Overview Funding for the Neighborhood Reinvestment Program was included in the Fiscal Year 2013­2014 Adopted Operational Plan in order to further public purposes throughout San Diego County.

Recommendation(s) SUPERVISOR DAVE ROBERTS

1. Allocate $3,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to ArtHatch to purchase a surround sound system.

2. Allocate $10,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to Biocom Institute to print brochures for the 2014 San Diego Festival of Science & Engineering.

3. Allocate $5,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to California State Games to purchase banners and table cloths for the California State Games from July 10 to July 13,2014.

4. Allocate $10,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to Center for Community Solutions to fund HVAC upgrades to purchase a Murphy bed frame for the Escondido-area Hidden Valley House domestic violence shelter.

5. Allocate $5,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to Deputy Sheriffs Association to fund renovations of a meeting hall located at 13881 Danielson Street, Poway, CA 92064.

Allocate $9,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to Full Access and Coordinated Transportation (FACT) to purchase six new computers and software, two tablet computers and software, and assist with production costs associated with filming a short marketing and promotional video highlighting FACT's services.

9. Allocate $4,767 from the Neighborhood Reinvestment Program Budget (Org 15660) to Helen Woodward Animal Center to purchase 1,000 commemorative t-shirts for the 5th annual Puppy Love 5K event.

10. Transfer appropriations of $7,500 from the Neighborhood Reinvestment Program Budget (Org 15660) to Health and Human Services, Child Welfare Services Division to purchase necessities such as clothing for low-income children.

11. Allocate $5,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to Home Start to fund refurbishment of a women's safety facility as part of the Maternity Shelter Program.

12. Allocate $6,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to Just in Time for Foster Youth to fund printing of promotional materials and signage for marketing purposes.

13. Allocate $5,000 from the Neighborhood Reinvestment Program Budget (Org 15660) to Neighborhood House Association to assist with costs of printing posters, banners and invitations; purchasing trophies, plaques, volunteer equipment and vests, bags, vehicle magnets, cameras, radios, tables; and creating and printing a nutritious recipe cook book and a photo exhibit for the organization's Countywide 100 Year Community Celebration events.

29. Amend the purpose of the ]/28/2014 (9) Neighborhood Reinvestment Grant allocation of $20,000 to San Diego Community College District to include new equipment for fire simulation prop for boselines, fire extinguishers and smoke generator machine. Authorize the Chief Financial Officer to amend the grant agreement accordingly.

30. Amend the purpose of the 911 0/20 13 (26) Neighborhood Reinvestment Grant allocation of $10,000 to the San Diego Performing Alis League to include purchase of a laptop computer, flat panel display, keyboard, computer software and laser printer and LCD display panels and tablet computers. Authorize the Chief Financial Officer to amend the grant agreement accordingly.

31. Establish appropriations of $268.00 in the Neighborhood Reinvestment Program budget (org 15660) for reallocation to other projects based on the unused portion of the 12/4/2012 (33) allocation of $10,000 to Solana Beach Chamber of Commerce. (4 VOTES)

32. Authorize the Chief Financial Officer to execute grant agreements with these organizations establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grant but do not increase the grant.

33. Find that the grant awards described above have a public purpose.

34. Find that the allocation§ to the Solana Beach Civic and Historical Society and the Deputy Sheriffs Association are is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQ A Guidelines section 15301 and that the allocation to the Escondido Rotary Club is exempt pursuant to CEQA Guidelines section 15303.

Fiscal Impact The combined cost of these projects is $183, 687. Funds for this request are partially included in the Fiscal Year 2013-2014 Operational Plan for the Neighborhood Reinvestment Program (Org 15660). The funding source is General Fund fund balance. This will result in no additional staff years and no future costs.

cultures. This allows them to enter into dialogues about issues from a variety of perspectives especially from those outside the United States and increases their awareness of the world around them. ArtHatch provides a unique platform for young artists to engage a diverse audience and provides a public encounter with art that educates, stimulates, encourages dialogue and aids in awareness. The facilities are open for high school and college students' field trips and class assignments. The emphasis on youth orientated opportunities will inspire younger visitors about their own artistic expression and exhibition possibilities. This $3,000 grant will be used to purchase and install a surround sound system.

