At the outset the Secretary welcomed the officers members amp media

persons present in the House

The Mayor apprised the House that 10 Army soldiers had sacrificed their

lives in siachen glacier therefore the House should observe two minutes silence to pay

the homage to the departed souls

The Mayor congratulated the members of the House officers amp media

persons on festival of Basant Panchmi He further said that after following the provisions

of Section 86 of the Act the budget had been prepared for the year 2016-17 He further

said that as per provisions of Section 86 this budget was to be prepared in the first week

of February He thanked the team of the Accounts Branch for the preparation of budget

in time He thanked the Commissioner for guidance to prepare the realistic budget He

further said that it had been tried best to incorporate the suggestions by inviting online

suggestions from the public amp councillors He further said that a hard copy of the

proposed budget was provided to the RWA amp Vyapar Mandal also He further said that it

has been tried to prepare a public friendly budget as the suggestions from the public had

been received in this regard He further said that the proposed budget was discussed

head-wise in detail on 5th February 2016 in the meeting of FampCC Now today the budget

has been brought in the House for its approval and the live telecast is also being done on

the website of MC for the facilitation of public He further said that after the approval of

the House the time will be taken from the Administrator for its final approval so that the

grants could be available in time

There was a heated exchange between Sh Davesh Moudgil and Sh

Pardeep Chhabra on the issue of election

Sh Subhash Chawla said that the Mayor had not addressed the House

before the Budget speech

The Mayor started the Budget speech and apprised the House that a

provision of Rs25000 crore had been made in the Budget for the 5th amp 6th phase of

water supply from Water Works Kajauli so that the shortage of water could be solved

He further read out the Budget Speech Head-wise in detail as under-

He further said that Beti Bachao Beti Padao Abhiyan would be our priority

He further said that the Baby kit to the mothers would be provided continuously He

further apprised the House that about 45 suggestions for budget had been received from

the public through face-book website amp hard copy and all the suggestions had already

been discussed in the meeting of FampCC The suitable amp valuable suggestions have

been incorporated in the present budget He read out the budget speech and placed the

budget before the House He further said that although the present meeting is a special

meeting for the budget only yet another important agenda also has been included in the

transaction regarding the election of five members of street vending committee If the

House permits the said agenda should also be considered

Sh Satinder Singh said that under Section 86 of the Municipal Act the

budget is to be passed in the first week of February so that the same can be sent to the

Administration in the end of February for approval He appreciated the efforts of worthy

Mayor for early discussion on the budget in the FampCC and House He thanked the

Commissioner amp team of the account branch for the realistic budget

Smt Harjinder Kaur congratulated the Mayor for inviting the online

suggestions from the public regarding the proposed budget and it was the historic step of

the Corporation She further said that she had gone through the budget and it has come

to her notice that it is very simple in nature and every component has been given focus

She further said that the Mayor involved himself practically in Swachha Bharat Abhiyan

She further said that the budget demand had been incorporated in the budget as the

provision of special component plan for scheduled castes had been done She further

requested for women friendly budget She insisted for the proper lighting in the dark

area especially where the educational institutions are situated She further insisted for

focus on villages community parking amp maintenance of roads water pipelines amp

sewerage etc in this budget She further suggested that horticulture wing of the

Corporation should be strengthened Lastly she emphasized for 100 utilization of

annual budget

Sh Babu Lal said that the preparation of budget is a difficult task He

appreciated the factorsprovisions made in the budget He further said that we had been

preparing the realistic budget from the beginning but approximately 60 budget was

used to be utilized He further said that the budget under the non-plan head could not be

increased or decreased abnormally it varies around 10 from the budget of previous

year He further said that the plan budget should be realistic which can be exhausted

within the financial year He insisted for the budget provision of atleast 4 marriage

palaces in the city to facilitate the public of Chandigarh and save the excise and other

taxes going to other states also He further suggested that the beautiful flower plants

should be planted on the road sides for the greenery and beautification of the city

The Secretary apprised the House that a foreign delegation consisting of

28 members from 16 countries is also present in the House who had come to attend a

course sponsored by the Ministry of External Affairs The course is on planning amp

management of Urban Development Services He extended the welcome to the

delegation on behalf of the House

Sh Satish Kainth welcomed the delegation He further appreciated the

efforts of Mayor amp officers for preparing the realistic budget for the year 2016-17 He

further told the House that the population of the SC is 171 of the total population of the

city He further said that in all the Corporation of the country a special head is created for the

welfare of this community ie special component plan head for SC He further said that he had

demanded 2014-2015 year also for the creation of special component plan head for SC but no

action was taken at that time He thanked the Mayor for the provision of special component

plan for SC in the budget after obtaining the NOC from the Social Welfare Department

