SUBJECT: MEETING SUMMARY - APRIL 28, 1995, MEETING WITH THE TENNESSEEVALLEY AUTHORITY REGARDING STATUS OF SAFETY ISSUES (TAC M90068)
REFERENCE: Meeting notice by P. S. Tam, April 13, 1995
On April 28, 1995, NRC and TVA representatives met in the NRC office inRockville, Maryland, to discuss the status of various Unresolved Safety Issues(USIs), Generic Safety Issues (GSIs), TMI Issues, and other multi-plant issuesapplicable to Watts Bar Unit 1. Results of the staff's audit of the status ofvarious issues were provided to TVA by letter (F. Hebdon to 0. D. Kingsley)dated February 23, 1995. Enclosure 1 is the list of participants.
Enclosures 2 and 3 are handout materials provided by TVA and the staff,respectively. These summarize TVA's and the staff's understanding of thestatus of issues that were identified as open in the February 23, 1995,letter. Participants agreed that in general, and where applicable, the Officeof Nuclear Reactor Regulation is responsible for licensing action, TVA forimplementation, and Region II for verification of each issue. TVA plans tomake an initial response to the staff's letter by May 12, 1995.

Rod control system failures and withrawal of RCCA (GL 93-04) - The staff found, by letter dated 12/9/94, that TVA'sresponse to the GL is acceptable (TAC 86877); this issueis thus closed. TVA is to notify the staff in writingupon full implementation.
MPA X802 (BL-88-02) -Rapidly propagating fatigue crack in steam generator tubes- NRC closed out in 6/7/90 letter (TAC M67329). TVAstated, and the staff agrees, that the staff did notconsider TVA's 3/1/89 letter, which proposed a moreconservative approach. On such basis, this issue isconsidered closed.