The mission of the San Diego Audubon Society (SDAS) is to foster the protection and appreciation of birds, other wildlife, and their habitats, through education and study, and advocate for a cleaner, healthier environment. Current organizational goals include strengthening and expanding conservation programs to better protect the region's wildlife and habitat; increasing the community's understanding and appreciation of birds, other wildlife, and their habitats; and enhancing the sustainability of SDAS through increased staffing levels, membership, volunteerism, collaboration with other organizations, and fundraising. This fiscal year, SDAS will host 25 habitat maintenance/restoration volunteer events, engage several hundred volunteers in restoration efforts, and generate over 3,000 hours of volunteer labor toward improving habitat for wildlife in San Diego County. This $15,000 grant will be used to purchase a vehicle for transporting volunteers and materials.

Biocom Institute is a member-driven organization providing opportunities and resources to help life science companies and their employees fulfill their business goals and improve life through advancements in health, energy and agriculture. The Biocom Institute offers member companies meaningful access to the influential drivers propelling the industry forward across all major life science sectors, including biotechnology, pharmaceutical, diagnostic, medical device, connected health, agriculture and bio-renewable energy. Biocom Institute serves Southern California, a region offering the perfect climate for life science innovation because of its uniquely collaborative spirit, high concentration of world-class research institutions and its strong foundation for new company creation and development. This $10,000 grant will be used to print brochures for the 2014 San Diego Festival of Science & Engineering.

California State Games (CSG) is a multi-sport festival of Olympic-style competltlOn for California's amateur athletes of all ages and abilities. State Games is a community-based member of the United States Olympic Committee. In addition to Summer State Games, CSG hosts the California Winter Games, with Figure Skating, Ice Hockey, and Roller Skating. CSG provides all Californians with a wholesome avenue for positive personal development through sports and physical activity. Additionally, a network of administrators and volunteers are established throughout California to further the development of amateur athletic programs. This $5,000 grant will be used to purchase banners and table cloths for the 20] 4 California State Games.

Founded in 1969, Center for Community Solutions (CCS) helps more than 1] ,000 adults and children each year to heal and prevent relationship and sexual violence. The mission of CCS is to end relationship and sexual violence by being a catalyst for caring communities and social justice. CCS operates the only rape crisis center in the city of San Diego along with a

countywide 24-hour bilingual crisis helpline. CCS also provides emergency domestic violence shelters, hospital and court accompaniment, as well as legal and counseling services for those affected by rape, domestic violence, and elder abuse. CCS also works with local community groups and schools to provide innovative prevention programs to promote healthy relationships and peaceful communities. This $10,000 grant will be used to fund HV AC upgrades and to purchase a Murphy bed frame for the Escondido-area Hidden Valley House domestic violence shelter.

The Deputy Sheriffs' Association of San Diego County is the professional labor organization of more than 2,000 sworn deputies of the San Diego County Sheriffs Department. For over 55 years, the DSA has been "The Strength Behind the Badge" supporting San Diego County Deputies, their families and their communities. This $5,000 will be used to fund renovations of a meeting hall located at 13881 Danielson Street, Poway, CA 92064. 'The hall belongs to the Deputy Sherife~mt\:;:;ociation, but the hall is also used by other groups including classes for National University and meetings by the Senior Volunteer Patrol and the Sheriffs Department.

The mission of Encinitas Chamber of Commerce is to advocate and promote a healthy and prosperous business community, which improves and preserves the quality of life in the Encinitas community. The Encinitas Chamber has been supporting local businesses for 50 years helping them grow and thrive in Encinitas and works to help solve problems businesses might be facing: from legislative issues, licensing concerns, compliance requirements as well as promoting businesses throughout the community and beyond. This $4,554 will be used to purchase three computers and software.

Chartered October 20, 1924, the Escondido Rotary Club today is the third largest among the 60 Rotary clubs in San Diego and Imperial counties and the largest of any service club in all of North San Diego County. Our 200-plus members range from 25 to 89 years of age and include a cross section of the community's political, civic, and business leaders and professionals who unite under Rotary's banner of "Service Above Self' to conduct a wide range of humanitarian projects, encourage high ethical standards in all vocations and work toward world understanding and peace. This $6,500 grant will be used to purchase materials and labor to construct a gazebo in Heritage Garden Park at 305 East Grand A venue, Escondido, CA 92025.

