The luncheon is the second function sponsored by Capricorn Village Joint Venture, Club Capricorn Resort and the Sun City News. Last year, Leader of the Opposition, Mark McGowan, was the guest speaker at a business breakfast. Mr Buswell has been the Member for Vasse since the 2005 WA election. Prior to entering state government, Troy was chairperson of the Cape Naturaliste Tourism Association and represented his community as a councillor with the Shire of Busselton for six years, the last two as Shire President. As Minister for Transport, he is responsible for all WA roads and railway systems, it is hoped Mr Buswell can provide an insight to the much needed railway to Yanchep, along with the dualling of Marmion Ave to Yanchep, and the extension of Mitchell Freeway to Neerabup Road which is proposed to be the east-west link between Marmion Ave and Wanneroo Rd. Caravan park under new management At the Shire of Gingin’s council meeting, held one week before Christmas Day, the newly appointed Chief Executive Officer, Jeremy Edwards, presented three late and urgent reports for the council to consider. In a report about the Guilderton Caravan Park, one of the most popular coastal parks in Western Australia, the council were informed of recent changes in management at the caravan park. The report stated in early October 2012, the shire started to receive complaints from customers in relation to the operations of the Guilderton Caravan Park. A series of meetings were held between the shire and the contractor, Jeff Jamieson. As discussions progressed Mr Jamieson terminated his contract. On 23 November, shire admin- istration and available councillors (Cr Roe and Alderson) discussed the appointment of a new manager for the caravan park. At the December meeting, council agreed to Geoff Liddelow’s appoint- ment; approved an additional cost of $184,675, and reconvened the park management committee. Caravan park undernew management

At the Shire of Gingin’s councilmeeting, held one week beforeChristmas Day, the newly appointedChief Executive Officer, JeremyEdwards, presented three late andurgent reports for the council toconsider.

In a report about the GuildertonCaravan Park, one of the mostpopular coastal parks in WesternAustralia, the council were informedof recent changes in management atthe caravan park.

The report stated in early October2012, the shire started to receivecomplaints from customers in relation

to the operations of the GuildertonCaravan Park. A series of meetingswere held between the shire and thecontractor, Jeff Jamieson. Asdiscussions progressed Mr Jamiesonterminated his contract.

On 23 November, shire admin-istration and available councillors (CrRoe and Alderson) discussed theappointment of a new manager forthe caravan park.

At the December meeting, councilagreed to Geoff Liddelow’s appoint-ment; approved an additional cost of$184,675, and reconvened the parkmanagement committee.

Spot the pollieWith three elections over the nextten months, it will be intriguing tosee how often the politicians thatare supposed to represent us infederal, state and/or local govern-ment, will be seen in our community.

Of our current politicians, statemember, John Quigley, would bethe most accessible. The largemajority of new residents to theregion, couldn’t name theirfederal member, Judi Moylan.

Ms Moylan is retiring when thefederal election is held, andformer state politician, ChristianPorter will be seeking election.

At a recent local survey, over 60per cent of residents couldn’tname their local councillors whorepresent them at council. Localgovernment elections will be heldin October.

New tank secures water

Minister for Water, Bill Marmion,this week announced thecompletion of a 60 million litretank located at Carabooda.

Mr Marmion said the tank waspart of a $35 million upgrade ofthe Carabooda-Neerabup WaterSupply Scheme and was thebiggest steel water tank yet builtby the Water Corporation.

Mr Marmion said: “The tank andassociated pipework, built by theState Government for $18million, will secure water supplyrequirements out to 2025 forPerth's rapidly growing northerncoastal development strip,between Kinross and thesouthern extent of Yanchep.

“Elevation of the tank onCarabooda Hill allows water togravity feed to the Carabooda-Neerabup Water SupplyScheme, providing a sustainable,energy-efficient water supply.”

The Minister thanked Caraboodaresidents for their co-operationand patience during constructionof the vital infrastructure.

“The Carabooda tank site canaccommodate a second tankwhen demand drives the needfor additional storage and waterpressure, but this is notanticipated until after 2025,” hesaid.

“Demand will be monitoredduring the next 15 years andfuture expansion will depend ongrowth in the northerndevelopment corridor.”

Digital arrives for Lancelin areaPeople in Lancelin, Nilgen andKarakin are encouraged to getready for digital TV now, asanalog TV signals are scheduledto be switched off and replacedwith digital from 17 January.

The Digital Switchover is comingearly to Lancelin, Nilgen andKarakin ─ With the rest of thePerth metropolitan switchoverregion scheduled to switch offanalog TV signals on 16 April.

The early switchover ishappening because, unlike mostother transmission sites, the localtelevision tower cannotbroadcast analog and digital TVsignals at the same time.

Head of the Digital SwitchoverTaskforce, Nerida O’Loughlin,said: “For most people makingthe switch to digital is easy andinexpensive. People can chooseto either connect a set-top box ordigital TV recorder to an existinganalog TV or use a digital TV,which has a built-in digital tuner.

"This is a good time to read yourTV or set-top box manual so thatyou know how to do minortroubleshooting, for example,how to retune your channels.

“Once the upgrade of equipmentis completed people shouldretune their set-top box or digitalTV to start enjoying all the digitalchannels.”

“For households in Lancelin,Nilgen and Karakin that requirepractical assistance to make theswitch, such as the elderly,people with disabilities and theircarers, the HouseholdAssistance Scheme is alsoavailable,” Ms O’Loughlinexplained.

The Household AssistanceScheme is available to residentsin Lancelin, Nilgen and Karakin.

The Department of HumanServices has written to thoseeligible people inviting them toopt-in for assistance.

The scheme provides an entirepackage of assistance and isfree to eligible households.Assistance includes the supplyand installation of a set-top box,a demonstration of how to usethe equipment, 12 months aftercare support and equipmentwarranty and where necessary,antenna and cable upgrades ifthe resident owns their home.

Once residents have opted-in tothe Scheme a governmentcontracted installer will call toarrange an appointment. Theinstallation will occur shortly afterthe switchover, so the techniciancan tune in the new digitalchannels.

Stolen car causes fireA stolen car, dumped and ignitedin Reinhold Road, off WannerooRoad is believed to be the causeof a bush fire, last Saturday.

Over 70 fire fighters, twohelitankers and an aerialintelligence helicopter worked

hard to contain the fire. StateEmergency Service volunteers,WA Police and the SalvationArmy supported the fire effort.

It was estimated that 12.5hectares of bushland was burnt.

Police are asking anyone whomay haver seen any suspiciousbehaviour in the Romeo Road,Wanneroo Road and BernardRoad areas to contactCrimestoppers on 1800 333 000or through their web site.

Letters to the editorGood willDo you have a 15-16 year oldwho was out and about Yanchepon Friday 14 December, atapproximately 9.30pm and doyou know what they were up to?

Four little angels, two boysand two girls, decided tofrighten and vilify residents inone home because they arevisitors from abroad.

