• Commissioned the Renal Unit fully equipped with 8 Dialysis machines. Over 2,000 dialysis sessions have been conducted since inception.

• Training and hiring of an in-house nephrologist and 4 nurses has been done.

• We have constructed and set up 2 ICU (Intensive Care Unit) at Thika Level 5 and at Gatundu Level 4. We have also constructed 2 HDU (High

Dependency Unit).

• 13 New Advanced Life Support Ambulances evenly spread out across the twelve sub-counties have been procured

• We have increased healthcare personnel, including 260 nurses, according to the World Health Organisation (WHO) guidelines.

• We have increased inpatient capacity from 900 to 1,700 beds with an aim to getting to 3,500 upon completion of the ongoing major infrastructural

projects which include:

1. 275 maternal bed & 70 infant cots Thika Level 5 Reproductive Health Unit

2. 200 beds Kikuyu Level 4 Hospital

3. 200 bed Lari Level 4 Center of Excellence for Trauma care

4. 200 beds Tigoni Level 4 Center of Excellence for Paediatrics

5. 200 beds Wangigi/Kabete Level 4 Hospital

• We have equipped all wards with the latest, comfortable and patient-friendly 3-Function Delivery Beds.

• We have set up a Level 4 category facility in every sub-county for ease of access of healthcare needs

• All the 108 Kiambu county owned Health facilities are attending on average 10,000 out patients daily. Annually, an average of 60,000 expectant

mothers are successfully delivering and getting free gift hampers in all our health facilities compared to 48,000 in year 2013.

• We have installed 2 MRI (Magnetic Resonance Imaging) equipment at Thika Level 5 and Kiambu Level 4 hospitals.

• Digitization of health records in our health facilities through the Kiambu Health Management Information System has been done.

• We have operationalized the CT-Scan services at Gatundu Level 4 hospital.

• 22 new Maternal Child Health clinics have been set up.

• We have equipped all our Level 4s and Level 3s hospitals with complete Dental Sets.

• We have operationalized a Telemedicine Centre, a first in the region at Gatundu Level 4 Hospital that will greatly minimize man hours spent on

referral of specialized cases since it will provide linkage and knowledge exchange between our in-house practitioners and foreign practitioners.

• We have opened up a Regional Blood Satellite Centre that is able to collect 1,000 pints of blood in a day. As a county we have adequate supply of

blood in our blood bank

WATER

• Increased water connectivity from 35% before devolution to 56% to date.

• Completed water projects include Ting'ang'a, Ngewa/ Miguta. Ite Dam, Gati-iguru, Gitombo, Upper Githiga, Makwa-

Magumu, Kiahuria, Chura, Thakwa, Karambaini, Maingi (Kimende- Kijabe), Kianjogu, Nyamang’ara etc.

• 14 boreholes equipped and operationalized including Thami, Mutego, Lusiggetti, Old Nachu, Kiangunu, Kawainda,

Kangoya, Ndumberi, Marigi, Rironi, Waguthu etc.

• Drilling of seven new boreholes including; Kanyariri, Mwihoko, Kwa Ng’ethe , Gituamba (Escarpment), Lang’ata etc.

• 1,064 km of pipelines installed within the service of water companies (WSP) which are fully owned by the County

government. This has increased water coverage from 35% to 56%.

• The water companies have a combined connections of 84,773 in 2013 which has increased to 117,463 in 2017, an increase

of 32,690 new connections.

• More than 563 Km of pipelines have been supplied to community water projects including Nderi, Juja Farm,

Magomano, Muthiga, Mwenji, Nyathuna, Nduriri, Gaitumbi, Kinale, Gitithia, improving access to more than 10,000

households.

• The 8 water companies serving the county are fully owned by the County Government and provide water and sewerage

services on behalf of the County Government.

• Seven galvanised steel elevated tanks constructed in various water projects including Ting’ang’a, Gatiiguru, Gachii,

Kangoya etc.

• The county has supported community water projects including with pipes to increase coverage and issued tanks to improve

storage. Ten 24,000 litres plastic tanks have been issued to community water projects and County Government projects

which include Nderi, Muthiga, Lang’ata, Thami, Gitombo etc.