Full Access and Coordinated Transportation, Inc. (FACT), is a nonprofit agency formed in 2005, and in 2006 designated by SANDAG to coordinate public, nonprofit, private and other transportation services in San Diego County. F ACT seeks to improve access to transportation for seniors, persons with disabilities, veterans and the income disadvantaged and fill gaps in existing services. There are numerous individuals/communities in San Diego County that are unable to access public transportation either due to their special needs or the distance from transit routes or due to lack of services. F ACT acts as a mobility manager for individuals who are looking for transportation by referring them to the most appropriate mode for them. Transportation referrals are provided in person, via telephone and through the web based trip planner. This $9,000 grant will be used to purchase six new computers and software, two tablet computers and software, and assist with production costs associated with filming a short marketing and promotional video highlighting FACT's services.

SUB.JECT: NEIGHBORHOOD REINVESTMENT PROGRAM GRANTS (DIST'RICT: 3)

Child Welfare Services (CWS) is committed to excellence in the delivery of culturally competent, family-centered and child-focused protective services. CWS investigates reports of suspected child abuse and neglect and intervenes with families who do not meet the minimum community standards of health and safety as required by law. Investigations are conducted in a thorough and professional manner. Family interventions are completed in the least intrusive manner necessary for the protection of the child. This $7,500 grant will be used to purchase necessities such as clothing for low-income children.

Helen Woodward Animal Center is a unique, private, non-profit organization in San Diego County that, for over 40 years, has been committed to the philosophy of people helping animals and animals helping people. Located on 12 acres in Rancho Santa Fe, its nationally recognized Center provides a variety of services that benefit the community through educational and therapeutic programs for people, and humane care and adoption for animals. Helen Woodward Animal Center's passionate belief that animals help people and people help animals through trust, unconditional love, and respect, creates a legacy of caring. Sharing this philosophy with others, the Center inspires and teaches, locally and globally, the importance of the animal-human bond. This $4,767 wiII be used to purchase 1,000 commemorative t-shirts for the Fifth Annual Puppy Love 5K.

Founded in 1972 as a highly successful, national Head Start demonstration project, Home Start provides services to children living in poverty who require immediate, comprehensive solutions to ensure their safety and healthy development. In 1977, Home Start Inc. incorporated as a San Diego-based, private non-profit agency dedicated to child abuse prevention and family strengthening services. Home Start's countywide programs and services increase the stability, self-sufficiency and parenting knowledge of the families who receive Home Start's services. Their therapists possess or are pursuing Licensed Clinical Social Worker (LCSW), Masters of Family Therapy (MFT) or Clinical Psychology licenses that adhere to the highest professional s~andards. Many are bilingual and all possess a sensitivity to, and understanding of, ethnic and cultural differences. This $5,000 will be used to fund construction costs for the Maternity Shelter Program. The total cost of the project is $100,000.

Just in time for Foster Youth engages a caring community to help transitioning foster youth achieve self-sufficiency and well-being. The organization envisions a future in which every youth leaving the foster care system has a community of caring adults waiting for them after 18. Consistent, long-term help from the heart is the foundation for the success of youth so that they can thrive and enjoy productive, satisfying lives. lIT mobilizes a caring community as an extended family for transitioning foster youth. This is done through consistent relationships and emergency resources provided by individuals, agencies, businesses and foundations that share the core values and mission. This $6,000 will be used to fund printing of promotional materials and signage.

With an annual operating budget of over $84 million and more than 750 employees, NHA is the largest multi-purpose human services organization in San Diego County, serving thousands of residents (children, families, seniors and youth) each year. The agency has 12 key program areas offered at more than 120 locations throughout San Diego County. underserved residents. Program service areas are focused on: Health, Youth, Child Development, Seniors, Mental Health, Nutrition, HIV/AIDS Services, Housing Counseling and Emergency Assistance. This $5,000 will assist with costs of printing posters, banners and invitations; purchasing trophies, plaques, volunteer equipment and vests, bags, vehicle magnets, cameras, radios, tables; and creating and printing a nutritious recipe cook book and a photo exhibit for the organization's Countywide 100 Year Community Celebration events.

