Welcome to the fourth annual Na onal Shared Mobility Summit in Chicago! We are excited to see all of our friends and colleagues from across the country and to get to know the many new par cipants in this growing fi eld of shared mobility. Over the past four years, the Summit has become the most comprehensive shared mobility conference in the na on, bringing together a diverse set of leaders and innovators to share and learn from each other.

This year’s Summit highlights key mobility transforma ons taking place across the globe, such as the deployment of electric and shared autonomous vehicles, innova ons in bikesharing, carsharing, ride-hailing, on-demand transit and new eff orts to integrate these modes with public transit. Whether it’s in a plenary, breakout session, or implementers workshop, you’ll have the chance to dive into the big issues faced by ci es and regions in implemen ng and managing new mobility technologies. We have designed the Summit to include as many of the challenging issues as possible. We urge you to ask ques ons, share your experiences and engage in though ul dialogue with other conference a endees.

The Summit is just one way that we work to advance transforma ve mobility. The Shared-Use Mobility Center has just completed two new groundbreaking studies—one on how ride-hailing is being used in ci es across the US and another on the evolving role and forms of private transit—both conducted for the Transit Coopera ve Research Program of the Transporta on Research Board with support from the American Public Transporta on Associa on (APTA). We have con nued to work closely with many diff erent ci es and transit agencies this year to implement new shared mobility pilot projects and Mobility Ac on Plans. Check out our new

We look forward to sharing key fi ndings from our work managing the Federal Transit Administra on’s (FTA) Innova on and Knowledge Accelerator. Through the Accelerator, we provide resources and technical assistance to the FTA sponsored Mobility on Demand (MOD) Sandbox projects. And, if your region has an idea for a new shared mobility pilot, don’t miss our discussion of the new MOD On-Ramp Program. There is s ll about a week le to apply for the On-Ramp Program, and get support crea ng a business plan for a new shared mobility pilot. Designing for the future of automated mobility is going to become increasingly important, along with planning to prepare our governments and ci zens for this revolu on. Rather than focusing on the supply of new technologies, in this workshop, we will work through several live scenarios on Chicago’s streets to understand the demand for automated travel rela ve to the full spectrum of mobility choices, street life, and land-use ac vi es that our neighbors and cons tuents will need, seek, or demand in the near future. As the third-busiest railroad terminal in the United States, Chicago’s Union Sta on serves over 300 trains per weekday, which together carry roughly 120,000 arriving and depar ng passengers. Par cipants will get an exclusive, behind-the-scenes tour and presenta on on the Union Sta on Master Plan—a collabora ve eff ort between the Chicago Department of Transporta on, Amtrak, and Metra—as well as on physical infrastructure in the sta on.

Bikesharing has taken off in popularity over the past few years, with docked systems spreading across the country, as well as dockless, e-bikes, and other varia ons.

In 2017, seventeen communi es and states voted to invest in public transit, passing nearly 90% of the transit ini a ves on ballots across the US. As more Baby Boomers hit or surpass re rement age, many are choosing to stay in the same homes and communi es where they’ve always lived. However, more than one in fi ve older Americans cannot drive, due to factors such as declining health, poor eyesight, or lack of access to a private auto. Americans are also living longer and upending many assump ons about re rement. A variety of shared mobility services have recently launched with a focus on serving the specifi c needs of older passengers. Facilitators from public interest organiza ons and companies responding to the needs of older people will work through the challenges and opportuni es for serving the growing aging popula on in the US.

When it comes to an effi cient and accessible transporta on network, nothing moves as many people as effi ciently as high-capacity transit in its own right of way. But in dispersed urban landscapes or at off -peak mes, even well-funded transit systems have trouble ge ng everybody where they need to go. Shared mobility services can help transit agencies reach the areas between high-frequency lines, replace unproduc ve routes, and bring down some of the costs of providing transporta on across sprawling urban regions. But coopera on and coordina on between public and private service providers is important to keep transporta on responsive to public needs. This panel will explore approaches to that challenge from around the country.