KABOGO

• 80 tanks of 10,000 litres each have been delivered to schools-including Kiangunu, Gikumari, Gachoire, Magomano, Ndumberi,

Kabunge, Benson Njau, Kiahuria, Utafiti, Thika Girls, Gitaru, Spiners etc.

• Through the Maji Mashinani initiative, over 700 tanks funded through Kiambu County ‘Seed tanks’ and the Kiambu County Biashara

fund have been delivered to beneficiaries in the county.

• The China Women Development Foundation has given a grant of Ksh 4.9 million to provide tanks to the most venerable women in

the community which has enabled 120 vulnerable women to receive 5,000 litre tanks.

TECHNOLOGY

• Three 25 cubic meters per hour Ultrafiltration Water Systems installed: The county has embraced modern technology in water

treatment by the installation of water ultrafiltration systems in Ngewa Githunguri and Karuri Kiambu and is in the process of installing

another one in Ngoliba Ward.

ENVIRONMENT

• Cleared all old waste heaps that existed before devolution making the county the cleanest; The County has on several occasions been

recognised for being the cleanest. The County Government has acquired 9 new garbage trucks, 3 of which are skip loaders as well as

23 new skips. Currently the county operates 20 garbage trucks.

• 8 modern Public Sanitation facilities constructed at Githunguri, Uthiru, Nderu, Lussiggetti, Githurai, Kwa Maiko etc. 5 more are

under construction: Rukuma, Ndumberi, Ruaka, Kamangu and Githunguri

• In collaboration with the UN habitat, the county has embarked on an integrated solid waste management project which involves the

construction of a semi aerobic landfill and the installation of a solid waste separation system. The tendering process for the

separation unit is in progress. This will separate the waste in terms of organic material, metal and plastics.

• Plastics will act as raw materials for a pyrolysis plant currently under construction by a private developer within the county. The

reduction of the waste going to open dumping sites will greatly improve the environment.

• In the conservation of the catchment areas and the river lines 115,010 trees which includes 15,110 bamboo trees have been planted in

collaboration with the Water Resource Users Associations (WRUAs), schools and other institutions.

LIVESTOCK

• 11 bulk milk coolers - Eight already installed ( Muguga (2) and one each for Kiriita, Mangu, Karatu, Gatamaiyu, Ndumberi and

Githobokoni) and three in the process (Bibirioni, Githiga and Ngewa), with a cumulative capacity of 39,000 litres

• Two pasteurizers - One of 500 litres installed (Muguga) and another of 5,000 litres per hour capacity (Kiambaa) already procured and

in the process of installation

• Vaccines for cattle against all notifiable diseases provided by the government at market cost and administered free.

• 30,000 doses free vaccination against rabies

• More than 3,000 farmers trained on commercial rabbit rearing. Kiambu County is also the leading county in Kenya in commercial

rabbit meat production. Farmers supply the rabbit meat to supermarkets, hotels among other areas.

CROPS

• 80 greenhouses procured installed and equipped; at least one green house per ward. From these over 300 more have been constructed

through merry –go-round farmer arrangements and Kiambu Biashara Fund.

• More than 3,500 farmers trained on agronomic practices of subsistence and commercial crops and management

• Over 200,000 farmers reached with agricultural extension technical services

• 34 water harvesting pans lined to harvest greenhouse roof water

• Over 2,000 farmers supplied with 5 tonnes of certified seed

• 2,000 litres of foliar fertilizer distributed to farmers

• More than 1,000 of farmers trained on tissue culture banana and sweet potatoes production. These farmers are drawn from all the

sub-counties in the county.

IRRIGATION

• A demonstration on drip irrigation system constructed at Waruhiu ATC.

• Construction of 225 cubic metres reservoir tank, 5 distribution lines and installation of drip irrigation kit for 40 farmers households in

Wamoro irrigation projects (Karai and Nachu wards).

• Excavation of Kimunyu Water Pan in Ngenda ward.

• Construction of two water towers for 3 tanks of 16 cubic metres each and distribution lines to 100 farmers households in Kawira.

• Githuitu Mwiri intake rehabilitated and Karaya distribution line for 120 farmers households in Nyanduma.

• Construction of Mary Magdalene school for handicapped water pan for irrigation in Thika Township ward.

