Dear Sir/Madam -
I hereby request and summon you to attend a QUARTERLY-MEETING of the COUNCIL OF THE, LONDON BOROUGH OF HARROW, to be held at THE CIVIC CENTRE, STATION ROAD, HARROW on THURSDAY, 19th day of JULY, 1979 at 7.30 o'clock in the afternoon, to take into considerationthe following numbered matters and to-pass such resolutions and to make such orders thereon as may then be determined.
The Mayor's Chaplain (Reverend M, Bowles) will, open the meeting,with Prayers. .
1. To take as read snd approve as correct records the minutes of the Ordinary Meeting of the Council held on 9 May, the Annual Meeting; on 17 May and the Eytrabrditiary Meeting; on 11 June,, 1979.

4. To receive the report of the Director of Law and Administration that at the Election.' of a Councillor on 28 June,, 1979 to fill a vacancy in the Pinner Haxd,. Mrs Jill Elizabeth, Clack was; duly elected, as a, Borough Councillor to hold office for a period expiring in 1982. Councillor Mrs Clack will serve on the Development Control and Education.

* A special meeting of the Education Committee will be held on 18 July, 1979, when a recommendation may be made regarding Elmers Court Field Studies Centre.
Motion by Councillor H Underwood seconded by Councillor Cohen:-
"Having regard to planning applications so far submitted for the former British Rail Goods Depot at Cecil Road/Tudor Road, Wealdstone, and the continuing environmental problems associated with the surrounding area, this Council considers that the effect of any piecemeal development would lead to a further deterioration in the living conditions of the people of that area and that a wider development strategy should be adopted.
This Council resolves therefore to appoint a Committee consisting of the Chairmen of all Service Committees plus three members of the Major Minority Party together with two local Residents' Representatives to consider that strategy and to report to the Policy and Resources Committee".
Motion by Councillor Short seconded by Councillor Harrison:-
That this Council sympathises with the plight of the Vietnamese refugee boat people and in order to signify more practically that sentiment resolves:-
(a) To raise a rate of .lp to be levied for the half year ending 30 March, 1980.
(b) To apply the proceeds of (a) above to assist 10 Vietnamese refugee families to reside in Harrow.

"That this Council do take argent action to ameliorate the plight of overseas students at the College of Higher Education who are faced with a 30%: rise in' tuition fees for 1979/80 "by declaring that it will make funds available to support students on existing courses for those in. dire financial circumstances".
(The Director of Law and Administration considers that this motion refers to matters within the delegated powers of the Education Committee. Accordingly, it will stand referred to 'that Committee unless the Mayor considers at the meeting that it is a natter of urgency or the Council on a motion duly pat and voted upon without discussion decide otherwise).

"In view of the adverse effect of the recent budget on the services provided by this Authority, this Council resolves
. to withdraw ail financial support, from the Pinner_ and District Commuaxty Association (PADCA) until such time as the Government adopts a financial policy that recognises the needs of all the people of this Borough". . .

TWINNING WITH DOUAI IN FRANCE
The Mayor referred to the visit to Douai on 5th-7th May 1979 by himself, the Mayoress and Members of the Council and other rep resentatives of Harrow in connection with the Twinning of that Town with Harrow which was a most successful occasion.
In this connection, Councillor Tyler invited other Members of theCouncil to join him in foregoing claiming their Attendance Allowancefor this meeting and the Annual Meeting so that the-proceeds can go *towards the cost of entertaining guests from Douai on their returnvisit to Harrow on 12th May next.
tPETITION
The following petition was submitted to the Council:-
Submitted by Councillor Kane, containing 3,500 signatures urging Council to do all in its power to help the existing shop keepers and office occupiers to remain in business in Central Harrow during and after the Redevelopment, which was referred to the Policy and Resources Committee.

(Recommendation I: Education Committee: 3 April 1979}
The Education Committee have considered a report of the Working Party on Elmers Court (23 April 1979) on consultations with union representatives and parents in accordance with Recommendation I of the Committee (3-April 1979).
The report of the Working Party and the supporting documents have been sent to1 all Members of the Council with the agenda for this Education Committee.
Resolved to RECOMMEND: That the Council agree that:
(a) Option 2 in the report submitted" to the Education Committee" on 3rd April 1979 be adopted, namely, the closure, of Elmers Court, School for pupils and staff on 31 December 19791 ;,
(b) The Governing Body, the staff and their union representatives be informed of the proposed date for closure, and that resident, staff be required to vacate their accommodation by that, date;

(c) Further consultations take place with the staff and their union representatives on the possibilities for redeployment
(d) The approval of the Secretary of State for Education and Science be sought to the closure;
(e) The parents of Harrow pupils at the School be informed of the proposed date for closure and that arrangements be made to seek alternative placements for these pupils from January 1980, in consultation with, the parents;
(f) Other authorities with pupils at the School be informed of the proposed date for closure and of the fact that the cost per pupil place in the Autumn Term will be the same as in the Summer Term; and
(g) The Secretary of State for Employment be informed of the possibility that some staff will be made redundant.

