1. Introduction

The intention of this publication of EU-Directives and UNECE-Regulations is to help getting EU- or

UNECE-type approvals for (motor) vehicles, (motor) vehicle equipment and parts.

When the (motor) vehicles or their equipment or parts fulfil the prescriptions of an EU-Directive, then

an EU-member state may not refuse the product concerned on its market. When the product

concerned has an e-certificate, no stricter requirements than those described in the corresponding

Directive may be applied.

For UNECE-Regulations the same is applicable. A country which has acceded to the “UNECE

Agreement of 1958” on a voluntary basis and has signed separate UNECE-Regulations, is obliged to

accept products which meet the requirements of the UNECE-Regulations concerned, and which bear

an E-marking on the basis of E-certificates, without putting forward additional requirements.

This publication has the following contents:

2. Contracting Parties and their Code numbers

Below one finds an overview of the countries, which are Contracting Parties to

either of the following UNECE-Agreements:

- "1958 Agreement", on UNECE-type approvals,

- "1997 Agreement", on periodical inspections,

- "1998 Agreement", also called "Parallel Agreement", on world wide harmonization,

and the Code number assigned to those countries.

This Code number can be found on vehicles, vehicle equipment and parts, which

have got an UNECE- or EU-type approval. It indicates the country, which has granted

the UNECE- or EU-type approval.

An example of that Code number is "E4", which indicates an UNECE-type approval ("E")

granted by the country with the Code number "4" (= The Netherlands).

In a similar way "e4" indicates an EU-type approval ("e") granted by

the Netherlands (=Code number 4).

For UNECE-type approvals one can come across Code numbers, differing from "4",

as is indicated below:

the column above, the same Code numbers are used, for instance "e4", as well as for the EU-member

states which acceeded to the European Union per 1 May, 2004 marked with an " º " , the

Croatia which acceeded to the European Union per 1 July 2013 marked with "~".

3.3 UNECE-Regulations for UNECE-type approvals

UNECE-Regulations for UNECE-type approvals, which are annexed to the "Agreement concerning

the adoption of uniform technical prescriptions for wheeled vehicles, equipment and parts, which

can be fitted and/or be used on wheeled vehicles, and the conditions for reciprocal recognition

of approvals granted on the basis of these prescriptions, Revision 2, dated 16 October 1995",

commonly abbreviated as the "1958 Agreement".

Explanatory notes for the next pages:

Country that has become signatory to a specific UNECE-Regulation, and will accept

vehicles, vehicle components and parts, which are accompanied by an UNECE-type

approval certificate related to the specific prescriptions of that UNECE-Regulation. It is also

applicable for an Organisation, like EU, and the individual countries of that Organisation.

"0" a country that must, or has declared that it will, accept vehicles, vehicle equipment

and parts, which are accompanied by an UNECE-type approval certificate, although

they did not become an individual signatory to that specific UNECE-Regulation.

where x is a sequence number. Approved documents can be found on the internet.

Column "Amend. No."

The column "Amend. No." indicates the kind of amendments.

There are 3 possibilities:

Sup. X This concerns only an amendment of the text of the UNECE-Regulation, or a Supplement,

for which a change of the type approval number is not needed, e.g. Sup. 1, Sup. 2, etc.

0Y This kind of amendments results in a change of the type approval number.

For instance, 0Y means the "Yth series of amendments", e.g. 01, 02, 03, etc.

Cor. Z This code indicates the order of textual corrections only, e.g. Cor. 1, etc.

When in the column "Relevant document" the mentioned document comprises more than one

Supplement etc., than the column "Amend. No." will only show the document with the latest date.


Column "Amend. No." / series of amendments

04 Indicates the latest series of amendments (in this example series 04)

The document containing the last change of series of amendments is mentioned in the

column "Relevant documents" with or without a grey background (see later).

03* The asterix means that the introduction of the 3rd series of amendsments does not

require changes in the approval number.

00 Refers to the original version of the Regulation.

Column "Relevant document"

The column "Relevant Document" indicates, which documents are needed to have

available the complete set of documents, containing all prescriptions relevant and applicable

for that specific UNECE-Regulation, including all its Supplements, Series of Amendments and

Corrigenda. (Corrigenda in languages other than English are not included.)

In this overview, these "Relevant documents" are marked with a grey background.

On the front page of these documents you'll find information about the Supplements, etc., contained

in that document including the dates from which on these Supplements, etc, are in force.

The frontpage of a "Corrigendum" indicates the date of the exchange of official letters with

the UNECE-Secretariat in New York. However, for the application of a specific Corrigendum,

the date indicated in this overview is the date of entering into force.

