PerformanceStarting with Apprenticeship• Individuals receive WIA services after enrollment into

Registered Apprenticeship to support Classroom or On-the-Job Training or to provide other services. Since apprenticeship is employment, individuals would

be considered “employed at participation” for WIA purposes and not included in the Adult Entered Employment Rate

Still included in Employment Retention Rate and Average Earnings.

Performance Starting with WIA• WIA (and Wagner-Peyser) participants are not

employed when they receive core and intensive services resulting in entry into Registered ApprenticeshipRemember: Apprenticeship is employment so that’s a

positive “hit” for the Adult Entered Employment Rate (and/or Youth Placement in Employment/Education)

Also included in Adult Employment Retention Rate and Adult Average Earnings.

PerformanceIdentifying the Point of ExitWIA (and Wagner-Peyser) participants are exited

after all services are completedThis supports co-enrollment and Kansas’ approach to

integrated service delivery

Per TEGL 17-05, exit occurs when a participant does not receive a service for 90 consecutive calendar days, has no gap in service and is not scheduled for future services. The exit date is the last date of service.

(and Wagner-Peyser) New regulations just published 10/29/08 also recognize

interim credentials Certificates awarded in recognition of attainment of

technical or occupational skills by a Registered Apprenticeship program meet the “common measures” standard for Youth Attainment of Degree/Certificate
