With over 300 golfers on two courses, the event was a resounding success, with quality golf, lots of laughs, a few sun burns, and was capped off with a fantastic dinner at Pine Ridge upon completion of the tournament. For a list of all of the winners, see page three of this week's bulletin. We'd like to thank all of those in attendance, as well as our sponsors. We couldn't have done all of this without you! GOLD SEAL SURVEY RESULTS SUMMARY

In June 2011 the Gold Seal certification program conducted online surveys

among recent certificate holders (Gold Seal Certified (GSC) and Professional,

Gold Seal Certified (P.GSC)), Gold Seal Interns (GSI) as well as Gold Seal Champions.

The survey was very well received and yielded 382 responses.

Some of the key findings of this survey include:

• A high percentage (95%) of the current certificate holders and Gold Seal Interns would recommend Gold Seal certification to their friends, colleagues or peers. An almost equally high percentage of respondents would promote Gold Seal in their workplace if provided with the materials. Likewise, 86% of the certificate holders would like to attend a local or online updating event.

• A high percentage (88%) of Gold Seal certificate holders and Gold Seal Interns believe that their certification is an asset when looking for a new job.

• A majority (62.1%) of the 124 surveyed Gold Seal Interns estimate that it will take them three or four years to meet the program requirements and to challenge the exam while 17.7% thinks two and 16.9% thinks one year will suffice. 3.2% of the surveyed GSIs reported that they are not planning to continue pursuing Gold Seal certification.

• A high percentage (95%) of respondents, especially of GSIs (98.4%), believes that continuous education is important or very important to construction management professionals. A high percentage (86.2%), especially among the GSI (89.2%) and GSC (91.2%), also believes that construction management professionals should do updating activities once or several times a year.

“It is a difficult designation to obtain and it should be considering it is very prestigious. You have to have a lot of qualifications and write a difficult test. I failed it my first time writing. I am proud to have my GSC.

losing our Cool in the summer? By Peter Hall, Vice-President and Chief Economist of Export Development Canada

Predictability is a long-sought but elusive state in the modern economy. It seems particularly elusive at the moment. Unusual uncertainty and volatility are delaying the global economy’s healing process. We all have some tolerance for turbulence, but at a certain point even the strongest stomachs start to churn – and at that point, the resulting rush for a remedy can wreak havoc with the economy.

A notable wild card in economic activity is a human tendency famously described by John Maynard Keynes in the 1930s as ‘animal spirits’, defined as a ‘spontaneous urge to action rather than inaction’, as opposed to a calculated and reasoned approach to existing circumstances. This was used to describe positive impulses, but experience suggests that animal spirits have an alarming downside.

How does it work? The smallest suspicion that something is not quite right can be enough to trigger significant economic damage. A classic example is the banking system. Rumours could trigger a run on a perfectly solvent bank, which, because of the basic construct of the fractional banking system, would quickly run out of cash for its depositors. This, in turn, amplifies the panic, and if unchecked, ultimately causes the institution to fail. It’s a case of irrational behaviour inflicting unnecessary harm.

The banking system is not singularly vulnerable. Consider food supplies. Back in early 2008, fears of food shortages swirled through various parts of Southeast Asia. This set off a run on food stores as citizens stocked up. Food distribution systems are not built to handle widespread, one-time increases in personal inventories. They are designed to accommodate normal, continuous flows in demand, just as banks are designed to manage normal cash flows. So the unnecessary 2008 run on food supplies (there was enough food available) created a very tangible appearance of shortages.

The list of possible examples goes on. Many believe that we are running short of key commodities necessary to sustain medium- to long-term economic growth. In the massive price increases for oil and base metals over the past few years, a similar case of self-fulfilling perceived shortages could be made. Time alone will tell, but the role of animal spirits in these markets cannot yet be ruled out.

Financial instruments are not exceptions to this dynamic. For over a year, the world has watched a sovereign debt crisis unfold – not in the usual locations, but in OECD nations in the world’s largest trading bloc. Interrelationships among economies sparked instant fears of contagion to other sovereign nations and to the global banking system. While there are reams of data and endless analyses of the situation, confidence plays a key role. Exiting investors – regardless of their reasons – increase the debt-servicing costs of sovereigns, adding fiscal pressure to their particular situation, and the temptation to other investors to do likewise. Once confidence is compromised on such a scale, whether warranted or not, it becomes increasingly difficult to determine an end-point.

The bottom line? During a time of particular uncertainty, market volatility can lead to overreactions that don’t make sense, but that have key material impacts on us all. In such a market, sensational stories sell, as they prey on a keener public sensitivity to the state of the economic and financial system. But the reticence these stories foster constricts the very flows in the economy necessary to the next recovery. Let’s hope that in the coming months, cooler heads prevail.
