Introduction The Facility Rules and Guidelines of Swimming Canada are effective September 1, 2018 and shall influence all decisions surrounding facility usage for competition and training in Canada. The Facility Rules and Guidelines are to be used in conjunction with Swimming Canada Rules for all sanction competitions in Canada (Section 2 FR 2.3 and CFR 2.3.1). The Facility Rules and Guidelines (Section 3 – CFR TR01), are to be used for all affiliated Swimming Canada clubs in their daily training environment.
Swimming Canada Declaration All clubs and their members must abide by the Swimming Canada Facility Rules and Guidelines for competitions and training. The club will ensure all their members are aware of the new Facility Rules and Guidelines. Club representatives are required to sign the Swimming Canada Club Declaration Form – Facility Rules by September 1 of each season confirming they are in compliance with the Swimming Canada Facility Rules and Guidelines.
Swim Ontario Safety Requirements – Dive Starts The Swim Ontario Safety requirements, specifying pool conditions for the use of Swim Ontario sanctioned activities (training and/or competition), requires that: All pools used for Swim Ontario competitions and/or club training purposes, must be listed with Swim Ontario as certified with regard to the requirements for Dive Starts which include water depth, height of blocks and height of deck and/or bulkhead.
FR 2.3 Depth – A minimum depth of 1.35 metres, extending from 1.0 metre to at least 6 metres from the end wall, is required for pools with starting blocks. A minimum depth of 1.0 metre is required elsewhere. CFR 2.3.1 A minimum water depth of 1.2 metres, extending from 1.0 metres to at least 5.0 metres from the end wall is required for pools where diving takes place from the permanent deck or bulkhead, where the height is not more than 0.35 metres from the water surface.
CFR –TR01 – Dive Entries
Diving – A minimum water depth of 1.35 metres, extending from 1.0 metre to at least 6.0 metres from the end wall is required for pools with starting platforms.
A minimum water depth of 1.20 metres, extending from 1.0 metre to at least 5.0 metres from the end wall is required for pools where diving takes place from the permanent deck or bulkhead, where the height is not more than 0.35 metres from the water surface.
When the water depth is less than 1.20 metres, no diving is permitted.

Water Depth Less than 1.2m No Diving, in water starts only 1.2m – 1.35m Diving from the permanent deck or bulkhead where the height is not more
than 0.35m from water surface is permitted. 1.35m (equal to or greater than)
Diving from starting platform (max 0.75m from water surface as per FR 2.7)
If the minimum water depth is less than 1.35 meters, starting blocks must NOT be used. It is recommended that the starting blocks be moved to the deep end of the pool as soon as possible or removed.
Competition Package Requirements The description of diving conditions must be included in the meet package based on the Facility Rules for Dive Starts. The following language must be included in all Meet Packages for meets sanctioned across Canada (when competitions are double ended, more than one of the below may be included to distinguish between ends):
• Starts will be conducted from Starting Platforms (blocks) as per FINA FR 2.3 and SW 4.1 (from both ends or from deep end only);
and/or • Starts will be conducted from the Deck or Bulkhead as per Canadian Facility Rule CFR 2.3.1 and CSW
4.1.1 (from both ends or from xxxx end); and/or
• In-water starts will be conducted as per Canadian Facility Rule CFR 2.3.1 and CSW 4.1.2 (from both ends or from xxxx end).
Swim Ontario Requirements – Length Pools used for competition, must be listed with Swim Ontario as certified with regarding to length of the pool for recognition of Provincial and National Records.
FR 2.1 Length
FR 2.1.1 50.000 metres. When touch panels of Automatic Officiating Equipment are used on the starting end, or additionally on the turning end, the pool must be of such length that ensures the required distance of 50.000 metres between the two panels.
FR 2.1.2 25.000 metres. When touch panels of Automatic Officiating Equipment are used on the starting end, or additionally on the turning end, the pool must be of such length that ensures the required distance of 25.000 metres between the two panels. CFR 2.1. 1 25.000 yards. When a 25.000 yard pool is used for competitions in Canada, the times shall not be approved or used for ranking or qualifying purposes. Swimming Canada does not recognize 25.000 yard pools for record purposes.

