PASTOR’S PARISHABLES
Today is the feast of St. Blase. According to various ac-
counts, Blase was a physician before becoming a bishop.
Devotion to him spread throughout the entire Church in
the Middle Ages because he was reputed to have miracu-
lously cured a child who nearly died with a fishbone in his
throat. From the 8th century he has been invoked on behalf
of the sick, especially those afflicted with illnesses of the
throat. The blessing of St. Blase is a sign of our faith in
God's protection & love for us & for the sick. We will
offer the traditional throat blessing after both Masses this
Sunday, February 3—the feast of St. Blasé.
In the Church’s Book of Blessings (900 pages long!),
there are a number of introductory paragraphs for each of
the blessings. Each does far more than explain a particular
blessing; the introduction to The Blessing of Throats on
the Feast of St. Blasé, for example, goes to the deeper
issue of human suffering: "Suffering & illness have always
been among the greatest problems that trouble the human
spirit. Christians feel & experience pain as do all other
people; yet their faith helps them to grasp more deeply the
mystery of suffering & to bear their pain with greater
courage. Part of the plan laid out by God's providence is
that we should fight strenuously against all sickness &
carefully seek the blessings of good health, so that we may
fulfill our role in human society & in the Church. The
blessing of the sick by the ministers of the Church is a very
ancient custom, rooted in imitation of Christ himself & his
apostles. … The annual blessing of throats is a traditional
sign of the struggle against illness in the life of the
Christian.”
“Pastoral Planning” in the Diocese of
Winona-Rochester has become part of
our Catholic life for more than 20 years
now. That was not the case in years
gone by. That’s not to say that constant
change was not part of our life from the
beginning. It was—parishes & schools
& priests coming & going—but those changes mainly
came from the top down & sprang more from immediate
needs than from a long-range pastoral plan involving the
whole Church & not only a bishop & his staff.
Things are different today, & better. For some years
now, our diocese of Winona-Rochester has been engaged
in a formal pastoral planning process. It was Bishop
Vlazny (1987-1997) who had the foresight (& insight
about today’s Church) to set us on this path. When we
speak of “pastoral planning” today, we’re talking about
something larger than, say, our liturgical or catechetical
life; pastoral planning is primarily about the viability &
pastoring of parishes (that today are often clustered) & the
deployment of priests.
To help us appreciate the progress & process of pastoral
planning in our Church, the following is a 2000 – to –
2015 timeline of its history in our diocese:
In 2000, a new cluster plan was announced by Bishop
Harrington (1999 – 2009) after several years of
preparations initiated by Bishop Vlazny. The plan
proposed reducing parish clusters from 63 to 51 over
several years. Those reductions were substantially
complete by the end of 2008, with minor modifications in
clusters from the original plan.
In 2009, Bishop Quinn became our bishop. He announced
pastoral planning as one of his priorities.
In 2011, our diocese contracted with the professional firm
“TeamWorks International” which met with diocesan
leadership for advance preparations for Phase I of a
Pastoral Planning initiative.
In 2012, TeamWorks gathered parish & diocesan data &
presented a demographic study at our annual fall Priests
Convocation with recommendations for five fewer pastors
in identified areas.
In 2012 – 2013, pastors appointed parish representatives
to gather in deanery meetings of clergy & laity (from fall
through spring) to review TeamWorks recommendations
& suggest how to re-cluster accordingly.
In 2013 – 2014, Phase I of cluster planning was
suspended in order to devote energies to the diocesan
capital campaign, “Rooted in Faith, Rejoice in Hope.”
In 2014, to prepare for Phase II of Pastoral Planning, the 5
priest-deans of our 5 deaneries were encouraged to refine
cluster plans if possible, enlisting the aid of local clergy
panels where needed. Also, a Clergy Planning Leadership
Group met with TeamWorks to devise key
recommendations for Phase II (July of 2014). A
September meeting then reviewed a draft cluster plan to
be readied for the Presbyteral [Priests] Council & the 2014
Priests Convocation. That fall, priests of the diocese
continued to process the draft cluster plan in each deanery
in the hopes of moving toward improved finalization.
Small groups of laity also offered suggestions for
improvement.
In 2015, larger groups of parish representatives gathered
with trained facilitators in each deanery in order to
deliberate area cluster recommendations according to a
process designed by TeamWorks.
What began as “a pastoral plan” has become instead “a
pastoral planning process”—an ongoing & vital part of
life in our Church. We’ve been busy & proactive &
always committed to the pastoral care of all Catholics of
our Diocese. You’ve certainly heard & read in the Courier
about the changes in parish clusters & positioning of
priests across the diocese. As you can see, these changes
were made, as they will continue to be, through a
prayerful, well-planned & transparent process.

Souper Bowl of Caring Collection This weekend, our young people will be participating in a nationwide movement to fight hunger. Youth will be standing at the church entrances with soup kettles collecting change to make a change for young people right here in our own community. The money collected will be donated to BUC BAGS. Bags of snacks and meals are packed and distributed to 150 children in Blue Earth Schools on Fridays. This is an effort to make sure children have an adequate amount of food to get them through the weekend. This is a very worthy cause that has such a positive impact on families. Your generosity is greatly appreciated!

It will be a chance for you to focus on your own spirituality, your own faith journey and your own walk with Jesus Christ. This night off and time to focus on yourself is just a small thank you for all you do every week for the young people in our parishes!
Milk Moola Fundraiser Ending! The Milk Moola fundraiser is ending! If you have any Milk Moola caps or bag tops sitting at home, please bring them in by March 1st and put them in the container in the church entry. Thank you for supporting this fundraiser over the past several years!
Youth Ministry Opportunities! One of the things that almost guarantees that teenagers stay Catholic into their adult life is encountering Christ in retreat experiences, conferences and camps. It's time to start signing up for 3 different faith building, life-changing opportunities being offered for our parish youth!