99. Development potential of the Elmers Court site and buildings;The Committee considered a report by the Working Party on Elmers Court (23 April 1979) on this matter
RESOLVED: That the following course of action be adopted regarding planning applications and assessment of value:
(1) In the first instance an outline planning application be submitted by the Borough Valuer for development of Site A (as shown on drawing number FP/SP/50-1) for Hotel use and if a further application should be necessary, for site A and for Sites A and B combined for the uses identified in the report where the agreement of the Local Planning Authority is likely to be received. Prior to submission of the outline planning application, the Controller of Planning and the Borough Valuer would carry out an appraisal to determine the site and extent of buildings required to realise the greatest commercial value;
(2) In accordance with the recommendation of Education Committee, valuation be sought through the office of a consultant valuer if the Controllers of Law and Administration and Financial Services deem it necessary; and
(3) The Education Committee authorise feasibility studies on adapting the buildings on Site B (drawing number FP/SP/50-1) for Field Studies and other Education uses in order that an estimate of likely cost can be obtained, and on the preparation of a study to compare a development at Elmers Court with a similar Field Studies development elsewhere including cost comparisons.

(1) Hie measures taken by the College authorities and vending machine owners whereby the -Student Union is being charged for thefollowing items be confirmed:—
(1) Damage to Vending Machine
(2) Servicing and replacement of fire safety equipment
(3) Repairs and redecoration as necessary
' (4) The costs of £40' awarded to the Council against the studentsin unlawful occupation.
(2) The Student union be required to pay £500 for the cost of food lost when the -electricity supply to freezers was cut off;
(3) That this Committee do not wish the sum of £2000 loss, of income on sales to be recovered, from the students and ask the Further Education Sub-Committee to decide how this sum should befunded.
101. M. Wall Committee Administrator;: The Chairman (Councillor Hines) thanked Mr M Wall Committee Administrator for his work for the Education Committee and expressed the Committee T s best wishes to him in his new post of Civic Centre Manager.
102. Thanks to the 'Chairman: The Committee placed on record their thanks to Councillor Bines for the manner in which he had chaired their meetings. In responding Councillor Mines expressed best wishes to those Members who> would not 'be serving on the Education Committee during the Municipal year 1979/80.

ELECTION OF MAYOR
The Mayor, having called for nominations for the Office of Mayor of the London Borough of Harrow for the Municipal Year 1979/80, it was moved by Councillor Sellers and seconded by Councillor Harrison that Councillor D B Rouse be elected Mayor for the Municipal Year 1979/80.
There being no other nominations, the Mayor put the nomination of Councillor D B Rouse to the meeting, and it was,

The retiring Mayor (Councillor Barry Turner) vacated the Chair and after a short interval for robing, the newly elected Mayor having made and subscribed the Declaration of Acceptance of Office took the Chair. .
The retiring Mayor thereupon handed to the duly elected Mayor the
Keys of the Corporate Seal.
The Mayor (Councillor Rouse) returned thanks for his election.
VOTE OF THANKS TO THE RETIRING MAYOR
Councillor Buckle proposing a vote of thanks to the retiring Mayor (Councillor Barry Turner) said the Council's confidence in him had not been misplaced. Councillor Turner had worked hard and loyally for Harrow, he had made many friends and made a lasting impression on everyone in Harrow. He had been given unstinting personal support from the Mayoress and her Committee had done a magnificent job during the year. Right up to the end he had been involved in Mayoral activities and had not spared himself at all. Councillor Toms seconded the motion.

PRESENTATION OF MEDALLION TO IMMEDIATE PAST MAYOR
The Mayor (Councillor Rouse) presented, on behalf of the Council, a replica of the Mayor's Medallion to Councillor Barry Turner in commemoration of his Mayoralty of the Borough 1978/79 and the Mayoress presented to the immediate past Mayoress (Mrs Marjorie Turner) a Medallion to commemorate her year as Mayoress of the Borough 1978/79.

Councillor Turner,, in returning thanks, stated, that he and the Mayoress had tried to be themselves. He was tremendously impressed with all the voluntary good work done in the Borough. He thanked everyone for their courtesy' and, consideration during the year. He particularly wished to thank his wife as Mayoress for her support and the Mayoress's Committee and their helpers for the magnificent achievement in raising; over £11,700 for his charity..
APPOINTMENT AND INVESTITURE: OF DEPUTY MAYOR
The Mayor signified in writing; that he had appointed Councillor" Mrs E E Davies to he Deputy Mayor for the Municipal Year 1979/80.
The Deputy Mayor having been duly invested with the Deputy Mayor's robe and b'adge of office,, occupied the Deputy Mayor's chair.
The Mayoress then invested the Deputy Mayoress with her medallionof office.
The Deputy Mayor (Councillor Mrs Davies) then returned thanks for her appointment.
MAYOR'S CHAPLAIN;
The Mayor informed the Council that he had, appointed the Reverend Michael Bowles, the Vicar of St. Johns Stanmore, to be his Chaplain for the ensuing Municipal Year.