UT Chandigarh He further suggested that the information regarding expenditure under

non-plan head should also be brought in the concerned committees He further said that

in the action taken report at the time of former CMC it was decided that the area

councillor amp concerned committee would be apprised with the expenditure incurred under

non-plan head but no action had been taken so far He appreciated the suggestion of

worthy CMC regarding the installation of sensor based lights in the city

Major DS Sandhu (Retd) congratulated the Mayor Commissioner amp

Officers for the preparation of budget in time and for the invitation of suggestions from the

public He further highlighted the receipts of the Corporation which were not according

to the target He further said that the properties of the Corporation had been lying vacant

since long time these approximately 300 sites had not been leased out or rented out

He further said that the rent from the Verka amp Vita Milk booths was not being recovered

regularly He further said that the house tax was imposed in the year 2013 but it had

not been implemented meticulously He further said that we should ascertain the

defaulters and the house tax should be recovered from them He suggested for

hundred percent recovery of the house tax or other tax and rent He further said that

commercial tax was imposed on the basis of survey of commercial properties He further

said that commercial properties had increased but no property tax was being levied on

them He further apprised that 50 parking lots had been laying un-auctioned which

was a great loss to the Corporation He insisted for the recovery of the arrear of water

bills He highlighted the dues against the Government Department of Haryana Punjab amp

UT He suggested for the replacement of faulty water meters He further said that a

policy had been framed for keeping the 12 ft vacant space in the neighbourhood parks

but some neighbourhood parks had been left out He insisted that the policy should be

implemented meticulously He further said that 2 under passes had been approved and

suggested for another under pass on the round abouts of Sector-21 22 34 amp 35 He

demanded that the proper utilization of cycle tracks so that the funds incurred on the

cycle tracks could be utilized He suggested that all the slow moving vehicles should use

the cycle tracks This practice would avoid the accidents He further suggested that the

slip roads should be constructed from the suitable distance of roundabouts He

demanded that the survey of all the slip roads should be got done and the wrongs if any

had been done should be rectified He suggested for the good material for jogging

tracks He further said that the provision for construction of cattle pound had been made

in the budget therefore the number of cattle catchers amp vehicles should be increased

He further said that all the public toilets in Sector-35 were non-functional He further said

that the grease trap had been constructed by the hoteliers on the Govt land which were

demolished by the MC He further said that the grease traps should be constructed on

the land of hotels The pipes of sewerage and flood water are mixed and due to that the

foul smell has been emanating He insisted that the public health wing of the MC

should be strengthened to remove the bottlenecks in its system He further said that

there was no co-ordination between the officers of public health wing and regular

SE(PH) should be appointed He suggested that the decisions of the departmental

committees should be implemented within time frame

Sh Davesh Moudgil took the Chair of the Mayor

Sh Subhash Chawla congratulated the Mayor saying that the present

Budget is the copy of the previous Budgets which was prepared by the Mayors of

Congress Party He further said that nothing extra has been inserted in the present

Budget for comments He welcomed the provision of Special Component Plan for

Schedule Caste He further said that the proposed Budget is amounting to Rs107200

Crore and the receipt of the Corporation has been shown Rs15000 Crore The receipt

of Rs1000 Crore has been anticipated by the sale of property otherwise the receipt

would be Rs14000 Crore He further said that an amount of Rs87200 Crore should be

available for the implementation of this Budget He further said that the presence of

Honrsquoble MP in the Budget meeting would have been better He further said that the

MP had an important role for bringing the funds for the Corporation He asked the

Mayor how much amount was provided last year by the Administration under Plan Head

He further apprised the House an amount of Rs30000 Crore was sought by the

Corporation whereas Rs14600 crore was provided He further said that always the

funds were made available as per commitment by the Administration but last year an

amount of Rs10200 crore was given against the commitment of Rs14600 crore He

apprehended that the funds amounting to Rs54700 crore would not be released by the

Administration against Rs10200 crore under plan head He further apprised the House

that non-plan budget is also committed budget but last year cut of Rs5000 crore was

done in the non-plan budget He further apprised the House that the FD of Municipal