Dorval Carter, President, Chicago Transit AuthorityDorval R. Carter, Jr. is the President of the Chicago Transit Authority—the na on’s second-largest transit agency, providing more than 500 million rides annually and serving Chicago and 35 suburbs. He was appointed in May 2015 by Chicago Mayor Rahm Emanuel.

President Carter has more than 30 years of experience in public transit at both the municipal and federal levels, including most recently as Ac ng Chief of Staff to U.S. Department of Transporta on Secretary Anthony Foxx, where he helped manage a department with more than 55,000 employees and a $70 billion budget that oversees air, mari me and surface transporta on while working to ensure that America maintains the safest, most effi cient transporta on system in the world.

President Carter has served the CTA in a variety of posts, beginning as a staff a orney in 1984 and culmina ng as Execu ve Vice President and Chief Administra ve Offi cer prior to his most recent appointment as President. He also spent 10 years at the Federal Transit Administra on, where he was Assistant Chief Counsel for Legisla on and Regula on. Born in Washington, D.C. and raised in Chicago, President Carter received his Juris Doctor degree from Howard University School of Law, and received his Bachelor of Science degree from Carroll College, where he is a member of the Board of Trustees.

President Carter places a premium on constantly improving the CTA customer experience and knows how integral CTA is in the lives of Chicagoans and visitors. During his tenure, he has overseen the unveiling of Loop Link, which helps buses travel more quickly through the central business district; the introduc on of full 4G wireless service to CTA subways; and the expansion of bus and train tracker screens throughout the city, while also overseeing several large, ongoing construc on projects, like the renova on of the 95th Street Terminal Improvement Project and the new Wilson sta on, among others.

Sharon Feigon, Execu ve Director, Shared-Use Mobility CenterSharon is founder and execu ve director of the Shared-Use Mobility Center (SUMC), a na onal nonprofi t working to extend the benefi ts of shared mobility for all. Under Sharon’s leadership, SUMC has conducted groundbreaking research, developed tools and resources for mobility prac oners, run pilot projects, and provided technical assistance in numerous regions, including Los Angeles, Sea le, and the Twin Ci es, and through the MOD Innova on & Knowledge Accelerator program in partnership with the FTA.

Sharon directed the development of the Shared Mobility Toolkit, including a database of mobility policies from across the na on, mobility mapping tools, and a benefi ts calculator. She was Principal Inves gator for SUMC’s three recent TCRP projects, which inves gated the intersec on of transit and shared mobility. Sharon is a frequent speaker at conferences and workshops throughout the United States. She has more than 25 years of experience working with leading experts in shared mobility in the U.S. and abroad.

As CEO of IGO Carsharing from 2004 un l its sale in 2013, Sharon led the growth of IGO (a social venture of the Center for Neighborhood Technology) from a small pilot into a successful service with 15,000 members in 45 neighborhoods across Chicagoland. She helped create the fi rst combined carshare/transit farecard in North America, led IGO’s expansion into underserved communi es, and developed solar canopies and charging sta ons that introduced low-carbon electric carsharing to the region.

Prior to IGO, Sharon spent more than a decade as CNT’s Director of Research & Development, managing projects related to loca on effi ciency, transit-oriented development, and innova ve fi nance. She was Principal Inves gator of TCRP Report 93, on sustainable transporta on, and coordinated CNT’s TOD Program. Sharon was a founder of the Carsharing Associa on, and served as Co-Chair of TRB’s Shared Vehicle Commi ee and as a member of the U.S. Green Building Council’s LEED-ND Commi ee. She holds an MBA from DePaul University and a BA in Economics from An och College.

Vincent Valdes, Associate Administrator for Research, Demonstra on and Innova on, Federal Transit Administra onAs the Associate Administrator for FTA’s Offi ce of Research, Demonstra on and Innova on since 2008, Vincent Valdes leads a group of program managers, transporta on specialists and engineers who work on FTA’s cri cal transit research program. The program provides a forum for transit research at the na onal level and facilitates the development of innova ve transit prac ces and technologies to support na onal public transporta on.