As a parent you should be soproud ‘coz they knew theirrights’ when challenged.

I suppose all four asked forlong white robes and whitepointed hoods for Christmas?

Hearing the language theywere using, a bar of velvetsoap to wash out theirdisgusting mouths would bemore appropriate.

HoonsI refer to Dave's letter of SunCity News dated 20December, wherein hecommented on the hoonproblem, not enough afterhours police patrols and policestations not being manned.

I would like to comment onthe manning of police stationsas there seems to be a beliefin the community that mannedpolice stations somehow detercrime - Not so.

You could have 500 policeofficers sitting in Yancheppolice station and they wouldnot deter crime.

Police stations should beopen offices hours andmanned by civilians - A wiseold police sergeant once saidto me many years ago 'youwon't catch crooks sitting inthe office son, get off youbackside onto the streets andcatch some crooks'.

The same sentiments applytoday - We want as manypolice on the street aspossible. Police cars, today,are high tech and unless theyarrest someone there is noneed to go to the policestation however the above issomewhat simplistic andthere are many, many otherfactors that effect the policeefficiency.

Ask any officer, not thehierarchy as you will get apolitically correct answer, whatties up their time - Paperwork,duplicious reports, etc.

Go to any court house inWestern Australia on any dayand see how many officers arejust standing around waiting togive evidence; on manyoccasions only to find somesolicitor who has originallyadvised his client to plead notguilty to change their plea toguilty at the last moment.

A time and motion studyneeds to be done to reviewthe work load of streetcoppers and keep them onthe road.

However, it does not matterhow efficient our policedepartment is in catching andprosecuting crooks it is all atotal waste of time unless thecourts make the crooksrealise there are cons-equences for their actions.

Most crooks, especiallyjuveniles, have no fear of theconsequences of their actions- Just ask the idiots on thetrail bikes, they don't carebecause they know nothingwill happen in court that is ofany deterrence to them.

It is time that the judiciary putthe safety of the public beforethe rights of crooks. Myopinion is that once you breakthe law and impinge on myrights you forfeit your rights.

GunsI read about how America ishaving trouble with their gunlaws. We, here in Australiamade the big move to ridourselves of guns and look atus now, just as many of thethings as we had before.

I have spoken to two womenwho have been terrified by

hoons, late at night, whilsttrying to get home from Perth.

One had her car rammed andwas chased by a four wheeldrive with three screamingidiots in it.

This person had a fourteenyear old daughter in the carwho had to watch while thesethree things tried to force hermother to stop, god knowswhat could have eventuated ifshe had stopped.

So, I see in the papers and onthe news this sort of thinggoing on more and more andit seems there is no way tostop these criminals fromdoing what they want, whenthey want.

I wonder if a car was stoppedunder the same circum-stances, the driver’s windowwound down and when theidiots arrived there, theyfound themselves lookingdown the barrel of apeacemaker.

Does anyone in power have abetter way to stop this sort ofbehaviour, or do we wait untilmore of our womenfolk aredragged out of vehicles toface whatever fate awaitsthem?

Caravan park under new managementFROM PAGE 1

The reconvened GuildertonCaravan Park ManagementCommittee, (Crs Ammon,Alderson, Collard and Kestelplus manager of CorporateServices and the CEO), will beresponsible for considering thetender process andappointment of the manger/contractor for the park.

In another ‘late and urgent’report presented to thecouncil related to problemswith the shire’s relevantly newprime mover - The MercedesBenz 2644 Fleetstar waspurchased new in January2009, in September 2012transmission problems werereported with the vehicle.

The prime mover hadapproximately 260,000k onthe clock and according to theshire’s Plant Replacement

Program was not due forreplacement until 2016/17.

A vehicle manufacturer’sreport indicated that therewas less than two litres of oilin the transmission case.Manufacture specificationsrequire 17 litres of oil.

The shire mechanic confirmedthat there was no external oilleaks from the transmission.The council agreed to theexpenditure of $63,000 to

purchase a new transmissionin preference to spending$35,500 on a transmissionoverhaul.

In the third ‘late and urgent’report considered by thecouncil related to urgentconstruction works requiredon Croot Place, Woodridge.

The report stated: “For sometime, concerns have beenexpressed by road users ofCroot Place.”

A consulting engineers’ reportstated: “Various sectionswere in very poor conditionwith many potholes ofconsiderable size and depth.”

There was considerable dis-cussion about the two propertyowners, Centre West Exportsand T C Do, using CrootPlace daily with heavy trucksand their unpreparedness tocontribute to the road repaircosts. Mr Tedisco indicatedhe was prepared to asphalthis driveways.

Eventually, on a split vote, 6-4, the council agreed to seekreallocation of $300,000 fromthe Federal Department ofRegional Services.

The Shire of Gingin’s nextcouncil meeting is scheduledfor Tuesday 15 January,starting at 3.00pm. Membersof the public are welcome.

Marina petition popularSince the local communitiesof Two Rocks and Yanchepbecame fully aware of someof the issues and concerns atand about the Two Rocksmarina, local resident RossBrewer, started up a petitionto request the WA StateGovernment and Minister forTransport take back control andmanagement of the marina.

Within only a couple ofweeks, nearly 500 signatureshave been collected withmore expected.

The petition states: “Underthe current lease arrange-ments over the Two RocksMarina, the leasee has failedto properly maintain the boatramps which are an essential

community asset . . . at theexpiration of the lease overthe Two Rocks Marina, theState of Western Australiaresumes control andresponsibility for the TwoRocks Marina for thebetterment of all recreationaland commercial users.”

stands that since it publishedtwo articles late last year,some repair work has beendone at the marina complex.

Sand damages carWith the strong winds thatripped across the outernorthern suburbs in lateNovember, a Yanchep familyare being stymied by a landdeveloper about the sanddamage to their vehicle.

Adam and Sharon Baker’s,brand new $65,000Mitsubishi Pajero was badlypitted and damaged by sandblowing from the AlkimosSouth Development acrossMarmion Ave.

The car was two weeks oldand only had 1374k on theclock. Sand now clogs the air-conditioner and is throughoutthe vehicle.

All property developers, whengiven earthwork approvalsagree to manage sandproblems during the course oftheir earthworks.

Equally, the management ofdust and sand problemsseems to be the leastadhered too.

To add frustration to thisproblem, the Bakers’ arebeing fobbed off between thedeveloper, Landcorp; earth-works contractor, Georgiouand agent, Lend Lease.

Dion Warnock from LendLease initially told the Bakerfamily he would talk toGeorgiou, who emailed MrsBaker suggesting ‘they werethe only complaint, all theirstaff cars were OK’.

Mr Warnock then told theBakers he would haveanother discussion with

Georgiou, but it would not beuntil after Christmas.

Mr Baker believes he’s beinggiven the run around andsaid: “I am sure other peoplehave had the same damage,but do not know how it wascaused.

“Sand control is non existentthe fence netting is alwaysblown down and there are nowater carts operating tosuppress the dust and sand.