Corporation had reduced from Rs50000 crore to Rs17900 crore He expressed his

sorrow as the Chandigarh was not selected among twenty smart city The reasons for

lacking have not been brought in the notice of the public The lacking should have been

brought in the House due to which the Chandigarh could not be included in the list of

smart cities so that more funds could be available for the smart city accordingly He

apprised the House with the conditions of the smart cities He further said that the

provisions had not been done in the present budget according to the functions of the

Corporation for smart city He further said that the open defecation was common in the

colonies and slum areas in Chandigarh He opposed the entry tax on the commercial

vehicles in Chandigarh

Smt Harjinder Kaur said that Sh Subhash Chawla should not have to

leave the meeting of the FampCC in which the budget was being discussed He should

have to contribute his valuable commentssuggestions

There was a din in the House on this issue

Sh Subhash Chawla reiterated all the comments when Sh Arun Sood took

the Chair of Mayor He further apprised the House that the real budget would be passed

by the Parliament on 2922016 He further said that according to the recommendations

of Delhi Finance Commission 30 share becomes due from revenue for this year of the

total income of the Administration He further apprised the House that total income of

the Administration for this year is Rs250000 Crore and our share becomes due at the

tune of Rs66700 Crore He said that the present budget was non-realistic budget He

further said that the Budget provision should have been made for two Multi Level Parking

and opening of new primary schools

Sh Pardeep Chhabra said that the Swachha Bharat Abhiyan was nowhere

in villages amp colonies

The House was adjourned for tea break at 100 pm and resumed at 150 pm

Sh Subhah Chawla said that everybody expects a new thing from the new

Mayor He further said that we should amend the budget so as to make it practical We

should frame a limited budget in view of our limited sources He further said that neither

the Swachha Bharat Abhiyan nor the smart city concept had been reflecting in the

present budget He further said that our progressbudget depend upon the grant in aid

from the Administration He emphasized that the Corporation should try its best to get

the maximum grant and do share from the Administration He further invited the

attention of the House towards page No1 that GIA for 2016 are subject to the actual

sanction by Chandigarh Administration if GIA will not be released as per demand the

expenditure on budget object will not be incurred accordingly In view of the above

condition the House is bound to accept the grant in aid which would be provided by the

Administration He suggested that the Mayor along with the Commissioner should visit

the colonies and slum areas then they would come to know the ground reality He

further apprised the House that the water pipelines were being punctured for defecation

and a documentary in this regard had been made by a foreigner He further apprised the

House that open defecation was common in Sector-25 around the cremation ground He

further said that nothing had been mentioned in the budget regarding the shifting of

dumping ground He further apprehended that there would be the loss of Rs50000

crore between the grant in aid and the receipt of the Corporation He further told that

the property of the Municipal Corporation in the villages was being encroached The

record of the Manimajra and other villages could not be maintained so far He further

said that the value of the property in villages is not less than the property in urban He

further said that the recovery of water dues approximately Rs6000 crore is pending He

suggested that we should try to recover the revenue from the dues of water and the

property of villages should be identified instead of levying the taxes on the public He

further said that the water supply by 24x7 does not reflect in the budget He suggested

that the incomplete projects should be completed by the present Mayor He suggested

for the long term planning He assured for the full co-operation from his party members

The Mayor apprised the House that budget provision amounting to Rs300

crore had been made for Swachha Bharat Abhiyan He further said that the toilets

blocks would be constructed throughout the city and an agenda for 29 toilet blocks had

been passed in the last meeting of the House He further said that the agenda for

machinery and manpower had been passed in the recent meeting He further said that

he had sought the requirement of toilet blocks from all the Councillors but reply had not

been received so far from the members of Congress He further said that he had been

exercising on the budget since 8th January He further said that he visited the sulabh

sauchalyas and directed the workers to upkeep all the sauchalyas within one month He

further said that the recommendations of 4th Finance Commission Delhi are not

mandatory these are advisory He further said that the in the first meeting of the Co-

ordination Committee it was principally agreed by the Administration that an amount of

Rs25000 crore for Kajauli water works would be borne by the Administration He

further said that the Administration had agreed principally for 30 grant of the 4th finance

commission He further said that budget was discussed in detail and head wise in the

meeting of FampCC He further told that at the time of visit of the Prime Minister the

Swachha Bharat Abhiyan was done in the villages amp colonies He further apprised the