Throughout his career in the public and private sectors, Mr. Valdes has led work in various fi elds including engineering, transporta on research, urban and regional planning, neighborhood economic development, environmental protec on, and interna onal development.

Mr. Valdes graduated with a degree in Engineering from Boston University and received a Masters of Science in Urban Planning from Columbia University.

Jarre Walker, President, Jarre Walker + AssociatesJarre Walker is an interna onal consultant in public transit network design and policy, with 25 years of experience planning public transit in North America, Europe, Russia, Australia, and New Zealand. His fi rm Jarre Walker and Associates, based in Portland, Oregon, provides transit planning and execu ve advice to clients worldwide.

He has worked in about 100 ci es, including successful network redesign projects in Houston, Anchorage, Canberra, and Auckland. His fi rm is currently undertaking network design studies in Philadelphia and Dublin, among many others.

He is a well-known innovator in describing transit issues to the public, in building values-based policies and standards, and in running interac ve design processes for transit plans.

His book, Human Transit: How Clearer Thinking about Public Transit Can Enrich Our Communi es and Our Lives, was published by Island Press in 2011. The book off ers an introduc on to transit issues for the average reader, designed to help anyone form clearer views that refl ect their own values. In addi on to his consul ng, teaching, and speaking, he writes about public transit issues at HumanTransit.org

Jay Walder, President and CEO, Mo vateJay Walder has more than 30 years of interna onal experience in public transporta on, including senior roles at three of the world’s largest transit systems.

Most recently, Walder was the Chief Execu ve Offi cer of the MTR Corpora on in Hong Kong. MTR is regarded as one of the world’s leading railway operators, with an integrated approach to rail transport and property. Walder led the company to build on its success in its home base of Hong Kong with a growing por olio of rail and property related opera ons in the Mainland of China, Europe and Australia.

Previously, Walder was the Chairman and Chief Execu ve Offi cer of the Metropolitan Transporta on Authority (MTA) in New York and Managing Director of Finance and Planning at Transport for London (TfL). Walder has also served as a Partner at McKinsey & Company, where he lead the fi rm’s global infrastructure prac ce and was a Lecturer in Public Policy at the Harvard Kennedy School.

Jay Walder holds a Bachelor of Science from the State University of New York at Binghamton, Harpur College, and a Master in Public Policy from the Kennedy School at Harvard University. Walder has also served as a member of the Execu ve Board of the Interna onal Associa on of Public Transport (UITP) and as a member of the Execu ve Commi ee of the American Public Transit Associa on.

Jay’s favorite place to ride is the Brooklyn Bridge very early in the morning or late at night.

Rebekah Scheinfeld, Commissioner, Chicago Department of Transporta on (CDOT)Rebekah Scheinfeld was appointed Commissioner of the Chicago Department of Transporta on (CDOT) by Mayor Rahm Emanuel in January 2014 with the direc on to con nue the cri cal work of making sure Chicago has a strong, vibrant, accessible transporta on network that provides a founda on for a thriving economy in the 21st Century.

In her me at the helm of CDOT, she has led the Emanuel Administra on’s key transporta on ini a ves, including an unprecedented amount of street repair and resurfacing, as well as major capital investments that are completed or underway, such as the Chicago Riverwalk, Loop Link, the Union Sta on Transit Center, construc on of The 606 Trail, the Navy Pier Flyover, new CTA elevated sta ons at Washington-Wabash and Cermak Road, and a major freight rail grade separa on project, as part of the CREATE Program, at 130th Street and Torrence Avenue. In addi on, she has spearheaded investments in bicycle infrastructure throughout Chicago and the growth of the popular Divvy bike share program, the City’s newest transit system. In September of 2016, Chicago was named Best Bike City in America by Bicycling magazine.

Rebekah was previously the Chief Planning Offi cer and a Senior Vice President at the CTA, where she handled the CTA’s strategic planning for major capital projects and new transit service. She is an a orney, having worked previously at Mayer Brown, represen ng public and private sector clients on major infrastructure and transporta on projects.