The Sun City News has beenunable to contact the City ofWanneroo, the developer orcontractor about dust andsand control on new develop-ments due to the festiveseason break.

Asbestos removed from bus shelter

Last week, heavily maskedasbestos specialists removedthe roof of the Two RocksShopping Centre bus shelterand replaced it with a brandnew Colorbond roof.

For more years than anyonecan remember, many longterm residents have expressedgrave concerns about the

number of asbestos buildingsalong our coastline.

Other public buildings andcommercial premises that areknown to have asbestosinclude, toilet blocks at variouslocations, Yanchep Surf LifeSaving Club facilities and anumber of buildings in the TwoRocks marina complex.

In July 2011, the WesternAustralian Department ofHealth conducted a survey oflocal governments, with inputby other relevant governmentagencies, due to the highnumbers of incidents it wasencountering from asbestosassociated with buildingdemolitions, asbestos removalsand illegal dumping.

Responses from 28 of 140local government councils

showed that 40 per cent of allmetro councils and 15 percent of regional councils hadasbestos issues and problems.

Local government wasparticularly concerned aboutlimitations in the currentregulatory systems toaddress these problems,especially in terms ofregulatory penalties, inter-agency cooperation, andguidance and trainingavailable to their EHOs.

The report recommends thatsome of the actions already intrain to address these issuesshould be better resourced,expanded and fast tracked.

These include the revision ofthe Health (Asbestos)Regulations 1992, and furtherdevelopment of the formal

asbestos regulatory agencycooperation and coordination.

One of the report’s conclusionwas that proper asbestosmanagement in WA ishampered by comparison tosome other states by the lackof co-ordination andcollaboration; and greaterefforts should be made tocreate and convene anadequately resourced andempowered regulatory group.

Since the release of thisreport by the WA Departmentof Health in December 2011,little can be found about whatthe Department of Health hasdone, or if the WA StateGovernment has commencedto review and improve thelegislation related to asbestosproblem in Western Australia.

Police kept busyOver the festive season bothlocal police, Joondalup Districtand Warwick Traffic Divisionwere seen and heard frequentlyacross the region.

Yanchep Police officer-in-charge, Sergeant Peter Reeves,told the Sun City News that theYanchep Sports Club had beenburgled twice in December.

A 17 year old youth, a 21 yearmale, and a number of localchildren, all from Yanchep havebeen charged in relation to the13 December, break-in. Thechildren have been referred toJuvenile Justice.

Police are following a number oflines of enquiry in relation to thesports club break-in thatoccurred on Christmas Day.

On 19 December, there was abreak-in at the Yanchep ServiceStation, a Yanchep 17 year oldhas been charged.

A workshop at the YanchepNational Park had several toolsstolen from it over the festiveseason break, if anyone has anyinformation, please contactCrimestoppers on 1800 333 000.

On 2 January, Yanchep DistrictHigh School was broken into,The extent of the damage andtheft was unknown, due to someteachers still being away.

Police have been receiving anumber of reports of theft, whilefamilies are enjoy themselves atvarious beach locations.

Sergeant Reeves advisedpeople to be careful, when theyare swimming and leavingvaluables and mobile phonesunattended.

Rowdy partiesPolice attended a number ofrowdy and ‘out-of-control’parties over the past four weeks- An out of control, unsupervisedparty in Totnes Way, Yanchep,was closed down by police andattracted the attention of theforensic squad the next day.

Police attended another rowdyparty in Wilkie Ave, Yanchep.

At about 11.00pm, in Butler, ateenager’s party on New Year’sEve was ‘out of control’ withabout 70 people, reportedlythrowing tiles from the roof ofthe house.

The teenager’s parents wereaway, and police arrested anumber of people.

Traffic police were kept busyover the Christmas - New Yearperiod, with several locals beingcharged with a variety ofoffences.

A number of minor accidentsoccurred in the Yanchep -Lancelin region, with the worstbeing a single vehicle hitting atree on Wanneroo Road, nearthe Yanchep National Park.

A 54-year-old male driverreceived serious injuries andwas flown to Royal PerthHospital by the RAC Rescuehelicopter.

Domestic violenceDomestic violence continues to taking up over 50 per cent ofpolice time - Family anddomestic violence is a complexand challenging issue, WAPolice have implemented arange of initiatives in responseto family and domestic violence,but when dealing with theseissues it takes up extensiveresources, reducing the amountof time police can put into otherproblem areas.

Vandalism continuesOver the school holidays a variety of senselessvandalism and graffiting has occurred across theregion.

Teenagers and skateboarders made crude rampsfrom nearby building site materials. They are alsobelieved to have broken into a building site toilet,stole toilet paper then proceeded to decorate aplayground with the paper which was left to blowacross the estate.

A variety of graffiti has appeared on developers’roadside signage, with the worst being a massivetag on Two Rocks Road.

This type of vandalism costs every residentthousands of dollars through extra rates and taxesto clean up.

It is becoming more and more obvious that newpeople who are moving into the region are barelyaware of the town’s history. They are too busyworking and sadly remain uninformed and selfishwhen it comes to taking an interest in andassuming their part in the community's presentand future well-being. We all need to work togetherand ensure a safer and crime-free community foreveryone.

Teka’s storyI have always been engrossed inelephant conservation but I didn’tknow it was possible for a yearseven student to be involved insuch things until I went toElephant Hills in southernThailand.

Only a two and a half hour drivefrom Phuket, you come to abreath-taking conservation parkalong the Khao Sok River.

Our tents were luxurious withviews of mountains with layers ofthick jungle towering above themacross the river.

On the first day’s canoe trip wesaw things that appeared out ofnowhere - Pythons were curledup in ferns, water monitors werehiding under the thick layers ofsafari grass and frogs were

camouflaged on thin mosscovered branches that hung overthe muddy river.

Arriving at the elephantexperience, Baby Ha Ha (Ha Hameaning 55, because she wasborn on the 2555 on the Buddhistcalendar) and her mother, TorPor,were seen getting washed. Ha Hawas playing and bumping into themahout.

After preparing the elephant’sfood, I fed a small, cute, quiet andshy elephant that was in thecorner. She was so delicate butyou could not miss the feeling ofthe muscles as the elephant’strunk wrapped around your handand squeezed it until you let ithave the fruit.

After feeding, two elephantsheaded to the swimming pool fora cool muddy bath. They played,ducked their heads right underthe water and were giving eachother piggyback rides.

After the bath, my familyscrubbed the larger elephant withcoconut fibre and water. We allwashed it down and Mum found asmooth spot behind theelephants’ ear. We then tookturns hosing it down.

The next morning we woke upearly to see the mountains acrossthe lake emerge from the morningmist which made it look like thefloating mountains of Avatar.

Cheow Lan Lake was a beautifullake formed by a dam and it wasso cool to see the mountainsjutting up 1000m into the air.

A classic long tailed fishing boatwas our transport to the mostamazing and excellent places.