House on which dates they organized the Swachha Bharat Abhiyan in villages amp

colonies

Sh Darshan Garg objected that nothing was done under Swachha Bharat

Abhiyan in Sector-56 Chandigarh He asked on which date the abhiyan was started

Dr Amrit Tiwari said that she and the Mayor worked on the project of

Health delivery on doorstep of a common man it was one of its kind project which was

never done in the city of the country She further said that unfortunately that project

does not reflect in the budget it needs to be added in the budget

Sh Darshan Garg said that his colleague who always opposed the study

tour has agreed with the budget provision of Rs5000 lac for study tour He asked

whether the study tours would be performed He further said that the budget provision

of Rs1700 crore had been done for the development of villages which is very less He

further asked whether the budget provision has been done for water amp electricity

connections in the houses constructed out of the lal dora Whether any budget

provision has been done for the construction of community centres in the villages

The Mayor told that the Commissioner is empowered to shift the amount

from one head to another head as per requirement if there would be need of more

funds that would be allocated from other head

Sh Satinder Singh suggested that budget provision of an amount of

Rs1000 lac should be done instead of Rs5000 lac for study tour

The House adjourned for lunch break at 230 pm and resumed at 320 pm

Sh Surinder Bahga said that he had studied and compared the budget

provisions of last four years He explained the year-wise expenditure of the budget ie

2012-13 = 56 2013-14 = 87 due to cut of Rs20000 crore 2014-15 = 65

2015-16 = 60 He further said that in view of the above mentioned figures 30 to

40 figures are proxy in the budget He suggested that 30 cut should be done in the

present budget to make it realistic He further suggested that the Corporation should

focus on recovery of water dues renting out the vacant property amp parking lots He

further suggested to stop the extravagant inserted in the estimates of engineering wing

He gave the example of connected bridges in the markets which remained barricaded

about one year and lateron removed He emphasized the strengthening of

Commissioner office opening of extra division of BampR and Horticulture wing He further

suggested for establishing the planning unit in the MC He further criticized the drawings

of the engineering wing of the Corporation He gave the example of a wire which was

sanctioned 250 mt as per estimate but in fact it was used in 2800 mt in Japanese

Garden He said that estimation amp drawings are not correct He suggested for the

outsourcing of machinery instead of purchase of heavy machinery He said that the

budget provision for the new pipelines of TT water had been done but the old pipelines

were not functional He insisted that the old system should be made functional He

further said that the toilets in the markets amp green belts were not functional these should

be made functional rather than the construction of new toilet blocks He suggested for

less purchase of sucking machines as experiment instead of 100 at once He further told

that the sewerage project of Maloya is technically wrong which has been inserted at

page No44 of the budget He insisted that the said project should be reviewed

The Chief Engineer justified the sewerage project of Maloya

Sh Davesh Moudgil said that all the suggestions received from the

Councillors should be incorporated in the present budget He further said that the public

participation in the budget is bench mark He further said that the civic amenities are

provided by the Corporation therefore the public participation is a very important factor

in realistic budget He appreciated the budget provision of parking between the marla

houses amp neighbourhood parks it would be a great relief to the residents of southern

sectors He suggested that it should be implemented rationally in the whole city He

further said that the construction of SSKs is very important under swachha bharat

abhiyan He further said that the estimates of two hospitals were passed for Maloya amp

Sector-48 whether any budget provision had been made in the present budget or not It

should be ensured that the hospitals would be constructed either by the Administration or

Corporation He further said that an agenda was passed for the purchase of medicines

amounting to Rs 100 crore and the Administration had agreed to give its ascent to

purchase the medicine by the Corporation upto some extent He further said that it

should be expedited He further said that the amendment required in the bye-laws of the

community centres for their maintenance amp separate staff should be provided in the

community centres for maintenance work He said that the provision should be made to

incur the ward development fund and policy should be framed in this regard He further

said that the Administration should permit to the Corporation to recruit the required staff

He demanded for the underpass from the Tribune Chowk to Hallomajra as there is a

huge rush of traffic from Industrial Area Phase-I to Industrial Area Phase-II It should be

incorporated in the budget provision He suggested that the junction box either should

be inbuilt or installed at the height of 10ft on the pole to avoid the theft

The Chief Engineer told that these two hospitals would be constructed by

the Administration as 100 bedded hospital does not come within the preview of primary

health

Major DS Sandhu (Retd) said that the community centre of Sector-35 had

become the centre of the gambling the gamblers are not permanent members of the

community centre and they are residents of the surrounding areas He further said that

according to the bye-laws the membership of the outsiders was terminated In this way

all the members went to the respective areas only the residents of Mohali amp Panchkula

obtained the stay from the Honrsquoble High Court According to the latest guidelines the

residents of the respective sector would be the member of the community centre of said

sector He highlighted that the residents of Sector-35 had boycotted the community

centre of Sector-35

The Mayor allowed Dr Shagufta Parveen to express her views regarding

the budget The Councillors of the Congress party insisted that they should be given a

chance to speak first but the Mayor allowed Dr Shagufta Parveen and the members of

