EDUCATING SOCIAL CHANGE
Taaleem Foundation (TF) thrives on its slogan – educating social change. When we say TF, it
includes the communities we serve and the local government departments, which help us in our
mission. Due to the efforts of the Board and its founding Chairman Dr. Zafar Iqbal Qadir, the
organization has played a significant role in
developing into the largest social change
agent in Balochistan, outside Quetta. During
his tenure in the civil services of
Balochistan, the Chairman and his team
were able to engineer a social change by
creating a platform of knowledge and
resource sharing, which the world today
knows as Taaleem Foundation.
One after the other, eight schools were
established in the tribal belts; first being in
Kohlu – the remotest district of the country.
The idea was not only to bridge the
knowledge gap between the communities
served and the rest of the world, but also
steer the formal education process that leads to desired social change goal posts. The model was
gradually replicated and the benefits got trickled down to the tribal communities.
In the quest of engineering a cohesive environment for change, TF has carried forward the best
practices pertaining to a healthy lifestyle and a progressive community. The students of TF Grammar
Schools depict a picture of improved health
and hygiene facets. The parents through
direct and in direct communications are
made aware of the importance of keeping
themselves and their children neat, clean
and healthy.
In order to bridge the gender gap, in the
educational field, TF has launched several
components throughout these 24 years to
improve the enrollment of girls.
Today, the girls’ ratio at TF Schools stands at
an amazing 33%, in areas where the literacy
rate just hovers around 15% for them.

Educating Social Change also intends to breed the change-makers of tomorrow.
The passion and the positive energy flow from all tiers of management, has helped the active role
players, in the society and in the Foundation, to push the people towards a sustainable lifestyle. Over
a thousand students of our school system are pursuing
higher studies in the fields of business management,
arts, medical sciences, engineering, agriculture and
teaching, through TF’s Sponsorship Program and on
self-finance basis.
Furthermore, over the years, numerous businesses
have flourished due to the focus the Alumni has put in to
achieve success through entrepreneurship. Over 100
have started cottage industry business, out of which
20 have upgraded their cottage industries to
support export trading. Additionally, many are
engaged in profitable agri-business and livestock trade. The boost in entrepreneurship has brought
several households to grow out of the low-income groups and has added jobs in the market.
‘Educating Social Change’ is not just a slogan. It is a goal, which is spreading peace, values and
prosperity into the households of Balochistan, in tandem with the tribal cultures and religion. The
problems the province faces can eradicate, if we all start believing and focusing our energies towards
the ‘three word solution’ to all the problems of Balochistan.

1. Striving for Quality Education
Taaleem Foundation is a non-profit and non-governmental community support organization
registered in Balochistan (Pakistan) since 1993 with the Government of Balochistan. Moreover, the
Foundation is also registered under the Societies Registration Act in Islamabad.
Taaleem Foundation strives to implement social change through quality education in the under
privileged areas of Pakistan. It promotes educational and research activities by establishing high
quality schools and learning centers; and encouraging female participation in mainstream education
in the tribal areas. Gender awareness, participatory & consultative culture, public-private partnership
and self-sustenance are the hallmarks of this organization. Quality schooling, modern curriculum, co-
education and all-female faculty are few of the success factors of this schooling system.

2. Looking back
Dr. Zafar Qadir - the then Political Agent and head of the district government in Kohlu (Balochistan)
during 1989-90 conceived the idea of launching an English medium, co-education, and modern
educational institution in the foothold of the Marri tribe to combat poverty and crime through
educational endeavors and to encourage community development / empowerment.
It is a unique model of private-public partnership, which has been implemented over the period of 24
years in Balochistan, where the operations at district level are controlled by the Deputy
Commissioners who act as the Chairman of the School Syndicate and reports to the TF Board.
The model was replicated in Zhob Agency in 1991; Killa Saifullah in 1992; Loralai and Muslim Bagh
in 1993; and Pishin and Sui (DeraBugti) in 1994. The effort was further extended to Mastung in 1994,
where OryaMaqbool Jan Abbasi - the then Deputy Commissioner Mastung offered to hold his
brainchild "Sarawan Public School" in the folds of Taaleem Foundation.
Having initiated the social change intervention in the Kohlu Agency in 1989 and Zhob Agency in
1991, an umbrella organization was formed to manage these schools. The organization was initially
named as PAPER (Pakistan Academy for the Promotion of Education and Research), registered
with Government of Balochistan under societies Registration Act 0f 1860 vide registration certificate
number 656 of January 1993; and later renamed as Taaleem Foundation in 1998.