The date, indicated on the documents at top/right-side of the front page, is just a date of publication.

This date of publication does not have any relation with the dates on which Supplements, etc.,

are entering into force.

Working documents of WP.29 which are approved by WP.29 and which are notified by the

UNECE-Secretariat in New York to all Contracting Parties and therefore have a probable date of

entry into force are also marked with a grey background.

Working documents not yet approved by WP.29 and working documents already approved by

WP.29 but not yet notified, appear on the list but have the neutral (white) background.

N.B.

Although in the column "Amend. No." not all Supplements are listed in a numerical following order

you will have available all relevant Supplements, etc., when you do have all documents

which are listed with a grey background.

Where for a Regulation the indication R x Rev. y (e.g. R 6/Rev. 2) is given, this means that

all foregoing documents (e.g. R 6/Rev. 1) are included in this latest listed document and are

not necessary any more for a complete set of relevant and applicable documents and procedures.

Since mid 2004 the secretariat of the UNECE has stopped the mailing of paper documents.

Thus, all documents released after mid 2004 have been downloaded from the internet.

Accession of the European Union to the (revised) "1958 Agreement".

Through a Council Decision, dated 27 November 1997, the European Union has acceded to

the (revised) "1958 Agreement" . Thus the European Union has become a Contracting Party

to the "1958 Agreement", with effective date 24 March 1998.

The juridical consequence of this is that the 25 (27 per 01-01-2007, 28 per 01-07-2013) EU-Member

States are obliged to accept the UNECE-type approval certificates, which are granted in accordance

with the prescriptions of the UNECE-Regulations to which the EU is a signatory.

The "0"-indication for a country, being an EU-Member State, means that it has to accept,

now on a mandatory basis, the UNECE-type approval certificates granted for those UNECE-

regulations although that country has not acceded to that Regulation as an individual Contracting

Party.

3.4 Available translations of UNECE-Regulations

Since the European Commission uses Regulations as equivalent alternatives for European

Directives and is referring in Directives to the technical contents of Regulations it is necessary,

according to European law, to provide translations of the Regulations in all the official languages

of the European Union.

N.B. The Regulations developped in Geneva are only available in the official UNECE languages

English, French and Russian.

4. EU-Directives for EU-type approvals

This chapter gives:

- a list with the definitions of the different categories and types of vehicles, and

- a list containing the Directives (base Directive only) which are applicable for an EU-type approval

for these categories.

- an overview of EU-Directives and their amendments which are used for EU-type approvals,

N.B.1: The specific documents under a heading "Directive" may include Directives, Regulations,

Decisions, rectifications and translations of UNECE regulations.

This chapter is subdivided as follows:

N.B.2: This last overview (4.5) is listed because of the close relationship between the juridical

aspects and procedures of these Directives and those of the category motor vehicles

with 4 or more wheels, and their trailers.

Information related to the tables on the next pages:

No Member State may refuse a product onto her market when this product meets the prescriptions

of a Directive, and for which product an EU-type approval has been granted.

A Member State is also not allowed to apply stricter prescriptions to those products for which

an EU-type approval has been granted and an e-certificate has been issued.

N.B.3: EEA (European Economic Area) -countries, being Norway nr. 16, Liechtenstein nr. 33 and

Iceland for which the Code number is unknown:

- are also allowed to grant an EU-type approval for parts and/or a complete vehicle;

- are also obliged to accept EU-type approvals and e-certificates.


4.1 Definitions of vehicle categories

Vehicle categories are defined according to the following international classifications:

4.1.1 European Union

1. Category M: Motor vehicles designed and constructed primarily for the carriage of persons and

their luggage.

- Category M1: Vehicles of category M, comprising not more than eight seating positions in

addition to the driver's seating position.

- Category M2: Vehicles of category M, comprising more than eight seating positions in addition

to the driver's seating position and having a maximum mass not exceeding 5

tonnes.

- Category M3: Vehicles of category M, comprising more than eight seating positions in addition

to the driver's seating position and having a maximum mass exceeding 5 tonnes.

2. Category N: Motor vehicles designed and constructed primarily for the carriage of goods.

- Category N1: Vehicles of category N having a maximum mass not exceeding 3,5 tonnes.

- Category N2: Vehicles of category N having a maximum mass exceeding 3,5 tonnes but not

exceeding 12 tonnes.

- Category N3: Vehicles of category N having a maximum mass exceeding 12 tonnes.

Category O: Trailers designed and constructed for the carriage of goods or of persons as well

as for the accomodation of persons.

