistan held a Special Drug Burning Ceremony at Quetta.
The drug burning became inevitable due to non-availability of space at Malkhana for further
storage of drugs at PS RD Quetta. Therefore, special drug burning was organized to create
space for seizures. A total quantity of seized drugs weighing 59.823 Tons was destroyed in
this ceremony. The destroyed drugs included 4.530 Ton Heroin, 30.411 Ton Hashish, 16.381
Ton Opium, 2.769 Ton Morphine, 2.41 Ton Acetic Anhydride, 1.974 Ton Amphetamine and
1.349 Ton Ammonia Spirit.
Mr. Allah Dad Roshan, Judge CNS Court was the Chief Guest of the event. Other
participants included Force Commander Balochistan (ANF). Annual drug burning ceremony
will be held as per its normal schedule during month of October.