The lake camp was beautiful,peaceful, relaxing with stunningviews, but we were looking formore adventure.

We had a buffet lunch beforejumping into canoes andexploring the area.

Next morning, we crossed theriver on a traditional bamboo raftand made it up the muddy bank.

Por, our guide, started explainingabout the plantations of rubbertrees and plants and animals inthe area.

We started up a beautiful littlewaterfall that was covered inmoss - Cute little red crabs cameout of holes to greet us.

At lunch, Dad was allowed togrind a coconut to get coconutjuice.

Elephant Hills is carved in mymind forever - The one on oneelephant experiences are trulyunique. I will go back again formore exhilarating activities.

The committee is planningto cook over 500 full break-fasts for the local community- For a small committee, thisis a massive task.

Australia Day is the officialnational day of Australia

celebrated annually on 26January, the date comme-morates the arrival of theFirst Fleet at Sydney Covein 1788, and the pro-clamation at that time ofBritish sovereignty.

Although it was not knownas Australia Day until overa century later, records ofcelebrations on 26 January,date back to 1808, with thefirst official celebration.

The free breakfast will beserved between 8.00amand 10.00am. Live enter-tainment will be providedthroughout the morning andthe local Community Awardswill be made at 10.30am.There will be entertainmentfor the children too.

If you can volunteer acouple of hours helpingwith the set up, please beat the Phil Renkin Centrebetween 5.00pm and 6.30pmon Friday 25 January.

Each year over 500 peoplepartake in the free break-fast, but sadly only about40 to 50 people stayaround for the award pres-entation, hopefully this yearmore families will stay andenjoy the free entertain-ment and chat with fellowlocal residents.

Gingin’s budgetLast Sunday morning, the Shire ofGingin council set a first by holding theirannual Budget Meeting on a Sunday.Chief Executive Officer, David Burt, toldthe Sun City News, he couldn’t find aweek day time that suited all councillorsto deliberate the 2012/13 budget.

At the start of the meeting Mr Burtconfirmed that holding the meeting on aSunday was not costing the council anywages or days off in lieu.

The meeting started at 9.00am, with theCEO introducing the nearly 50mm thickbudget papers for consideration,explaining that the major income/expenditure component of the budgetwas previously considered at a specialbudget forum held in late May - Thebudget as presented was balanced witha zero base and did not provide for asurplus or deficit.

Two major projects were removed fromthe budget, Guilderton Boardwalk andCunliffe Street car park beautification, asper a council decision on 17 July 2012.

Brought forward works valued at$820,883 and untied funds amount to$71,290 were carried forward into the2012/13 budget.

The council determined the rates wouldbe increased by 6.52 per cent comparedto 2011/12 - The rates revenue equatesto 39 per cent of the council’s totalannual revenue, fees and charges raise23 per cent of the annual revenue with afurther 32 per cent being raised throughgrants.

The annual rubbish collection fee wasreduced from $275 to $194 per singlehousehold bin with each property beinglevied a sererate waste managementrate of 0.0005 cents on Gross RentalValue or Unimproved Value of the landwith a minimum/maximum charge of$94.00 plus GST - $491,150 isestimated to be collected in rubbishcollection fees.

NAIDOC WEEK - It’s a RAP!

Around 300 community membersand school students joined in theNAIDOC Celebrations at theWanneroo Library and CulturalCentre earlier this month.

The day was entertaining andinformative, filled with funactivities and culturalperformances and the officiallaunch of the City of Wanneroo’s2012 – 2014 Reconciliation ActionPlan (RAP).

Speeches were made by MayorTracey Roberts, and the RAPworking group chair, Oriel Green,who was named female elder ofthe year in the State NAIDOCawards.

Community members enjoyedperformances from Urban YouthEffect and their dance routine andexperienced the sound of thedidgeridoo played expertly fromDerek Nannup during the flagraising ceremony.

The launch of RAP saw the resultof two years of enormous support,commitment and effort from thecommunity.

Over two years, The City ofWanneroo consulted with keymembers of the Aboriginal andTorres Strait Islander communities,from within the city and beyond, toprogress this important steptowards reconciliation.

In response to feedback, the Cityof Wanneroo hosted five RAPCommunity gatherings inYanchep, Merriwa, Wanneroo,Banksia Grove and Girrawheenduring the 2011 ReconciliationWeek.

“The RAP Working Group wasmade up of 16 communitymembers, three councillors andtwo staff who met monthly fromJuly 2011 until April 2012,reflecting on feedback fromcommunity members to create theactions and negotiating these withthe City’s administration,” MayorTracey Roberts said.

“The draft RAP was sent out forbroad public comment, then ontoReconciliation Australia for theirendorsement. There was asignificant amount of work,sharing, patience and under-standing called upon to create ourvery first document.

“We are very fortunate that theCity of Wanneroo has a visiblecommitment to building andextending its close relationshipwith all residents. It is the outcomeof a significant and sincereprocess of consultation andnegotiation with members of theAboriginal and Torres StraitIslander community.”

Last week, Minister forEnvironment and Water, BillMarmion, released the StateGovernment’s new managementplan for Yanchep and NeerabupNational Parks.

Chairperson of the ConservationCommission Western Australia,Brian Easton, (left in photo)presented the report to MinisterMarmion at a private function inCabaret Cave in the YanchepNational Park.

Mr Marmion said: “Through themanagement plan, visitors willgain enjoyment from the natural,

cultural and social environment ofYanchep National Park andprovided with a range of nature-based recreation, education andinterpretation activities. It isknown as Perth’s natural andcultural meeting place and amongthe most popular parks in theState, attracting about 275,000visits a year.”

Mr Marmion told the gatheringthat Yanchep National Park wouldbecome the ‘Kings Park of thenorthern suburbs’, but didn’t sayit would have free entry similar toKings Park.

The 64 page report is divided intofour management areas: naturalEnvironment, cultural heritage,visitor use, and managingresources.

The management plan states:“Significant management pressureson the values of the area includedrying climate conditions anddeclining groundwater levels,inappropriate fire regimes,environmental weeds and feralanimals.

“The effects of an increasinglyurbanised landscape, persistentdeclines in rainfall and ongoing

groundwater abstraction poseconsiderable pressure on theecology of the planning area.

“Management actions aretherefore additionally aimed atassessing and minimising theeffects of continuing declines inrainfall and groundwater levels ontuart and banksia woodlands,freshwater wetland systems (suchas Loch McNess), and groundwaterdependent eco-systems withinYanchep National Park andNeerabup Nature Reserve.”

Under the ‘Managing visitor use’section it divides the park into six

precincts - Lakeside, GloucesterLodge (Northern), Crystal Cave(Eastern), Golf Course, Centraland Service.

In the Golf Course precinct itstates: “To maintain the existinguse of the precinct until such timethat it is required for alternativeuses or rehabilitated for conser-vation purposes - Review optionsfor use of the golf course area asrequired.”

