SySTEm of STUdy

The Finnish education system consists of the following: Pre-school education Comprehensive school Post-comprehensive general and vocational education Higher education (universities and polytechnics) Adult education Post-comprehensive education is offered by general upper secondary schools (approximately three years of studies ending in the national matriculation examination) and vocational institutions (three years of studies leading to upper secondary vocational qualifications). The Finnish higher education system consists of two complementary sectors: polytechnics (also known as universities of applied sciences) and universities.

UNIVERSITIES

Finnish universities promote free research, scientific and artistic learning, and provide higher education based on research. Finnish universities have roots going back to the 17th century. Today the country has one of the most comprehensive state university networks in Europe. All Finnish universities are state-funded. The total university enrolment is currently 164 000 students. In 2008 there were approximately 6,200 international degree students and approximately 5 350 international exchange students studying at Finnish universities.

Universities

There are 16 universities in Finland: Eleven multi-faculty universities Three art academies Two universities of technology One special school of economics and business administration AdmISSIoN Universities select their own students. Procedures and practices relating to student selection vary from one university and faculty to another. Generally, student admissions are based on the results of applicants prior studies and entrance examinations. As a general rule, international applicants for degree studies in Finland must first fulfill the minimum requirements of their own country. Students should also be prepared to come to Finland to take an entrance test for some programmes. However, most of the student selections are being made on the basis of application documents. Good command of English must usually be certified. The University Admissions electronic Online Application is available at www.universityadmissions.fi. University Admissions Finland is a centralised admissions service established by Finnish universities. The service is free of charge for the applicants. STUdIES University studies are divided into basic studies, intermediate studies and advanced studies. All levels of study include various methods of tuition: Lectures and other instruction Exercises Essays or other independent work Set-book examinations, seminars, and so on A Bachelors degree consists of basic and intermediate studies in the major subject, including completing a Bachelors the5 4

sis, and studies in one or more minor subjects and languagestudies. A Masters degree includes advanced studies and the completion of a Masters thesis. Research and the preparation of a substantial thesis are essential parts of the studies for both Licentiate and Doctoral degrees. dEgREES Universities confer Bachelors and Masters degrees, and postgraduate licentiate and doctoral degrees. The extent of studies is measured in ECTS (European Credit Transfer System) credits. One year of full-time study is equivalent to 60 ECTS credits. The lower Bachelors degree takes 3 years and is worth 180 ECTS credits The higher Masters degree takes 2 years and is worth 120 ECTS credits The doctoral degree takes 4 years and is worth 240 ECTS credits

PoLyTECHNICS

Also known as universities of applied sciences. Polytechnic education emphasizes close contacts with business, industry and the service sector, especially at the regional level. Polytechnic degrees are designed to meet the changing requirements and developmental needs of the world of work by having a pronounced occupational emphasis and qualifying graduates for various professional duties. There are 25 polytechnic institutions (27, if the land Polytechnic in the self-governing province of the land Islands, and the Police Academyare are included), most of which are multi-field and operate in several locations. The total polytechnic enrolment is currently 132 500 students. In 2008 there were approximately 6,400 international degree students and over 3 500 international exchange students studying at Finnish polytechnics.5 4

Polytechnics

AdmISSIoN Polytechnics set their own admissions criteria. The entry requirements are: Upper secondary education or matriculation examination Professional basic examination or corresponding qualification acquired in adult education Or corresponding foreign studies A new joint application system for Bachelor degree programmes conducted in English at Finnish polytechnics was launched in January 2007. The system is based on an online application that can be accessed at www.admissions.fi. Using just one application form, the applicant can apply for up to four different Bachelors degree programmes conducted in English. STUdIES Polytechnic Institutions/UAS provide education in the following fields of professional education and training: Humanities and Education Culture Social Sciences, Business and Administration Natural Sciences Technology, Communication and Transport Natural Resources and the Environment Social Services, Health and Sport Tourism, Catering and Domestic Services dEgREES The polytechnic degrees are Bachelors and Masters degrees. The Bachelors degree takes from 3.5 to 4.5 years and is worth 210270 ECTS credits The Masters degree takes 1.5 to 2 years and is worth 6090 ECTS credits.

