1. Introduction This report presents the outcomes of the work carried out, in the framework of the W.IN.NET project activities, by one of the five established transnational working groups, namely the « Sub-network no.5 », devoted to tackle the issue of « Women Resource Centres: Women and New Technologies » The aim with this sub-network 5 is to analyse the issue of New Technology (NT) in order to integrate a gender perspective into the NT issue at local, national and European levels, in particular in the education and employment policies. The Working Group main Objectives

Aim

To analyse the issue and exchange of good practices to set up a European Association of WRC in EU 25 where this theme should be integrated.

Objectives - To develop New Technology education models with an integrated women perspective - To develop career guidance and recruiting models with focus on women and

2- Objectives and Working methodology of the sub-network

The main objective of the sub-network was to develop quality indicators and models for networking of WRC in the field of Women and pedagogic with focus on new technology. To strengthen local and regional instruments and policies within women an new technologies. To promote exchange of experiences between members and favour the dissemination of the principle and best practices for gender equality between women and men in local development. The sub network have tackled the following issues :

1. Development of ICT education models with an integrated women perspective 2. Development and testing of models for career guidance with an integrated gender

perspective. 3. Development of and testing of recruiting models with an integrated gender perspective 4. Development of and testing of a mentoring programme for women within the field of

NT Activities / tool used

• Organising seminars together with employers organisations,, civil society, researchers, trade unions, regional and education organisations.

• Formulating a sub network report and action plan to work with and to use as a lobbying tool to integrate a gender perspective into new technology issues in EU and different policies at different levels, for example in education and labour market.

• Continuing the co-operation with the WITEC network

Expected Results/ products to be delivered

1. 1 x dossier at the end of every seminar and conference in English 2. A sub network report about new technology issues within EU and different policies at

different levels in for example the education and labour market 3. A model for implementing women perspective into pedagogic with focus on NT issues 4. 3- Programme of activities

The work-group organized two seminars (Gävle – SE, March 2004; Brussels – BE, November 2004) and, together with the Sub-network no. 5 dealing with .”Women and Entrepreneurship”, one conference (Pamplona – ES, June 2005). The seminars focus, dealing with the issue: “Women Resource Centres: Women and Technology”, was to get to together and with a dialogue method discuss and contribute to the working groups main objectives, and future result such as follows: 1. Sub –network no. 5 work programme: aim, objectives, activities and expected results 2. Experts panel and high lights of the debate 3. Participants presentation on WRC in the field of New Technology (NT) 4. In order to integrate a gender perspective into NT issue at local, national and European

levels. Experts panel and highlights of debate At the first seminar were invited three key-speakers: Harriet Aurell, Lena Abrahamsson and Wuokko Knocke. Hariett Aurell (method developer at Swedish National Labour Market Board) presented the theme: “Women going into a male culture of technical know how. What’s the problem? (see enclosure) Lena Abrahamsson (associated professor at Luleå University of Technology) presented the theme “Women, industrial work and gender-changing system” (see enclosure) Wuokko Knocke (associated professor at National Institute of Working Life) presented the theme “Gender-biased thinking in the recruitment process” (see enclosure) At the second seminar the invited keynote speaker was: Mrs Winqvist, which recently has moved from Eurostat to DG EMPL and she is working now in the unit G1 “ Equality for Women and Men”. Her presentation focused on gender statistics, priorities of DG research and DG information society, and the decision making process on gender issues. (See enclosure, desk now and the thematic SN 5 portal) At the third and final conference the invited key note speakers was: Key note and conference speaker contributions in the open final conference 17 June, 2005 : Pirkko Jonsson, The County Labour Market Board in Gävleborg in Sweden. (see final conference documentation) Margrit Artal, expert consultant Barcelona, Spain (see final conference documentation) The final conference concluded the main activities of the sub-networks No 5 on women and technology.

The general goal of the final conference The general goal was to present, analyse and finalise the work that have been done under the project and of elaborating quality indicators and draft of models with focus on the theme of women and technology. To share and exchange data and information on Women Resource Centres experiences, aiming at defining common quality indicators for the modelling, the benchmarking and transferring of the services at European level. The SN 5 group has worked with a process orientated learning method,which means that everyone have participated active to develop and set the programme and work done in SN 5 Debate highlights within the group on the theme “Women and Technology”

• For stimulating women’s interest in technology and improve gender conditions into the labour market, it is necessary to change gender stereotyped behaviour, targeting primary school students but also the elderly people groups.

• Creating networks, lobby groups and alliance can get our voice heard louder

• It’s useful to build up pressure groups making noise and reaching out people in the working places.

• It’s necessary to reach out men as well

• Fill the gap between practice and theory and pay attention to the “political correct”: it’s trendy to be feminist in the political groups but words are not followed by concrete actions

• Invite more men in the “women issues seminars” (but do women want men in their meetings?)