Mr Marmion said: “The park hasa range of natural values,including caves and scientific andcultural importance. It also hasfreshwater wetland systems thatare habitat for many native plantsand animals, including residentand migratory waterbirds.

“It is one of the biggest, relativelyundisturbed natural areas on theSwan Coastal Plain that providesan important corridor for wildlife.It is also a breeding and feedingground for the threatenedCarnaby’s cockatoo.

“Yanchep also contains Aboriginalheritage sites of mythologicalceremonial significance andforms part of a migratory routehistorically used by Aboriginalpeople.”

The ten year plan does notprovide details as to how theState Government is proposing tofinance and implement theirobjectives set out in thedocument.

Several residents oppositeRedgum Farm on CowallaRoad are strongly objectingto a proposed egg farmopposite their rural conser-vation properties.

AAA Egg Company hassubmitted a plan showing 12very large egg laying shedsand are seeking approval forthe first four sheds.

Each shed is 135 metreslong by 16.5 metres wideand will house thousands oflaying chooks.

The applicant’s documentationdoes not show how manylaying hens each shed will hold.

It does state: “All the poultrysheds will have a controlledenvironment which willreduce any smell and risk offly breeding.

The residents’ major concernrelates to a buffer zone ofbetween 300 to 1000 metresfrom the sheds will imposeon their capabilities to buildand lifestyle.

The agreed final buffer zoneis at the discretion of thecouncil and could impose onother property owner’s land.

The Sun City News under-stands the residents areconsidering legal action tostop the buffer zone being ontheir property.

One side of the road is zonedRural while the opposite sideis Rural Conservation,imposing various conditions.There are nesting eagles andwildlife enjoying this land.

Some residents believe, atthe least, the council shouldconduct an impact study todetermine the full effect of avery large egg farm in thislocation.

Residents in the area are alsoconcerned about stable flyissues, fowl manure stock-piling and disposal, chickencarcass disposal, feedlotissues and traffic issues.

The documentation availablefor public comments doesnot show how any of thesesissues will be handled.

Some of the residentsbelieve there would be waterissues at the proposed site.The council doesn’t know ifthe applicant has anappropriate water licence forthe property.

The Shire of Gingin hasextended the publicsubmission period until theend of February and a copyof the application is availableon the shire’s website.

AAA Egg Company werecontacted by the Sun CityNews, but no response to amedia enquiry was received.

The Sun City News under-stands at least one councillorwill need to make a‘Declaration of FinancialInterest’ due to being involvedin the egg laying industry.

Newly appointed Superintendentfor the North West Metro region,Charlie Carver, is asking thecommunity to help bring an end tothe arson attacks that have beenoccurring in Yanchep and TwoRocks.

Over the past three years nearly400 fires have been deliberatelystarted. In the past month therehave been up to eight fires a night.

Fortunately, due to our verydiligent and quick response localvolunteer fire officers, these fireshave been stopped before gettingout-of-control or causingextensive damage.

Rewards of up to $50,000 areoffered for reporting informationthat leads to the identification andconviction of arsonists.

FESA promotes the ArsonReward Scheme and activelyencourages people withknowledge of suspicious personsor firelighters to report this vitalinformation to Police. Ring CrimeStoppers on 1800 333 000.

Superintendent Carver told theSun City News that he wasdisgusted at the amount of localhooning and bad driving.

The number of officers atYanchep police station have beenincreased from four to eight withthe Traffic Division beinginstructed to patrol MarmionAvenue, Yanchep and Two Rocksevery shift.

BOOK WEEKTwo Rocks Primary School celebratedthe 2012 Children’s’ Book Week withgreat gusto!

The theme for 2012 was ‘ChampionsRead’. To celebrate the theme the schoolheld a Book Week assembly; displayeda list of teachers’ favourite books in thelibrary and students wrote about theirfavourite book and character.

Fortunately, The Queen of Hearts andThe Mad Hatter were not like the WhiteRabbit and arrived to the assembly ontime. The Princesses, Pirates and James’Giant Peach were perfectly presentedand Dr Seuss saw double with two Catsin a Hat.

Book Week is the longest runningchildren's festival in Australia, celebratingits 65th birthday in 2010. Each year,many schools and public libraries acrossAustralia spend a week celebratingbooks, Australian authors and illustrators,developing activities, competitions andtelling stories relating to a theme tohighlight the importance of reading.

Councillor upsetting local communityCity of Wanneroo councillor forthe Coastal Ward, Robert ‘Bob’Smithson, who hasn’t attendedany council meetings since earlyMay, this year, has angered manyresidents in his ward (Butler,Quinns Rocks and Mindarie) andin the South West at Donnybrook.

Mr Smithson has been collectingnearly $140.00 per week ($7000pa) without attending any councilmeetings for the past four andhalf months.

Local residents who helped re-elect Cr Smithson, last October,have expressed their disappoint-ment at his behaviour andtreatment towards the localcommunity.

The Sun City News understandsCr Smithson, for the past sixmonths, has been developing asandstone mining venture atIrishtown, near Donnybrook - Thisventure does not appear to haveproceeded smoothly.

After several complaints to theShire of Donnybrook-Balingup,the shire has called a publicmeeting to specifically discuss CrSmithson’s Cosmic Resourcesventure.

About two years ago, CrSmithson held a public meeting atthe Donnybrook Hotel, acting asa consultant for an interestedparty, that he would not name.About 40 residents attended themeeting, which did nothing to

eleviate their suspicions about CrSmithson’s activities.

In April, this year, Cr Smithsontold the Donnybrook Mail that hewas the new chief executive of a$4 million deal to re-open thecontroversial sandstone quarry atIrishtown. Smithson went on tostate that the venture had a 50percent silent partner and theentire operation was WestAustralian owned and all serviceswould be sourced locally.

April 2012 documents from ASICindicate a chinese connectionwith the venture.

In the past few weeks, policehave been investigatingallegations of trespass, searchwarrants have been issued andconcerns are growing within thelocal Donnybrook community.

Feral cat numbers around theTwo Rocks shops and the nearbymarina are on the increase.

Feral cats are carnivores and cansurvive with limited access towater, as they use moisture fromtheir prey. They generally hunt, killand eat small mammals, but alsocatch birds, reptiles, amphibians,fish and insects.

Feral cats are predominantlysolitary and nocturnal, spendingmost of the day in the safety of ashelter such as a burrow, log orrock pile.

According to the FederalDepartment of Environment:“There is clear evidence that feralcats have had a heavy impact onfauna.”

To add to the problem, someresidents are feeding theseunwanted cats, encouraging themto breed. In addition a couple ofthe major dump bins are being leftopen with easy access to foodscraps.

Feral cats can carry infectiousdiseases such as toxoplasmosisand sarcosporidiosis, which can

be transmitted to native animals,domestic livestock and humans.

Management is more difficultbecause feral cats are wary oftraps, do not take baits andgenerally avoid human contact,making them hard to shoot.

