Summer Issueof the Department of Posts and Telecommunications, Ministry of Transportation and Communications; Chung-Shu Chen, the director of Department of Frequency and Resources, National Communications Commission; and Long-Song Lin, the chairman of Board, TWNIC. Crucial topics regarding the new era of Artificial Intelligence (AI) and human-computer interactions were discussed starting from the perspective of IoT development during the seminar. Chairman Lin hosted the Day 1 first panel discussion, “New Momentum of Taiwan Internet Economy Development from the Perspective of Promoting the IoT Industry”. The panelists comprised of Tony Ho, the chairman of Broadway Consulting Service; Owen Lin, the

consultant of Business Today; Winston Chen, the founder and CEO of Deep Force Inc; I-Hao Yeh, the chairman and general manager of Elan Microelectronics Corp.; and James Liu, the general manager of the Syscom Group, and they explored the importance of and trends in the IoT industry and its effect on Taiwan Internet economy development.The second panel, “Deep Learning, AI Applications Industry, and Future Opportunities of Taiwan”, key companies from Internet related industry worldwide such as Microsoft, Cisco, ASUS Cloud, Trend Micro, and IBM Cloud joined the panel to share their points of view. In the following session, the panelists of the third panel, “Human-Computer Interaction and the Effect of Innovative Internet Applications on Future Lifestyles in Taiwan”, officials from Taipei, Taichung, Tainan, and Kaohsiung City Governments discussed the future development of AI applications, smart cities, and how they are going to influence on the future life in Taiwan from a governmental perspective.In the fourth panel, the panelists from academia explored the current usage and importance of IoT spectrum planning. In the final session on the first day seminar, “Challenges of Taiwan’s Shifting from Hard Power to Soft Power in Global Internet Economy”, the major research institutes in Taiwan discussed

the opportunities and challenges of Taiwan’s role in global Internet economy development. The discussion intrigued lots of audience feedback from the full house.On Day 2, the TWNIC invited Chair Professor Shian-Shyong Tseng of Asia University to host the first panel, “DDoS Security”. Tseng was joined by the panelists from industry, government, and academia to explore key security concerns relating to distributed denial-of-service. Subsequently, the host, Hung-Tsan Ma, the general manager of the Data Communications Business Group, Chunghwa Telecom, and the major Internet service providers (ISPs) discussed the current status and future development of Internet Protocol version 6 (IPv6) during the second panel, “Niches and Challenges of a Comprehensive Upgrade to IPv6 in Taiwan”.In third panel on Day 2, Professor Su-Houn Liu of Chung Yuan Christian University hosted panelists from the successful online retailers JustV Customized Solution, 5945.tw, iPeen, and Jack Wolfskin to discuss the importance of .tw/.台灣 domain names and their brand marketing from a practical perspective.To promote the policies and services of the TWNIC, Ai-Chin Lu, the vice CEO of the TWNIC, hosted the fourth panel on the second day, “TWNIC Internet Policy Forum”, with directors from various departments of the TWNIC. Finally, in the last panel of the seminar, the college representatives of “Taiwan Youth Internet Forum” joining the host, Professor Jih-Hsuan Lin, the College of Communication, National Chengchi University, discussed Internet-related topics from young gerneration’s perspectives to encouraged Taiwanese young adults to speak up on critical Internet-related topics as cybercitizens.The TWNIC annually hosts the Taiwan Internet Trend Seminar to gather Information and Communication Technology (ICT) experts from industry, government, and academia and exp lo re fu tu re In te rne t development trends in Taiwan.

Taiwan Internet Connectivity Bandwidth Survey Q1 2017The latest Taiwan Internet Connectivity Bandwidth Survey conducted by the TWNIC revealed that, as of the end of March 2017, the total international bandwidth of Taiwan in quarter 1 (Q1) was 2,094,615 Mbps, an increase of 28,416 Mbps compared with the previous quarter. This survey demonstrates that the foreign bandwidth increased over this period. The TWNIC regularly conducts Internet-related surveys, and the Taiwan Internet Connectivity Bandwidth Survey provides the latest and most detailed data and trends of domestic and international Internet connectivity.As of the end of March 2017, Taiwan has Internet connection with 12 countries/regions. The United

States accounted for the most international bandwidth at a rate of 1,141,027 Mbps, followed by Japan (387,766 Mbps), Hong Kong (285,485 Mbps), China (202,523 Mbps), and Singapore (32,815 Mbps). Over all, most of the countries connecting to the Taiwan Internet were in the Asia Pacific region, except for the United States, the Netherlands, and the United Kingdom. The top three Internet service providers that conduct the international Internet bandwidth were as follows: Hinet, NCIC, and NTT. The TWNIC established the IPv6 fan group in November 2013 and officially changed the name to IP/DNS Forum in 2017. The forum releases activities and news related to IPv6 and Domain Name Systems (DNS).The Internet Protocol version 4 (IPv4) addresses have been almost completely allocated, and IPv6 is the only solution to the global exhaustion of IPv4 resources. Numerous countries have actively prepared for the

transition to IPv6. The IP/DNS Forum publishes monthly reports on the latest IPv6 developments worldwide. Every e-commerce entrepreneurial team has untold stories of valuable experience during their startup experiences. The TWNIC has annually hosted the TWNIC online startup writing contest since 2013 to enable such teams to share their startup experiences and how they utilized the Internet to inspire future onl ine entrepreneurs. Also, the TWNIC annually produces micro movies about the startup stories of the top three contest winners with their valuable stories, which is then shared with other online entrepreneurs.The TWNIC continually holds the contest in 2017. Online startup teams are welcome to share their valuable experiences with their peers, who pursue the same goals. In

