A Message from Councilwoman Hamilton regarding group and
transitional housing in District 5
Thanks to all who attended the District 5 Neighborhood Advisory Committee meeting on April
21st and the follow-up meeting on Monday the 28th hosted by Donovan Taylor and the Chickasaw
Federation. The advisory committee monthly meetings are held on the 3rd Monday at the
Yearlings Club and are open to all Portland, Russell, Chickasaw and Shawnee residents and
stakeholders to come bring, discuss and work on neighborhood issues and projects and to hear
from speakers and agencies who can help with our concerns. The Chickasaw Federation meets
monthly; 1st Thursdays at Flaget Community Center at 6:30pm.
As a follow-up to the presentation and discussion on our shared concern about the influx of
unlicensed and unpermitted group and transitional housing across West Louisville and
specifically District 5, my office will introduce a Resolution on May 8 at the Metro Council
Meeting for a moratorium on and further permits for group and transitional housing in
Metro Louisville while a comprehensive study into the current placement and proliferation
of boarding, group, transitional and halfway housing is done. (Continued on Page 2)

We must work together jointly as united neighborhoods, Chickasaw, Portland Russell and Shawnee to address
mutual neighborhood issues.
Several attendees at the D5 Neighborhood meeting signed up to work on this issue and we’d like to invite you to get
involved as well. Please support your neighbor leaders as we develop positive outcomes and solutions to bring about
positive changes in our West Louisville community we are proud to call home. After the passage of the Portland
Neighborhood Plan, area wide zoning recommendations are being passed and implemented.
Many residents worked many months to draft the new Shawnee Neighborhood Plan and the recommendations for
Economic Development, Health, Housing, Land Use and Mobility concerns in the neighborhood. The recently enacted
Shawnee Neighborhood Plan Land Use/Community Form section recognized the notable inconsistency in the
amount of single family properties zoned as high-density residential (R6 and R7). The other widespread inconsistency is
pockets of single family properties zoned for commercial use (CR, C1, C2). An area-wide rezoning, initiated by Metro
Government, is recommended to correct these inconsistencies.
In Shawnee, appropriate locations for down zoning of R6 and R7 properties to either R5 or UN zoning is to strengthen
the single family residential character of the neighborhood and discourage development patterns uncharacteristic of the
area. Urban Neighborhood (UN) zoning would be applied to multifamily zoned properties with smaller lot patterns
(generally less than 6,000 square feet in area with widths of less than 35’). R5 zoning would be applied to all other
multi-family zoning currently developed as single family to be consistent with most of the neighborhood, which is
zoned R-5.
The Shawnee Chickasaw, Portland and Russell neighborhoods fall within the Traditional Neighborhood
Zoning District (TNZD). Although the form district standards help to ensure that future development is done in a
manner consistent with the existing pattern of the neighborhood, rezoning requests are a prerogative of any land
owner. To further preserve and protect the future neighborhood character, the Shawnee Neighborhood
Association (and I would recommend the Chickasaw Federation, the Westover Neighborhood Association ) should
become a registered party of interest with Louisville Metro’s Planning and Design Services so that they will
receive notice of any zoning change applications. The SNA (and the Chickasaw Federation) can then coordinate
with other neighborhood groups and interested to monitor and participate in the zoning process.
In order to proceed in an as orderly fashion as possible much as was done after the passage of the Portland
Neighborhood Plan the Category 3 Review process, and area wide rezoning; the Chickasaw Federation and
Shawnee Neighborhood Association are seeking volunteers for a committee composed of interested, and
concerned residents to work on proposed changes and recommendations. The Network Center for Community
Change (NC3) mapped all the vacant and abandoned housing and land uses in the neighborhood and will be asked to
help do this for the Chickasaw Neighborhood. The Shawnee Neighborhood Association, President Bonnie Cole has
identified chairs for the Economic Development, Housing, Education, Communication and Health committees, and
needs a chair to volunteer and committee members to address these important LAND USE changes recommended in
the plan. Many Chickasaw and Shawnee residents have been through the neighborhood planning college and hopefully
will get involved.

Metro Council for the moratorium we need.

The Governor's Commonwealth Institute for Parent Leadership
(GCIPL) is seeking Fathers who will donate some of their time (15
minutes to an hour) to talk to students at the Academy @ Shawnee.
This project will focus on inspiring students. They will feel safe
knowing positive role models are
in school hallways and class
rooms. Dad’s Matter will establish
a positive school culture for all
students while reducing bullying
and enhancing the
educational environment.
Dad’s will visit classrooms to share their experience of how reading,
writing and math is relevant in their everyday life and career.
Students will have an opportunity to engage with positive role
models. The smallest moments with Dads can have a great impact
on a student’s life! You do not have to be a father of a Shawnee
student to volunteer.

I’m calling on your support for a call to action meeting at
the Academy @Shawnee on May 8 at 6pm in the Auditori-
um. The purpose of the meeting is to discuss our 3:1 Pro-
ject focused on three adults for every child (social/
emotional; academic/behavioral; advocate/mentor). I
dream about 100 people being in attendance to learn about
ways they can support our students with clearly outlined and
articulated next steps. Can you help advertise and promote?
This is a time for the community to unite and take a stand to
help our young people achieve at high levels. Lets put our

Summer Camp in District 5
The Gheens Science Hall and Rauch Planetarium is
excited about partnering with the District 5 office hosting a
week-long, full-day summer camp for students in District 5.
The camp is designed to plunge campers into
stimulating, engaging, educational projects that
incorporate scientific inquiry to spark a life long love of
science as well as build problem-solving and collaboration
skills. We have 3 possible camp options but can only
present one this summer.

Curiosity and a love of space propel campers through this
week-long exploration of our relationship with the
universe. Kids use technology to probe and experiment
while creating science projects that fuel their desire to learn

Free Training in Manufacturing Skills Orientation

The Kentucky Manufacturing Career Center staff is holding a
series of Orientation Sessions to explain the center’s
manufacturing training programs, work-focused ESL programs,
career readiness testing and job search assistance.
You must be at least 18 years of age with a high school diploma or
GED. You must attend an Orientation Session to qualify and
register for the next Certified Production class that begins May
19th. The training will prepare you for jobs in manufacturing that
pay between $11-$25 hour.

Mayor Greg Fischer announced the four winners in the Lots of Possibility competition, which sought
innovative citizen ideas for redeveloping vacant lots into productive community assets.

Volunteers Needed for Y-NOW
Children of Prisoners
Y-NOW, the mentoring component of YMCA Safe Place
Services, has begun recruiting volunteers for our 10th
Children of Prisoners program which begins September
2014.
Y-NOW youth participants are 11-15, living in the Louisville
metro area, with at least one incarcerated parent.
Volunteers support all phases of the Y-NOW program
however, the primary need is for folks to serve as mentors by
listening and providing encouragement, support, and stability
so that these youth might begin to create a future that is
distinctly different from the past.
No experience is needed, just heart and commitment.

Men’s Wings Cook-Off
The Archdiocese of Louisville’s Office of
Multicultural Ministry will host the 2nd Annual Men’s
Cook Off on Saturday, May 17th from 12:00pm-
2pm at the Catholic Enrichment Center located at

Men/Teams are invited to enter to compete for the
belt title of “Wing King Champion”! There’s a $10.00
fee per entry and the cook-off is limited to the first 20