Even if cats are removed from anarea, it is quickly recolonised.

Management of the Two RocksShopping Centre are takingmeasures to try and control theferal cat problem - All residentsand visitors are asked not to feedor encourage the feral cats.

Feral cats have caused theextinction of several species andcontribute to the disappearanceof many ground-dwelling birdsand mammals.

UNWANTEDKITTENS

Sadly, many people get a lovelyfluffy kitten as a gift, but don’twant it when it grows up; or theircat produces a litter of three to sixkittens and they don’t know whatto do with them - So they dumpthem.

Several litters have been dumpedat or near the Two Rocks shops,adding to the existing problem.

Elle Tonee from Yanchep has setup a local ‘Cat Rescue Service’and if you have an unwantedcat/kitten or stray, this new groupcould help - They aim to taken inunwanted kittens, sterilise,microchip and rehome thesefelines. Elle can be contacted on9561 2593.

The WA State Government hasimplement a new law dealing withcat welfare - The law will beimplemented in two phases.

The first phase will come intoeffect on 1 November 2012; thesecond phase will be in force ayear later. The law requires alldomestic cats to be sterilised,microchipped, wearing a tag andregistered. Cat owners found notto be compliant may face fines ofup to $5000.

When the Ocean Lagoon Estatein Yanchep was first approved asa residential development, over20 years ago, a coastal walkingtrail was planned and thedeveloper, Peet & Co, contributedclose to $200,000 towards thecost to build the walkway.

When the new City of Wanneroowas elected in December 1999,

getting this foreshore walk was apriority for Yanchep residents.

Originally the council proposed awalkway along the fence line ofthe residential homes, but a fewresidents stated they didn't wantit near their property - In fact theysaid 'Put it in the dunes.'

During the following years, thecouncil presented various ideas

and the community has had avariety of opinions.

The Yanchep Two RocksResidents Association under thepresidency of Barry Higginsactually supported a boardwalk-walkway through the dunes.

The current magnificent structurehas irritated less than a handful oflocal residents and a bunch of

hanger-ons, including the lessthan popular Two Rocks YanchepResidents Association.

Many people believe thisassociation has pulled the woolover a local state politician's eyes- ‘The boardwalk is not a votewinning issue’.

Current views in the communityindicates the Residents

Association does not representthe wider community. For manyyears there have been only about12 to 15 active members.

Several previous active membershave stopped attendingassociation meetings because ofits single-minded approach.

Some people believe this grouphas cost the community dearly -Their actions are retarding theadvancement of development inthe community.

The Residents Association’sconstitution is about buildingcommunities, fostering communityspirit, working towards improvingthe local environment andidentifying amenities needed.

Running a ongoing open warfareagainst the Yanchep Boardwalkwould appear to be against theassociation’s constitution.

At last week’s City of Wanneroocouncil meeting, Yanchepresident, Magdelena Gwinnett, ina deputation said: “I organised apetition to save the YanchepBoardwalk from demolition. In justover a month I collected 466signatures from residents inOcean Lagoon Estate andsurrounding streets in oldYanchep.”

The most valuable naturalresource in the northern metrocorridor, the Yanchep NationalPark, is environmentally stressedwith a snake-infested muddy lakeas its key attraction.

Three years ago, the Sun CityNews first raised the community’sconcerns about the region’sbiggest attraction.

Each year from spring through tolate autumn/early winter, the lakeis either a gigantic mud cake or afew patches of water only a fewmillimetres deep. Noxious, out-of-control weed is starting to invadethe dying lake.

In 1989, the Department oConservation and Land Managementprepared a ten year managemenplan which stated: “Within thisbeautiful and tranquil park, visitorsparticipate in many activitiesincluding rowing on Loch McNess.

In 2010, the Department oEnvironment and Conversationprepared another managemenreport that stated: “This drafmanagement plan includesstrategies to reduce thedetrimental effects and threatssuch as land clearing, introducedanimals, weeds and declininggroundwater levels.”

AAA Egg Co wanted to build 12 sheds withover 360,000 hens housed at the facility. Aftermany meetings, the council eventuallyrejected the application. There was no doubtthe final decision will be made by the Ministerfor Planning and the State AdministrationTribunal - No outcomes were know at the endof 2012.

on Wednesday, much to the delight of

many local residents. At over 4,000

square metres and offering more than

44,000 product lines, Woolworths

Yanchep will offer local shoppers the

ultimate shopping experience.

Woolworths will employ approximately

140 people in the Yanchep supermarket.

Yanchep store manager, Craig Higgs said:

In perfect autumn weather arecord crowd attended the SunCity News Easter Egg Hunt at OldNursery Park in Yanchep.

It was estimated that over 600people attended the annualevent. The Easter Bunny wasvery popular with the children.

Jumping J-Jays provided plentyof entertainment for the childrenbetween the various ‘Easter EggHunts’ - The Easter Bunnypresented all children under threewith a bag of Easter Eggs.

The Yanchep Lions providedplenty of sausage sizzles anddrinks. The Yanchep Two RocksRecreation Association providedsome old fashion games, but itwas the egg hunts that all the kidswanted.

Cadbury, for the second year,provided 10,000 Easter Eggs forthis very popular local communityevent.

Sun City News editor, Terry Loftus,said: “This was the third year forour Easter Egg Hunt and each

year, more and more children andfamilies are getting involved.

“Planning for next year’s eventstarts soon and if there are anyparents who would like to be onthe organising committee, pleasecontact me at the office.

While the pine plantations arebeing ‘harvested’ ahead ofschedule to help with the waterproblems related to the GnangaraMound - Rehabilitation work ofthese denuded areas is havingextensive effects on the localwildlife and birdlife.

Hundreds of acres of former pineplantation land lays stripped ofany vegetation, wildlife andbirdlife without any immediateplan to restore the areas to theirnatural local bushland.

Some areas have been rippedbare of the pine plantation for upto four years without anyrehabilitation work being done - Ifthis land was rehabilitated as hasbeen promised, it could help outwith the Carnaby Cockatoo issues.

In the Gnangara SustainabilityStrategy, a multi governmentdepartmental report, whichincludes the pine plantationsaround or next to the YanchepNational Park states: “Since1999, areas harvested of pinehave not been re-planted, whichhas led to a gradual decline in thecarrying capacity for Carnaby’sBlack Cockatoos . . . The landwithout pine would be unlikely tosustain the biomass of Carnaby’sBlack Cockatoos.”

Local state politician, JohnQuigley said: “Good on you forraising the pine plantation issuesconcerning the removal of thepines, failure to replant, thelikelihood that this will nowbecome an area for off roaders

which will cause further environ-mental damage and the likelihoodof further death or injury.

“The majority of environmentalproblems we have out here, allseem to find their root cause inthe over reliance upon theGnangara Mound as the firstprincipal water source.”

The Minister for Environment;Water, Bill Marmion told the SunCity News: “There has beenclearfelling of pines by the ForestProducts Commission next toBreakwater Drive and WannerooRd in Two Rocks because ofsevere drought affecting the pinesand the subsequent need forsalvage harvesting.