• Women at work have care rationality as well, which men do not have.

• Unequal power relations has be fought, because models of leadership are built on male norms which exclude women a priori;

• It is difficult to prove that gender discrimination has an impact on the economic life

• A “gender equal” company is more productive than an “unequal one” but women get lower salary than men.

• Gender Equality in the labour market should be a question of justice

• Women show a lower self-esteem than men in the salary negotiation and ask frequently a lower salary than men.

• More funds are needed to bring women into NT education

• It’s difficult for women have a career in NT field

• Where do we have to focus our lobby efforts: Towards the politicians for having more funds or at the structures of the work places?

Exchange of views on the future work The workgroup have been discussing, analysing and exchange experiences within the following field and issues concerning:

• Training • Pedagogic tool • Counselling and guidance • Mentoring • Recruitment • Cooperation between enterprise and education • Cooperation between the private and the public sectors • Quality indicators and models • Input to the setting up of an European network of WRC

Interrelations with the other sub network The SN 5 group had 10 online meeting in between the seminars and final conference to secure and maintain the process to reach a final result. The reports, presentations and minutes from the SN 5 work have been uploaded at the Winnet portal in desk now, so it have been possible for the other sub network members to follow the SN 5 work and documentation for their work. SN 5 have this because the purpose of the WINNET project have been to create a European Association of WRC in EU 25 to be a transferable quality model for WRC in Europe.

The SN 5 group have worked as follows: • For the “best practices issue” a sum up in English of the best practices has been

inserted on line, containing the useful link(s) to web page(s) where the full documentation is available.

• A monthly on line discussion throughout the portal chat messenger has been established to take stock of the progress achieved, and to deepen questions left open (such as the interrelation with the other sub-networks).

4 - Key results with “best practices, researches and useful links” From the debate following the various presentations and the key-note speakers presentations of the seminars and from initial analyse of the data collected, it emerges that the majority of the WRCs of this working group think that Women and Technology issues are an important task to work with and create a sustainable network for the future I EU. From these reflections the following main points and questioning has been selected by the participants to be taken into consideration for their work and actions in the WRC. The Action plan in a WRC with focus on NT the following must consist of the following:

• For change things on gender we should start early, from the primary school education;

• Fight gender discrimination at work; • How to put the theory into practice for improving women conditions? • Use more innovative methods for self-reflection, even in the private companies. • Change the model of educating young boy and girls; • Develop practical model to control the private situation, managed by the

Government • More training programmes for women on ICT, oriented for labour market • Formulate a lobby strategy at the European and national levels • Training for women facing social exclusion, like unemployed women; • Exchange good practices on training activities • Work every day to find solutions for women looking for a job»

Good practices and sharing of experiences The Province of Lecco Italy presented : 1- collecting data about student in technology; 2- Inquiry on the goodness on certification computer skill; 3- Women Alpnet project CEIN of Pamplona, in the region of Navarra, Spain presented: 1- closing phase of Equal projects: 2- difficulties to find examples of good practices on Women and New Technology (NT) in Spain. The Province of Venice Italy presented: 1- closing phase of the Equal projects, now evaluation process; 2- A lot of work for developing their local WRC Network; 3- New project proposal on Women and new technology (programme Socrates / Minerva, DG Culture); 4- We have selected some good practices on Women and NT The Municipality of Sykies and /Ergani centre, Greece presented: 1-Turning point for Ergani centre: the government has recognised the expertise of this centre and has granted a three year project on candidate entrepreneurs and unemployment women; consequently the Ergani staff will increase threefold. The regional Resource centre for women, Saga in the County of Gävleborg, Sweden presented: 1-Project with NUTEK on private sector and gender perspective into pedagogic; 2-Develop strategy on how to start-up a network of RC on women and NT; 3- Closing phase Equal project to set up a “Partnership for gender equality in the County of Gävleborg” www.equalx.seIn which a thematic resource centre for gender, pedagogy and technology have been started. A national forum for gender and technology will be established in Sweden. Presentation of the Partners’ research on Women and New Technologies and definition on New Technology ►Greece focused on best practices collected by Ergani and the national and European policies on this issue. Definition NT: All kind of technology. ► Lecco Italy focused on some statistics: 2805 number of persons looking for a job in the province of Lecco (year 2003), of which 75% of male and 47% of female have found a job. Gender segregation in school: 1- Computer Science: 186 students in total of which 46 female; 2- Mechanical field: total student 280, of which 1 female; 3- electronic: total 147 students of which 2 females. A survey conducted among the local industry showed that only 7.2: of new job are given to women. Definition of NT: information and communication technology but also electronic and computer sciences. ►Cein, Spain conducted a research on the main Spanish initiatives and network on the issue of Women and NT: Equal project like Technical, Ematec and e-gotic. Definition of NT: all kind of technology (not only ICT) ►Venice, Italy focused on two good European projects : Portico, promoted by an Italian NGO, Orlando, nd WWW.ICT promoted by the University of Namur. Definition: all kind of technology (not only ICT) ►WRC Saga, Sweden informed on Doris ( www.doris.nu) a resource centre for women and technology which starts on may 2004. The results of a survey conducted by the Swedish government on the segregated labour market are now available on line; Definition: all kind of technology (not only ITC) Thematic Portal The Sub-network no. 5 network has been using the W.IN.NET portal as a communication tool under the project, which means:

