SI/SD DeSk RefeRence

PrefaceWhen buldngs undergo repar or mprovement, t s an opportunty for local floodplan management programs to reduce flood damage to exstng structures. More than 21,000 com-muntes partcpate n the Natonal Flood Insurance Program (NFIP), whch s managed by the Federal Emergency Management Agency (FEMA). To partcpate n the NFIP, communtes must adopt and enforce regulatons and codes that apply to new development n Specal Flood Hazard Areas (SFHAs). Local floodplan management regulatons and codes contan mnmum NFIP requrements that apply not only to new structures, but also to exstng structures whch are “substantally mproved (SI)” or “substantally damaged (SD).”

Enforcng the SI/SD requrements s a very mportant part of a communty’s floodplan man-agement responsbltes. There are many factors that local officals wll need to consder and several scenaros they may encounter whle mplementng the SI/SD requrements. Ths Desk Reference provdes practcal gudance and suggested procedures to mplement the NFIP re-qurements for SI/SD.

Ths Desk Reference provdes gudance on the mnmum requrements of the NFIP regulatons. State or locally-adopted requrements that are more restrctve take precedence (often referred to as “exceedng the NFIP mnmums” or “hgher standards”).