Operation Samahan is a community health center that emerged within the Filipino community over the last forty years. The agency serves low-income families and individuals in the County of San Diego in two (2) strategic areas with a high density population of Filipinosl Asian and other low-income, uninsured individuals National City (Southern San Diego County) and Mira Mesa (North Central San Diego). This $3,500 will be used to fund printing of programs, banners, and signage for the annual Filipino Sun Festival.

Since the 1980's Palomar Health has recognized the need to partner with the community to help those who have been victims of violent crimes. The Forensic Health Department, housed on the campus of Palomar Medical Center (PMC), consists of the Sexual Assault Response Team (SART) and the Child Abuse Program (CAP). Pomerado Hospital (POM) hosts a second SART location. Programs at both hospitals are available 24-hours a day to provide medical services for children and adults who have experienced sexual and/or physical abuse. Palomar Health works closely with local investigative and prosecutorial agencies to provide complete state of the art assessments that may be later used in court. This $10,714 will be used to purchase an examination table, six desk top computers and software, and one Xerox printer.

Promises2Kids annually provides over 3,300 current and former foster youth in San Diego County with the tools, opportunities, and guidance they need to address the circumstances that brought them into foster care, overcome the difficulties of their past, and grow into healthy, happy and successful adults. Promises2Kids supports these children through four core programs: Polinsky Children's Center, Camp Connect, Guardian Scholars and Foster Funds. Promises2Kids, then known as the Child Abuse Prevention Foundation, also first initiated the concept of a residential high school for foster youth. The Foundation subsequently raised $6 million for the creation of San Pasqual Academy, a model residential high school for foster children located near Escondido, just north of San Diego. The Academy opened in September 2001 and currently provides a stable home and education for up to 250 foster teenagers. This $6,500 will be used to fund design and printing of volunteer manuals and to purchase training manuals.

The Rancho Bernardo Historical Society is a non-profit organization, dedicated to preserving the local history and increasing public awareness through programs and outreach. It depends on the community to help it accomplish its mission: volunteers, donations and contributions, memberships, and gifts to collections. This $10,000 will be used to purchase furnishings, including work stations, desk tops, chairs, museum research tables, exhibit panels, and display cases.

Children's Museum (ECM) in 2001, the San Diego Children's Discovery Museum today is a dynamic and successful cultural institution that serves diverse communities and visitors to North San Diego County. Over the last ten years. the San Diego Children's Discovery Museum has flourished as it has served a growing clientele of members and guests. Its staff, donors, sponsors, board members and volunteers are dedicated and passionate about the mission-to inspire children to learn about the world they live in through exploration, imagination, and experimentation. This $3,500 grant will be used to fund printing of a marketing brochure.

The San Diego Downtown Partnership is the leading advocate for t.he branding, revitalization, economic vitality, and growth of Downtown San Diego. It is a member-based, non-profit organization committed to the success of San Diego's vibrant and world-class urban center. The Downtown San Diego Partnership was founded in 1993 by a merger of two Downtown organizations: the San Diego Downtown Association/Central City Association and San Diegans, Inc. The Downtown San Diego Partnership has more than 325 members, representing a variety of business sectors including real estate, start-up incubators, banking, law, defense, insurance, communications, technology, energy, and tourism and hospitality. This $5,000 grant will fund printing of "Imagine Downtown", a document outlining the Downtown Partnership'S 20 year strategic vision for Downtown San Diego.

The San Diego Military Advisory Council (SDMAC), is a nonprofit mutual benefit corporation, whose mission is to support, promote, and represent the common business and other interests of the military, their quality of life issues, and the defense industry community in the San Diego area. SDMAC will advance the partnership and communication between the military, our elected and appointed officials, and the business community while working to enhance recognition of the military'S many contributions to the greater San Diego area, and will be capable of focusing on, speaking publicly on, and taking appropriate actions in furtherance of its mission. This $500 grant will be used to fund printing of an economic impact study of the U.S. Navy's Space and Naval Warfare Systems (SPAWAR) headquarters.

