'None~of·these debentures had, -however, been is!'ued at 30th June last, the money not being required prior to that date . . ; - . The'net revenue derived from working the lines during the year was '£476,327, or. 4" 4 7 per cent, upon the capital bearing interest.
The interest on the borrowed capital amounted .to £618,350, and the net revenue, above stated, left an amount of £142,023 to be met by the Co~solidated Revenue, a reduction of the amount required during the previous year of no less than £97,279-
That the extinction of this charge upon-the Revenue may be looked for at no distant date; so far- as the lines opened for traffic to 30th June last are concerned, may be gathered from the subjoined statement showing the gradual decrease of the amount since the beginning of 1870 ..

The foregoing shows a reduction during four and a half years of £169,308, and should the same average rate of progress continue, less than four years more will suffice for the net revenue of these lines to pay the whole of the interest on their borrowed capital as well as\ their working expenses.

The amounts of interest and non-interest bearing capital ha-ving been altered during the past year, principally by the redemption of . debentures to the amount of £68;100 (referred to under the head Debenture Capital), the- following statement shows the respective amount under each of these heads at the 30th of June last :-

Of the gross capital thus shown there had been expended to 30th June £II,727,329, leaving a balance for further requirements, and to meet liabilities on contracts already entered into, of £447,689 ; but of this latter amount £177,330 only bore interest, the remainder being the unused balance of the £900,000 obtained from the land fund, under the provisions of Act 360, shown in the foregoing" stateqlent under the title of the" Railway Loan Liquidation and Construction Account."
On the capital expended upon all lines, the net revenue of, the year shows a return of 4 per cent., but it must be born~ in mind that a large portion of this expenditure was yiel~ng no return, and in order to arrive at the actual"percentage which the lines open for traffic paid during that period, sundry deductions require to be made and to the extent shown as under :-

Upon this sum the net revenue of the year gives rather more than 4t per cent., the best result yet obtained since the opening of the lines.
Contracts for the remaining sections of the Ballarat and Ararat and Ballarat and Maryborough lines were entered into during the year as follows :-

These, with the contracts entered into during the previous year, shown on page 4 of my last Report, make a total length of 145i miles let by contract, and excluding the cost of land, engineering, permanent~way materials, stations, and rolling·stock, the average cost per mile for works has been £2,951.
In my last Report I alluded to the increase in the value of land and permanent. "way materials, and stated that it was evident that, from these causes, the amount originally fixed by Parliament for the construction of these lines, viz., £5,000 per Act 471. section
mile, would be insufficient to complete them, and in the" Railway Construction Act 10.

The working expenses were ~167,408, being 39'29 'Of the receipts, as against 39'82 for 1872-3.
The increase in the ~number of passengers travelled was 21,951, and of goods carried 15,057 tons.
Beyond the foregoing, which indicate a general increase of business in all branches of traffic, there are no features calling for special notice.
WILLIAMSTOWN LINE.
The, receipts on this line during the year were £52,875 os. Id., being an Beturn No. 8.
improvement upon those of the previous year of £7,943 os, 2d. This increase is thus shown:-

The expenditure amounted to £41,292 19S. 2d., being 78'10 of the receipts, a reduction on the previous year's rate of I It per cent., the increased revenue, above shown, ?aving been earned at an increased expenditure of £1,190 I IS. gd. only.
The number of passengers travelled in excess of 1872-3 was 186,317, a'result largely attributable to the rapid increase of population in this direction.
The increase in tonnage ca~ed was 18,327 tons.
BALLARAT LINE.
Return No, 8. This line shows an increase of £ I 6, 8 I 9 2S. I d. over the previous year, the : receipts being £188,076 5s. 4d. as against £171,257 3s. 3d. in 1872-3, and the working expenses were 45'41 perc~nt., leaving a balance of profit on working of £102,676 os; lOd.

The increase in the number of passengers travelled on this line was 13,031, and of goods 20,309 tons more were carried than in the previous year.

NORTH-EASTERN LINE.
This line was not opened for traffic throughout its entire length until the 21st November 1873, ,and, in consequence, it is still impossible to institute any comparison between the receipts of the last and preVious years. At the date of my'last Report the length of line open was 105 miles, but the' average 'length for that year was only 81 miles. '
I~ like manner, the length of line open 3ct 30th June last was 187 miles, but taking the dates into consideration at which the several further extensions took place ,during the.past, year, ,the average 'length of the line during 1873-4 was only 160 miles.

Calculated on the same principle as in last year's Report, this gives the receipts per mile open as £1,149 qs. 6d., an increase of £116 3s. IOd. per mile.
The large increase of revenue earned upon this line during the past year is accounted for by the increase in length of the line to double that of the previous year, and also hy the general increase of husiness, in which this line was a sharer in common with the older lines.

The decrease in the item Mails, £1,080, as shown ab@ve, is, however, only apparent, and arises from tbe fact that during 1873'-4 no decision was arrived at hetween the .Postal and this Department as to the amount to he charged for carriage of mails on this line, and the sum definitely fixed was agreed upon too late for entry in the accounts of the year, and it will consequently appear in those of 1874-5'
The increase in passenger revenue is due both to the greater numher of passengers who travelled, ·and to the greater length of line open, which caused an increase in the average miles travelled per passenger.