- Category O1: Vehicles of category O having a maximum mass not exceeding 0,75 tonnes.

- Category O2: Vehicles of category O having a maximum mass exceeding 0,75 tonnes but not

exceeding 3,5 tonnes.

- Category O3: Vehicles of category O having a maximum mass exceeding 3,5 tonnes but not

exceeding 10 tonnes.

- Category O4: Vehicles of category O having a maximum mass exceeding 10 tonnes.

4. Category L:

(3) height ≤ 2 500 mm and


L1e Light two-wheel (4) two wheels and powered by a propulsion as listed under (3) and

powered vehicle (5) engine capacity ≤ 50 cm3 if a PI internal combustion engine forms part of the vehicle's propulsion

configuration and (6) maximum design vehicle speed ≤ 45 km/h and

(7) maximum continuous rated or net power (1) ≤ 4 000 W and

(8) maximum mass = technically permissible mass declared by the manufacturer and

L1e-A vehicle.



L2e Three-wheel moped (4) three wheels and powered by a propulsion as listed under (3) and

Explanatory notes:

Note: The series of amendments of the UNECE Regulations which apply on a compulsory basis are listed

in Annex IV to Regulation (EC) No 661/2009. Series of amendments adopted subsequently are

accepted as an alternative.

(1) For vehicles with a reference mass not exceeding 2 610 kg. At the manufacturer’s request,

may apply to vehicles with a reference mass not exceeding 2 840 kg.

(2) In case of vehicles equipped with a LPG or CNG installation, a vehicle type-approval in accordance

with UNECE Regulation No 67 or UNECE Regulation No 110 is required.

(3) The fitting of an electronic stability control (“ESC”) system is required in accordance with Article 12 of

of Regulation (EC) No 661/2009. Therefore, the requirements set out in Annex 21 to UNECE Regulation

13 shall be complied with for the purposes of EC type-approval of new types of vehicles as well as for the

registration, sale and entry into service of new vehicles. The implementation dates set out in Article 13 of

Regulation (EC) No 661/2009 shall apply instead of the dates set out in UNECE Regulation No 13.

(4) The fitting of an ESC system is required in accordance with Article 12 of Regulation (EC) No 661/2009.

Therefore, the requirements set out in Part A of Annex 9 to UNECE Regulation No 13-H shall be complied

with for the purposes of EC type-approval of new types of vehicles as well as for the registration, sale and

entry into service of new vehicles. The implementation dates set out in Article 13 Regulation

(EC) No 661/2009 shall apply instead of the dates set out in UNECE Regulation No 13-H.

(4A) If fitted, the protective device shall fulfil the requirements of UNECE Regulation No 18.

(4B) This Regulation applies to seats not falling within the scope of UNECE Regulation No 80.

(5) Vehicles of this category shall be fitted with a suitable windscreen defrosting and demisting device.

(6) Vehicles of this category shall be fitted with a suitable windscreen washing and wiping devices.

(7) In case of vehicles equipped with an electric power train, a vehicle type-approval in accordance with

UNECE Regulation No 85 is required.

(8) For vehicles with a reference mass exceeding 2 610 kg and which did not benefit from the possibility

offered in note (1).

(9) For vehicles with a reference mass exceeding 2 610 kg which are not type-approved (at the

manufacturer’s request and provided their reference mass does not exceed 2 840 kg) under

Regulation (EC) No 715/2007. For other options, see Article 2 of Regulation (EC) No 595/2009.

(9A) Applies only where such vehicles are fitted with equipment covered by UNECE Regulation

No 64. Tyre pressure monitoring system for M1 vehicles applies on a compulsory basis in

accordance with Article 9(2) of Regulation (EC) No 661/2009.

(10) Applies only to vehicles equipped with coupling(s).

(11) Applies to vehicles with a technically permissible maximum laden mass not exceeding 2,5 tonnes.

(12) Only applicable to vehicles where the “Seating Reference Point (‘R’ point)” of the lowest seat is not

more than 700 mm above the ground level.

(13) Applies only when the manufacturer applies for type-approval of vehicles intended for the transport of

dangerous goods.

(14) Applies only for vehicles of category N1, class I as described in the first table in point 5.3.1.4 of

Annex I to Directive 70/220/EEC.

(15) At the request of the manufacturer, a type-approval may be granted under this item, as an alternative

to obtaining type-approvals under items 3A, 3B, 4A, 5A, 6A, 6B, 7A, BA, 9A, 9B, 10A, 12A, 13A, 13B,