Scheinfeld has a BA in Urban Studies from Brown University and both her JD and MBA from Northwestern University.

Leah Treat, Director, Portland Bureau of Transporta on (PBOT)As Director of the Portland Bureau of Transporta on, Leah Treat’s highest priority is ensuring safety for everyone who uses the transporta on system. She is also an outspoken advocate for improved health outcomes and enhanced livability through changes in transporta on. Since taking the helm, Treat helped pass the largest local transporta on funding measure, facilitated bringing bikeshare to Portland, and implemented Vision Zero citywide. The next big priori es she is tacking are parking reform, autonomous vehicle regula ons, enhanced local transit service, and a con nued focus on Vision Zero.

Treat came to Portland from Chicago where she served as Managing Deputy Commissioner of the Chicago Department of Transporta on.

Andrew Glass-Has ngs, Director, Transit and Mobility, Sea le Department of Transporta on (SDOT) Andrew Glass Has ngs has been a leader on key transporta on policies and ini a ves in Sea le for more than twelve years. As the Director of Transit and Mobility for the City of Sea le Andrew has focused on priori zing transit service while broadening the tradi onal defi ni on of transit to include New Mobility programs and services. Andrew and his team are working to create a model of urban mul modal transporta on in Sea le, bucking the na onal trend by simultaneously growing transit ridership more than any city in the country while expanding new mobility op ons.

Joshua Schank, Chief Innova on Offi cer, LA MetroJoshua L. Schank is the fi rst ever Chief Innova on Offi cer at the Los Angeles County Metropolitan Transporta on Authority (LA Metro), where he leads the Offi ce of Extraordinary Innova on (OEI). The role of this offi ce is to champion new ideas to improve mobility in LA County by informing the high-level vision for LA Metro, pilo ng and implemen ng new and experimental programs and policy, and serving as the primary liaison relevant to LA Metro coming from entrepreneurs, established private sector en es, academia, or individual residents. The offi ce is also responsible for LA Metro’s Public Private Partnership (P3), and strategic planning func ons.

Prior to joining LA Metro, Dr. Schank was President and CEO of the Eno Center for Transporta on, a na onal non-profi t think-tank. Dr. Schank’s extensive work in transporta on policy and planning is well documented in his publica ons, including All Roads Lead to Congress: The $300 Billion Fight Over Highway Funding,” co-authored with Costas Panagopoulos (2007). He holds a Ph.D. in urban planning from Columbia University, a Master of City Planning from the Massachuse s Ins tute of Technology, and a B.A. in urban studies from Columbia University.

Robbie Makinen, President and CEO, Kansas City Area Transporta on Authority (KCATA) As the President/CEO of the Kansas City Area Transporta on Authority, Robbie Makinen has led the KC region through drama c change by uni ng fi ve transit systems under one brand called RideKC. Today those agencies provide more than 15 million trips throughout the region.

Prior to being selected as CEO, Robbie served as KCATA board chair for fi ve years and was on the KCATA Board represen ng Jackson County, Missouri, 2007-2015.

Robbie recognized early in his career as a social worker the cri cal need for public transporta on. Now, he is working to build a comprehensive transporta on system for the next 50 years.

Michael Replogle, Deputy Commissioner for Policy, New York City Department of Transporta on (NYCDOT)Michael Replogle is an interna onally recognized transporta on expert and policy advisor. Since 2015, he has been Deputy Commissioner for Policy at the New York City Department of Transporta on, where he developed the NYCDOT Strategic Plan 2016: Safe, Green, Smart, Equitable.

Replogle co-founded and chaired the Partnership on Sustainable Low Carbon Transport (SLoCaT) Founda on, and was Managing Director for Policy and Founder of the Ins tute for Transporta on and Development Policy, where he also served as its President. Before that he served as Transporta on Director for the Environmental Defense Fund, advising city and na onal agencies on transport, fi nance, and regula on. His government experience includes leading growth management and comprehensive planning in Montgomery County, Maryland.

Replogle has honors degrees in civil engineering and sociology from the University of Pennsylvania.