• Nyamuku and Kiruiru irrigation projects in Mang’u and Nyanduma. Work is currently ongoing and they are almost complete.

FISHERIES

• Establishment of 63 fish ponds in 36 Aquaculture Demonstration Centres in all the sub-counties.

• Supplied 78,000 fingerlings to farmers.

• Supplied 11,000 Kgs feeds (of extruded floating fish feeds) to farmers.

• Established a Recirculatory Aquaculture demontration system in Waruhiu ATC

• Established the Kiambu County Aquaculture Stakeholder Forum. Organized and hosted the 1st East African Aquaculture

Symposium.

• Training and extension services to 800 fish farmers.

ROADS:-

• The department has been able to cut down the cost of road construction while raising standards. The costs of gravel roads have come down

from 5 million to between 1M and 1.2M per km.

• The County is in the process of implementing annuity program for construction of major links within the county. Phase 1 of the program will

cover a network of 250km and will commence in FY 2017-18.

• The County has engaged in research of technologies for road construction aimed at reducing cost of road construction and depleting natural

materials. The trials have been going on in collaboration with various agents, national government (materials department, ministry of

infrastructure) and the county government.

• Githunguri - Ndumberi rehabilitation:- This is 15KM long at a cost of KSHS 340M bring an average of 22.7M per Kilometers which is

way below the conventional cost of KShs. 60M per KM. Users have made a saving of KShs 10,000 per month for the 200 PSVs using this

road. Therefore, bringing the total saving to 24M per year.

• Constructed 2500 KM of rural access roads out of a target of 3500 to be realized by the of end financial year 2018.

• The County has completed 31KMs, ongoing 43.3 KM and proposed 31km rehabilitation/reconstruction of bituminous roads thus enhancing

connectivity and trade within the County and to the neighbouring counties. Roads not completed within one financial year are rolled to the

next financial year.

• Complete roads include:- Githunguri- Ndumberi road- 15km; Ruiru - Hospital road-4km; Kikuyu Town Roads leading to Kikuyu Railway

station–4km; Access to Limuru Railway station-11 km.

• Ongoing projects include: Githunguri CBD Roads,-3km; GatituJunction,Thika roads-4km; Access to Juja town and railway station-5 km;

Access to Thika railway station-2.5 km; C64-C65-Waruhiu farm access road-7Km; Thogoto Ndaire Dagoretti road-5km; Mushroom Estate

Road- Kiambu-2.6km; Kimende Town roads-3km; Old Nakuru-Limuru link road-2.5km; Githurai access road-4km; A2 Junction Kimbo

Matangini-4.7km(Tendered)

• Proposed new roads for FY 2017-18 include;- Indian Baazaar road- Kiambu-3km; Ondiri-Karai Road-5km; Juja Mukinyi Rd- Juja-6km;

Wangige Ngecha- Kabete-5km; Factory Road- Ruiru-3km; Gatundu Town Centre roads-2km; Catholic Church Mobil Road – Kiambu-3km;

Gathage Kahuguini road - Gatundu S-4km

• Routine maintenance (heavy & light grading) of 5,200KMs of roads has been done including opening roads areas that had no existing roads.

BRIDGES AND STORM WATER DRAINAGE SYSTEM

• Construction and rehabilitation of 12 motorable bridges in various sub-counties are completed. These include Gatei, Ndundu Kwa

George, Kiang'eti, Gathiuri-Gathiru, Marigoiti wa Gachane, Nembu Gatuikira , Chura-Muthure, Kamworiaini, Turarii, Muthiga shauri

yako, Wanugu Bridge, Gatamaiyu .

• Chania Bridge in Thika and Riuriro Bridge in Juja have been awarded for construction. Chania Bridge will assist in decongesting

Thika Town while Riuriro will bridge Theta ward to Kalimoni ward and Thika road.

• Maintenance of storm water drainage systems through the county is undertaken on routine basis to ensure that drains are unclogged as a

measure to more lasting roads.

BUS PARKS AND PARKING

• The following bus parks have been repaired and rehabilitated:-Dagoretti, Githunguri, Nderi, Wangige, Ruiru, Gatundu, Kimende and

Karuri

• Kikuyu Bus Park was constructed through a request by the County Government to KeNHA through the southern bypass project.