AdmISSIoN Visiting Students Exchange students can come to Finland through European Union programmes, such as Erasmus and Leonardo. Students from the USA may participate in the ISEP exchange programme (Fulbright) while students from the other Nordic countries can take advantage of the Nordplus scheme. Finnish higher education institutions have bilateral agreements with colleges and universities abroad which also cover exchange programmes. In special cases, students can be accepted from outside the above schemes. degree Students As a general rule, international applicants for degree studies in Finland must first meet the minimum requirements of their own country for entry into higher education. For the degree programmes listed in this brochure, good command of English must usually be certified. Further information about application and entrance requirements is best obtained directly from the university or polytechnic. Post-masters Students Post-graduates from other countries are admitted to all Finnish universities. They are advised to directly contact the university in which they are interested.

Passport or official Identity Card Foreigners coming to Finland need a valid passport, except citizens of the Nordic and the European Economic Area (EEA) countries, who need either a valid passport or an official identity card as a travel document for identity verification. Visa The citizens of the Nordic countries may arrive, reside, study and work in Finland without visas or residence permits. The citizens of the European Economic Area (EEA) countries need not apply for a visa or a residence permit before arriving in Finland if they intend to stay in the country for maximum 90 days). Citizens of other countries are required to have a visa or a residence permit, depending on citizenship and the length of the stay, already before coming to Finland. Students (non-citizens of Nordic or EEA countries) who have been accepted to participate in entrance examinations of Finnish higher education institutions must apply for a visa for the period of the examinations. Residence Permits for Students The citizens of the Nordic countries may arrive, reside, study and work in Finland without residence permits. Citizens of the European Economic Area (EEA) countries must register their right to reside in Finland at a police department when the studies last for more than three months.

Registration Foreigners who stay in Finland for at least one year must submit personal identity data to the Population Information System for registration. Registration takes place in a local register office (in Finnish Maistraatti / Magistrat in Swedish). More information available at the local register offices and at http:// www.maistraatti.fi or at Population Register Centre at http:// www.vaestorekisterikeskus.fi. moNEy Tuition fee Finnish universities and polytechnics (also known as universities of applied scieces) can collect tuition fees on a trial basis starting 2010. Tuition fees can be charged from non-EU/EEA nationals admitted in to selected Masters degree programmes in English. These students can apply for a scholarship provided by the institution in question. Tuition fees will not be collected from students enrolled in degree programmes on Bachelors or Doctoral level. We recommend that you always check the tuition fee policy from the institutions web site. Costs The student unions, however, charge an annual membership fee of about 60110 EUR to cover their activities. Student health services are included in this fee. Membership is compulsory for those who are studying for their Bachelors or Masters degree, but voluntary for doctoral students. Student union membership entitles the student to a number of benefits: health services, subsidised meals, cheap travel options and other discounts. Polytechnics do not charge tuition fees either, but a few institutions currently charge fees for tuition materials, etc. Student union membership for students in polytechnic schools is optional. Students in both universities and polytechnics have to pay for their books and other materials, plus their accommodation and living expenses.

Practicalities

Foreign students from countries outside the EU/EEA are required to demonstrate that they have a minimum of 500 EUR per month at their disposal. The total monthly living expenses of a single student average around 700 EUR. Insurance Foreign students coming from countries outside the EU/EEA must have a health insurance attached to their residence application. More detailed information is provided by the Finnish Immigration Service at www.migri.fi->English->Students ->Non-EU citizens. All international students are highly recommended to take health insurance covering all the health risks during their stay in Finland. financial Aid Non-citizens of Finland can get financial aid for studies in Finland if they live in Finland on a permanent basis for a purpose other than studying. This requires that they are registered as a permanent resident in the Finnish population register system. The citizens of the EU and other EEA countries may apply for study aid if their studies are closely related to their work in Finland, if they have become involuntarily unemployed in Finland, or if their parents are working in Finland. The Centre for International Mobility CIMO awards and administers scholarships for post-masters level study and research in Finland. Practicalities

HoUSINg Student housing is generally organised by established student housing foundations. See Finlands Student Housing Ltd. at http://www.soa.fi. In some university towns, accommodation can also be arranged through the student unions themselves, through regional student clubs, or faculty organisations. Many towns and municipalities also have dormitories maintained by the municipal community or the educational institution. Contact the international advisory service of your chosen educational institution in Finland for more information. The receiving institution usually takes care of the accommodation of exchange students.