FR 2.2 Dimensional Tolerances
FR 2.2.1 The admissible tolerance in 50.00m swimming pools will be +0.010. -0.000. Tolerances will be measured as follows:
Wall to Wall: Minimum 50.020/Maximum 50.030. Tolerances have to be consistent 0.300 mm above to 0.800 metre bellow the water surface. These measurements should be certified by a surveyor or other qualified official, appointed or approved by the Member in the country in which the pool is situated. (see Swimming Diagram 1.50m Fig 1 in FINA Handbook)
FR 2.2.2 The admissible tolerance in 25.00m swimming pools will be +0.010, -0.000. Tolerances will be measured as follows:
Wall to Wall: Minimum 25.020/Maximum 25.030. Tolerances have to be consistent 0.300 mm above to 0.800 metre below the water surface. These measurements should be certified by a surveyor or other qualified official, appointed or approved by the Member in the country in which the pool is situated.
If a yards facility is used for competitions, the competition sanction type request should be “non-conforming sanction/unofficial results” (yards - YDS) on the on competitions sanction request site (www.swimming.ca).
Required Documents Clubs will be required to complete the Swimming Canada Facility Rules Club Declaration Form and Swim Ontario Dive Starts and Length Compliance Certificates not already on file with Swim Ontario for the Club by September 1 as part of Affiliation for the season. Sanctions will not be granted unless a Dive Start and Length Compliance Certificate for the host facility from the host club is submitted or on file with Swim Ontario.
Survey Host clubs for competitions that intend to be eligible for provincial or national records must have submitted to Swim Ontario, a pool length survey in compliance with the rule, FR 2.1 & FR 2.2 for that pool. A pool length survey must be measured in full competitive operation and set up (touchpads, competition lane ropes, electronics, etc.)
Clubs requesting to use an existing acceptable certified survey on file with Swim Ontario must provide a signed declaration for that facility indicating that no modifications or renovations to the pool were done that would impact the length of the pool. These renovations may include but is not limited to, re-tiling, structural changes, or bulkhead adjustments. A pool length survey must be completed by a certified surveyor (Google search “Surveyor in your area”). A checklist and sample of required measurements for pool length and other measurements are found in Appendix B which should provide some guidance to the certified surveyor. Costs vary from area to area ($500 - $1000 range for pool length only surveys) and we encourage shared costs with other clubs and/or the facility.

Certificates Clubs must submit their own Dive Start and Length Compliance Certificates. All new (for the club) Dive Starts and Length Compliance Certificates (Appendix A) must be completed by the club representatives by September 1 or before a sanction is granted for a competition at that facility hosted by the club. Both the Club President and Head Coach must sign the certificates.
Swim Ontario will have on file the Dive Starts and Length Compliance Certificates for the following facilities
• Toronto Pan Am Sports Centre • Etobicoke Olympium • Markham Pan Am Pool • Windsor International Aquatic and Training Centre
Club representatives will not be required to provide measurements for the above mentioned pools, however, they will be required to submit a declaration that they are aware of the Dive Starts conditions for those facilities. Clubs are encouraged to complete measurements in conjunction with other clubs and facility managers / supervisors. Both the Club President and Head Coach must sign the Dive Starts and Length Compliance Certificates for EACH pool in which they train and/or intend to host sanctioned Swim Ontario competitions. Swim Ontario reserves the right to ask for a re-measurement if any discrepancies in measurements from one club to the other for the same pool is found.
A list of all certified pools is kept on file at the Swim Ontario office. A list of all certified pools for competitions are also kept on file on the Swimming Canada registration, tracking and results system. Insurance certificates will not be issued unless a Dive Start and Length Compliance Certificates is on file for the Club with Swim Ontario.

This checklist is intended to provide an overview of the information required when a facility survey is completed. For complete information regarding the rules and the accepted dimensional tolerances refer to the Facility Rules and Guidelines of Swimming Canada.
A certified surveyor would complete, stamp and sign official survey document and this checklist may be used for information purposes on what measurements should be included.

The examples below would be a comprehensive survey completed by a certified surveyor. It would include their stamp as certified and would indicate the conditions under which the measurements were completed.