• Kiambu Bus Park and Githurai 45 Bus Park are being awarded for construction. These bus parks will decongest both Kiambu Town

and Githurai Town respectively.

• Construction of parking for heavy vehicles in Githunguri, Thika, Kikuyu, Kiambu, Juja and Limuru will be carried out. The County is

identifying land for heavy commercial vehicles to ease congestion in these towns.

NON-MOTORIZED TRANSPORT

• The department gives priority to mobility of residents by setting aside 10% of the infrastructure budget to construct Non-motorized

transport facilities. So far the department has achieved 30.6KM and has requested the National Government to include NMTs in the

ongoing projects such as Thogoto – Limuru - Ruaka road.

HIGH MAST FLOOD MASTS

• 75 flood masts under partnership with NaMSIP have been installed in the County.

• Construction of 90 floodlights each 15M high under the county funding have been complete and connected with power.

• Installed 8 meters high mast under the Rural Electrification Authority (REA)

• The Department continues to maintain all flood masts existing and newly installed ones and is also promoting the renewable energy and

Sensitization to the farmers on the use of Biogas

• 2,315 streetlights have been installed in the County

FIRE SAFETY AND EMERGENCY SERVICES

• Our first Brigade has been trained from Hampshire and Polish. We have the best brigade within East & South of Sahara.

• The County intends to construct World class fire stations with the necessary facilities to facilitate fire emergency services on 24 hours

basis. The construction of Githunguri and Limuru fire Station are ongoing. The Department will commence of Ruiru, Kikuyu,

Kiambaa fire stations and expansion of Thika fire station. Currently the Fire Stations working on 24 hours basis includes, Thika,

Kiambu, Limuru, and Kikuyu. After completion of Ruiru, Kiambaa and Githunguri the stations will be able to attend to emergency

services.

• From 2013 to date the county has attended 850 fires, 57 body recoveries from pits and rivers, 5 rescues from pits and rivers,19 roads

accidents and 5 rescues from collapsing buildings.

• We are able to attend to fires within ten and fifteen response time. We have observed that most of the fires are preventable. In order to

prevent these fires the Department has started fire training and so far 200 staff members have been trained. All the County institutions

including offices, Heath centres and ECDEs have been recommendations for mitigation and fire safety preparedness. This program is

also offered to Primary and Secondary Schools, Churches, organized estates, fire training is expected to become one of our key revenue

generating source.

PUBLIC WORKS

• Design, development of Bills of Quantities, project management and supervision of all the County building projects and maintenance of

all public buildings and other infrastructure has been done.

• Design and documentation of foot bridges projects within the County

• Formulation of public works policy.

• The constructions of health centres, Markets, Boda Boda shades ad ECDE facilities, sport fields were designed and supervised. The

department emphasized on green building, cost effectiveness in constructions, adopting the new standards (Euro Codes) and quality

control and assurance in all buildings and fields. Technical assistance has been offered on various county projects.

BIASHARA FUND

• Mobiloan platform launched. KShs 500 – 10,000 given at 1% interest to small market enterprises. So far we have disbursed over 8

million shillings.

• Over 200 million shillings disbursed to over 3,000 beneficiary groups and individuals and repayment is at 93%.

• Plan to convert it into a one billion fund.

TECHNICAL SKILLS ENHANCEMENT

• 5,000+ youth and women trained on technical skills. These skills included: Roofing and tilling, wall finishes, electrical installation,

plumbing, painting, carpentry and welding

• Targeting 25,000 in the next five years.

• Conducted various capacity building training in entrepreneurship, AGPO, Agri-farming, NCA certification, TWOW for women in

business and technical skills where over 5,000 participants were trained. Partners include: MASHAV and Israel Embassy, UN

HABITAT, NCA, NTSA, Cricket Kenya, FKF, Skate Mashinani, Kenya Chess Association, Sports Kenya, Kenya Darts Association,

Bidco, Armed Forces, Youth Enterprise Development Fund, Athletics Kenya.

SPORTS

• Championship cup that starts at the ward level where 720 men and 60 ladies teams participated with a total of 15,600 footballers. In

this level a total of 780 balls and 180 uniforms were issued to the participating teams.

• 14,400 men and 2,400 women are engaged. In this level a total of 720 balls and 120 uniforms are issued to the participating teams.