Taaleem Foundation continues to concentrate its efforts in the least developed and most deprived
tribal districts of Pakistan. At its head office in Islamabad, the Foundation operates a resource centre
for teachers training, curriculum development, capacity building and institutional support to the field
operations.
3. Governance
A ‘Board of Directors’ governs ‘Taaleem Foundation’. The schools are being run on ‘public private
partnership’ basis, where district administration, school management and selected parents constitute
‘School Syndicate’ to run day to day affairs of the school.
4. Board of Examination
Board of Examination conducts collective board exams for all students of the system enrolled in the
classes from grade V to grade VIII. The question papers are set and checked by the professional paper
setters and examiners; results are compiled and announced on 31st December every year.
A third party carries out the process of examination. For year 2009 and 2010, the University of
Management and Technology, Lahore was assigned to conduct the board exams. They also paid visits
to Taaleem Foundation schools to ensure transparency and fair play. For 2011, Cadet College Hassan
Abdal was assigned to conduct these exams. Since 2012, Taaleem Foundation is working through a
group of independent professionals and experts at Islamabad to conduct and supervise the
examination process on institutional basis.
Third Party Evaluation of TF examination system was carried out by UMT (University of management
& Technology) Lahore during 2010 and graded the system extremely efficient.
5. Achievements
Recognized as the Social Entrepreneurship Project of the year by a US based think-tank 'PUSH
Institute' at the University of Minneapolis in June 2005, Taaleem Foundation was selected as one of
the two success stories in Asia (the other being Grameen of Bangladesh) and invited to share
experience for assessing the possibility of replicating this conceptual model in Africa and Latin
America to combat poverty and crime.

Taaleem Foundation has achieved a reputation of imparting quality education in the deprived tribal
communities, where the municipal civic amenities, communication infrastructure and access to
electricity, health, education and clean drinking water were almost non-existent. From these remotest
parts of the country, the students of Taaleem Foundation are now serving the nation with pride as
professionals, engineers, doctors, entrepreneurs, consultants, government officers and community
support social activists. Some have earned scholarships abroad and a few of them are also working in
multi-national companies abroad.
Taaleem Foundation’s Grammar School System, an initiative in mainstream education, has stirred the
tribal society as an activist institutional agent of change for engineering social change, creatively. It
has mobilized the concerned communities for collective thinking, with a view to achieve a self-
supportive, self- contained and self-reliant growth model for integrated community development.
The model has stood the test of time in the communities served by the Taaleem Foundation.

6. Salient Features

11. Our Mission to Promote Health Through Telemedicine or Tele-health
In a country like Pakistan, where there is a huge population of nearly
200 million and a very poor healthcare infrastructure, since last
number of years the need for Tele-care enabled services, have been
badly in need. Since last 3 years Pakistan telecom density has risen
exponentially, from single digit it has moved up-to 60% in matter of 3
years, with nearly 100 million mobile subscribers, there is not a single
private or public sector Tele-care service that offers health services
using high-tech methodology.
According to the American Telemedicine Association study, for every
100 clinic going patents, 70% can be treated using Tele-care through
telephonic advice. And so much so, with the use of broadband mobile
internet connectivity and development of Wireless medical units that
send the data and results using mobile connectivity, now the
percentage of patients not need to go to hospitals can be further
reduced by introduction of remote clinics operating such high tech
medical sensors.
Pakistan being as densely populated country with a huge Tele-density
percentage as compare to its neighbors poses a potential for utilization
of these healthcare innovation and get the benefits to the fingertips of
millions living in ruling locations that are currently deprived of quality
healthcare and proper advisory.
Taaleem Foundation is actively considering putting in place Tele-
health units at each of its locations in Balochistan, with a view to serve
not only the students and teachers but also the community at large.
Telecare Pvt. Ltd has recently offered its technical assistance to
Taaleem Foundation towards establishing Tele-health centres at the
locations served by Taaleem Foundation Grammar School System. For

