Organisation: Affected property: 760 Henry Wong Outhwaite_and_P Please refer below comments relating to the North East (NE) link project and it’s impacts to residential properties along Park Ave and Outhwaite Ave. Also refer attached document as part of the submission which included site plan, section and perspectives for your information. We believe the proposed construction of the NE link and the widening of the eastern freeway between Bulleen Rd and Doncaster Rd (in and out bound) needs to be reassessed especially on the realignment of the road. The works will have significant impact on the amenity and well being, social and community and on the existing landscape and visual. The following are some of the issues that are specific to the residential properties along Park Ave and Outhwaite Ave and it needs to be properly addressed and consulted with the affected residents. 1. The current proposed alignment shows the freeway (where the future bus lanes will be located) are well into the Koonung and Park Reserve which reduces the amenity and have direct impact on properties facing the NE link. 2. The reduced distance between residential properties and the proposed acoustic freeway barrier and having the barrier at a height of 10m will have major impact to the existing landscape and the visual. The site section in the attached document shows distance between the property on Outhwaite Ave and the proposed freeway barrier will reduce approximately 12m and likewise for the adjacent Park Ave property. 3. Establish and confirm the level where the 10m high acoustic freeway barrier wall will sit. Currently the existing barrier sits at the top of the landscape batter which is approx. 4m high from the Koonung creek trail. The proposed barrier should start from the level of the freeway up to 10m in height and should not be from the existing landscape batter. 4. The existing Koonung Creek trail will be affected with the current alignment. Refer to the site plan in the attached document. 5. The freeway barrier is so close to the footpath at the road bend junction and does not allow for any landscape buffer to reduce impact to the amenity. 6. The proposed 10m high freeway barrier will cast significant shadow to the road and to the reserve in the later afternoon. Refer to attached document for the perspectives showing an analysis of shadowing for 22 March/ September. Improving the distance between properties will reduce the shadow impact. 7. The proposed alignment creates a very tight point and is very close to the existing footpath and the local road bend junction between Outhwaite Ave and Park Ave which becomes a potential safety hazard for vehicles traveling from Park Ave towards the bend. 8. The project boundary as shown in the horizontal plan map includes a section of Park Ave up to Outhwaite Ave. This will have major impacts for residents gaining access to their properties. More detail analysis and early planning and consultation with the affected residents is required.