“Over the past six years as part of

DEC’s Gnangara Park conceptplan, funding of around $150,000a year has been spent onrevegetation of native species inthe Gnangara, Pinjar andYanchep plantations. These trialareas have had a particularemphasis on banksias and marri(red gum) to produce a foodsource for Carnaby’s cockatoos.”

Other water problemsGingin Brook and its wetlands areunder threat from reduced rainfalland increased water extraction.The Gingin groundwater catch-ment is particularly unique in thatit contains the freshwater GinginBrook and a complex associationof wetlands. Currently Department ofWater is preparing a groundwaterallocation plan and an important

issue in this planning is theadequate provision for ground-water dependent ecosystems.

Gingin Water Group chairman,David Rickson, recently met withthe Department of Water todiscuss this issue and hasreservations about the process.

Mr Rickson said: “Department ofWater has attempted to includeGDE in the planing but haverestricted it to public land. This islimiting their ability to effectivelymodel impacts on GDEs and it is aconcern of the Gingin Water Groupthe many wetlands on privateproperties will be negativelyimpacted because they have beenignored. We are urging farmersand water users to get involvedwith the planning process.”

Sixty-eight local children and 14volunteers from APA Stageworkstook part in their annualperformance ‘Step into theSpotlight’ at Yanchep District HighSchool late last month.

The children performed awonderful rendition of the Alice inWonderland Ballet along with aMichael Jackson Tribute, Wizardof Oz Special. The APA dancecrew wowed the audience withtheir ‘APAWOKKEES’ finale.

The group raised over $500 forCystic Fibrosis WA by sellingmerchandise and donations onthe night.

Portrait added to collectionA magnificent portrait of the late Mr PhilRenkin wearing his unform and medalshas recently been purchased by the Cityof Wanneroo and will be included in thecouncil’s prestigious art collection.

Painted by highly acclaimed Yanchepartist, Claire Glen Hughes, this mixedmedia artwork started out as a photo of MrRenkin in May 2010. It was reworkedusing pastels and pencils to create the life-like portrait of Phil Renkin.

Ms Hughes, who has 40 years experiencein portrait painting, told the Sun City News:“I felt it was important to show the realismof Phil Renkin. I become engrossed incapturing people’s features. The face is awindow of the soul.”

The City of Wanneroo has over 200 worksof art in its collection including paintings,works on paper, photographs and smallsculptures. This is the third artwork by MsHughes the council has purchased for theircollection.

The collection is acquired to provide acultural and financial investment for thecommunity.

After the portrait is framed, it will bedisplayed at the Phil Renkin Centre in TwoRocks, later this year.

Recently there has been severalreports of people sleeping roughon and around the lower level atthe Two Rocks Shopping Centrein stairwells and nearby bushes;using the public toilets as theirbathroom.

A shocked local shopper reporteda naked female was having a bathin the hand basin in the toilet block.

Over the past few years, peoplehave been known to take uphabitation inside the KingNeptune statue and at various carparks along the coast.

Some reports indicate sleepingrough and homelessness hasincreased by over 20 per cent inthe past two years.

Various reasons are giving bythose who do not have a home tostay at - Family issues, domesticviolence and financial problemsincluding not be able to pay the

high rents or raise the bondrequired.

The sad fact is, homeless peopleare largely invisible to the broadercommunity and there is a lack ofacknowledging the growingproblem of homelessness.

Support accommodation isminimal or next to non-existant inthe outer northern suburbs, withJoondalup Crisis Care providingadvice on available hostel andrefuge accommodation.

A lady who had been sleeping inone of the stairwells at the TwoRocks Shopping Centre told theSun City News: “Crisis Care isoverloaded and couldn’t help me,that why I’m here.”

One local resident said: “It’s a sadindictment of our society when somany folks are homeless.Australia is a country which hasvalues completely different fromthe USA or Britain. We have a‘look after your mate’ as part ofour character. Anyone who is

genuinely hard done by deservesall the help we can give.

The last census indicated 14,000people were sleeping rough inAustralia every night. This is upfrom 10,000 people per night inthe 2001 ABS census. Another85,000 were on the couches offriends or family, in cars, or inshort-term accommodation.

In 2008, then prime minister,Kevin Rudd, kicked off a bid tohalve the homelessness rate by2020.

Driver’s account of accidentLast Monday’s horrific accident onTwo Rocks Road, Yanchep, is atimely reminder to all road users tobe extra careful.

Mr Simon Brown, 25 year old fromTwo Rocks told the Sun City Newshe was travelling south on TwoRocks Road heading to work.

He said a white Toyota wasfollowing a motor bike, turningright out of Zamia Rise, headingnorth towards Two Rocks.

“As I was coming down the hilldoing 90kmh, I could see the

Toyota approaching the T junction.I could tell she wasn’t going tocome to a complete stop.

“I swerved into the other lane to goaround her, expecting her to lookat the last minute and brake.However she did not brake butcontinued turning right.

“The front right of her Toyota Yariscollided with the front left of myNissan Patrol sending her carspinning. I then shot off into thesand and collided with a largelimestone boulder. If I had of

simply slammed the brakes oninstead of swerving I would havehit her driver’s door direct - Thefirefighters and ambulance officersagreed the outcome would havebeen fatal.”

“The car burst into flames instantlyand two passersby stopped andremoved a couple of shovels frommy trailer and shoveled sand on tothe flames to extinguish them.

“The lady was cut from her vehicleand airlifted to Royal PerthHospital. Last I heard she was

stable with two fractures to herneck and one to her back. Theywere unsure if she would needsurgery, but would likely be in aneck brace for five months.

“I was taken to Joondalup withpossible neck and ankle fractures,but was cleared with just sprainsand soft tissue damage. I was latertransfered to Royal Perth also, tomonitor an ectopic heart beat,possibly due to bruising andswelling around my heart, but wasreleased the next day.

“I would like to express my sinceregratitude to Steve, the Landcruiserdriver, and the other drivers forstopping and helping out. The fireand ambulance crew, who attendedwithin minutes were fantastic.”

Clarkson police attended theaccident, the Sun City News under-stands they have reported theincident to North West Traffic andthe investigation is still ongoing.

Perth Arson Squad detectives areinvestigating a suspicious house firein Yanchep.

The Compass Circle fire started about1.00pm, last Wednesday afternooncausing about $150,000 damage.

Firefighters from Yanchep, Butler andJoondalup attended the blaze.

The Sun City News was told by aneighbour that the rental propertytenants had recently been evicted

and were squatting at the property.The power had been disconnected tothe property.

It has been reported the squatterswere seen leaving the property about15 minutes before the fire started.

Nearby residents told the Sun CityNews that they believed a ‘drug lab’was being operated from the property.

Yanchep police said they could notconfirm any suspicions until the Arson

Squad had completed theirinvestigations.