The number travelled during the past year amounted to 370,338, averaging 20'55 miles each, against 273,422, averaging 13'31 miles, in 1872-3; and the same app~ies to the goods traff.ic, the t01~nage can'ied having increased from 62,343 to 120,489 tons, and the average .dist!lnce from 58'39 to 7.9'09 miles per tiCm,

which £80,613 13s. 9d" or 43'81 per cent., was absorbed by~he working expenses, leaving a profit on working of. £ 103;371 9s. 3d. .~ ,', .
The low cost of working is mainly attributable to· the fact' of the maintenance of a large portion. of the line::beirrg performed by tHe contractol's'under the terms of their cohtract, the maintenance of the line from Seymour to Benalla, a distance of 60 miles, having devolved upon the department from the Jst of January last only, while the length from Benalla to Woclonga, a distance of· 65-i- miles, was still in the hands of -the contractors at 30th June.
Although the balance of profit on this line is considerably less' than on the Main, and only about equal to that on the Ballarat line, yet the much lower rate at which the line was constnlCted enables it to show a more favorable result . ..
The capital raised for the constr'uction of the line under AC~331 was £1,720,000, bearing interest at 5 per cent.
The yearly interest payable is therefore £86,100, and the receipts of last year not only paid the whole of this, in addition to the working. e.xpenses, but a further sum of £17,27J 9s. 3d. into the-Consolidated Revenue. .
Returns giving full details of the. revenue and expenditure, together Vlrith the 1}.sual statistical returns, will be found .in the Appendix attached to this Report.

REPORT OF THE ENGINEERS.
Engineer-in-Chiera Office, Railway Department, Melbourne, 15th December 1874.
In the absence of the Engineer-in-Chief, we have the honor to report that the permanent way and works on the whole of the Victorian Railways have been carefully and .satisfactorily maintained during the
year ending 30th June 1874. The expenditure on account of maintenance during tbis year was £74,999 IS. 3d.; in the previous
year, to 30th June 1873, it was £72,083 IS. 4d.; but in that year, of the North-Eastern line, the first section (56 miles), to Seymour, had beeu maintained by the Department only from the 18th April to t,he 30th June. In the year ending 30th June last, the 56 miles to Seymollr have been maintained at the cost of the Department for twelve inonths; 231 miles thence. to Longwood, for seven and a half months; and 36i miles, from Longwood to Benalla, for six, months; and these ioci'eases in the length so maintained have caused a corresponding increase in the-amount charged for this year against the North-Eastern line. The increase in the amount charged, for wages, to the Williamstown line is for repairs to piers, with which
considerable progress has been made. A greater number of red gum sleepers have been used for renewals this year, namely, for the line
from Footscray to Echuca, 20,300; for Williamstown branch, 1,192; for the North-Eastern line, 147 ; and from Melbourne to Ballarat, 27,965; making together 49,604, agllinst 3+>360 replaced during the previous year ending 30th June 1873.
A quantity of rails and fastenings has been provided for exteusive renewals on the Geelong and Melbourne line. These materials will be issued and the work proceeded with immediately.
The following portions of the North-Eastern line have qeen opened for traffic, viz. :-From ViolettOWll to Benalla, 16t miles, on the' 18th August; from BenaBa to Wangaratta, z41 miles, on the 28th
October; an~ from Wangaratta to Wodonga, a distance of 41! miles, 011 the 18th Novembet' 1873. The constrllction of 29t miles of the Ballarat and Maryborough liue (Creswick to Maryborough), and
z8i miles of the Bllllarat and Ararat line (Beaufort to Ararat), has been contracted for during the year ending the 30th June last, and satisfactol'y progress has been made with the works on all the light lines.

I have, the honor to report that all repairs and renewals of worn-out parts necessary to maintain the efficiency of the engines and the rolling-stock g!memily during the -year ending 30th June I 874, have been made, and that the total cost thereof has been charged against the revenue for that period . . ,

repaired, of which 13 carriage-trucks, and J 7 waggous, have been entirely rebuilt, and among them 3'3'0 new tyres have been put on.
A ftll'ther serious rise in the price of coal hilS taken place during the year, amounting to 48. 7d. a ton above that of the previous year, while the pl'ice in the previous year itself was 55. 9d. in' advance of that of its predecessor. We have, therefore,during the year ending June 30th 1874, paid per,ton, 43'pe~ cent. more for our coal than was paid for "it two years ago; notwit,hstanding which, t.hetotal .working expenses, and expenses for repairs, per train mile, stand within a fraction, of what they were' at the time coal was cheap.
Seeing that the cost of coal is the largest item in our expenses, it will readily be unders,tood not
only that econo~y generally has been pl'actised, but that the engines must have been maintained in a high state of efficiency, to obtain so good a result.
At the period above named, the whole of the 10 goods engines built by the Phrenix Foundry Company of Ballarat, and 2 bnilt at Williamstown, had been upon the line for some time, and performed their work satisfactorily.