• Kiambu All Stars and Kiambu Starlets. During 1st edition of Champions cup the finest of talented footballers were scouted to form the

Kiambu All Stars FC and Kiambu Starlets FC. Kiambu All Stars finished 2nd in Division Two League while Kiambu Starlets have now

been promoted to Ladies Premier League.

• Trained 480 referees and coaches in football, volleyball, cricket and martial arts.

• Provision of sports equipment including balls, uniforms and nets to 800 clubs and sports associations

• Renovated 42 ward playing fields in the One Field Per Ward project 18 to be done soon.

• The department has started construction and refurbishment of Thika, Ruiru and Limuru Stadia which will be upgraded to

international standards and are at various stages expected to be completed before June 2017.

• Facilitated teams to participate at the Nationwide, Provincial and County leagues; Participated in the International Taekwondo

Champions in Ethiopia and Karate Championships in South Africa, Benin and Senegal. Other sporting activities include Skating

Tournaments; Boxing Tournaments, Cricket referees and coaches refresher courses; County athletics and Boxing championships;

Martial Arts tournaments; Chess tournaments and the establishment of volleyball county teams is ongoing.

• Talent development. Talent Festivals were held to identify, promote and award talent; Department is the process of undertaking the

construction of Kirigiti Amphitheatre with a fully-fledged music and video recording studio.

COMMUNICATION

• Deployed communication officers in each department to enhance dissemination and publication of department information.

• Enhanced feedback to the public on various platforms including telephones, mails and social media

• Construction of Karuri Wholesale and Retail Market in Kiambaa Sub-county.

This is a market which had had stalled for over 9 years under the National Government but took less than a year to construct and complete

under the County Government of Kiambu. The market which has a capacity of over 2,500 traders was opened by H.E. Governor on the

27th June 2016.

• Construction of Wangige egg market in Kabete Sub-County, the first of its kind in Kenya.

This egg market serves the entire Country, the market promotes Poultry farming in the County and supplies eggs to all different parts of the

Country. The market was officially opened by H.E. Governor on the 27th June 2016.

• Market Construction at Kamwangi, Limuru, Dagoretti and Githunguri

There are ongoing construction of market works at Kamwangi in Gatundu North Sub-County, Limuru in Limuru Sub-County, Githunguri

in Githunguri Sub-County and Dagoretti in Kikuyu Sub-County to be completed this financial year. These markets upon completion will

support more than 10,000 business operators within the County. The Constructions ensures protection from scorching Sun, Rain and

Security provided by a perimeter wall.

• Construction of 65 Boda Boda sheds across all the wards of Kiambu County.

The Constructed Boda Boda Sheds have provided an excellent working environment for the operators who are protected from scorching

sunshine and rain. The Sheds have also promoted security as each operator is known from where they operate. The Sheds have enabled the

Youths to form Co-operative Societies, thereby providing a good catchment area for the Kiambu Biashara Fund to support their operations.

• Major Renovation Works ( Wangige Market, Gatundu South Market and Ngoliba Market)

Major renovation works at Wangige Wholesale and Retail Market in Kabete Sub-County. The works include replacement of the entire

Asbestos roof with environmentally friendly roof material, drainage works among other works. Major renovation works have been

undertaken at the Gatundu South Modern Wholesale and Retail Market where internal partitions which were impeding increased trade were

removed, extra gate constructed.

We have also undertaken renovation works at Ngoliba Market in Thika Sub-County, this entailed construction of Toilet facilities and

renovation of stalls to suit the traders. This Market was officially opened by H.E. Governor and is now operational.

• Minor Market Centers Works undertaken (Fencing, Murraming, Access Roads, Erecting Gates, Drainage works and

Ablution Blocks) in the following marjets:-

Gachie, Mataara, Ruku ,Gachege, Gatundu modern, Gatukuyu, Kiganjo, Gikambura, Gitaru, Gatundu modern stalls, Limuru livestock

market, Juja market access road, Ruaka market access road, Karuri market access road among others

• Construction of Sanitary facilities:

This is being undertaken along Limuru – Naivasha highway at Mathore - Lari sub county with a view to promoting stop overs for tourists to

view the Great Rift Valley and to purchase tourist handicraft being sold at the sites.