• Online meetings • Sharing of analyse and experiences and other interesting questions in desk now • Sharing of opinions with the other sub network member’s trough desk now. • Sharing experiences, best practices and documentation to the public on the thematic

SN 5 portal. • The SN 5 members have develop and used the guidelines for Online meeting which

have been spread out to the other sub network through desk now. • The group have had one training session and after that “learning by doing approach” • The group have given their ideaof changes of the structure for the SN 5 work to the

lead partner. Presentation of Countries situation

The situation in Italy, presented of the Province of Venice, is that the economic crisis is exploding. • There is lack of research on technological issues. The only enterprises surviving are

that ones that had invested in technology in the past and of course much of the women enterprises are no in.

• The province of Venice is working on in a Equal project, II phase, on gender stereotypes, with the schools as targeted.

• The province of Venice have been visiting The County of Västernorrland, in Sweden and received many ideas on future projects such as project with children using creative methodology.

• Along with the Chamber of Commerce and the University the province of Venice has set up a technological park, which mainstreams as well women and new technology in female entrepreneurship.

• On all the Italian territory Microsoft is cooperating with the Ministry of Equal opportunities for organising seminars on computer technology addressed to women and young people.

Ergani Centre, Sykies, Greece, described the situation at the centre: • Ergani Centre is leading a project aimed to teach women on how to create their own

business on two bug regions of Greece. • Ergani is also cooperating with a Technological Institute and is following closely the

Open Source Movement as an alternative to Microsoft. • The work done in the framework of SN5 of W.IN.NET project from Municipality of

Sykies / Ergani Center was the collection and synoptic presentation of various best practices, projects, studies and experts in the field of “women and technology” in national level.

As a result of the above mentioned work in transnational and online meetings in the framework of SN5 are as follows:

- The contact with experts in national and European level that could bring in the development or the transfer of pedagogical tools for the needs of Ergani’s computer literacy courses for women.

- The development of a concept for cooperation with Technological Educational Institution and Polytechnic School of Aristotle University of Thessaloniki, about the abrogation of the barriers for women in the technological fields in higher education.

- The boost of the further investigation of benefits and loss of open source software adoption

- The access in information about the national and European policies, studies and statistics in the field of women and technology in labour market, education and research.

- The familiarization with the call-centre environment through the use of the portal communication tool that could improve the call centre counselling and mentoring services of Ergani Center

- EDEM - Greek Association of Women Engineers

http://www.edem-net.gr/index.php Spain - CEIN in the Region of Navarra is promoting technological companies, led by men or

women. Sweden The WRC, Saga presents the following situation and best practices: - The Women Resources Centres have been mentioned for the first time in the Swedish

National Action Plan for Employment 2004, recognised as major actor to implement gender and employment policies. Which also have been integrated in the European Action plan for employment.

- The National Federation of WRC is also negotiating a future programme of collaboration with NUTEK, the Swedish business development Agency, and this represents a good example of collaboration between an NGO and an institutional entity.

- The Swedish National actionplan for employment, 2004, under guideline for Gender Equality, states that: « Regional and local Resource Centres (RCs) for women cite their work concerning — and in areas affecting — women's employment and the labour market. The RCs apply a broad approach, seeking to increase all women’s participation in the world of work in, for example, IT and technology, entrepreneurship and business, by preventing ill-health, improving conditions facing young women and combating gender segregation in education and the labour market »1

- Sweden’s NAP for 2002 cited the EQUAL project ‘Partnership for Gender Equality in Gävleborg’ as a development project aimed at ending gender segregation in the labour market. Within this project, ‘DoRiS’ which started in June 2004, in Sandviken was set up a thematic technical resource centre in the field of gender and technology. Its focus is on training, guidance and recruitment, networks and mentorship, international collaboration and, by building up knowledge and experience, fostering wide-ranging cooperation and ending gender segregation of the labour market.2 » www.doris.nu

- WRC Saga, Sweden spoke about a research on opinions from girls in technical education showing that the girls are not attracted by technology. A summer school of two weeks will be organize by the University of Gävle to learn girls and women on how to use computers. It will be done with the support from WRC ‘DoRiS’in Sandviken. The agency for higher education in Sweden supports this action and there is a dialogue to establish a national resource centre to handle and work with the issue to increase girl and women’s participation in the technology field. It will be placed under the governmental levels.