As the usage of IDN has increased, the Email Address Internationalization (EAI) has gradually attracted the attention of Internet users. Since 2012, the TWNIC has organized numerous activities to promote Chinese

EAI. In 2016, Microsoft announced that Outlook 2016 would fully support EAI including Chinese, users have one more option to have their email address in Chinese, and it is also a new milestone of EAI. In

TWNIC Massive Open Online Courses on IPv6 2017

.tw/.台灣 Internet Trend Lecture Series 2017

For many years, the TWNIC has provided programs that train talented individuals on IPv6 applications. To promote the use and development of IPv6 applications and network environments among government personnel and the general public, various IPv6 courses are being taught in physical classrooms across Taiwan. In addition, Massive Open Online Courses (MOOCs) are being provided, which enable learners to flexibly adjust their learning progress.The MOOCs feature 3 hours of lectures in Chinese per week, videos on demand, and online exercises to enable users to pace themselves according to their schedule. Each video lasts between 5 and 10 minutes

and is followed by online exercises that evaluate users’ learning outcomes, and the answer is revealed upon completion. In addition, the MOOCs feature a message board to enable peer discussion on course-related topics and facilitate mutual learning.Professors Nen-Fu Huang of National Tsing Hua University and Jiann-Liang Chen of National Taiwan University of Science and Technology taught IPv6 lectures during the second half of 2016 and first half of 2017, with approximately 10,000 students participating.Course information can be found at http://www.sharecourse.net/sharecourse/unit/twnic.

How does one keep up with the waves of continual innovation and evolution of various Internet applications as the Internet continues to flourish?In 2017 .tw/.台灣 Internet Trend Lecture Series, the TWNIC invited experts from various fields to share their long-term observations and analyses. They discussed trends and future applications of search engine optimization, e-commerce, social media management, and web development helped companies understand

various Internet applications and make policies that boost profits.To promote the registration and application of .tw/.台灣 domain names, four sessions of an introductory course on domain name registration and website building practice were held in Taipei, Taichung, Kaohsiung, and Hualien. The introductory course was designed to provide general Internet users (i.e., nonprofessionals) hands-on experience of the website building process

CDNC Meeting 2017

APNIC 43 with APRICOT 2017

The 2017 Chinese Domain Name Consortium (CDNC) meeting was held on February 22-24 in Beijing and was collaboratively hosted by CDNC co-chairs Professors Shian-Shyong Tseng and Hualin Qian. The 24 attendees were from Taiwan, China, Hong Kong, and Macau.During the meeting, in addition to status reports and updates on current technological development from every party, the attendees exchanged opinions on topics including EAI promotion, the Internet

Engineering Task Force (IETF) Bundled Domain Names Birds of a Feather (BoF) session, Universal Acceptance (UA) testing, and identification and analysis of Industrial Internet.The coordination of 258 characters between the Chinese and Korean variant tables was agreed by the parties involved in the meeting. In addition, the attendees agreed to write a separate report to the ICANN Integration Panel regarding topics related to variation in the font sizes of the character set.

Asia Pacific Network Information Centre (APNIC) 43 with the Asia Pacific Regional Internet Conference on Operational Technologies (APRICOT) 2017 meeting was held in Ho Chi Minh City, Vietnam from February 20 to March 2, 2017. In addition to discussions related to Internet resource management policies such as IP addresses and autonomous system numbers, the meeting also had discussions on Internet technologies such as IPv6, Resource Public Key Infrastructure,

network routing technologies, and new Internet technologies. Besides National Internet Registries around the Asia Pacific region, representatives of Internet service providers in Asia Pacific were invited to the meeting to introduce maintenance technologies and share their experiences.The TWNIC attended APNIC 43 with APRICOT 2017 and participated in discussions of Internet-related topics aforementioned, reported the latest Internet

The 58th Internet Corporation for Assigned Names and Numbers (ICANN 58) public meeting was held in Copenhagen, Denmark on March 12-18, 2017. The meeting focused on topics related to the Country Code Names Supporting Organisation (ccNSO) after the transition of the Internet Assigned Numbers Authority (IANA) stewardship and ICANN Accountability. The TWNIC is a member of ccNSO, and the main purpose of attending ICANN 58 was to

participate in the ccNSO meetings. The discussed topics included the coordinat ion of Chinese, Japanese and Korean Generation Panels Root Zone Label Generation Rules, the positioning of ccNSO in ICANN after the IANA stewardship transition, ICANN accountability, and the post-IANA effect of ICANN headquarters jurisdiction on its business operation.Information on ICANN 58 can be found at https://www.icann.org/.

The 71st meeting of the Asia Pacific Top-Level Domain Association (APTLD) was held in Ho Chi Minh City, Vietnam on March 1-3, 2017, hosted by the Vietnam Internet Network Information Center. The 102 representatives attended this meeting.During the meeting, the participating institutions reported their business operation and technological development. The discussed topics included the IANA t ransi t ion progress, updates from partner organizations, marketing strategies using social media, marketing strategies for companies branching out into new markets, business models for domain name operators, domain name security technologies, trends in and applications of transport layer security authentications, examples and solutions against malware, a service quality

evaluation of domain name operators, and APTLD policies and affairs.The attendees had enthusiastic discussions on various topics, made decisions regarding APTLD pol icy, and strengthened the mechanism for collaboration among member organizations in preparation for future challenges. APTLD 71 ended smoothly on March 3, 2017.