• Construction of washrooms at 14 falls in Thika Sub county:

To provide a conducive environment to attract more tourists to patronize 14 falls a major tourist attraction in the County.

The project ensures that there is no encroachment on County land and to secure 14 Falls as a leading tourist attraction

• Landscaping works at 14 falls and Mathore:

The landscaping works is meant to improve the attractiveness and ambience of the tourist attraction sites in the County to ensure increased

patronage by both local and international tourists for increased revenue and employment creation.

• Construction of access road to 14 falls:

This has improved accessibility of 14 Falls which for a long time remained inaccessible due to poor road access. The construction has

ensured easy access to the tourist site.

This is hybrid model of a One-Stop Shop facility which will provide County and National Government services to all investors in the county.

• Construction of an Amphitheater and high end hotels through PPP at 14 falls

• Buying of land to construct a monument and mausoleum in Lari for where there exists concealed graves for Mau Mau fighters.

Kigumo market in Githunguri sub-county, rehabilitation of Kagwe market in Lari Sub county, rehabilitation of Kinoo market in Kikuyu

Sub-county, rehabilitation of Githiga market in Githunguri sub-county, rehabilitation of Kimende Market in Lari Sub county and the

rehabilitation of Jamhuri market in Thika Sub-county

(I) World Bank

Partnership between the County with the World bank to Construct Modern Wholesale and Retail Markets. Various consultative processes

have been undertaken with various stakeholders so far. The below markets have been earmarked for development with some facing

challenges as follows:-

(ii) Japan International Co-operation Agency (JICA)

• Capacity built to over 60 Business Groups and Companies on Value Addition based on the Japanese model of One Village One

Product (OVOP). The County adopted the model and baptized it One Ward One Product (OWOP) initiative which employs the

policy of a unique product in given localities to be developed to access local and export markets.

(iii) GIZ on Industrial Water Management

• The County collaborated with GIZ by convening workshops to sensitize and capacity build 150 manufacturers and entrepreneurs in the

County on Water Risk management and on subjects on water pollution and waste management in collaboration with other stakeholders.

(iv) Netherlands–Regional Agro-Industrial Network (RAIN)

• The County engaged with the Netherlands Government on establishment of Agro-Industrial parks in the County. The engagement

seeks to establish Industrial Park which focuses on agricultural produce, logistics and other support facilities and services within a

confined region to maximize on economy of scale. This is based on the Netherlands model on green housing and agro-industrial park

development.

EXPANSIONS, INVESTMENTS INTO THE COUNTY

• The County has continuously provided an enabling environment for more investments. Arising from this, the following companies have

expanded or established in the County;

• Kevian Ltd in Thika :- Expansion of production at Kevian ltd in Thika through introduction of a new production line to process

carrots. this was an investment estimated at over USD 70 Million

• Devki Steel Mills in Ruiru:-Expansion of Devki for more capacity to produce steel in Ruiru at an investment expenditure of over

USD 70 Million. They have a capacity to employ over 1000 workers full time.

• Motor Vehicle Assembly Plant in Thika:-Volks Wagen assembly plant established in Thika to assemble the POLO Brand car which

is made in Kenya at a sale price of Ksh. 1.65 million. This is an investment of over USD 50 Million

• Thika Cloth Mills in Thika :- Installation of a new machine at the Thika Cloth Mills to increase capacity for textile manufacturing at a

rate of 1 million meters of fabric per month in different blends, colors and prints

• Azuri Health Ltd in Thika:- The firm has set up an ultra-modern facility in Thika in December 2016 to process dried fruits at an

estimated investment of over Ksh. 10 Million. This is benefiting over 600 fruit farmers in the County who can now get a market for

their produce. The production capacity of dried fruits is between 10 and 30 tons per year

• Skytop Industries in Juja:- Re-establishment of Tree top factory in Juja at an estimated investment cost of Ksh. 1 Billion and a

capacity to employ over 500 people full time

• Proctor & Allan Company in Limuru:- Investments by Proctor & Allan in Limuru area worth Ksh. 2 Billion for production of

healthy breakfast cereals. They are providing employment to over 2000 people in Kiambu County

• Other investors include (Real Estate)

• Tatu City who have over 1,000 acres of land for various combinations of investments

• Tilisi in Limuru with over 400 acres of land for real estate developments

• Migaa with over 700 acres of land for real estate development

AUTOMATION OF DEVELOPMENT APPROVALS (www.edams.kiambu.go.ke)

• A state-of-the-art system called eDAMS (electronic Development Applications Approval System) commissioned for processing

development applications from consulting Planners, Architects and Engineers. The system will enhance efficiency and transparency

during the pre-approval and post approval process for orderly and sustainable environments. The system is the first in Kenya to

incorporate Physical Planning Proposals, Architectural Building Proposals, Construction Permits and associated civil and structural

engineering designs.

