cers (CESOs) with presidential citations in a
ceremony held at the Department of Foreign Affairs last

Lynn Danao Moreno, Assis-
tant Secretary of the Office of the

Sto. Tomas, a former Chair of
the Civil Service Commission
(CSC) and the Career Executive
Service Board (CESB) and a for-
mer Secretary of the Department
of Labor (DOLE), was named in
2008 as one of the ‘Paragons of
CES’ in recognition of her
achievements as a career execu-
tive. Appointed to a
CESO rank in 1986, she
topped the first batch of participants of the Career Execu-
tive Service Development Program (CESDP) Phase II,
the precursor of today’s Executive Leadership Program
(ELP) of the CESB. The Order of Lakandula given to
Sto. Tomas is awarded to Filipinos or foreign citizens
who has “demonstrated by his life and deeds a dedication
to the welfare of society’ and “whose life is worthy of
emulation by the Filipino people”.
The Presidential Medal of Merit, on the other hand,
is awarded in recognition of “meritorious achievements

T o celebrate the Women’s Month and in anticipation of the
upcoming national elections, the Career Executive Ser-
vice Board (CESB) organized a forum focusing on presiden-
tiable spouses for the March CES C.I.R.C.L.E. entitled “Kababaihan sa
Likod ng Kapangyarihan”. The event, chaired by Assistant Secretary
Robert Jeremy Barns of the Office of the President, was held last March
25, 2010 at the Diamond Hotel in Manila.
Dunia Valenzuela-De Los Reyes and Mel David who represented
Marikina Mayor Mayor Maria Lourdes Fernando -- graced the well-
attended event.
De Los Reyes introduced her husband, Olongapo City councilor
and presidential candidate of Ang Kapatiran party John Carlos delos
Reyes, whom she describe as “a very passionate advocate” for worker’s
rights in Subic Bay and for the fight against illegal drugs and illegal fish-
ing. She also candidly talked about her opposition to the provisions of
the reproductive health bill, a stand which she and her husband share
with the Ang Kapatiran party.

CESB holds strategic conversations with Mindanao executives
T wo relevant issues. Two cities in the South.
The CESB recently held conversations on the upcoming 2010 National Elections and on the state of leader-
ship in the Autonomous Region of Muslim Mindanao (ARMM) and gathered relevant ideas and inputs from government
executives in the whole of Mindanao.
The Strategic Conversation on the country’s preparedness for its first-ever automated national elections was held on
March 10, 2010 in Cagayan de Oro City where almost a hundred officials from different agencies graced the event. The
discussions were led by Commission on Elections (COMELEC) spokesperson Director James Arthur B. Jimenez who
fielded questions from the participants and gave candid responses on the status of COMELEC’s efforts to prepare for the
May 10 elections.
The following day (March 11) a Strategic Conversation on the ARMM Partnership on Executive Development was
likewise held in nearby Marawi City. An orientation on the career executive service was conducted by CESB Deputy Ex-
ecutive Director Arturo M. Lachica. Ranking officials from the ARMM region also spoke on the issue including former
Marawi City mayor Solitario Ali and Samira Gutoc, Founding Member of the Young Moro Professionals Network and
Director of Al-Amanah Islamic Bank of the Philippines.

CES community mourns the death of Boncodin
T he CES Community joins the family and friends and family of the former Secretary Emilia
Boncodin in paying our last respects during a CESB and DAP-sponsored necrological
services on March 18, 2010. Boncodin died last 15th of March of cardiac arrest.
The service was attended by students, co-faculty at the University of the Philippines, family mem-
bers, former co-cabinet members and high ranking government officials, colleagues in the CES and
the Development Academy of the Philippines.
Secretary Boncodin, a CESO I, led a full life of a true CESO characterized by intellectual brilliance,
strong character and high competence. ED Allones reminisced how she unselfishly shared her knowl-
edge and expertise in the CES undertakings, as, among others, a jury of the Gawad CES and as a re-
source person of CESB trainings.
Former DAP President Ed Gonzales recalled how she morally supported him when he first assumed
as DAP President. He said that as DAP Chairperson she did not give special accommodation to DAP,
but release fund based on established and justifiable needs.
Chair Patricia Sto. Tomas recalled Boncodin not only as a dedicated government servant, but also
as a good-hearted person. She said that one could laugh with Sec. Emy.
Boncodin was a great loss in the field of public administration but her contributions will be
remembered forever.