Congress Party left the House under protest

Smt Shagufta Parveen said that late Sh Malkiat Singh ex-Councillor died

when he was on study tour She suggested that a welfare fund should be created for the

welfare of the Councillors so that his family could be helped in such incidents She

further suggested that the budget provision should be made for group insurance policy

for the Councillors

The Commissioner said that a token provision of Rs5000 lac for the

welfare is being made in the budget However the detailed policy would be framed

lateron

Sh Asha Jaswal said that the Budget provisions were made excessive as

whole of the Budget could not be incurred last year She suggested that the Budget

provisions should be made in view of the election of the House this year due to that the

Code of Conduct would come into force 2 or 3 months prior to the end of tenure of the

House She further said that budget provision of Rs8000 crore was made last year for

the construction of roads bridges cycle track and slip roads but Rs4700 crore were

incurred and this year also an amount of Rs6000 crore had been kept for this purpose

She asked whether the Corporation would be able to incur whole of the amount during

the financial year She further said that the number of stray dogs had been increasing

day per day in spite of the sterilization of dogs

The MOH apprised the House that 4800 stray dogs had been sterilized and

the sterilization of dogs was being continued

The Joint Commissioner-I apprised the House that the agency which was

sterilizing the dogs in Chandigarh had refused to do the job further and had shifted

somewhere else but on our request the said agency would sterilize the stray dogs

further for one year and agenda in this regard would be brought in the next meeting of

the House

The Mayor appreciated the programme of sterilization of stray dogs and

apprised the House that the result of sterilization would reflect in near future

Smt Heera Negi said that many deaths had occurred due to the accident

with stray animals and no compensation had been given to the family of the deceased

She further said that Sh Harpreet Singh had died in Sector 45 due to the accident with a

stray cow and nothing was paid by the Corporation to the family of the deceased

However a patty amount was paid to the family of victim by the Councillor from their own

pockets She suggested that a budget provision should be made for the compensation

to the victim in such accidents She further said that there should be check on the pet

dogs as defecation is done on the road sides or in front of the House of neighbours by

the pet dogs She suggested for the penalty on the owner of pet dog in such cases

Sh Sat Parkash Aggarwal thanked the Mayor as he met the Deputy

Commissioner UT Chandigarh alongwith the Vyapar mandal and the drive was got

stopped against the Vyapar mandal He appreciated the realistic budget He further

said that the ward No6 had been included in the swachha bharat abhiyan in which the

villages and colonies falls He further said that there was need of special drive for the

development of villages and colonies He further appreciated the budget provision of

special component plan for SC He apprised the House that scheduled caste community

is the 17 of the total population of Chandigarh therefore the provision of special

component plan for SC would be fruitful for the betterment of this community He

thanked the Mayor on behalf of the vayopar mandal as special attention had been given

for providing the civic amenities in the markets He said that the policies would be made

in future also for the betterment of businessmen of Chandigarh

Sh Satish Kainth invited the attention of the House towards page No27 of

the budget he said that the budget provision for the recarpetting of IndlArea Block-D

had not been made for which the estimate had already been passed by the House He

further invited the attention of the House towards page No51 of the budget regarding the

meat hygiene he told that a committee consisting of Councillors amp Supdt Slaughter

House was constituted for Automatic Bird Processing Plant According to the report of

the said committee automatic meat processing plant was to be installed in Chandigarh

and an agendaestimate of Rs 4800 lac was also passed but the work had not been

started on this project so far He insisted that the illegal slaughtering in Chandigarh

should be banned

Sh Saurabh Joshi said that when they went on study tour and bring the

concept of air conditioned fish market Sector-41 Chandigarh He told that said market

had been laying abandoned and condition of said market is deteriorating day per day