KIAMBU SPATIAL PLAN

• This is a 10-year development blueprint that identifies Kiambu’s resources, their potential and levels of utilization, in order to

provide a framework for drawing up short, medium and long term plans, programmes and projects.

LAND VALUATION AND RATING

• Due to the high rate of urbanisation, some zones in the county are experiencing rapid developments. In order to ensure fairness and

equity the KCG has enacted the County Valuation and Rating Act facilitate a new land taxation regime in tandem with the rapid

growth. The revenue from land rates will spur the development of the infrastructure.

IDENTIFICATION, SURVEYING AND RECOVERY OF PUBLIC UTILITY LAND

• KCG inherited from 8 local authorities a disjointed and poor public land and asset management system. An elaborate process of

identifying and securing public land is in place. Over 1,800 key public utility plots have been identified in all the 12 sub counties

and will undergo further processes of securing their titles.

ESTABLISHMENT OF SUB COUNTY TECHNICAL OFFICES

• Besides the newly Renovated Planning HQ at the former Red Nova Hotel in Kiambu Town, each Sub-county has land offices

with planners, surveyors and development control officers.

KIAMBU URBAN GROWTH

• Kiambu is the 3rd most urbanized county in the Kenya with the highest rate of urban growth. Out of the 10 fastest urbanizing towns

in Kenya, 7 are in Kiambu County (Ruiru, Kikuyu, Thika, Kiambu, Limuru Karuri and Githunguri). This has necessitated the

formulation of Integrated Urban Development Plans (ISUDPs) for its 10 major Towns. Thika Integrated Urban Development

Plan (IUDP) complete.

LAND INFORMATION SYSTEMS

• The KCG is deploying Geographic Information System (GIS) to digitize survey maps and Registry Index Maps and consolidate

attribute data. Two GIS Labs have been established in Kiambu and Thika lab up and running. These labs will eliminate land fraud

and enhance efficiency and transparency in land transactions in the County.

• The new structure of Government required offices and support infrastructure across the county

i. The construction of Kiambu Town Governor’s Office and refurbishment of former Town Council Offices for various departments

ii. Refurbished 12 Sub County Offices

iii. Constructed 15 pre-fabricated ward offices

HUMAN RESOURCE MANAGEMENT & DEVELOPMENT

• Institutionalized all the government administrative functions through the establishment and staffing of 12 sub-county and 60 ward

administrators offices which in turn have brought services closer to the people.

• Purchased service vehicles to enable mobility in all corners of the county irrespective of terrain

• Successfully drawn up job descriptions, supported the CPSB in the processes of recruiting and selecting new staff, facilitated training,

arranged and conducted performance appraisal and handled staff grievances to forestall instances of staff unrest.

• In the process of introducing Result Based Management (performance contracting) for staff in the county;

REGULATION AND CONTROL OF ALCOHOLIC DRINKS

• The enactment of the Kiambu County Alcoholic Drinks Control Act:. This act has operationalized institutional structures at the sub county

level in:

i. Engaging the community in identifying and curbing retail outlets for wines and spirits

ii. Strict controls for the number of wholesalers licensed to distribute certified alcoholic drinks

• Collaboration with the National Government in

i. The reduction of the manufacturing outlets from 19 to 3 through the Inter-Agency Committee

ii. Raiding and reduction of manufacture of illicit brews along rivers Chania, Makwa, Athi and Thirika

PUBLIC PARTICIPATION and DISASTER COORDINATION AND MANAGEMENT

• Published the Public Participation Bill to enable a structured community engagement in decision making

• The department takes the lead in monitoring and responding to distress cases. The department has succeeded in the coordination of intra-