Since 1874, the San Diego Natural History Museum mission has been to interpret the natural world through research, education and exhibits; to promote understanding of the evolution and diversity of southern California and the peninsula of Baja California; and to inspire in all a respect for nature and the environment. The Museum serves approximately 400,000 visitors annually, including 144,000 mostly K-12 students and teachers who participate in science education programs. This $10,000 grant will be used to purchase a digital touch-screen and reading rails for the museum.

San Diego Zoo Global is a conservation organization dedicated to the science of saving endangered species worldwide. San Diego Zoo Global operates three world-class facilities: the San Diego Zoo, the San Diego Zoo Safari Park, and the San Diego Zoo Institute for Conservation Research. Their conservation work takes place locally at the three campuses and reaches beyond to more than 100 conservation field projects in 35 countries. The organization's vision is to become a world leader at connecting people to wildlife and conservation. The focused approach brings people and groups together to collaborate on solutions, and take an innovative and multidisciplinary approach to some of the most daunting conservation challenges of our time. The purpose of the Solana Beach Civic and Historical Society Garden Club is to promote sustainable beautification in the city of Solana Beach through social interaction, garden education, and home and civic enrichment. This $6,800 grant will fund upgrades of a public garden at 153 South Sierra Avenue, Solana Beach. Upgrades include an irrigation retrofit, granite paths and landing with metal edging, new plants, water conservation signage, and a bench.

Sustainable Surplus Exchange facilitates the donation of surplus assets from commerce and repurposes those items back into the community for use, especially to educational and charitable organizations. The organization works to practice, educate, and build awareness of sustainability, as well as reduce the carbon footprint of waste by diverting it from landfills. Sustainable Surplus Exchange will also build a bridge between the community and commerce that will help us achieve sustainability across the country. It works to build an awareness and conscience of the smart use of assets in order to protect the environment and natural resources. Through the act of repurposing, it will divert excess waste going into landfills. The community will be enriched by the convergence of commerce and the community. This $8,000 grant will be used to purchase a pre-owned truck and moving supplies, including but not limited to a dolly, blankets, and belts/straps.

Located just 30 miles northeast of downtown San Diego and 20 minutes from the coast, Escondido is home to major attractions, beautiful wineries, craft breweries, unique arts and theatre, delicious culinary experiences and a charming historic downtown. Enjoy the beautiful climate with year-round golfing, hiking, biking, fishing, and fantastic events. Escondido is the heart of northern San Diego ... rich in history and culture. The list of "must do's" includes the California Center for the Arts, Escondido, a unique performing arts complex, museum, and conference center and the San Diego Zoo Safari Park as well as biking and equestrian trails. This $5,000 will be used to fund design and printing of a new Escondido tourism map.

The Warrior Foundation~Freedom Station vows to be the leading force in assisting, honoring and supporting the military men and women who have so bravely served and sacrificed for our country. It is committed to supporting warriors in a variety of ways, providing quality-of-life items and numerous support services designed to assist them and their families during recovery. The Warrior Foundation~Freedom Station assists four main groups of warriors: the Seriously Injured (SI) just returning home from war; those suffering from post-traumatic stress disorder (PTSD) or traumatic brain injury (TBI); those undergoing physical or occupational therapy, and warriors who have been medically retired and remain in the community. To serve this last group in particular, Warrior Foundation~Freedom Station pioneered a new approach and opened Freedom Station - a unique recovery transition center and housing facility that provides injured warriors with the acclimation time, guidance and resources to successfully make the transition from military service to civilian life. This $6,800 will be used to purchase two wheel chairs to be used by military veterans during athletic competitions.

Since 1908, the YWCA has helped those facing dire conditions - abused women, children and families living on the street - to find permanent solutions to their challenges, to overcome their balTiers and to gain self-reliance. The YWCA's Becky's House® program for survivors of domestic violence, the Passages program for single-homeless women and the COliez Hill Family Center for homeless families provide more than a quick fix, a safe place for a day, or a bed for a night. The YWCA asks questions and listens to help people identify the reasons for their problems, and help them figure out how to overcome them and break the cycle of domestic violence and poverty for good. This $3,500 grant will be used to purchase five new computers and software for YWCA's Becky's House domestic violence residential program.