He further said that a committee was constituted to rent out this market and efforts were

made to rent out the booths of this market but in vein because the bid value of the

booths was very high He further invited the attention of the House towards the selling of

fish amp other kind of meat on road sides and surroundings of Chandigarh He further said

that till the selling of fish amp meat from unauthorized places would not be stopped the

concept of modern amp air conditioned fish market would not be successful

Sh MP Kohli appreciated the efforts done by the Mayor for the welfare of

the vyapar mandal and criticized the members of Congress Party for their misbehaviour

and walk out from the House He demanded for the electrified signboards on the road

sides He further said that the property of the Corporation should be identified in the

villages and colonies which had been encroached by the public He reiterated the

demanded of four marriage palaces in the city it will generate the employment for the

in the Grain Market Sector-26 Chandigarh He suggested for the early decision to rent

out or the sale of property which had been laying abandoned

Smt Shagufta Parveen said that the nominated councillors had been

working under the influence of Congress Party since last four years beside the majority

of the candidates of BJP they could not elect the Mayor of BJP She criticized the

working of the members of Congress Party

Sh Hardeep Singh said that the budget provision of Rs 900 crore was

kept for the development of villages last year and Rs 700 crore this year He further

said that although the budget provision is made but the amount is not incurred as per

provisions He further said that the budget should be incurred at every cost He

suggested that atleast one village should be modernized per year

Sh Saurabh Joshi appreciated the efforts of CAO and his team for the

preparation of realistic budget Moreover the budget was prepared in time as per

provisions of the Act He suggested for the play ground in all the sectors He further

said that beside the play grounds of schools amp neighbourhood parks there should a multi

sports complex also He suggested that the swimming pool can be started in the

community centres He further said that 2024 posts of various categories had been lying

vacant in the Corporation and suggested that the same should be filled up at the earliest

He further said that the post of Tehsildar amp Naib Tehisldar amp Kanungo should also be

incorporated in the budget He further said that the agenda of the next meeting of the

House would be paperless He demanded for providing pen drive to the Councillors

The Mayor suggested that the neighbourhood parks should be used as

play ground after erecting a hedge of 20ft height

Election of Town Vending Committee for implementation of the streetvendors (Protection of livelihood and Regulation of Street Vending)Rules 2015 under the Act 2014

The Secretary placed agenda item No2 for consideration

The Joint Commissioner-II apprised the House that according to the Street

Vendors (Protection of livelihood and Regulation of Street Vending) Rules 2015 under

the Act 2014 the election of the Town Vending Committee is to be held There would

be 12 members of the Committee out of which 5 members are to be elected among the

street vendors He further apprised the House that there are 3 lists of the vendors ie

465 licence holders 196 vendors who have renewed their licences and 7267 street

vendors whose name appears in the survey Now the House is to decide out of which

list the 05 members are to be elected

ldquoThe House considered amp unanimously resolved that 05 (five) members be elected among 196 vendors who haverenewed their licences

Further it was also decided that the date of filing of nominations be 1732016 amp 1832016 ie Thursday amp Friday from 900 am to 300 pm and venue of the election will be Polling Booth at Community Centre Sector-22 Chandigarh

Further the House approved the date of scrutiny and list of valid nominations on 2132016 and withdrawal of nomination on 2232016 and election of five members be held on dated 2832016 from 800 am to 400 pmrdquo

The Mayor said that when they went to Bombay for attending the Smart

City Council of India to receive the Smart City Award they interacted with the

representatives 18 reputed companies for the different projects of the Corporation and

invited them for the study of said projects He further said that the Corporation is going

to celebrate the Rose Festival from 19022016 to 21022016 The Councillors would be

observers and Judges in the Rose Festival He further said that the schedule of the

festival would be sent to all the Councillors He requested all the Councillors to attend

the Rose Festival according to the schedule He further said that the outgoing Mayor

present Mayor and outgoing Commissioners and present Commissioner would be

honoured in the Rose Festival He further said that the Councillors also would be

awarded as a token of respect in the festival He further said that MP had invited the

application from all the Councillors to provide the funds from MP LAD Fund He

requested all the Councillors to submit their demands at the earliest for the work from

MP LAD Fund

The Commissioner thanked the team of the Chief Account Officer and the

Mayor as they prepared the Budget with their full dedication within time He further said

that the efforts would be made to utilize the maximum Budget within the financial year

He also thanked members of FampCC and the Councillors as whole of the Budget was

discussed head-wise in detail He expressed his hope that the team spirit would be

continued in future also

The Mayor said that the income of the Corporation should be increased by

means of leasing of property and increasing of number of milk booths or allowing

shooting in the parks He further said that proposal for entry tax on commercial vehicles

is being studied He further assured the House that the maximum budget would be

utilized during the financial year