Fire and Emergency Service Authorityfirefighters had to return to theproperty later that night to attend areignition of the fire at the house.

Ovals delayedAt last Tuesday night’s City ofWanneroo council meeting a reportrelating to the desperately neededsporting ovals in Yanchep hassuffered severe delay implicationsfor the local sporting community.

An urgent confidential report waspresented to the council behindclosed doors and then deferredbecause councillors ‘wantedadditional information’ before makingany decision.

Over two years ago, the WannerooCouncil announced that ‘a deal wasbeing done’ with a local developer tobring on the much needed sportingfacilities early.

Land was identified north of theYanchep Beach Road roundabout,then in May 2011, $240,000 was putinto the council budget - YanchepActive Open Space, with constructionexpected to start in 2012/13.

The Sun City News understands thetotal project is estimated at over $2million and includes two senior sizesporting ovals, complete with carparking, amenities building, a pathnetwork and multi-purpose courts.

The process of getting the variousapprovals at state and local govern-ment level has dragged on, but thebiggest ‘hiccup’ appears to befunding issues related to the road tothe facilities.

The report council was to deliberateon related to funding issuespertaining to the road access.

Local sporting clubs are concernedabout the delays as they are alreadyunder-resourced with only onesporting field - Oldham Reserve.

Every week the Yanchep DistrictJunior Football Club has over 300registered players attending trainingand juggling match fixtures.

Also sharing the one playing fieldand inadequate changerooms,facilities and toilets, is the seniorfootball, senior and junior cricketand Little Athletics.

Due to the lack of facilities all clubsare being restricted on providing thebest for the local youth.

Related issueAll elected members in the LocalGovernment are duty bound tomake various declarations to ensurethat our local councils are open,honest and accountable.

During last week’s City of Wanneroocouncil meeting, the Sun City Newsis aware of two councillors whoreceived campaign donations, butonly one councillor made theappropriate declaration.

The weather over the past fort-night has been anything butnormal. Wild 100 kilometre pluswinds, storm clouds rolling in withchoppy wild seas and wavescrashing into the Two Rocksmarina wall.

While the storm clouds rolled inover the marina, the hot topicaround the region was - What’s

happening about the Two Rocksmarina and public boat ramp?

As the inadequate recreationalboat ramp heads into the busiesttime of the year, questions ariseagain about where does the boatramp fee go?

The Sun City Yacht Club, for anumber of years, have statedthey only collect the money; itgoes to the marina management.

Regardless of who is responsible,the boat ramp has been describedas probably the ‘worst in the state.’

The launching ramp is fractured,the roadway is pot-holed, with nofacilities to washdown boats ordump rubbish.

In the last issue of the Sun CityNews, extensive criticism wasdirected at the WA StateGovernment and the leasee,Yanchep Sun City Pty Ltd, withthe marina being described as‘decrepit and dilapidated’.

Besides being a small workingmarina for professional fisher-men, a number of people resideon boats in the marina in what

has been described as belowstandard conditions.

As one former onboard TwoRocks marina resident told theSun City News, the HealthDepartment and the OccupationalHealth and Safety should beinspecting the entire marina.

Unfortunately, most governmentdepartments and the localgovernment authorities onlyrespond to complaints, and manytimes find it easier to refer it toanother authority, saying it is notwithin their jurisdiction.

About three months ago, theDepartment of Transport told theSun City News it was waiting forthe transfer of responsibility forthe marina to be completed.

Many new residents to the regionwho want safe modern boataccess to local waters believe theState Government isn’t fullysupportive of the providing basicinfrastructure requirements to theouter northern region.

The nearest alternate recreationalboat ramp is at Mindarie Marina.

More than 10,000 calls for help were receivedover three hours as wild weather caused havocfrom Lancelin to Albany, leaving more than50,000 homes without power.

Dozens of fallen power lines left tens ofthousands in the dark, at least two schools werebadly damaged, while Perth's new $20 millionboutique luxury hotel had its roof ripped off anda chimney demolished by the vicious gusts ofwind that blasted the coast.

Capricorn’s public art

Since the earthworks started at CapricornYanchep back in 2005, Capricorn’s public art co-ordinator, Maggie Baxter, has worked with artiststo commission and install public artworks in thenewly created park.

These works have helped beautify the landscape,create points of interest and provide links to thearea’s history, heritage and environment.

Currently there are seven wonderful art locationswithin the Capricorn Yanchep developmentincluding Club Capricorn, Zamia Park, HarfordPark, Old Nursery Park and Lindsay Beach Park.

Recently the creation and incorporation of a newcommunity group, the Two Rocks YanchepCulture and Arts Network (TRYCAN), is providingfurther local opportunities to foster and grow thearts in the area.

Treating chronic conditions with the Buteyko Breathing Method

Try these yummy BBQ pork and pineapple kebabsIngredients

Pork tenderloin, about 375gms.1 lime.1 large orange.2 tbsp (25 mL) vegetable or olive oil.2 garlic cloves, minced.2 tsp (10 mL) finely chopped canned chopped chipotle in adobe sauce.2 tsp (10 mL) dried oregano leaves.2 cups (500 mL) large chunks fresh pineapple,about ⅓ of a pineapple.Salt.Fresh mint, coarsely chopped.

Directions

n Cut pork into bite-size chunks for threading onto skewers.In a bowl just large enough to hold pork, finely grate peel oflime and orange into bowl. Then squeeze lime juice (about 2tbsp/25 mL) and orange juice (about ¼ cup/ 50 mL) into bowl.Add oil, garlic, chipotle and oregano. Whisk to combine. Addpork and stir to coat. Refrigerate covered at least 4 hours orovernight, turning occasionally.

n Oil grill and preheat barbecue to mediumhigh. Thread porkonto skewers randomly with pineapple. Sprinkle with salt.Grill, brushing with marinade and turning frequently untilcooked through, 7 to 10 minutes. Adjust heat as needed.Remove to a platter then sprinkle with mint. Enjoy with grilledsweet potato slices and a black bean salad.

WA kids set to participate in national dental surveyStaff from Dental HealthServices have commenced theWA component of the NationalChild Oral Health survey.

The survey will provide asnapshot of the dental healthof about 30,000 youngAustralians. About 4,500children from WA, agedbetween 5 and 14 years, from141 public and private

schools across the state areexpected to participate.

The survey is expected to becompleted by mid 2013, andoffers Western Australiansthe opportunity to take anactive part in determining thecurrent dental health of theirchildren.

Participants will be given adental inspection and parents

or guardians will be asked tofill out a survey about theirchild. Participation is optional,and results of your child'sinspection will remainconfidential. Parents orguardians will be providedwith general informationregarding their child's oralhealth condition.

The dental inspection will be

conducted at dental therapyclinics located near yourchild's school, or in certaincircumstances at schoolsusing portable dentalequipment.

The survey is beingcoordinated by the AustralianResearch Centre forPopulation Oral Health, at theUniversity of Adelaide.