12. Government Patronage
Government of Balochistan has been providing basic infrastructure and initial finances to establish these
schools. Provincial Board of Revenue has been generous in offering lands to the organization for extension and
expansion purposes.
Balochistan Education Foundation, a public sector entity also extends financial support to TF Grammar School
System for some capital investment and maintenance of educational infrastructure.
Government of Japan has funded the construction of school buildings at Kila Saifullah and Muslim Bagh. The
need of the support was felt by H.E. the Ambassador of Japan, who himself felt attracted to visit TF Grammar
School at Kila Saifullah, while traveling through Balochistan during 1997.
British High Commission provided funds for library books, audio-visual aids and science laboratories in TF
Grammar Schools at Kohlu and Zhob.
Australian High Commission also provided support for setting up computer laboratories at in TF Grammar
Schools at Kohlu and Zhob.
13. CSR Partners of Taaleem Foundation
A network of many reputable organizations, both national and international, has been partnered with, to
provide technical, financial, logistical and administrative support to Taaleem Foundation. These organizations
have strategic relationship with the organization under Corporate Social Responsibility (CSR) as moral
obligation to contribute to the socio-economic development of the local citizens of Balochistan province.
Long-term partners and friends of the organization have greatly contributed to where the organization
proudly stands today.
Pakistan Petroleum Limited (PPL) has been a major CSR partner for developing infrastructure to support
formal schooling and vocational training facilities at Sui (District Dera Bugti). PPL Welfare Trust has contributed
for construction of buildings for TF Grammar School, Teachers hostels, staff residences, technical & vocational
training center for girls; and is also providing scholarships to the brilliant and deserving students of our school
at Sui (Dera Bugti district). By and large, PPL has been the single largest partner offering substantial CSR
support.
Hassan & Company, a tax-consulting firm in Balochistan is providing all out support towards financial
management, accounting and auditing of the organization for the past two decades on voluntary basis. The

company also provides policy support as well as operational assistance to Taaleem Foundation on continuous
basis.
SBZ Associates has been offering intellectual and capacity building support to the teachers of TF Grammar
School System. The company is also supporting find management solutions to policy issues and HR concerns of
the organization.
Intel has formally signed an MOU with Taaleem Foundation during May 2013, offering their global content on
education and training. Data transfer modalities are being worked out between the two organizations.
SocioTechno Associates, a development sector consulting firm is offering voluntary services to Taaleem
Foundation for furthering the process of social change through their technical assistance and management
support, as a part of their CSR contributions.

15. Future and Beyond
Taaleem Foundation has played a major role in uplifting the standards of education in far-flung
areas of Balochistan. Taaleem Foundation is not just an organization, which has restricted itself to
running schools, but the one that is committed steer the process of social change in the target
communities and derive desired results through innovative and productive interventions.
Taaleem Foundation has
launched two visionary
projects, which will
eventually convert into
programs; the organization is
building a Vocational
Training and Welfare Center
for the females residing in
the most turbulent part of
Balochistan i.e. Sui Town,
District Dera Bugti. The
facility will harness
entrepreneurial and
professional skills so that the
beneficiaries are able to uplift
the socio-economic factors in
the area. The facility has been
constructed and will be
operational by September 2013.
Taaleem Foundation has launched another project at Sui, which is in its pilot phase at the moment.
Taaleem Foundation through the help of its technical partners is trying to bring a revolution in the
field of education i.e. by launching the e-Education Project with an inbuilt facility of school health
services. Through this initiative, Taaleem Foundation is going to deploy ICT tools to deliver quality
education through remote studios, initially at 8 locations of Balochistan; and then gradually up-
scaling for a nationwide coverage in the long run.
Additionally, Taaleem Foundation is also trying to establish campuses of the Virtual University
Lahore (both for boys and girls) along with Women Vocational Training Centre at Sui, in
collaboration with Pakistan Petroleum Limited (PPL) – the single largest CSR partner of Taaleem
Foundation so far. Upon successful launch of Virtual University at Sui, the experiment will be
gradually replicated in the remaining locations of TF Grammar School.

Today, Taaleem Foundation has attained respectable qualitative benchmarks and is ready to
explore and conquer new technologies at service. This all would not have been a reality
without the active support of donors, supporters, volunteers and technical partners. The
foundation is keen to replicate success in all parts of Pakistan and positively hopes that it will
be able to create a progressive change in the deprived communities full of potential to excel.