So the work that have been started under a 10 years period (1996 –2006) within this issue will continue in Sweden and the gender perspective in different field in within technology will be of importance for the future work. There is a start up to create partnerships together with the educations system all levels, regional and local actors and companies and their HRM personal how to handle and act to increase women’s participation in the technology field. www.arbetslivinstitutet.se Other Presentations The County of Västernorrland, in Sweden has presented the project: - “Women and Invention” focused on innovative method of working with inventions and women. The aim of the project is to create a network promoting women inventions on regional basis. The project, co-financed by Nutek, mapped all the women’s ideas on inventions and gave training courses to these women on how to proceed with their inventions: from the ideas to the realisation and marketing. The major constraint for women to be inventor was the lack of time and the need to know how technology works. The project foresees summer schools for young girls (6-14 yeas old) in order to change their attitudes as regards invention and technology. The key-words of this project are: Women Invention; Women in seminar; Education; Discussion of ideas; Dissemination of knowledge; Network; Media interest; Nutek. The Province of Venice, Italy, presented a new project focused on technology and schools. - The project aimed at setting up a on line platform for women with two objectives: - to learn and use the most common PC programmes; to learn on how to navigate on

internet especially for seeking a job.

addressing young women together with the University of Gävle. A pre-proposal will be sent out to the partners in SN 5.

A European Association of WRC in EU 25

The SN 5 group are positive that a European WRC network of WRC is needed for the future work within this issue – and that the theme must be a part of the European network of WRC in EU 25 members states so that the growth and jobs in the European Union will be gender equal. The group thinks that the awareness of this issues needs to highlight and it must be tackled in every EU 25 member states in their action plans for employment and other related policies. A European Network of WRC focusing on these issues will be a important tool in cooperation with other actors working with this theme at every level in the European society.

First SEMINAR REPORT- Sub-Network no. 5 “Women and Technology” ___________________________________________________________________________ 5- Conclusion Future of the European WINNET, WRC network Unanimously the group agreed on the fact of having a working group within the European Network working on Women and New Technology. It should be important to create a theme within the future European association of WRC in EU 25..

• The theme needs to be elaborated further in a EU 25 context together with all other actors within women and new technology. The European Association of WRC in EU 25 is an actor.

• The theme needs to be integrated in EU 25 members states policies and WRC is an actor

• The themes needs to be integrated in European policies and the WRC is an actor

Formal Association /NGO built up on a virtual office (but always established somewhere).

The women and new technology issue will be one of the subject within this European Association of WRC in EU 25

The SN 5 group will follow up and have meeting online and start up future cooperation and support each other within this theme.

See the visual program enclosed for SN 5, which show the SN 5 final result of the work in the sub network 5 work in the WINNET project and it was presented at the final and open conference in the region of Navarre, Pamplona, 17 June, 2005.

The European Virtual Association of WRC in EU 25 needs to develop and set up a knowledge base of women and new technology with focus on the issue in the visual picture. It should be the grounding for action plans in EU 25 member states as a tool to desegregated the labour market and education in real in EU 25 to secure growth and jobs 2007- 2013 in the European Union.

Conclusions on the future work of sub-network 5 - Establish knowledge and action for gender equal recruitment actions and models

together with interested actors - Networking, and there will WRC with focus on this issue of great importance. - Mentorship still needs to be develops - Gender sensitive pedagogic at all level in the education system - Gender equal work organisation needs still to be created together with actors within this

field. WRC is one actor, which can support these work and actions. - Increase the knowledge and skill

- We need a future cooperation for the subject women and technology; - Quality Indicators are important to set up a WRC focusing on Women and New

technology - Gender perspective needs to be integrated in pedagogic with focus on technology in

schools at different levels in the education system;

- Career guidance and counselling, perhaps to use Career counselling Online needs to be developed and used in a European wide perspective;

- Cooperation with companies to increase women’s participation in all sectors of the labour market in a European perspective;

- Train women in WRC in gender issues and how to integrate the gender perspective in areas of concern in this case women and technology.;

- Workshops with all women, young and unemployed; - Cooperation with jobcentres; - The issues of women and new technology need to be implemented in policies for

example the national action plan for employment. - The establishment of a strong WRC association of WRC network within the EU

25 with connection to other network working with the issue to optimise the result of the work to be done for a future success of changes. For example WITEC but also EENN.

- Establish a good contact with DG Research unit women and science to support and promote WRC to be a part in different research and development project in Europe.
